He then introduced the new members of the FNQROC team: Wendy Hughes, Strategic Infrastructure Coordinator and Lainie Poon, Executive Support Officer. Brief introductions then took place around the room as there were a number of new faces.

Updated Action: Airport Services Operational Business Plan Development 111.3 FNQROC quotes will be sent to councils for their consideration going forward.

Clarification was sought by D Irvine on requirements. There is potential to look at aerodrome business plans holistically through a joint project based on the same methodology.

Justin clarified that it would be beneficial if the region did this collectively to understand the cost of the services to councils. This would be with a line of sight on CASA. Potential councils identified include Croydon, Etheridge, Cassowary Coast, Mareeba and possibly Cook.

Action 113.1: Individual councils are to advise Darlene by mid-February if they would like to participate in the airport Services operational business plan development. Plans are required by May 2021 as per CASA legislation.

6. Update on the Regional Roads Investment Strategy (RRIS)

D Irvine advised that the technical documents were now completed and a report is being prepared for the FNQROC. The executive summary is still being finalised.

7. 20/21 TIDS Program Progress Update

Project delivery and expenditure as at 29 January 2021 can be found in appendix A of these minutes. The FNQROC region is 76% spent as at 30 December, which is the highest in the state by a wide margin.

Appendix A contains the updated delivery details for 2020/21.

As per normal process, the technical committee recommended prioritised back up projects in case of issues with delivery.

Reallocation backup plan discussed. To maximise TIDS funding, $1m worth of back-up projects are required. Alternate projects were provided for consideration by Cook Shire (Charlotte, Boundary, Garden and Savage), Etheridge (Forsyth-Einsleigh) and Cassowary Coast.

D Irvine clarified the normal process for funding reallocations:

• If a current project’s funding is split over 2 years and next year’s portion can be pulled forward, the project takes priority.

8. TIDS 2021/22 – 2024/25 draft 4-year program

Discussion was held around proposed projects for each Council over the next 4 years.

The proposed list was updated and finalised, pending further discussion with Cairns Regional Council regarding the status of nominated projects.

The recommended draft program is in appendix B

RESOLVED:

That the 4-year program in Appendix B of meeting minutes No. 113 (29 January 2021) is recommended to the FNQRRTG for endorsement.

9. ROSI Communication, proforma and discussions

Discussion was held around the Far North ROSI corridor, which has been defined as extending from Cairns to the Northern Territory Border. RRTGs have been invited by the Federal Government to prepare a list of prioritised projects that will bring the corridor up to minimum standards. The list must be submitted by 31 March 2021 together with an estimate of total funding required.

As the corridor crosses two RRTGs there a need to FNQ RRTG and NW RRTG to work together and agree on the ROSI priorities before submission. G Read represented NW RRTG in the discussion.

While FNQROC’s current list of priority roads is comprehensive, the list is based on the PPT and does not consider issues such as lifeline routes, historic flood events, road ownership or crash history and locations (note: findings from crash data show most casualties occur on sealed roads). The group was therefore asked to consider the PPT priorities against these additional criteria in their discussions.

• G Read: Core focus of NW RRTG is connecting communities. For this reason, the core priority is sealing the remaining unsealed section (approx. 78km) of Normanton- Road, which is fully contained in Carpentaria Shire.

This is a Council controlled road from Normanton west and is noted as a high priority LRRS road. The project has been formally presented to Assistant Minister for Road Safety and Freight Transport Scott Buchholz. NW RRTG are seeking the balance of previously committed $50mil funding from ROSI.

Carpentaria Shire has previously received TIDS funding to assist with sealing, which demonstrates their commitment to the road upgrade.

• D Irvine: For FNQ RRTG Kuranda Range is priority number 1 for the corridor. This is a core lifeline link Cairns to the Cape and Gulf. She also noted that Etheridge Shire Council has previously placed their own funds into upgrading the Gulf Developmental Road. She queried where Carpentaria residents got their supplies from.

• D Jones: Improvements to the Kuranda Range Road is a priority, followed by widening single lane sections of the Gulf Development Road. The general approach to ROSI corridor prioritisation is to fix the spine then work on the side roads that feed into it.

• Detailed discussion took place around the group regarding the raw prioritisation results as a baseline for final recommendations. Richmond-Croydon and Ootan Roads are listed as the highest priorities on

this list, however with the requirement of 20% matched funding, Council’s may not be able to successfully fund these projects.

• L Morgan recommended affected councils should drive the corridor. A Trip has been flagged for 1-3 March 2021.

General recommendations to be made to the FNQ RRTG: • Kuranda Range Road upgrade to be noted as the top priority for FNQ RRTG understanding that it should stand alone given the value of a solution. • Normanton-Burketown road sealing to be noted as the top priority for NW RRTG. • In proposing the final list to the Federal Government, the recommended approach is to focus on two lane sealing from east to west then undertake other projects to bring the corridor up to standard. • Current Burke Development Road projects identified through the PPT are to be moved to the bottom of the priority list to place the focus on the Savannah Way. • The Richmond-Croydon and Ootann Roads are to be moved down the priority list as 20% matched funding will be a challenge for the Mareeba Shire and Croydon Shire Councils.

Process following RRTG endorsement:

• Once agreed and approved by the FNQ RRTG, the list of project priorities will then be submitted to TMR Brisbane to assess and prioritise the submissions with recommendations to the Federal government in the second half of 2021.

10. Update from the LGAQ Roads & Transport Advisory Group An updated communique was distributed with the agenda.

11. Update from the Road Alliance Project Team R Chow is now the LGAQ roads rep for FNQ.

T Lindenberg provided an update via email which was tabled at the meeting by R Chow: • Statewide expenditure, as at end of second quarter, is 37% which is lower than the same time last year • FNQ is 76% spent, which is a great outcome. Thank you to everyone for your work to date to ensure delivery of your projects. • RTAPT will issue the third quarter TIDS expenditure reports from mid-April and then monthly until the EOFY • RRTG ATSI TIDS, a reminder to submit claims and forecasts to the district to ensure program details and delivery is up to date.

• SCDF, 13 new projects have been approved recently and funding is still available. Applications are due in asap, noting that there is a mid-year review in February. It is noted that the group have an application progressing to the RRTG meeting on 8 February. • QTRIP was released on 1 Dec. Over the next four years $280 million has been allocated to TIDS which will continue the $70 million per year for transport related infrastructure.

12. General Business • SCDF funding application – Procurement & Construction contract Management Workshops

The funding application was recommended for approval by the FNQ RRTG TC.

• Road and Transport Alliance Operational Guidelines 2016 review

The guidelines are currently being reviewed. In the first instance Technical Coordinators have been asked for comments.

• PPT Overview

Demonstration and discussion of the PPT to aid in understanding the prioritisation assessment process and to explain how the prioritisation tool works.

Priority analysis is a combination of the BCA, MCA and Risk/Consequence outcomes added together.

• SCDF R. Chow: The State-wide capability development fund is still open. Additional FNQ RRTG applications are encouraged for items such as advanced contracts and procurement training, drone training to aid in bridge and road assessments, asset management training, and funding of university student internships.

• Process for adding roads to the LRRS LRRS roads can be submitted anytime. If a road is identified in the RRIS it will be approved by RRTG, if not, Councils will need to justify its inclusion. Forms for this are available on the FNQROC website.

• Austroads Guide to Temporary Traffic I Management (AGTTM) The Austroads Guide to Temporary Traffic Management (AGTTM) will be implemented nationally in 2021. LGAQ is working with TMR and IPWEAQ to assist councils with AGTTM compliance for low traffic volume rural and remote roads. A working group of council officers and peak industry reps is assessing a Toowoomba RC generic Traffic Guidance Scheme (TGS) suite and simplified risk assessment document package focussed on lower volume roads. (FNQ has a representative from Cook Shire on this)

• Free Event: LGAQ / CICA Heavy Vehicle Demonstration and Workshop Local government road managers are invited to a free mobile crane demonstration and heavy vehicle access workshop.

• Strategic Local Government Asset Assessment Project LGAQ advocated for the initial $8 million SLGAAP to support LG road managers in understanding their bridges/culverts and their load capacities. We are now advocating for another $8 million to build a rapid assessment tool and to assess additional bridges.

To support this advocacy, the LGAQ are undertaking a data collection activity on local government bridges and major culverts to help our investment advocacy (e.g. Bridges Renewal Program).

• LGAQ Federal Budget Submission The LGAQ supported ALGA’s request to increase funding for critical road investment programs including: 1. Restore Financial Assistance Grants (FAGs) to one percent of Commonwealth taxation revenue to support direct and indirect local government jobs, in staged increments that reflect Federal government priorities. 2. An additional $300 million per annum over four years through the Local Roads Investment Program 3. Boosting Roads to Recovery funding to $800 million per annum (an additional $300 million/annum) 4. Increasing Black Spot funding to $200 million per year over four years

Minute 280b– S Ram to inform FNQ RRTG of the funding guidelines and regional definitions re: $500 mil Federal Road Safety Funding program once released.

• S Ram (TMR) provided a brief update. • It was advised the released guidelines and primarily refer to state roads with no further update relating to local government roads. • M Connolly (TMR) advised three tranches are due to be rolled out. Tranches one is currently active. • S Ram advised consultation with local government will be required regarding ‘rest area’, line marking and signage projects. • P Scott suggested some projects could dovetail with other tourism infrastructure projects.

Minute 289 – YASC to provide a TIDS Works Update to D Irvine

• L Yeatman (YASC) advised after receiving further technical clarity, this is progressing positively. • The new jetty project is a positive opportunity, but other local issues may need to be facilitated in a different way. • YASC will continue to work with R Hodgman (TMR) constructively.

Minute 295 – D Irvine to invite Gerard Read (representing the NQS RRTG) to participate in ROSI investment strategy discussions with the technical committee.

• J Fischer (RRTGTC) confirmed G Read attended the RRTG TC meeting and he was firm on the NWQRRTG priority being the unsealed sections between Normanton and the local government border with Burke.

304 ROSI Prioritisation

• J Fischer (RRTGTC) advised the technical committee spent considerable time reviewing the network. • Primary focus will be on the East-West corridor, with secondary focus to expand the connections roads • It is proposed the RRTGTC conduct a site inspection during the first week of March. • The Chair acknowledged the strong need for TMR and RRTG to keep communication channels open and work closely together to determine ROSI priorities. • It was discussed when RRTGTC are formulating their recommendations, it would be helpful to have a clearer understanding of the State Government roads and TMR priorities. • R Hodgman also provided a general insight into the potential risk associated with RRTG providing project costing estimates for funding applications. On previous occasions, allocated funding (based on submission costings) has fallen short of actual TMR project delivery costs. • D Irvine (FNQROC) welcomed additional consultation and input from TMR to mitigate these risks.

ACTION: For FNQROC, TMR, RRTG and RRTGTC representatives to convene in the coming weeks to discuss the site inspection, ROSI list and project costs in more detail.

306 Update from the Roads & Transport Alliance

M Connolly (TMR) provided an update on behalf of the Roads & Transport Alliance: • M Connolly acknowledged and congratulated the group on the 78% (as of January 2021) TIDS completion, RRTG progress and exceptionally well-managed program overall. • The next round of reporting is due in April. • TIDS continues to perform well. TMR keen to see it continuing. (Originally established in the 90’s) • The Capability Development Fund is not well subscribed. Reminders will be issued and mid-term view conducted. Previously, the review has resulted in a redistribution of funds to five Aboriginal Shire Councils. • As an FYI for any interested Councils, ‘Cycling’ grant funding is now open and will close on 26 February 2021.

Discussion Topic – Senate Debate Item being raised by One Nation Senator Malcolm Roberts • The Chair raised the topic for discussion following on from correspondence circulated previously regarding use of Disaster Recovery Funding Arrangements (DFRA) funding. • In order to address the debate item which is scheduled to be tabled in Parliament on the 17 February 2021, the Chair requests for all named Councils to respond in writing. • In support, the Chair further requests a response from FNQROC and RRTG be formulated and endorsed as a matter of urgency.

Roundtable comments/feedback: • Cr Davis noted the challenges associated with the approval process for DFRA funding. Events (disaster) often overlap which in turn presents a significant issue for Councils needing to manage cashflow, conflicting project priorities, contractor engagement and OHS compliance. • Cr Cardew acknowledged same and advised Cook Shire no longer utilises council own funds for DFRA projects. The project will only proceed when funding is approved and realized.

ACTION: For urgent correspondence, be drafted for endorsement by RRTG in response to the debate matter being raised Parliament by Senator Malcolm Roberts. The RRTG Chair additionally requests correspondence from FNQROC also be drafted.

Roads and Transport Advisory Group

Meeting - 11 February 2021

On 11 February 2021, the LGAQ’s Roads and Transport Advisory Group (RTAG) meeting was held in Brisbane at Local Government House and virtually via Microsoft Teams. The meeting was chaired by Mayor Jane McNamara, Flinders Shire Council.

The role of RTAG is to:

• Assist the LGAQ to identify emerging issues of strategic importance to local government. • Make recommendations on strategic policy and advocacy priorities to the LGAQ Policy Executive. • Provide advice to LGAQ professional officers regarding emerging issues that require an urgent policy response.

LGAQ UPDATE

RTAG noted the LGAQ current work program, including:

• LGAQ’s recent Federal Budget Submission • The LGAQ collaboration with the NHVR on the Strategic Local Government Asset Assessment Project; and • The LGAQ Bridge Data Collection Project and advocacy for funding for Bridge Assessment / Bridges Renewal Program • An overview of current and emerging issues and opportunities.

LGAQ KEY EVENTS AND ADVOCACY ACTION PLAN (AAP)

RTAG noted the LGAQ’s Events Calendar and Advocacy Action Plan (AAP), including:
