I am writing to put forward my comments on the Commission’s Draft Recommendations for . My comments are contained in the attached document and are made in the light of my current positions as Chairman of the Conservative Association of the Blackburn Parliamentary Constituency, as a Councillor representing the with Ward on Blackburn with Darwen Borough Council and as a Councillor on Livesey Parish Council.

One of my major concerns is that proposed new housing developments in the Council’s area will significantly affect the size of the Electorate during the validity of your review. The five year period from publication this year will take us to 2022/23 and examination of the Council’s Site & Masterplan documents referred to in my report shows the Council’s development intentions. Other references also quoted in my report are to actual planning applications which have or are about to commence construction. These developments affect only 4 of our existing Wards (and one of those in only a small way and this disappears anyway). These are all wards where my Conservative colleagues hold Council seats. In so far as I believe the Council’s assessment of the Electorate increases brought about by these developments may be seriously understated, I am anxious to ensure that the Electorates in these wards do not become under-represented in the medium term future.

My report has been compiled with the resources I have to hand as an individual and using data gained from the Council and Electoral Registers. Consequently all indications of numbers of Electors are not precise. However the approximations are, in my view, adequate to indicate that my recommended changes to your draft should be fully considered. Had mapping tools been available to me a pictorial presentation would have been made.

BACKGROUND

This commentary has been prepared taking into account the Commission’s Draft Recommendations dated April 2017. The comments here have been gathered together from input and discussion with Conservative Party Members of the Blackburn Parliamentary Constituency Conservative Association. The information presented to those members has also included all the data supplied by Blackburn with Darwen Council to its Councillors at all stages of the entire consultation process.

The situation for people in Blackburn is complicated by the fact that The Blackburn with Darwen Council is a Unitary Authority and comprises not only the entire Blackburn Parliamentary Constituency but also a part of the Rossendale & Darwen Parliamentary Constituency. The current proposals by the Boundary Commission will affect our situation in that the current Fernhurst Ward (becoming part of the Blackburn South & ward under these proposals) is currently outside the Blackburn Parliamentary Constituency Conservative Association but would be included should those proposals go ahead. So as to be clear, comments here are therefore expressed strictly in relation to the existing and proposed warding arrangements for the Blackburn Parliamentary Constituency part of the Council, as it is expected to become, assuming the Boundary Commissions proposals go ahead.

It should be noted that in terms of the proposals presented by Blackburn with Darwen Council, these are deemed to have cross party support. However in practical terms, the Labour party is in control (both in the Parliamentary Constituency and the Council) and have taken the lead in discussions. The Conservative Group on the Council have been party to these discussions and these have been led by Cllr John Slater, who is the Conservative Group Leader, a member for the Fernhurst Ward and a Member of the Conservative Party in Rossendale. Given that the writer was not included in any of the Council discussions it is felt that the views of the Conservative Party Members in Blackburn may not have been fully taken into account in the Council’s proposals. This commentary document is intended to make those views clear.

SUMMARY

As regards the proposed reduction in numbers of Councillors across the Council, we are in agreement with this. The present arrangements are largely historic and do not account for modern day methods of working and communication which tend to be more efficient in time and effort for Councillors than in the past. Issues for Council residents, despite our deprived status, have perhaps remained relatively constant over time. Likewise we have no issues with the names of the new Wards.

Our main concerns regard the Wards where the Council’s plans for new housing have effect. This is because, geographically speaking, all these developments are concentrated on 4 existing wards only and one of these disappears under the proposed warding plan. These wards are, in order of significance, Livesey with Pleasington (1080 homes), with Lammack (450 homes), Roe Lee (240 homes) and Meadowhead (79 homes). The number of additional Electors these developments would bring is likely to be at least 2 per dwelling, given the “Executive” style of family home the Council is requiring to improve our Socio-Economic balance of population. The Council’s proposals appear to severely underestimate the increase in the Electorate resulting from these developments. The result of such underestimates, if not corrected, strike at the very heart of what this Boundary Review is attempting to achieve, namely the equalisation of representation across the Council.

The Wards affected are all at the perimeter of the Council’s area and the 4 wards are actually paired adjacent to each other. This means that any adjustment to ward size would necessitate impinging on adjacent wards towards the centre of the Council Area.

For the Billinge & Beardwood and Roe Lee wards, the adjustments are relatively straightforward and only affect each other and immediately adjacent wards. Detailed proposals and cross check are dealt with in pages 5/6 and 7/8 of this report respectively.

The case of the Livesey with Pleasington ward being the most severely affected is far more complex. This is because the new development is all to the west and south of the ward so any movement of existing Electorate, given the northerly boundary of the requires expansion into the adjacent ward of Meadowhead. The Council’s proposal however eliminates this ward and splits it off into other adjacent wards where there are few pre-exisiting community links. This is not the right approach we believe. It would be far better and in accordance with the Commissions requirements of retaining existing Communities and reducing change of Polling arrangements for existing Electors, to keep the the Meadowhead Ward. Furthermore, by the simple expedient of providing warding in Livesey Parish, expansion of the existing Meadowhead ward westwards along the southern edge of Livesey Branch Road becomes possible. Such an arrangement would allow the Meadowhead ward to encompass at least half of the proposed new housing development in the Gib lane Masterplan.

Such retention of Meadowhead ward requires the disassembly of another ward to retain the overall number of wards to 13 in Blackburn. If all the work already completed in rebuilding all the other wards to the average of 6093 Electors per ward, is to be retained, the selected ward needs to be reasonably adjacent to Meadowhead ward. This means looking at the proposed Mill Hill & Moorgate, Ewood and Blackburn South & Lower Darwen wards.

Examination of the potential breakup of any of these wards reveals the following:

The proposed Mill Hill & Moorgate ward has its core in the long established community of Mill Hill which has its own, thriving, local centre. The current plans for this ward allow some expansion into adjacent areas which have been and remain “local” to that existing Mill Hill hub, but other areas belonging to existing Meadowhead Ward which have never really “belonged” and are separated by Livesey Branch Road. Mill Hill & Moorgate ward should therefore be retained.

The proposed Blackburn South & Lower Darwen ward comprises the existing Fernhurst ward from Darwen which is mainly recent new housing development, clustered around the existing Fernhurst community. The existing and previously somewhat isolated, Lower Darwen community together with adjacent new housing development towards Blackamoor has sensibly been added. The proposed new ward of Blackburn South & Lower Darwen seems to be robust.

The proposed new Ewood ward is based on its existing core of Ewood ward with its peculiar geographic shape of an inverted letter “Y” largely lining the historical main arterial roads in the area, namely the A666 north and south of the Ewood gyratory system linking with Livesey Branch Road to the west. The area’s character has changed dramatically over the years following the development and growth of Blackburn Rovers Football. This has severely reduced housing in the core of the ward and perhaps destroyed its focal point. This problem has been exacerbated by the recent major road improvements. The width of the A666 continues to be a restricting factor and is likely to succumb to further change in the future. Lost housing has been replaced by new development to the far north of the ward at the Infirmary site and in the recent past in the Fernhurst ward. Consequently in order to increase the electorate of Ewood to meet the 6093 average per ward, the Council’s plan simply adds disparate and disconnected communities to make up the numbers. The proposed Ewood ward should therefore be eliminated and its existing Electorate dispersed to adjacent wards. The proposals in the report deliver this.

As regards the changes to other Wards within the Blackburn Constituency we have no strong feelings generally. However we do believe that the introduction of a Central Ward, which we have had constituted informally within our Association for some time, is a good thing. The centre of our town has changed dramatically over the years, as has its population. We believe that the area is now far more likely to be cohesive as a “central” place rather than its current “piecemeal” attachment to Wards arranged historically on a largely “radial” boundaries.

It also refers to actual Planning Applications which have been made and in some cases already in construction. These documents, which constitute the entirety of the Councils plans for housing development in the Blackburn Parliamentary Constituency, affect only 3 Wards. There are minor implications for the old Meadowhead Ward in the Gib Lane proposals and a few houses may lie in Chorley Borough Council’s area depending on the exact layout at Blackburn Mill.

BILLINGE & BEARDWOOD WARD

The existing Bearwood & Lammack Ward has changed under the Commission’s current proposals from its 2016 Electorate of 4543 to the proposed Billinge & Beardwood Ward with 5536 Voters in 2022. This has been achieved by:

1. Moving part of existing Beardwood & Lammack (Box BL1 – part)) into the new Roe Lee Ward. Approximately 221 Voters 2. Moving part of the existing Corporation Park Ward (Box CP2 - part) into the new Billinge & Beardwood Ward. Approximately 1135 Voters 3. Allowing Council estimated “growth” increase in the Electorate of approximately 59.

Changes requested to the current proposals are:

We believe that the change brought about by point 3 above is significantly underestimated when the Council’s “North Blackburn Development Site” is taken into account. This plan allows for the development of 24 Hectares of land (comprising some 450 family dwellings) along the north side of Yew Tree Drive, adjacent to the Council boundary with Ribble Valley Constituency and entirely within the new Billinge & Beardwood Ward. This development can be expected to add a further 900 Voters to the Roll in the new Ward.

The community represented by the part of the existing Box BL1 in Beardwood with Lammack, point 1 above, has been part of that Ward since it was built and has no connection with the apparently adjacent estate which lies in Roe Lee. We believe there is no need to disrupt these Voters by changing their Ward as they can and should remain in the new Billinge & Beardwood.

The addition of parts of the existing Corporation Park Ward, are not required to increase the Ward size, given our comments above. The Voters arising from re-allocating existing Box CP2 i.e. the area bounded by Revidge to the north west, Preston New Road to the south west, Granville Road to the south east and the boundary with the proposed Shear Brow & Corporation Park Ward can be transferred to the proposed Wensley Fold ward as they fit that community as easily as at present sitting within the existing Corporation Park Ward.

The changes we propose would allow the new Billinge & Beardwood Ward to have 5750 Voters which is within the tolerance of +/- 10% on 6093 Voters per 3 Councillor Ward

ROE LEE WARD

The existing Roe Lee Ward has changed under the Commission’s proposals from its 2016 Electorate of 4613 to the reconfigured Roe Lee Ward with 6060 Voters in 2022. This has been achieved by:

1. Moving part of existing Bearwood with Lammack Ward (part Box BL1) into the new Roe Lee Ward. Approximately 221 Voters 2. Moving part of existing Ward (Box LH2) into the new Row Lee Ward. Approximately 814 Voters. 3. Allowing a Council estimated “growth” in the Electorate of 46

Changes requested to the current proposals are:

As said previously for Billinge & Beardwood Ward, the Voters in Box BL1 referred to in point 1 above, who have moved across do not historically belong to the Roe Lee community and so we would wish them to remain in Billinge & Beardwood Ward.

The community in the existing Little Harwood Ward (Box LH2) have traditionally voted there. We believe they can remain there unaffected. This move is therefore not required.

The community at Sunny Bower currently in Little Harwood (Box LH1) are disconnected from the centre of their Ward by the Blackburn East By-Pass, namely Drive, a very busy dual carriageway. In the present day the nature and location of this community, especially in the light of any future housing development in the area adjacent the Council’s northern boundary with Constituency, best suits its relocation into the new Roe Lee Ward. This would involve some 734 Voters.

The Roe Lee Development Site in Blackburn’s Local Plan covers a site of some 3 Hectares to the west of Whalley New Road and east of Pleckgate Road. This site is designated to receive some 220 to 240 new houses which can be expected to add some 450 Voters approximately.

The changes we propose would allow the new Roe Lee Ward to have 6163 Voters which is within the tolerance of +/- 10% on 6093 Voters per 3 Councillor Ward

LIVESEY WITH PLEASINGTON WARD

The existing Livesey with Pleasington Ward has changed under the Commission’s proposals from its 2016 Electorate of 5396 to the amended Livesey with Pleasington Ward with 6237 Voters in 2022. This has been achieved by:

1. Moving part of existing Meadowhead Ward (Box ME3) Feniscliffe into the amended Livesey with Pleasington Ward. Approximately 601 Voters. 2. A minor amendment to some Voters on Gib Lane 3. Allowing Council estimated “growth” increase in the Electorate of 226 Voters.

Changes requested to the current proposals are:

Given the total extent of proposed development in the ward and the consequent large increase in the Electorate there is no requirement to undertake the change identified at 1 above. These Voters should remain with a resurrected Meadowhead Ward.

However we do feel that it would be appropriate to see the most recently arrived developments around the “Rannock” and “Old Gates” estates, in LP2 & LP4 which are nearest to Meadowhead, moved into that ward to release numbers for the developments to the west of the ward and against the Council boundary. This comprises some 389 Voters *

The growth in Voter numbers brought about in the ward by planned new developments are:

Blackburn Mill – This regenerated industrial site on the very western edge of the Councils’area and of the Ward is set to receive some 500 new “Executive” style family homes under Planning Application 10/17/0560. This development is estimated to produce some 1000 new Voters. These voters will need to be accommodated within the Livesey with Pleasington Ward.

Eclipse Mill – This site (Planning Application 10/16/1194 is already under construction and will add 51 family dwellings in Box LP3 in the centre of the Ward. This development will add an estimated 102 Voters.

The changes we propose would allow the new Livesey with Pleasington Ward to have 6335 Voters which is within the tolerance of +/- 10% on 6093 Voters per 3 Councillor Ward.

MEADOWHEAD WARD

The existing Meadowhead Ward has been dismantled in the current draft proposals. However given the planned housing development in the Ward on the Gib lane site and the impact of that and other planned development on the adjacent and outer ward of Livesey with Pleasington it is proposed here that the Meadowhead Ward be retained and reconfigured. This will necessitate the dismantling of another existing ward to accommodate the principle of 17 Wards for Blackburn with Darwen with 13 of these lying in the Blackburn Parliamentary Constituency. It is suggested that this be the existing Ewood Ward and proposals for this are given later in this report. The inclusion of parts of Livesey Parish in this re-established Meadowhead ward will require the Parish to be “Warded” in future.

The old Meadowhead Ward comprised 4 Polling Boxes ME1, ME2, ME3 & ME4 with 1352, 1323, 601 & 1051 Voters approximately, amounting to some 4297 Voters in 2016 and rising to 4313 in 2023 according to the Councils figures. The reconfigured Ward should include

1. The area of the proposed Mill Hill & Moorgate Ward bounded by to the east of Green Lane, South of the Leeds Liverpool canal, west of Shorrock Lane and north of Livesey Branch Road. This area is currently box ME1 in the existing Meadowhead Ward. The existing 858 Voters would therefore see no change. 2. The area of Feniscliffe which was Box ME3 and included an area bounded by River Darwen to the north & east, the Railway Line to the south, Pleasington Playing field s to the west which is currently in the existing Meadowhead Ward should remain. Therefore the existing 601 Voters would see no change. 3. The area of the proposed Ewood ward bounded by Gib Lane to the west, Livesey Branch Road to the north, Brokenstone Road to the south and Parklands Way to the east is Box ME4 in the existing Meadowhead Ward should remain in Meadowhead Ward. The existing 521 Voters would therefore see no change. 4. The area of the proposed Ewood Ward bounded by Livesey Branch Road to the north, Heys lane to the east and Parklands Way to the west comprising some 1246 Voters should be allocated to Meadowhead ward. This area has a significant traffic boundary with the proposed Mill Hill & Moorgate Ward along Livesey Branch Road and is also contiguous with the area described in item 3 above. 5. The area bounded by Heys Lane to the west, Livesey Branch Rd to the north and the boundary to the proposed Blackburn South & Lower Darwen ward should be allocated to Meadowhead ward as it is contiguous with 3 & 4 above and again bounded by the busy Livesey Branch Road. There are 787 Voters to be re-allocated therefore from Ewood to Meadowhead. 6. That part of the existing Livesey with Pleasington ward including the recently developed “Rannock” and “Old Gates” estate (part LP2 & LP4) including Springfield Terrace & Nook Terrace and comprising 389 Voters can be re-allocated to a new Meadowhead ward to relieve future development pressures on the Livesey with Pleasington ward. 7. The Gib Lane Masterplan developments bounded by Gib Lane to the east. Brokenstone Road to the south and Livesey Branch Rd to the north is scheduled to receive some 1032 Voters by 2022/23. This area should be included in a proposed reconfigured Meadowhead Ward.

EWOOD WARD

The proposals in this report indicate that the existing Ewood Ward would be more appropriate to remove (so as to obtain 13 Wards in Blackburn) than the current proposal to remove the existing Meadowhead Ward.

The calculations and re-distribution of Voters is as follows:

1. The area of Hollin Bank bounded to the northwest by the Blackburn – Preston railway Line, to the east by the Blackburn – Manchester Railway line and to the south east by Hollin Bridge St to be re-allocated into the new Mill Hill & Moorgate Ward. Approx 405 Voters. 2. The area around Mosley Walk bounded to the north by the Leeds & Liverpool canal, to the east by Highfield Road, to the south by Park Lee Road and to the south west by Infirmary St to be re-allocated to the adjacent proposed Central Ward. Approx 299 Voters 3. The area around the Old Royal Infirmary which has recently been re-developed, bounded by Infirmary St to the east, Park Lee Road to the south, the A666 to the north west and Longshaw lane to the south west to be re-allocated to the proposed Blackburn South East Ward. Approx. 463 Voters. 4. The area to the east of the Blackburn – Manchester Railway line, to the north by Longshaw Lane, to the east by Sunny bank Road and the boundary with the proposed Blackburn South East ward to be re-allocated to the proposed Blackburn South & Lower darwen Ward. Approx. 243 Voters. 5. The area around Ewood Park Football ground bounded by the Blackburn – Manchester Railway line to the east, Alan Shearer Way to the north west and elsewhere by the boundary to the proposed Blackburn South and Lower Darwen Ward to be re-allocated to the proposed Blackburn South & Lower Darwen Ward. Approx. 477 Voters. 6. The area around Moorgate bounded by The Leeds & Liverpool canal to the north, Alan Shearer Way to the east, Livesey Branch Road to the south and Moorgate St to the east to be re-allocated to the proposed Mill Hill & Moorgate Ward. Approx 262 Voters. 7. The area on the south side of Livesey Branch Road as it approaches the Ewood gyratory system bounded on the north by Livesey Branch Road, to the west by Heys lane and the boundary with the proposed Blackburn South & Lower Darwen ward, to be re-allocated to the Meadowhead Ward. Approx 787 Voters. 8. The whole area to the south of Livesey Branch Rd, to the east of Gib lane, to the west of Heys lane and to the east by the boundary with Blackburn South and Lower Darwen and to the south Brokenstone Road, to be re-allocated to Meadowhead ward. Approx 1767 Voters.

To summarise, the proposed Ewood ward is eliminated by the following transfers:

The total number of Voters detailed here amounts to 4703 which agrees with the figure of 4714 published by Blackburn with Darwen Borough Council for 2016 in their first report on the re-warding proposals. Thus the entire elimination of Ewood Ward is accounted for.

IMPACT ON OTHER WARDS

The re-allocation of the Voters from Ewood ward necessarily impacts on the surrounding wards. Using the abovementioned figures together with the Commissions draft proposal totals in 2022 for each Ward no ward exceeds the tolerance of + / - 10% on 6093 i.e. a lowest figure of 5484 and an upper figure of 6702. Mill Hill & Moorgate Ward as proposed by the Commission currently has at 2022 an Electorate of 5820. This will be adjusted by the following changes proposed here as follows:

Deduct 858 Voters due to come from Meadowhead as per page 10 item 1

Add 405 Voters due to come from Ewood ward as per page 12 item 1

Add 262 Voters due to come from Ewood ward as per page 12 item 6

The resultant net figure for 2022 would be 5629. This is within tolerance limits.

Blackburn Central Ward as proposed by the Commission currently has at 2022 an Electorate of 5875. This will be adjusted by the following changes proposed here as follows:

Add 299 Voters due to come from Ewood ward as per page 12 item 2

The resultant net figure for 2022 would be 6174.This within tolerance limits

Blackburn South East Ward as proposed by the Commission currently has at 2022 an Electorate of 6184. This will be adjusted by the following changes proposed here as follows:

Add 463 Voters due to come from Ewood ward as per page 12 item 2

The resultant net figure for 2022 would be 6890. (slightly above the upper tolerance limit)

Blackburn South and Lower Darwen Ward as proposed by the Commission currently has at 2022 an Electorate of 5791. This will be adjusted by the following changes proposed here as follows:

Add 243 Voters due to come from Ewood ward as per page 12 item 4

Add 477 Voters due to come from Ewood ward as per page 12 item 5

The resultant net figure for 2022 would be 6511. This is within tolerance limits.
