ACQUISITIONS

i I NTROOUCTION

This report has been developed to provide information regarding the Average Daily Population (AD~) in each Correctional Complex. Major Institution and Satellite Housing Unit under the jurisdiction of the Department of Corrections during Fiscal Year 1989 (July 1, 1988 to June 30. 1989). In addition. Average Daily Population (ADP) and end of month counts are reported for the Community and Residential Juvenile Programs.

The Prison Complex includes New Jersey State. East -Jersey State. Bayside State. Mid-State. Southern State. Northern State and Riverfront State Prisons. the Edna Mahan Correctional Facility-for Women and the-Adult Diagnostic and Treatment Center.

The Youth Correctional Complex consists of Garden State Reception and Youth Correctional Facility. Albert C. Wagner Correctional Facility and Mountainview Youth Correctional Facility.

The Juvenile Facilities include New Jersey Training School for Boys. Lloyd McCorkle Training School for Boys and Girls and Juvenile Medium Security Facility.

The Average Daily P~pulation for each major institution reported in Table I includes the number of inmates housed at the main institution plus those inmates who are assigned to each of the respective satellite units and prefabricated modular units. where applicable. Average daily population counts for each of the individual housing units are reported in Tables II through V.

2 NOTES ON FISCAL 1985 - 1989 TRENDS

During Fiscal Year 1989 there was an Average Daily Population of 18,534 offenders in the Department of Corrections, 10,280 of whom were housed in State Prison Facilities while 3655 were housed in Youth Correctional Facilities and 725 were housed in Juvenile Facilities. Three hundred six were housed in Halfway Houses, 651 in Community and Residential Programs and 2917 were housed in County Facilities.

From Fiscal 1988 to Fiscal 1989 the ADP for the Department as a whole increased 7% from 17,371 to 18,538 offenders. The ADP during Fiscal 1989 was greater than the peak populations experienced in 1985 through 1988. The following are the changes within the various correctional complexes or facilities:

- The County Waiting list increased 7% from 2007 to 2259.

- The State Prison Complex count increased 7% from 9633 to 10,280.

- The Youth Correctional Complex c:ount increased 3% from 3552 to 3655.

- The Juvenile Facilities population increased 2% from 708 to 725.

- The Community Residential Juvenile Programs decreased 2% from 663 to 651.

The continued increase in adult institutional population resulted from ongoing impact of Title 2C and legislative enhancements to the Criminal Code. (There also was an increase in the number of juvenile offenders assigned to the department. Total Juveniles under jurisdiction of the Department). The average daily population of these increased from 1330 in Fiscal 1988 to 1370 in Fiscal 1989.

4 PRISON COMPLEX AVERAGE DAILY POPULATION

New Jersey State Prison (main and satellites) had an average ~ajly population of 2260 residents during Fiscal 1989 which represented 22% of those offenders housed in all prison facilities. New Jersey Main had an average daily population count of 1931 with Yest 'Trenton mininun-security "sateHite-accounting ,for an'ac:ldi-tional -166 -daily f'esidents. The maxinun security Vroom Readjustment Unit maintained an average population of 130 during the 1989 Fiscal Year. The Central Medical Unit had an average daily count of 51 offenders.

Of the 10,280 average daily offenders housed in State Prison Facilities during the year, 1991 or 19% were resident at East Jersey State Prison. The main institution had an average population of 1749 with mininun security units averaging an additional 242.

Bayside State Prison accounted for approximately 16% of the residents housed in the Prison Complex with an average count of 1640. Bayside Main (medium unit) maintained an average population of 892 while the minimum security satellite units housed an additional 748 residents on a daily basis.

The average population for Mid-State Correctional Facility during Fiscal 1989 represented approximately 5% of those offenders housed in all prison facilities with an average daily population of 525.

The average daily population for Southern State Correctional Facility was 1258 or 12% of those offenders housed in Prison Facilities.

Riverfront State Prison accounted for 5% of the daily residents housed in the Prison 'Complex with an average daily count of 470.

~orthern State Correctional Facility accounted for 10% of the daily residents housed in the Pr,ison Complex with an average daily count of 1037.

The average daily population for the Adult Diagnostic and Treatment Center was 498 or 5% of those housed in Prison Facilities.

The Edna Mahan Correctional Facility accounted'for approximately 6% of the residents in the Prison Complex, with an average count of 601. Of the 601 residents, 39 were male offenders and 562 were female offenders.

There was an average count of 3655 offenders resident in the Youth Correctional Facilities during the 1989 Fiscal Year. Thirty-two percent or 1'62 inmates were resident in the Garden State Reception and YOI,~th Correctional Facility, of which 1094 were in the main institution and 68 were.in mininun custody satellite units.

Albert C. Wagner Youth Correctional Facility maintained an average daily population of 1147 which represented 31% of the residents housed in youth facilities. One thousand eleven residents were housed in the medium facility at the main institution with the remaining 136 residents housed in mininun security satellite units at New Lisbon and North Princeton Developmental Center (NPDC).

Hountainview Youth Correctional Facility accounted for approximately 37% of the total offenders housed in youth facilities, with an average daily population of 1346 ir~tes. Hountainview Main averaged a resident count of 1084 while the institution's satellite units accounted for an additional 263 daily residents.

A/ Residents include offenders in the institution and on furlough on the last day of the report period. For the Prison Complex and Youth Complex, nl.lllber on furlough is included in the, total complex counts and not in the counts for separate units.

Also note that, for this report, offender counts are based on physical location and not on correctional jurisdiction (e.g., prison offenders housed in Youth Correctional Facilities are included in Youth Correctional Counts).
