To amend sections 106.021 and 106.03 and to enact sections 101.354, 101.355, 121.031, 121.95, 121.951, 121.952, and 121.953 of the Revised Code to require certain agencies to reduce the number of regulatory restrictions and to amend the versions of sections 106.021 and 106.03 of the Revised Code that are scheduled to take effect August 18, 2019, to continue the provision of this act on and after that effective date. S. B. No. 2 - Senators Peterson, Dolan. To create a statewide watershed planning structure for watershed programs to be implemented by local soil and water conservation districts. S. B. No. 3 - Senators Eklund, O'Brien. Cosponsor: Senator Obhof. To express the intent of the General Assembly to develop and enact legislation to reform Ohio's drug sentencing laws. S. B. No. 4 - Senators Rulli, Kunze. To amend Section 237.30 of H.B. 529 of the 132nd General Assembly and Section 237.10 of H.B. 529 of the 132 General Assembly, as subsequently amended, to make a capital appropriation for school facilities assistance. S. B. No. 5 - Senators Kunze, Dolan. Cosponsors: Senators Huffman, M., Hottinger, Roegner, Craig, Fedor, Obhof. To amend section 2907.22 of the Revised Code to amend the penalties for promoting prostitution. S. B. No. 6 - Senators Coley, Hottinger. Cosponsor: Senator Hoagland. To amend sections 107.036, 5725.98, 5726.98, 5729.98, 5747.02, and 5747.98 and to enact sections 122.84 and 122.841 of the Revised Code to authorize tax credits for investments in an Ohio Opportunity Zone. To amend section 3904.13 and to enact section 3901.89 of the Revised Code to require health plan issuers to release certain claim information to group plan policyholders. S. B. To amend section 2921.41 of the Revised Code to expand the penalties for theft in office based on the amount stolen and to include as restitution audit costs of the entity that suffered the loss. S. To amend sections 9.03, 124.93, 125.111, 153.59, 153.591, 340.12, 511.03, 717.01, 1501.012, 1751.18, 2927.03, 3113.36, 3301.53, 3304.15, 3304.50, 3314.06, 3332.09, 3721.13, 3905.55, 4111.17, 4112.01, 4112.02, 4112.021, 4112.04, 4112.05, 4112.08, 4117.19, 4725.67, 4735.16, 4735.55, 4744.54, 4757.07, 4758.16, 4765.18, 5104.09, 5107.26, 5123.351, 5126.07, 5165.08, 5312.04, 5515.08, and 5709.832 of the Revised Code to enact the Ohio Fairness Act to prohibit discrimination on the basis of sexual orientation or gender identity or expression, to add mediation as an informal method that the Ohio Civil Rights Commission may use, and to uphold existing religious exemptions under Ohio's Civil Rights Law. S. B. No. 12 - Senator Craig. To amend sections 1901.20, 1907.02, and 4511.093 and to enact section 4511.072 of the Revised Code to make changes to the laws governing traffic law photo-monitoring devices, other civil traffic violations, and related fines SENATE JOURNAL, TUESDAY, FEBRUARY 12, 2019 97 and fees. S. B. No. 13 - Senator Fedor. Cosponsors: Senators Thomas, Yuko, Kunze, Sykes, Antonio, Craig, Maharath, Brenner, Williams, O'Brien, Roegner. To amend sections 2152.021, 2905.32, and 2929.01 of the Revised Code to require a juvenile court to hold a delinquency complaint in abeyance in certain cases related to prostitution or human trafficking and to provide that the same elements for the offense of trafficking in persons that apply to a victim under the age of sixteen also apply to a victim who is age sixteen or seventeen. S. B. No. 14 - Senator Maharath. Cosponsors: Senators Thomas, Fedor, Antonio. To amend sections 1739.05 and 3959.12 and to enact sections 1751.92, 3923.87, 3959.20, 4729.48, and 5162.201 of the Revised Code regarding pharmacy benefit managers, pharmacists, and the disclosure to patients of drug price information. S. B. No. 15 - Senator Thomas. Cosponsors: Senators Huffman, M., Antonio, Sykes, Yuko, Fedor. To amend section 2313.06 of the Revised Code to require the names submitted by the Bureau of Motor Vehicles to the commissioners of jurors to be included on the annual jury source list compiled by the commissioners. To amend sections 3301.0721, 3314.03, 3326.11, and 3328.24 and to enact sections 109.749, 3313.6024, and 4508.022 of the Revised Code regarding instruction for peace officers, students, and new or student drivers on proper interactions with peace officers. To enact section 149.437 of the Revised Code to prohibit law enforcement agencies from including identifying information of sexual assault victims in police reports posted online. S. B. To amend sections 109.57, 2923.125, 2923.128, and 2923.13 and to enact sections 2923.26, 2923.27, 2923.28, 2923.29, 2923.30, and 2923.99 of the Revised Code to enact the Extreme Risk Protection Order Act to allow family members, household members, and law enforcement officers to obtain a court order that temporarily restricts a person's access to firearms if that person poses a danger to themselves or others. S. B. No. 20 - Senator Maharath. Cosponsor: Senator Antonio. To enact section 3719.051 of the Revised Code regarding the disposal of controlled substances. S. B. No. 21 - Senator Dolan. To amend sections 1701.01, 1701.03, 1701.04, 1701.05, 1701.38, 1701.59, 1701.591, and 1701.94 and to enact section 1701.96 of the Revised Code to allow a corporation to become a benefit corporation. To amend section 3501.22 of the Revised Code to reduce the minimum number of precinct election officials in a multi-precinct polling location in which electronic pollbooks are used. S. B. No. 23 - Senator Roegner. To amend sections 2317.56, 2919.171, 2919.19, 2919.191, 2919.192, 2919.193, and 4731.22; to amend, for the purpose of adopting new section numbers as indicated in parentheses, sections 2919.191 (2919.192), 2919.192 (2919.194), and 2919.193 (2919.198); and to enact new sections 2919.191 and 2919.193 and sections 2919.195, 2919.196, 2919.197, 2919.199, 2919.1910, and 2919.1911 of the Revised Code to generally prohibit an abortion of an unborn human individual with a detectable heartbeat and to create the Joint Legislative Committee on Adoption Promotion and Support. To amend section 5747.01 of the Revised Code to authorize a state income tax deduction for teachers' out-of-pocket expenses for professional development and classroom supplies. S. B. To amend section 149.43 of the Revised Code to include emergency service telecommunicators as individuals whose residential and familial information is exempt from disclosure under the Public Records Law. To amend sections 2909.07, 2909.10, 2911.21, 2911.211, 2917.21, and 2917.32 and to enact section 2307.67 of the Revised Code to modify certain criminal offenses with respect to critical infrastructure facilities and to impose fines and civil liability for damage to a critical infrastructure facility.
