Cornell University 2009 Commentators have frequently suggested that India is going through an “age of intolerance” as writers, artists, filmmakers, scholars and journalists among others have been targeted by institutions of the state as well as political parties and interest groups for hurting the sentiments of some section of Indian society. However, this age of intolerance has coincided with a period that has also been characterized by the “deepening” of Indian democracy, as previously subordinated groups have begun to participate more actively and substantively in democratic politics. This project is an attempt to understand the reasons for the persistence of illiberalism in Indian politics, particularly as manifest in censorship practices. It argues that one of the reasons why censorship has persisted in India is that having the “right to censor” has come be established in the Indian constitutional order’s negotiation of multiculturalism as a symbol of a cultural group’s substantive political empowerment. This feature of the Indian constitutional order has made the strategy of “seeking offense” readily available to India’s politicians, who understand it to be an efficacious way to discredit their competitors’ claims of group representativeness within the context of democratic identity politics.

D. Cornell University 2009 How do religious parties with historically elite support bases win the mass support required to succeed in democratic politics? This dissertation examines why the world’s largest such party, the upper-caste, Hindu nationalist Bharatiya Janata Party (BJP) has experienced variable success in wooing poor Hindu populations across India. Briefly, my research demonstrates that neither conventional clientelist techniques used by elite parties, nor strategies of ideological polarization favored by religious parties, explain the BJP’s pattern of success with poor Hindus. Instead the party has relied on the efforts of its ‘social service’ organizational affiliates in the broader Hindu nationalist movement. The dissertation articulates and tests several hypotheses about the efficacy of this organizational approach in forging party-voter linkages at the national, state, district, and individual level, employing a multi-level research design including a range of statistical and qualitative techniques of analysis. In doing so, the dissertation utilizes national and author-conducted local survey data, extensive interviews, and close observation of Hindu nationalist recruitment techniques collected over thirteen months of fieldwork. Jawaharlal Nehru University.New Delhi,INDIA ABSTRACT In 2010, the Dera Sachkhand Ballan, followed by the Ravidassia chamars, asserted a discourse of separation from all religions, as an autonomous faith distinct from Hinduism and Sikhism. However, there is a growing tendency among the dalits, to subscribe to accommodation within more syncretic self-definitions of Hindu. Dalit identity has either been posited in contradiction to, or in conformity with the syncretic Hindu identity. This paper discusses the emerging possibility of the Ravidassia Chamars, to assert an all-encompassing Hindu identity instead of a distinct, separate and autonomous identity.
