Notice of Adoption of Amendments to the Planning Scheme for Brisbane, the Brisbane City Plan 2000, pursuant to Schedules 1 and 3 of the Integrated Planning Act 1997 On 20 May 2003, Brisbane City Council adopted amendments to the Brisbane City Plan 2000 and to the Planning Scheme Policies. Purpose and General Effect The proposed amendments address a number of drafting errors, inconsistencies and interpretation issues.The effect clarifies Council policy thereby improving interpretation and implementation of the planning scheme. The following is a summary of the amendments. • Clarify exempt development for the purposes of City Plan and definitions • Move land uses and applicable codes specific to the Upper Mount Gravatt Major Centre to the relevant Local Plan • Correct terminology and clarifications to Industrial Design Code; Industrial Amenity and Performance Code; and Industrial Areas - Adjacent Development Code • Delete Amusement Arcade Code;Awning Lighting Code; and Bicycle and Cyclist On-site Facilities Code • Minor corrections and clarify application of Operational Works Code; Services, Works and Infrastructure Code; Structure Planning Code; and Subdivision Code • Minor corrections to the Transport,Access, Parking and Servicing Code • Correct terminology and clarify application of Heritage Place Code; Non-discriminatory Access and Use Code; and Biodiversity Code • Insert faÁade design controls in Queen Street, Brunswick Street and China Town Malls into the relevant Local Plan • Reinforce the Fortitude Valley Local Plan relating to residential amenity in the Valley • Require premises in Convenience Centres used for the sale and consumption of liquor on-site to be notifiable code assessable • Include design requirements for Hotels in Convenience Centres and reinforce the incentive to prepare a Centre Concept Plan • Corrections to the Commercial Character Building Register and mapping (removing incorrect listings, adding correct listings or correcting the listing details) • Remove Commercial Character Building listings from Multi-purpose Centres (register and mapping), replace listings with Demolition Control Precinct mapping, and provide non-residential building character value provisions in Demolition Code and Centre Design Code • Delete need for a citation prior to listing a Commercial Character Building • Correct the mapping of Demolition Control Precinct in non-residential Area classifications • Clarify the level of assessment for demolition across all Demolition Control Precinct • Amend demolition controls in level of assessment tables of Local Plans and/or remove demolition controls over Medium and High Density Residential Areas, and insert sites of character value into the Demolition Control Precinct • Ensure Multi-unit Dwellings in Local Plans are subject to impact assessment • Revision of Stormwater Management Code to provide further guidance and clarity on meeting the Code’s requirements, and to clarify and simplify many of the requirements • New city-wide wetland areas mapping for the Planning Scheme Maps (except for land described as Lot 1 on Registered Plan 802239, Parish of Nundah) • Correct typographical errors in the Environmental Impact Assessment Planning Scheme Policy • Correct references in the Natural Assets Planning Scheme Policy • Clarify the Heritage Register Planning Scheme Policy that the preparation of a citation is not required prior to a site being listed in the Register • Include new sites in the Heritage Register Planning Scheme Policy • Clarify the Impact Assessable Uses Planning Scheme Policy that the sale of lottery / scratch-it type tickets is acceptable within small scale shops in Residential Areas • Delete the car parking rate for retail showroom in the Transport,Access, Parking and Servicing Planning Scheme Policy • Updates to the Centres Detail Design Manual Planning Scheme Policy to include additional Centres and improve construction details • Minor amendments to correct typographical errors, inconsistencies and terminology Where can I get a copy or further information? Notice of adoption of amendments to the Brisbane City Plan 2000, pursuant to Schedules 1 and 3 of the Integrated Planning Act 1997, to manage development along the Brisbane River Corridor and includes associated Planning Scheme Policies and consequential amendments At its meeting of 3 June 2003, Council adopted amendments to the Brisbane City Plan 2000 to guide development along the Brisbane River Corridor.The amendments comprise Strategic Plan amendments, City Plan Code amendments, three new related Planning Scheme Policies and consequential amendments.The proposed policies are entitled: (i) “Brisbane River Corridor Planning Scheme Policy” (ii) “Public Riverside Facilities Design and Maintenance Manual”, and (iii) “Brisbane Riverwalk Strategy”. Purpose and General effects of the proposed amendments The purpose of the proposals is to introduce a management plan for development along the Brisbane River Corridor. The Management Plan aims to enhance the River, its banks and adjacent areas. The amendments define the corridor and state development requirements for land in the corridor. They also address public access requirements and design of structures at the water’s edge. The Brisbane River Corridor Planning Scheme Policy identifies matters that must be taken into account for development proposals and identifies five different precincts of the River. It identifies the characteristics, preferred outcomes and preferred development types in each precinct. It also clarifies the scope of information required to be provided with a development application near the River. The Maintenance Manual provides guidelines for the location, design, construction and maintenance of facilities for access to, and enjoyment of, the River by the public. The Riverwalk Strategy guides Council’s capital works activities and private sector contributions to pedestrian and cycle ways near the River. The general effects of the amendments are to help protect the aesthetic amenity of, and clarify Council policy in relation to, the Brisbane River.They will also allow more development applications to be assessed in a timely fashion, by clarifying the scope of information required to be provided up front. NOTIFICATION OF VACANCIES Applications are invited for the filling of the undermentioned vacancies. The closing time for receipt of applications is 5.00 p.m. on the date shown. SENIOR EXECUTIVE SERVICE VACANCIES TERMS AND CONDITIONS OF EMPLOYMENT Appointees to the Senior Executive Service are offered an attractive remuneration package with salary sacrifice in return for optional benefits including: • Private use component of a fully maintained government owned motor vehicle; • Membership options of the Government Superannuation Schemes, including generous employer superannuation contributions; • Professional organisation membership fees. The Total Remuneration Value amount listed against positions includes the private use component of a motor vehicle, employer superannuation contributions and the 17.5% annual leave loading. In addition to salary and optional benefits, executives will be entitled to: • a subsidy for home telephone expenses; • Queensland Public Service leave conditions, including four (4) weeks annual leave, cumulative sick leave and long service leave. Upon appointment, the executive will also be eligible to receive significant removal allowances and rental assistance if necessary. Appointees will be required to enter into a contract of employment. Existing tenured SES officers who are appointed at their current SES level or by redeployment may, but are not required to, enter into a contract of employment.

Notes.— As prescribed under sections 94 and 95 of the Public Service Act 1996, an appeal can not be made to the Public Service Commissioner against a decision to appoint or second an officer or other person to the Senior Executive Service. (a) Appointees may be required to serve in any part of the State. Where a centre is included under “Locality”, the headquarters of the appointee will be at such centre unless otherwise determined. (b) An appointment has been declared by the Public Service Commissioner, by gazette notice, to be a non-appealable appointment, pursuant to section 95 of the Public Service Act 1996 (c) Also being advertised in daily press and/or technical journals. (d) Apointment to a particular level will depend on qualifications and experience. (e) The appointee may be appointed in a temporary capacity. If a tenured employee of the Public Service is selected for appointment, the officer will retain tenured status. (f) Appointment may be made on the basis of a contract for a fixed term, pursuant to sections 69 and 70 of the Public Service Act 1996. I, Robert Lance Longland, Electoral Commissioner, hereby declare the following reference of reviewable local government matters, which I received from the Honourable Nita Cunningham MP Minister for Local Government and Planning on 5 June 2003, to be a major reference under the Local Government Act 1993:

(a) the reference under section 288 (2) of the Local Government Act 1993 to redivide the area of the Shire of Maroochy into ten single-member divisions and one two-member division; and

A. The Stanthorpe Shire Council (“Council”) has resolved to sell the land described in the schedule below for overdue rates and charges as prescribed in section 1039 of the Local Government Act 1993.

B. On the 22 April 2003, Council resolved to sell the land pursuant to section 1040 of the Local Government Act 1993.

C. Notices of Intention to Sell Land were executed by Council on 28 April 2003 and 5 June 2003.
