FLOOD DISASTER

Stoeung Treng Province: - The government requests agencies in the province for support during the coordination meeting which was held on 25th July at Provincial hall. The participants during the meeting were the officials from PDRD, POE, EDC, Department of public transport, PhD, CIPA, Save, swice contract, Plan, CRDT, WP, MVI. In the meeting, the PCDM addressed to the NGOs representative for the humanitarian assistant to the evacuated families.

Plan International

- Plan International has carried out a rapid initial needs assessment for flood situation in STG. The assessments have found that approximate 600 families out of 1,289 were evacuated and really need basis services, especially WASH kits, temporary tent… etc

The temporary (quick) assessment has found that:

o Ground water sources were damaged by flood in 17 villages, in 3 communes namely (, Thmor Keo and Sre Sambo) of Siem Pang District. o The 1,289 affected families are using untreated water from lake and lack of water container to use in safe places. o The sanitation and washing facilities are not available in safe places especially sanitaries pad for women and young girl o The affected families are defecating in a bush and free land at evacuation sites. o The infant feces are not disposing safely o Foods available in local market in Siem Pang o Each family have prepared and stock rice and dry kind of food for 7days (reported from CCDM) o The market is still function and people can access cash to buy food or materials o Communication is available (mobile phone network, radio, TV..) o 85% of rice field and crop along the riverside is flooded, up to date no reporting on impact on agriculture and lives stock from district of agriculture yet. If the level of water decrease in 7-10 days after flooded, the rice crop will not be destroyed. o We can acess to Siem Pang by car or truck but to commune affected by flood (Santepheap and Thmor Keo commune) is inaccessible by car or truck.

- Ministry of water resources and metrology: Up to 3:10 pm on July 26, 2018, the Tonle Sekong River in Stung Treng province continued to rise to 12.10 meters (Warning level is 11,50 meters high).

- People In Need and PCDM :

PIN supported PCDM Stung Treng to send warning messages through EWS 1294 to vulnerable communes as below: o First “Warning Message” were sent to all communes in Siempang district and 8 communes in Thalaborivath; started at 7:45 pm and finished at 7:55pm so total time sending 10 mins. o Second “Evacuation Warning Message” were sent to only communes in Siempang district started at 9:30pm and finished at 9:40 pm so total time sending 10mins.

Water level of Sesan river is much decreased but is still over the alarm level 0.84m. There are 60 families were affected and evacuated.

Rotanak Kiri Province

- 60 Families affected by flood in Ratanak Kiri ( 30 families in Kachoun and 30 Families in Phnom Kok communes) received relief assistant from the authority such as ten, medicine, other materials.

Stoeung Treng Province

-CRC/PCDM distributed 250 kits for food item such as rice, can-fish, oil, noodles, and 360tents and 40 water filters but those amount of materials and kits are not only for Santhepheap and Thmor Koe communes but for a whole Siem Pang district

 Provincial Administration Department: Report on the river flood Siempang District Stoeung Treng Province- 25th July 2018 – 12 00 PM: o Deployed Army, police and PM (519 person) to assisting evacuate flood affected families o Materials: CMC trucks 5, Boat machines 15, Pick-up truck 7, Flooding 155, Touch 50, Mosquito nets 200, ten sheets 260, Mats 20, and jerrycans (30 L) 100 and Kettle 50.

 HRF - Plan International has deployed their staff to work along the provincial governor on the ground to monitor situation and reporting.

 Mekong River Commission – July 25th 2018

According to flood monitoring reports of the Mekong River commission, it is clear that the Mekong river is now slowly raising in the Stoeung treng station. The water level is 9.25 meters on July 24th 2018 and on July 25th 2018 the water level is 9.61 meters which is 0.36 meter increasing. The alarm will be activated once the water level reaches 10.7 meters.

Highlights

 There is 1 Tropical storm active in South China Sea.

Tropical Storm SON-TINH is currently located near 21.4 N 108.8 E with maximum 1-min sustained winds of 35kts (1 Knot = 1.852 Km).

 July 24th 2018 Hundreds missing after hydroelectric dam collapses in Laos. “More than 6,600 people were also left homeless, state media reported”.

Massive flooding from a South Korean-constructed hydroelectric dam in Laos left several people dead and hundreds missing, state media said Tuesday.

According to project assessment documents, about 30 villages were affected by the project with more than 2,000 people in eight villages resettled. Roughly 10,000 people live in the affected area, with most belonging to ethnic minorities

 July 24, 2018, Stung Treng Provincial Administration issued a Notice Emergency on flood cases, preparedness and intervention to their people to paid high attention. - The official also use voice alert through mobile phone 1294 to inform the people across the province.

- On the 24 July 2018, the authority assisted to help community who threat by the rapid raising of water along Sesan river to evacuated to the safe place in their communities. We have not yet received the actual number of families or populations evacuated last night and we will keep contact with our member to provide an update and as well as to explore for the needs of the displace people.

According to the Ministry of Water Resources and Meteorology, as of the morning of July 25, floods flowing from the sepa- Nam Noi in Attapeu province Laos has gradually come to the border of Cambodia. Sources said that the some areas in Thmor Keo commune, Santepheap and Sekong communes in Siem Pang district Stung Treng Province is now flooding.

At the same time, the Sekong River jumped up to 11,30 meters (the warning level was 11.50 meters high). Now, the provincial authorities have been evacuating citizens to safety.

 Mekong River Commission – July 24th 2018

According to flood monitoring reports of the Mekong River commission, it is clear that the Mekong river is now slowly raisin in the stoeung treng station. The water level is 8.9 meters on July 23th 2018 and on July 24th 2018 the water level is 9.25 meters which is 0.35 meter increasing. The alarm will be activated once the water level reaches 10.7 meters.

 Flood Level in Ratanak Kiri (Care Cambodia)- July 25th 2018 HRF member (Care Cambodia) reported that flood water in the 3 districts Vernsay, Taveng and Ou Chum of Ratanak Kiri is now receding. The provincial administrative office and Care Cambodia are keeping monitoring the situation.

 Flood Situation in July 23th 2018 by HRF member (UNICEF- WASH)

Koh Kong: there were 2252 families affected in Koh Kong province - Sre ambel (most affected), Kohkong and Thmarbang districts. 12 villages were affected and three of them are seriously affected - Bak Angrut village, Preah Ang Keo and Pour Boeng villages are strongly affected and request interventions to support on drinking water. People in these three villages evacuated to hill sites. (no detailed information on affected families- average 500 families per village). Sihanouk Ville: 4025 people in two districts affected: 420 mixed wells, and 420 latrines affected Pailin: 30 families (144 people) affected; two boreholes affected as mainly road are affected. Kampot: not serious affected, observed by PDRD affected four districts and one Krong and mostly ring wells affected and some latrines (no detailed information). Kampong Speu: 308 latrines, and 161 boreholes affected, 47 ring wells and 13 community ponds;

DROUGHT DISASTER

Drought Battambong province - HRF member (World Vision International) July 25th 2018:

The report from HRF members in province, there are two districts (Thmor Koul and Mong Roeusey districts are now affected by shortfall of rain cause of drought to agriculture. - Thmor Koul district with 10 communes and 1 commune in Maung Reussei. To cope with the situation, Provincial governor already responded and provided water coverages to 2568 hectares in 4 villages of communes in Maung Reussei. And Thmor Koul is 3,442 out of 9124 hectares of rice were irrigated timely. Humanitarian Response

 There is no report from our provincial Focal Person (HRF) reporting on the response intervention actions in Kiri and Stoeung Treng.
