Materials of the President's Personal File Among Nixon Presidential Materials, 1969-74

The Presidential historical materials of the President's Personal File are in the custody of the National Archives and Records Administration under the provisions of Title I of the Presidential Recordings and Materials Preservation Act of 1974 (P.L. 93-526, 88 Stat. 1695) and implementing regulations. In accordance with the act and regulations, archiv1sts reviewed the file group to identify personal and private materials (including materials outside the date span covered by the act) as well as non-historical items. These materials have been returned to former President Richard M. Nixon or the individual who has primary proprietary interest.

Materials covered by the act have been archivally processed and are described in this register. Items which are security classified or otherwise restricted under the act and regulations have been removed and placed in a closed file. A Document Withdrawal Record (GSA Form 7279) with a description of each restricted document has been inserted at the beginning of each folder from which materials have been removed. A Document Control Record marks the original position of the withdrawn item. Employees of the National Archives will review periodically the unclassified portions of closed materials for the purpose of opening those which no longer require restriction. Certain classified documents may be declassified under authority of Executive Order 12356 in response to a Mandatory Review Request (GSA Form 7277) submitted by the researcher.

1 President's Personal File Scope and Content Note

The President's Personal File is essentially a President's secretary's file, kept by , personal secretary to the President, for two purposes: (1) preserving for posterity collection of documents particularly close to the President, whether because he dictated or annotated them, or because of the importance of the correspondent or the event concerned; and (2) of giving appropriate attention-- letters of gratitude, invitations to White House social events, and the like--to members and important friends and supporters of the Nixon administration. This generalization does not describe all the varied materials of a file group which is essentially a miscellany, but it does identify the reason for the existence of the file group's core.

The President's Personal File is divided into eighteen series. The Memoranda from the President series holds a chronological sequence of transcripts of dictated messages from the President to key members of his staff, particularly to H.R. Haldeman, John Ehrlichman, Henry Kissinger, and Rose Mary Woods. Others to whom memoranda are directed include Peter M. Flanigan, Bryce Harlow, Raymond Price, Patrick Buchanan, Alexander Butterfield, Charles Rebozo, and the First Family. Subjects covered include substantive policy issues, public relations with members of Congress, the press and the American people, liaison with administration friends, and the use and decoration of the White House. Very few memoranda were created after March 1973.

Next follow three name and name/subject files. The first, the Name/Subject File, contains the President's correspondence with family, friends, supporters, administration members, and foreign officials. It is a file of materials in some way intimate and personal, even when concerned with the policies and programs of the administration; and it is a file of materials made important by the identities of the correspondents, the significance of the events dealt with, or the nature of the documents themselves. This series seems to contain, for example, a complete or near complete collection of copies of Nixon's hand- written letters written during his presidency. Also present are hand-written or autographed communications from notable people--hand-written notes or letters from , J. William Fullbright, Jacqueline Onassis, Prince Phillip and Prince Charles, for example, and autographed letters from Queen Elizabeth, Chiang Kai-shek, Lyndon Johnson and Harry Truman. Events documented include the Kent State College shootings, the President's nocturnal visit to the Lincoln Memorial during the demonstrations of May 1971, Vice President Agnew's resignation, and important Presidential speeches and trips. Communications with family members and close friends are contained in this file as well.

The Rose Mary Woods Name File and the Rose Mary Woods Name/Subject File are related to the Name/Subject File in the predominant intimacy of message and in the nature of the correspondent dealt with--that is, the close or long-time friend or Supporter. They are distinct, though, in being primarily files of Rose Mary Woods' correspondence rather than the President's; they document her work in maintaining liaison with long-time supporters of the President, and in handling certain details of the daily work which

2 required the attention of the President's personal secretary, such as acknowledging small personal gifts or keeping the President's country club and fraternal society memberships current.

Next in order are two speech files, the President's Speech File, and the Raymond K. Price Speech File. The former is particularly notable for its hand-written Presidential drafts and is generally in outline form on yellow legal size paper. Speechwriter drafts are also present. The coverage includes-the entire administration. The Raymond K. Price Speech File is more selective, containing drafts only of some speeches, and primarily those from the administration's last two years. The Watergate speeches are represented in many drafts.

The next five series reflect Rose Mary Woods liaison work with administration supporters. The White House Social Events series, the White House Social Entertainments Office series, and the Republican National Committee Files all document her efforts to remember administration supporters through invitations to White House social events and other courtesies. The Committee for the Re-election of the President Files contain correspondence from local Republican leaders, addressed to Rose Mary Woods in response to a request from Clark MacGregor, pledging their support for the President and giving their telephone numbers. The Photograph and Autograph Request File reflects Woods' work in distributing autographed photographs of the President and First Family. The rest of the President's Personal File is a miscellany.

The Transition Materials series, composed only of pre-presidential documents, has been returned in its entirety. The Foreign Affairs File consists of briefing books, biographical profiles, and compilations of the President's foreign travel. The Selection of the Vice Presidential Nominee series is composed primarily of letters from Republican Congressmen, written at the request of the White House, advising the President on a nominee to succeed Spiro Agnew. The Transcripts of Recorded Presidential Conversations series holds transcripts on conversations, in rough form and probably prepared by Rose Mary Woods' office; most of the conversations here transcribed were eventually printed in the "Submission of Recorded Presidential Conversations," released on April 30, 1974. The President's Financial and Family Papers series, much of which has been returned, is largely a consequence of allegations regarding President Nixon's property transactions, tax returns-and related financial matters, and the subsequent release by the White House of the Coopers and Lybrand audit of the President's affairs. The Materials Removed from the President's Desk series holds unrelated materials removed from the President's desks at the end of his administration, ranging from briefing books and reports to photographs, dictabelts and mementos. The series holds a box of correspondence annotated by the President. Fuller descriptions of all of the series are given in the series descriptions, which immediately follow.

Photographs, sound recordings and museum objects have been transferred from the President's Personal File to the audio-visual unit and the domestic gift collection.

3 Related file groups to the President’s Personal File include the President's Office File (47. 5 cu. ft.), which was apparently created and maintained by Alexander Butterfield, Stephen Bull, and the Staff Secretary's office, and the staff member files for Raymond K. Price (34 cu. ft.) and Rose Mary Woods (17.75 cu. ft.) in the White House Central Files.

Also included are a few memoranda between White House staff members, and a few letters, arranged in chronological order.

5-17 NAME/SUBJECT FILE, 1969-74

Correspondence, memoranda, dictabelts, notes, greeting cards, clippings, printed matter, cables, a few pages of news summaries, speech drafts, reports and photographs. Primarily a file of materials in some way close to the President: of his handwritten notes and letters, for example, or of his correspondence with his family, friends, supporters, and associates, as well as the White House staff and foreign officials and heads of state. Includes copies of outgoing handwritten Presidential letters, and incoming letters, often handwritten, from notable people or reflecting notable occasions. Arranged in alphabetical order by name of correspondent or subject.

18-19 ROSE MARY WOODS NAME FILE, 1969-74

Correspondence, memoranda, notes, lists, clippings and printed materials, and photographs. Composed of communications between the President or Rose Mary Woods, the latter acting either in her own behalf or in that of the President, and their friends, associates, and supporters. Correspondents include those who because of their long acquaintance with and support of the President were dealt with by the President or his personal secretary rather than by the White House Central Files apparatus. Arranged in alphabetical order by name of correspondent.

Correspondents include long-time friends and supporters; subjects include those that because of their sensitive or intimate nature were handled by the President's personal secretary. Arranged in alphabetical order by subject or name of correspondent.

46-95 PRESIDENT'S SPEECH FILE, 1969-74

Composed predominantly of speech drafts, prepared both by the President (usually in outline form on yellow legal- size paper) and by his speech writers. Also present are memoranda, notes (often in the President's hand), dictabelts, agendas, itineraries and lists of participants, transcripts of the President's remarks, congratulatory correspondence, printed matter, and paper memorabilia (menus, place cards, programs and special event publications). Coverage includes any occasion at which the President spoke, whether the result was a major speech or a few informal remarks. Arranged in chronological order by the date of a speech's delivery.

96-119 RAYMOND K. PRICE SPEECH FILE, 1969-74

Composed predominantly of speech drafts written by Raymond K. Price, Special Assistant to the President and Special Consultant to the President. Also included are correspondence, memoranda, notes, cables, wire service stories, press releases (containing the texts of Presidential speeches) , reports and printed matter. Almost half the series is composed of drafts of Watergate speeches. At the end of the series are several folders of Price's memoranda

reporting on Cabinet meetings. The speeches and speech drafts are arranged in chronological order by the date of a speech's delivery, with the exception of the drafts of Watergate speeches, which are grouped together just before the drafts of the resignation speech.

Lists of participants, together with memoranda, notes, programs, biographical profiles and other background matter, press releases, printed matter and clippings reflecting Rose Mary Woods' communications with interested parties concerning invitations to particular White House social events. In many folders the list of participants is the main document. Arranged chronologically by date of event.

137-152 WHITE HOUSE SOCIAL ENTERTAINMENTS OFFICE, 1969-74

Correspondence, memoranda, notes, lists of names, forms ("Suggestion for Invitations to White House Functions"), press releases, printed materials and clippings, reflecting Rose Mary Woods' communications with the White House Social Entertainments office, and with those who put forward requests for invitations to White House functions for administration supporters. Arranged alphabetically by subject.

Correspondence in response to a letter from Clark MacGregor, Campaign Director of the Committee for the Re-election of the President, requesting local politicians to send a letter to the White House (to the attention of Rose Mary Woods) pledging their support and listing their telephone numbers. 163-165 PHOTOGRAPH AND AUTOGRAPH REQUEST FILE, 1971- 74 and Undated

Primarily a series of photographic portraits of the President, the First Family and other White House people and scenes, intended for distribution. Many of the photographs are inscribed and were awaiting Presidential signature when the administration ended. Also present are correspondence, memoranda, notes, signature cards and clippings concerning requests for Presidential autographs. Arranged in an approximate alphabetical order.

166-167 FOREIGN AFFAIRS FILE, 1969-74

Briefing books (with Presidential annotations), memoranda, schedules, press releases, lists, biographical profiles. Composed of three parts: four briefing books prepared by Patrick Buchanan in 1971 and 1972 (three of which include domestic policy materials); one folder of biographical profiles prepared for the President's 1972 trips to China, Russia, Austria and Iran; and compilations of the President's trips to foreign nations and his meetings with foreign officials. Arranged according to type of material.

Composed predominantly of letters to the President from Republican members of Congress advising on the choice of a Vice President to succeed Spiro Agnew. The letters, most of which are dated October 11, 1973, were in response to a White House request, which was forwarded through Gerald Ford and Hugh Scott. Also present are a few cables from the public, compilations of Congressional advice, lists of candidates from cabinet members and White House staff, and a compilation of recommendations of Republican National Committee members. Arranged alphabetically by State affiliation of correspondent.

170-172 TRANSCRIPTS OF RECORDED PRESIDENTIAL CONVERSATIONS, 1972-74

Composed predominantly of transcripts of recorded conversations in rough form and with occasional Presidential annotations. Also included is a small amount of correspondence, memoranda and notes, and one tape recording. Arranged in chronological order by the date of conversation.

173-184 PRESIDENT'S FINANCIAL AND FAMILY PAPERS, 1969-74

Correspondence, memoranda, notes, bank and other financial statements, deeds and related legal papers, audit reports, ledger pages, balance statements, purchase receipts, property inventories, cancelled checks, tax returns, maps, photographs, printed materials and clippings. Primarily concerned with those areas of the President's financial affairs which were the subject of investigation by Congress, and of the Coopers and Lybrand auditor's report requested by the President and released to the public on August 27, 1973. Some material concerning the President's finances, as well as much of that concerning planning for a Nixon library, and all of that concerning his genealogy, have been returned to him.
