Bucerius Summer School on Global Governance Beyond the Nation State – Governance in a Globalized World

From 19 August to 1 September 2002, the ZEIT Foundation Ebelin and Gerd Bucerius in , holds its second prestigious annual Bucerius Summer School on Global Governance. Since 1971, the Ebelin and Gerd Bucerius ZEIT Foundation, among Germany’s eight largest private foundations, has been involved in the funding of projects in various fields of science and research, education and training, as well as arts and culture. The Foundation was established by Gerd Bucerius, the late foun- der and publisher of Germany’s leading quality weekly, DIE ZEIT. Roman Herzog, former German President, , former German Chancellor, and Dr. Theo Sommer, Editor-at-Large of DIE ZEIT, serve on the Board of Trustees of the ZEIT Foundation. The Board’s current chairman is Professor Manfred Lahnstein, former German Minister of Finance. The Summer School is the ZEIT Foundation’s largest current international pro- ject, harking back to Henry Kissinger’s renowned International Summer Seminar at Harvard University. Kissinger brought together emerging leaders from all over the world for a summer session of debates and lectures. Many of these participants went on to become heads of state or acquired interna- tionally important positions. This year’s Bucerius Summer School is the second in a series that the ZEIT Foundation offers on an annual basis. The first Summer School was opened by former German Chancellor Helmut Schmidt in August 2001 with a discussion on the question “Who governs the World of the 21st Century?”. The theme of Summer School the 2001 session was “Beyond the Nation State – International Politics and Economics: The Rule of Law and the Role of Regulations in a Global Society”. The focus of Summer School sessions is placed on “Global Governance”. The structure, nature and extent of present-day globalization makes it a qualitati- ve and quantitative phenomenon that affects the world in an impressive pro- cess of dynamic change. At the same time there is a growing awareness that, far from being at the end, we are only at the beginning of these develop- ments. The core theme of Global Governance is approached through a speci- fic topic that is allocated to each day. Topics this year range from international terrorism and cyberspace to the North-South divide, from the European inte- gration process to the role of the U.S. in global governance structures. The overall aim of this project is to foster leadership qualities in young profes- sionals by opening an international dialogue on current political, economic and juridicial questions among executives that participate in the process of global Ebelin and Gerd Bucerius governance; actors in the private, public and non-profit field. Participants are inspired by, as well as learn and receive input from speakers who are renow- ned public figures from the fields of international politics, business and acade- mia. Keynote speakers in the 2002 Summer School will include former German Chancellor Helmut Schmidt, Lord Ralf Dahrendorf, Professor Vaira Vike- Freiberga, President of the Republic of Latvia, Dr. Jean-Francois Rischard, Vice- President of the World Bank, German State Secretary Dr. Gunter Pleuger and Professor John Ruggie from the Kennedy School of Government at Harvard University. The Bucerius Summer School is a highly selective program. From over 300 applicants this year, we have invited 56 promising junior executives, politici- ans and scholars from 27 different countries – young women and men bet- ween 28 and 35 years of age who have already acquired some professional experience, but have not yet reached the peak of their careers – to attend this session. This year’s Summer School promises to be particularly intere- sting, as debates are sure to touch upon powerful recent developments in the field of global governance: the UN World Summit on Sustainable Development (WSSD) in Johannesburg, the aftermath of the events of 11 September, the European Convent and developments in the Middle East conflict, just to mention a few examples. To follow up on these annual meetings, the Bucerius Summer School runs an active internet network of Summer School alumni (www.bucerius-summer- school.de). The pages include an interactive skills database, a chat forum and a list of former and current participants and their CVs. The alumni themsel- ves also arrange follow-up meetings and conferences to discuss current developments in the political, economic and social situation. The most recent example of such an event was a workshop held at the UNESCO headquar- ters in Paris, organized by the Bucerius Summer School 2001 alumni, in order to discuss the aftermath of the events of 11 September. The fact that 40 participants from the 2001 session attended this event, including those who flew in from the U.S. and Asia, proves the success of the highly interactive

approach and nature of the Bucerius Summer School. Summer School Dr. Theo Sommer, Editor-at-Large of DIE ZEIT, chairs the sessions of the Summer School. Lectures and workshops are held at the Steigenberger Hotel in downtown Hamburg and at the German Foreign Office in Berlin. The Summer School also includes a one-day working session at the International Tribunal for the Law of the Sea, which is located in Hamburg, and a day excursion to Potsdam. Dr. Theo Sommer, Dean of the Bucerius Summer School, and Dr. Bernhard Lorentz, Director of the Bucerius Summer School, are responsible for the two-week program.
