ABSTRACT Institutions of higher education were asked to report inventory information as of September 30, 1968, concerning floor space on their main campus and at any branch or extension center. The inventory was to be based on the "Higher Education Facilitf_es and Inventory Procedures Manual." Of institutions enrolling 90% of the total student body, 82% responded. The gross area for all institutions was estimated to be nearly 1.5billion square feet., Public institutions, with 71% of the full-time equivalent WM enrollment, had 60% of the gross area; private institutions, with 29% of the ETE enrollment, had 40%. Of the reported assignable space, 63% was in public institutions and 37% in private ones. When facilities were classified by room type, the largest amount of assignable square feet--31% of the total--was reported to be residential facilities. Classrooms constituted less than 9% of the total. Public universities used less than 6% of their assignable space for classrooms, while 2ublic two year colleges used 19%. More than 1.0 billion square feet were estimated to be net assignable square flet.

Of the reported assignable space (92) million square feet), 63 percent was in publicly controlled institutions and 37 percent in privately controlled institutions.

When facilities were classified by room type, the largest amount of assignable square feet--31 percent of the total--was reported to be residential facilities. Privately controlled institutions devoted 34 percent of their space to residential facilities; publicly controlled colleges and universities, 28 percent.

Classrooms constituted less than 9 percent of the total. Publ%clj controlled universities used less than 6 percent of their assignable space for classrooms; Whereas publicly controlled 2-year colleges used 19 percent.

The data in this publication were obtained by the U.S. Office of Education through OE form 2300-7, part of the Higher Education General Information Survey (HFGIS III), reported as of September 30, 1968. Althcugh the responding institutions accounted for only 82 percent of the number of institutions surveyed, they represented over 90 percent of the total enrollment.

The last comprehensive publicaticn by the Office of Educationon physical facilities in higher education was College and University Facilities Survey, Part 3: Inventory of College and University Physical Facilities, December 31, 1957, 0E-51007. The 1957 study, which was a building-by-building,analysis, is now being updated for a separate report to provide a detailed analysis of the changes that have taken place since 1957, and to include informationon the investment in and value of the facilities.

Institutions of higher education were asked to report inventory information as of September 30, 1968, concerning floor space on their main campus and at any branch or extension center, based on the Higher Education Facilities Classification and Inventory Procedures Manual.1/

ESTIMATED TOTALS

Gross area of physical facilities of all colleges and universities was estimated from the survey data to be nearly 1.5 billion square feet.2/ Of this-total, more tham 1.0 billion square feet (69 percent) were estimated to be net assignable square feet. "Gross area" has been defined as "the sum of the floor areas included within the outside faces of exterior walls for all stories, or areas, which have floor surfaces."3/ "Net assignable area" (also referred to as "assignable square feet" or "assignable area") has been construed to mean "the sum of all'areas on all floors of a building assigned to, or available for assignment to, an occupant, including every type of space functionally usable by an occupant," except for custodial, circulation, mechanical, and construction areas.3/

Table lA indicates that in terms of "room type" the largest amount of assignable floor space--31 percent of the total--was devoted to combined residential facilities. The second-largest area--14 percent--was classified as laboratory space. Classrooms, which are often the object. of detailed utilization studies, constituted-less than 9 percent of the total.

Of the estimated net assignable floor space, 617 million square feet, or about 60 percent, were located in publicly controlled instituticns; and 410 million, or about 40 percent, were in privately controlled institutions. Classrooms comprised about the same percentage of floor space in the privately controlled institutions as they did in the publicly controlled--9 percerie.

Table 2A indicates that 888 million square feet of gross area werelocated in publicly controlled institutions,while table 3A shows that 598 million were in privately controlledinstitutions. Thus the publicly controlled institutions, with 7i percent of the FIEenrollment,4/ had 60 percent of the gross area; privately controlled institutions,with 29 percent of the FTE enrollment, had 40 percent.

The ratio of assignable area to gross area was notsubstantially different in publicly and privately controlledinstitutions: .70 and .69, respectively.

Both publicly and privately controlled institutionsreported more of their assignable square footage devoted to residentialfacilities than to any other single type. Privately controlled colleges and universitiesreported the higher proportion--34 percent--asresidential; publicly controlled institutions, 28 percent. These and other proportions are shown in the following tabulation:

By organizational unit, both publicly and privatelycontrolled institutions assigned slightly more than three-fourths of their space to acombination of (a) auxiliary services and (b) departments of instructionand research. However, publicly controlled institutions divided the two almostequally --

2 38 percent for auxiliary services and 39 percent for departments of instruction and research--while privately controlled institutions assigned 46 percent to auxiliary services and only 33 percent to departments of instruction and research.

For institutions of both types, the third highest percentage of space reported was for general-administration and institutional services--8 percent--followed by library--7 percent.

REPORTED TOTALS

The data in tables 1B, 2B, 3B, and 4-13 comprise the unadjusted totals for the 2,050 institutions that responded to the questionnaire--in contrast with the adjusted national totals of tables 1A, 2A, and 3A. The responding institutions reported a total of 925 million assignable square feet, or 90 percent of the estimated total for the United States.

Table 4 presents data for responding institutions, by level and control, for the several room-type categories.

The total reported assignable square feet was distributed among groups of institutions as follows:

The highest percentage of space for any type of room for any single category of institution fell within the single-person residential space.Publicly controlled universities and privately controlled (Aker 4-year colleges each reported 7 percent of the 925 million assignable square feet to this type of room.

Within the institutional types classified by level and control, certain differences are apparent. Publicly controlled universities, for example, used less than 6 percent of their plant for classrooms, while publicly controlled 2-year colleges all6Cated nearly 19 percent to that category. The remaining institutions classified between 7 and 12 percent of their space as classrooms. In other room categories(as a proportion of total assignablespace),

Table 5 presents data for selectedorganizational units in responding institutions, by institutional controland level. Columns 2 through 8 add up to the 904 million assignable squarefeet in use by the responding institutions. In the discussion of table 5which follows, percentages are based on this total, which excludesnoninstitutional agency facilities (column 9) and unassigned space(column 10). instruction and The data in columns 2 and 6correspond approximately to the departmental research, and libraryclassifications used in Higher Education Facilities Grants. Of the total 904 million square feetof space in use by reporting institutions, these two categories(departments of instructionand research, and library) occupied44 percent. Of the 904 million square feet in useby these reporting institutions, more of square feet--13 percent--wereclas3ified in the category of departments instruction and research in public universitiesthan in any other single category or organizational unitand institution. The second highest percentage--10 percent--occurred inresidential space in publicuniversities.

4 Percentage distributions of organizational units' space within the institutions varied considerably, as shown in the following examples:

From 32 to 37 percent of assignable space was allocated to departments of instruction and research in all institutions except publicly controlled 2-year colleges, where the figure was 63 percent.

Library space ranged from 5 to 8 percent of the totals for various institutional-categories.

Total academic space was proportionately lowest--50 percent- - in privately controlled 2-year and nonuniversity 4-year institutions; it was highest--83 percent--in publicly controlled 2-year colleges.

General administration and institutional services facilities followed a fairly consistent pattern--from 8 percent in publicly controlled 4-year colleges to 11 percent in publicly controlled 2-year institutions.

Table 6 reports these data for all responding colleges and universities; table 7, for responding publicly controlled colleges and universities; and table 8, for responding privately controlled colleges and universities.

Assignable square feet of floor space in. residence halls of responding institutions are presented in tables 9, 10, 11, and 12, under four headings: total, single persons, family units, and food service. Table 9 summarizes these data by institutional control and level for, all responding institu- tions. Tables 10, 11, and i2 present the same data by region and State or other area; table 10, for all responding public and private institutions; table 11, for responding publicly controlled colleges and universities; and 12, for responding privately controlled institutions.

The assignable area of floor space in responding institutions is shown by room type, control, and enrollment size in table. 13. Enrollment is classified into seven size categories, from 500 and under to 25,000 and over.

Table 13 shows generally an inverse relationship between percentages of space devoted to classrooms and enrollment levels; that is, the smaller institutions tended to have larger proportions of space assigned to class- room use. The most marked exception occurred in privately controlled institutions' in the enrollment range of 2,500-4,999, which had the highest percentage.

Generally, publicly controlled institutionsdevoted relatively more of institu- their space to laboratory facilitiesthan did privately controlled the tions. Only in the enrollment categoryof 5,000-9,999 students were percentages approximatelyequal in the publicly and privatelycontrolled instftutions.

Office space in both publicly andprivately controlled colleges and universities tended to increaseproportionately as the size of the institu- tion increased. The percentage valuesroughly doubled from the smallest to the largest groups ofinstitutions.

Within the publicly controlled group, studyfacilities ranged from 5 percent to 7 percent in theenrollmen- sizes shown; in privateinstitutions, from6nereent to R nareont.

Special-use facilities tended to average2 to 3 percentage points more in publicly controlled than in privatelycontrolled institutions.

Residential space for single personsexhibited some interesting variations among institutionsof different enrollment-size categories. It ranged from a high of 31 percentof the space in privately controlledinstitutions with enrollments of 1,000 to 2,499, to a lourof 10 percent in publicly controlled colleges of less than 500students. 1

METHODOLOGY

The survey form, "Inventory of College and University Physical Facilities," OE- 2300 -7, was sent out as part of the Higher Education General Information Survey package for 1968. The population of inquiry was the 2,491 institu- tions that responded to the Opening Fall Enrollment Survey for the fall of 1968. The basic assumption was that if an institution reported enrollment data to the Office of Education for the fai' of 1968, its students would be expected to occupy some physical facilities for that same period. These facilities did not have to be owned by the institution but could have been leased or rented. This universe may not match some State records because the Office of Education receives fall enrollment data from certain institu- tions that are not recognized by the State in which they reside; e.g., the rabbinical schools in the State of New York.

Completed questionnaires were received from 2,050 institutions, a response rate of 82.3 percent of the total number of institutions in the statistical universe. The response rate by control and level of institutionappears in table A. The responding institutions accounted for 90.2 percent of the total fall enrollment for 1968, and 90.5 percent of all full-time-equIvalent (FTE) enrollment for the fall of 1968. The FIE was derived by taking the full-time enrollment plus one-third of the part-time enrollment. See appendix B for detailed enrollment by control and level of institution.

To obtain national estimates of total physical facilities the following ratio was applied.by control and level of the physical facilities data for those reporting:
