Approve Appointments to the Institute for Health Metrics and Evaluation (IHME) Board

RECOMMENDED ACTION

It is the recommendation of the administration and the Academic and Student Affairs Committee that the Board of Regents make the following new appointment and reappointments to the Institute for Health Metrics and Evaluation (IHME) Board:

BACKGROUND

Article I, section 1.1 of the IHME Board Bylaws states: “The Board shall consist of no more than 14 members. The Board members shall be appointed by the Board of Regents from nominations submitted by the President. The Chair of the Board of Regents shall appoint the Chair of the Board. Members shall have experience in either health metrics, health systems leadership, or management of complex organizations. Members shall serve in their individual capacities. The Chair of the Board shall be a leading figure with substantial leadership experiences and a firm understanding of health metrics.

The term of office of each appointed Board member shall be three years. However, the terms of Board members shall be staggered so that the terms of no more than one-third (1/3) of the members will expire simultaneously on the last day of June in any one year. Whenever more than one third (1/3) of the members’ final terms expire simultaneously, lots will be drawn to determine which expiring term shall be extended for one more year to eliminate this condition.”

Julie A. Nordstrom is a community volunteer, current member of the UW Advisory Board, former Chair of the UW Medicine Board, current Chair of the University of Washington Medical Center Board, Founding Co-Chair of the UW Department of Global Health Leadership Council and serves on the executive council for the UW Medicine Campaign Initiatives Committee. She is a new trustee for Save The Children (Feb 2019) and current trustee for Ethical Apparel Africa Foundation. Nordstrom has a bachelor’s degree from the University of Washington and a JD from Seattle University School of Law. Nordstrom practiced with the firm Stafford Frey Cooper and Stewart.

Stephen J. Cucchiaro is President and Chief Investment Officer at 3Edge Asset Management. Mr. Cucchiaro is known for his use of proprietary investment research methods including the application of concepts from engineering, system dynamics, and complexity economics in order to analyze the cause and effect relationships that drive the global capital markets. The firm’s approach seeks to blend scientific methodology with sound judgment and practical experience while also recognizing the importance of behavioral factors when making investment decisions. The firm’s approach also utilizes a research and investment process developed by Mr. Cucchiaro that applies a multi-player game theory framework to better understand how policy actions by different actors and agents in both the public and private sectors could materially influence the future direction of the global capital markets.

Mr. Cucchiaro began managing investment portfolios in 1994. He was the founder and served as President and Chief Investment Officer of Windward Investment Management, which was acquired by Charles Schwab in November 2010. At the acquisition, Windhaven Investment Management continued the business of Windward. From the early days of Windward through June 2014, assets under management under Mr. Cucchiaro’s tenure grew from less than $100 million to nearly $20 billion. After more than three years working toward a

successful transition following the acquisition, Mr. Cucchiaro left Windhaven in June of 2014.

Mr. Cucchiaro has appeared on Bloomberg TV and Radio, CNBC, and the Nightly Business Report, and has been quoted in The Wall Street Journal, Barron’s, The Financial Times, Forbes, and Businessweek.

Mr. Cucchiaro has an SB in Mathematics from MIT and an MBA in Finance from the Wharton School at the University of Pennsylvania. During the late 1970s, Mr. Cucchiaro was a member of the US Olympic Team in yacht racing and became national champion of his class in 1978 and Gold Medalist in the 1979 Pan American Olympic Games.

Sally C. Davies is the Chief Medical Officer (CMO) for England and also advises the UK Government. She holds responsibility for Research and Development and is the Chief Scientific Adviser for the Department of Health.

The CMO is the independent advisor to the UK Government on all medical matters, with particular responsibilities regarding Public Health. In particular, she provides professional leadership for Directors of Public Health in England. As of October 2019, Dame Sally will retire as Chief Medical Officer and begin as the next Master of Trinity College Cambridge.

Dame Sally has been actively involved in NHS research and development from its establishment. As Director-General she established the National Institute for Health Research (NIHR) with a budget of £1 billion.

Dame Sally is a member of the World Health Organization (WHO) Executive Board. She led the UK delegation to the WHO Ministerial Summit in November 2004 and the WHO Forum on Health Research in November 2008. From 2000 to 2012, Dame Sally was a member of the WHO Global Advisory Committee on Health Research (ACHR). She also chaired the Expert Advisory Committee for the development of the WHO research strategy, endorsed by the World Health Assembly in May 2010. Dame Sally is a member of the International Advisory Committee for A*STAR, Singapore, and has advised many others on research

strategy and evaluation, including the Australian NHMRC, Canadian CIHR, and Norwegian Government.

Dame Sally was awarded a DBE (Dame Commander of the British Empire) in the New Year Honours 2009 for services to medicine, and in September 2011 she was conferred as Emeritus Professor at Imperial College London. Dame Sally was elected a Fellow of the Royal Society on May 1, 2014.

Victor Dzau, MD is the President of the of Medicine (NAM), formerly the Institute of Medicine (IOM), US. In addition, he serves as Vice Chair of the National Research Council.

Dr. Dzau is Chancellor Emeritus and James B. Duke Professor of Medicine at and the past President and CEO of the Duke University Health System. Previously, Dr. Dzau was the Hersey Professor of Theory and Practice of Medicine and Chairman of Medicine at ’s Brigham and Women’s Hospital, as well as Chairman of the Department of Medicine and Director of the Falk Cardiovascular Research Center at .

Dr. Dzau has made a significant impact on health and medicine through his seminal research in cardiovascular medicine and genetics and his leadership in health innovation. His important work on the renin angiotensin system (RAS) paved the way for the contemporary understanding of RAS in cardiovascular disease and the development of RAS inhibitors as widely used, lifesaving drugs. His pioneering research in cardiovascular regeneration led to the Paracrine Hypothesis of stem cell action and the strategy of direct cardiac reprogramming. In his role as a leader in health, Dr. Dzau has led efforts in innovation to improve health, including the founding of the Harvard BWH Division of Global Equity, the International Partnership in Innovation in Healthcare, the Duke Translational Medicine Institute, the Duke Global Health Institute, the Duke-National University of Singapore Graduate Medical School, and the Duke Institute for Health Innovation, and recently participated in the founding of the Coalition for Epidemic Preparedness and Innovation.

As one of the world’s preeminent health leaders, Dr. Dzau advises governments, corporations, and universities worldwide. He has served as a member of the

Advisory Committee to the Director of the National Institutes of Health (NIH) and as Chair of the NIH Cardiovascular Disease Advisory Committee. Currently, he chairs the Steering Committees and Science Advisory Boards of the NHLBI Progenitor Cell Biology & Translational Consortia. He is a member of the Board of the Singapore Health System; Hamad Medical Corporation, Qatar; and the Advisory Council of Imperial College Health Partners. He serves on the Health and Biomedical Sciences Council of Singapore and Chairs the International Science Advisory Committee of the Qatar Genome Project and Qatar Biobank. He chairs the Scientific Boards of the Peter Munk Cardiac Center, University of Toronto; and Institute of Cardiovascular and Medical Sciences, University of Glasgow. He served on the Board of Health Governors of the World Economic Forum and chaired its Global Agenda Council on Personalized and Precision Medicine.

Since arriving at the National Academies, Dr Dzau has emphasized leadership, innovation, and impact. He has led important initiatives such as the Global Health Risk Framework for the Future, the Human Gene Editing Initiative, Vital Directions for Health and Healthcare, and Grand Challenges in Health and Medicine. His vision is to advance science, medicine, and policy to improve health globally.

Among his many honors and recognitions are the Gustav Nylin Medal from the Swedish Royal College of Medicine, the Distinguished Scientist Award from the American Heart Association, the Ellis Island Medal of Honor, the Poulzer Prize of the European Academy of Sciences and Arts, and the Henry Freisen International Prize. He is a member of the National Academy of Medicine, the American Academy of Arts and Sciences, and the European Academy of Sciences and Arts. He has received 11 honorary doctorates.

John W. Stanton is a wireless industry pioneer, co- founding three national wireless operators in the United States. His involvement in the wireless industry began in 1982 when John helped found McCaw Cellular Communications, where he served as Chief Operating Officer and Vice Chairman.

Beginning in 1989, John and his partners formed a number of private entities that in 1994 were combined to form Western Wireless Corporation,

where he served as Chairman and Chief Executive Officer from 1989 to 2005. In addition to the company’s US operations, Western Wireless also operated wireless networks in eleven foreign countries in Europe, Africa, and South America. VoiceStream Wireless, which was formed as a subsidiary of Western Wireless in 1995, was John’s third wireless endeavor. He served as Chairman and Chief Executive Officer of the company from 1995-2001. VoiceStream was sold to Deutsche Telecom which changed the name to T-Mobile USA. He was on the board of Clearwire Corporation from 2008 to 2013, served as acting CEO in 2011, and served as chairman from 2011 until 2013, when it was sold to Sprint. John served as chairman of three national wireless associations.

In 2006, John and several colleagues formed Trilogy Partnership, a private equity fund that invests in exciting, early-stage growth opportunities and search funds and Trilogy International Partners, a wireless operator in South America and New Zealand.

In the community, John has chaired or co-chaired the Business Partnership for Early Learning, Year Up of Puget Sound, the United Way of King County campaign and the Regional Transportation Commission and the Board of Trustees of Whitman College. John has a BA from Whitman College and an MBA from Harvard.

John presently serves on the boards of Microsoft Corporation and Costco Wholesale Corporation. He is also the Chairman of the Seattle Mariners.
