The information is presented in three sections. Section One — Analyses of Measures The first section contains an analysis of each proposed change to the state constitution and state statute. Each analysis includes a description of the measure and major arguments for and against. Careful consideration has been given to the arguments in an effort to fairly represent both sides of the issue. It also includes an estimate of the fiscal impact of the measure.
