    2019/2020 Big Bear Mountain Resorts Traffic Management Plan REVISED 10-15-19 BIG BEAR MOUNTAIN RESORTS 2019/2020 TRAFFIC MANAGEMENT PLAN 1 2019/2020 Big Bear Mountain Resorts Traffic Management Plan TRAFFIC MANAGEMENT PLAN 2019/2020 SKI SEASON As a mitigation measure for Big Bear Mountain Resort (Resort) expansion, projects 89-86/SA and 90-42/GPA and ZC, condition #4 requires that Big Bear Mountain Resort submit to City of Big Bear Lake staff an annual Traffic and Circulation Management Plan. The enclosed report follows the instruction of the conditions, and each section of the report corresponds to the City staff direction. As directed by the Big Bear Lake City Council in 2017 this report has been updated to include reports on last season’s parking operations. The Resort and their parking staff have honed their ability to park cars efficiency over the last 50 years so after a thorough review of Resort parking procedures a more proactive approach will be taken to help Resort customers arrive and depart Big Bear Valley as efficiently as possible. This Traffic Management Plan (TMP) has merged the TMPs from Bear Mountain and Snow Summit into a singular TMP to aid in efficiency of implementation. After the 2017/18 winter season a debriefing was held with the City of Big Bear Lake Planning Department, Public Works, the Sheriff and BBMR parking management to review traffic operations from the previous winter season. This group has continued to work together to maximize traffic operations valley wide and together the previous parties listed above worked well together to maximize traffic flow and minimize congestion and disruption to locals and businesses while keeping safety of personnel and guest experience the top priorities.

    Winter Sports Program Review USDA Forest Service Pacific Southwest Region & California Ski Industry Association September 19, 2007 USDA Forest Service Pacific Southwest Region and California Ski Industry Association 2007 Winter Sports Program Review Executive Summary With resorts having averaged 7.3 million visits per winter over the last decade, ski areas offer the single most popular primary activity for which people visit the National Forests in California. For many, winter sports provide their initial introduction to the National Forests and an opportunity to build appreciation for California’s unique environment. As partners, the Forest Service and ski industry share responsibility for the stewardship of our forest resources and we look forward to continuing to build a relationship based on cooperation, collaboration and mutual benefit in achieving our goals. In an effort to cultivate this partnership, Regional Forester Bernie Weingardt requested that Region 5 (R5) and the California Ski Industry Association (CSIA) conduct a joint programmatic review of the region’s winter sports program. The purpose of the review was to spotlight innovations, create plans for action, provide quality visitor experiences and settings, and spark new energy in the partnership. An interdisciplinary review team of Forest Service and industry personnel was established in October 2006. The team developed a thorough list of questions to analyze the current winter sports program. To gain first hand information, the team met with forest and ski industry personnel at ski areas that represented a cross-section of the region, varying in geographic location and size of operation. Three field reviews were conducted and included visits to the Stanislaus NF, San Bernardino NF, Angeles NF, Eldorado NF and the Lake Tahoe Basin Management Unit.

The goal of the project is to develop a native seed mix for each of the nine ski resorts that will perform as well or better at establishing vegetative cover and reducing erosion than the current non-native erosion control mixes used at ski resorts. 2011 Accomplishments include: • Seeded 45 plots (15 replicates) during the Fall of 2010; • Seeded 15 plots (5 replicates) in the Fall of 2011 (Note: these activities at Kirkwood, Sierra at Tahoe, and a replicate at Heavenly Ski Resort were delayed from 2010 to 2011 due to early snow. • Established one plot at Kirkwood and one plot at Sierra at Tahoe. We'll move at a slow pace each day; however, each peak will require a strenuous effort, and although the routes will be restricted to Class 2 scrambling, comfort on steep and loose, rocky and thorny cross-country terrain is required. Saturday morning we'll get an early start and head into the "Nopah Range" Wilderness Area located along the eastern range bordering Chicago Valley; first we'll warm up by trudging across a broad alluvial fan, then we'll make our way up through a sometimes tight and rocky canyon before getting up onto a steep and loose, rocky and thorny ridgeline that will bring us up onto the narrow and rocky summit ridge, which we'll ascend to the summit of Pahrump Point. After thoroughly enjoying the reportedly exquisite views up there, we'll return the way we came in for a day's total of 8 RT mi with 3,400' gain. We'll make camp where we're parked and will celebrate the weekend under a nearly full moon sky with a traditional DPS Potluck Happy Hour.
