March 8, 2021 Dear President, dear Ursula, We welcome the letter of 1 March that you received from Chancellor Merkel and PM Frederiksen, PM Kallas and PM Marin. We share many of the ideas outlined in the letter. Indeed, there are some points that we find are of particular importance as we work to progress the digital agenda for the EU. We certainly agree that our agenda must be founded on a good mix of self-determination and openness. Our approach to digital sovereignty must be geared towards growing digital leadership by preparing for smart and selective action to ensure capacity where called for, while preserving open markets and strengthening global cooperation and the external trade dimension. Digital innovation benefits from partnerships among sectors, promoting public and private cooperation. Translating excellence in research and innovation into commercial successes is crucial to creating global leadership. The Single Market remains key to our prosperity and to the productivity and competitiveness of European companies, and our regulatory framework needs to be made fit for the digital age. We need a Digital Single Market for innovation, to eliminate barriers to cross-border online services, and to ensure free data flows. Attention must be paid to the external dimension where we should continue to work closely with our allies around the world and where in our interest, develop new partnerships. We need to make sure that the EU can be a leader of a responsible digital transformation. Trust and innovation are two sides of the same coin. Europe’s competitiveness should be built on efficient, trustworthy, transparent, safe and responsible use of data in accordance with our shared values.

Joint Statement on the Revision of the EU's 2030 Climate Target
Joint Statement on the Revision of the EU’s 2030 Climate Target Supported by Denmark, Estonia, Finland, France, Ireland, Latvia, Luxembourg, the Netherlands, Portugal, Spain and Sweden Climate change is manifest across the globe. Temperatures are rising, weather systems are changing. As leaders of EU Member States, we have the opportunity and the responsibility to address this. In December 2019, the European Council agreed that we should reach a climate neutral EU by 2050. The EU reaffirmed its global climate leadership and commitment to the Paris Agreement, inspiring others to increased ambitions. This commitment to climate neutrality ensures that our investments in response to the COVID-19 pandemic, do not lead back to the fossil-dependent past. We stand to substantially outperform the current 2030-target, which shows the potential of European action. Against this background, significant emissions reductions are both required and possible. We therefore welcome the European Commission’s 2030 Climate Target Plan as a solid foundation for deciding on raised ambition. We need to agree on increasing the 2030 climate target to “at least 55 percent”. This increased target should be included in the EU’s updated Nationally Determined Contribution to be submitted to the UNFCCC before the end of this year and followed up by legislative proposals by June 2021, to make sure the target is delivered on. Our new long-term budget and recovery package with the climate mainstreaming target of at least 30 percent ensure the EU financial contribution to achieving our increased 2030 climate target in a socially inclusive manner, enabling a just transition.

DIGITAL ENGAGEMENT REPORT 2021 European Center for Digital Competitiveness – Digital Engagement Report 2021 » Preface The Covid-19 pandemic has highlighted that digitalisation is one of the most critical issues faced by individuals, businesses and countries today. Whilst other nations – notably the United States and China – have capitalised on the crisis and now dominate key digital technologies more than ever before, Europe is increasingly lagging behind in terms of digitalisation and the development of a digital economy. Moreover, many European companies are still struggling not only with infrastructure topics, but also with key digital technologies such as quantum computing and robotics. Against this backdrop, the European Center for Digital Competitiveness by ESCP Business School in Berlin has published the Digital Engagement Report 2021. The report presents the digital engagement of all 27 European heads of state and government for the year 2020, including all interactions around digitalisation, based on publicly accessible government information, press releases and personal accounts on the social media platform Twitter. Heads of state and government play a crucial role in the successful digital transformation of their countries, and similar to CEOs, who are responsible for setting and implementing company strategy, these government leaders set the political agenda of their country and are ultimately responsible for their execution. Furthermore, the involvement of a government leader can signal the importance of an issue to his or her entire country, which in turn can inspire the actions of citizens, start-ups and incumbent businesses. The way that governments manage and navigate the digital revolution will continue to determine significantly how competitive and prosperous their countries will be in the decades ahead.

25 March 2020 Mister President, dear Charles, the coronavirus pandemic is an unprecedented shock and it requires exceptional measures to contain the spreading of the contagion within and across countries, to bolster our health systems, to safeguard the production and distribution of essential goods and services and – last but not least – to mitigate the negative effect that the shock has on the European economies. All European countries have taken or are taking containment measures to stem the spreading of the virus. The success of these measures will depend on the timing, the extent and the coordination of sanitary measures implemented by different governments. We need an alignment of practices across Europe, based on past successful experiences, on experts’ analysis, on thorough exchange of information. This is necessary now, during the peak phase of the epidemic. The coordination that you have started, with Ursula von der Leyen, in the leaders’ video-conferences does help in this respect. It will also be necessary tomorrow when we will roll-back the extreme measures taken today, both to avoid too hasty a return to normality and to prevent re-importing the virus from other Countries. We need to ask the European Commission to come out with agreed guidelines, a common base for the collection and sharing of medical and epidemiological information, and a strategy to deal in the near future with the staggered evolution of the epidemic. ___________________________ Mr Charles Michel, President of the European Council As we implement unprecedented socio-economic measures, with an unparalleled slowdown in economic activity, we still need to guarantee the production and delivery of essential goods and services and the free movement of vital supplies within the EU.

STUDY SUMMARY Berlin, July 8th, 2020 Angela Merkel needs to create a unified digital strategy in Europe during her Council Presidency ➢ European Heads of State and Government approach digitization with very different focus ➢ Estonia, Germany, France, the Netherlands and Luxembourg are most engaged on the level of Head of State and Government, while Poland, Italy, Bulgaria, Hungary and Slovenia are least engaged ➢Key future technologies like Robotics, Quantum Computing or Future Mobility received only little attention by European Heads of State and Government ➢Individual engagement profiles reveal: Angela Merkel is focused mostly on digital infrastructure while neglecting Entrepreneurship. Emmanuel Macron puts Artificial Intelligence and Entrepreneurship in the spotlight. Digital technologies have different importance throughout Europe. In 2019, Estonia’s Jüri Ratas spent more than 5 times more time on the topic than Slovenia’s Marjan Sarec or Hungary’s Victor Orbán. Also, there is no harmonized European approach on digital technologies, with every country setting its own agenda. Key future technologies, such as Quantum Computing and Robotics, are disregarded by most European Heads of State and Government. This is the result of the Digital Engagement Report 2020 by the European Center for Digital Competitiveness by ESCP Business School in Berlin.
