Minutes of the meeting of the Council of the Corporation of the Town of Deseronto, held on Tuesday October 9, 2012 at 9:00 a.m. at the Deseronto Lions Hall, 300 Main Street in Deseronto, .

a) Peter Moran, MPAC presentation regarding the re-assessment process

Peter Moran from the Municipal Property Assessment Corporation (MPAC) was present to educate members of the audience, staff and Council on the current process of assessing properties for Current Value Assessment and taxation purposes in the Province of Ontario.

THAT Council instruct the Clerk to prepare a letter of support to the Ministry of Tourism, Culture and Sports for the continuation of the Library Information Technology Fund to assist local libraries with the costs of IT support. CARRIED

a) Draft financials up to August 31, 2012 for all municipal departments

b) Request from Highland Shores Children’s Aid for the proclamation for October as Child Abuse Prevention month, National Foster Family Week October 21-27 and Adoption Awareness Month for the month of November.

c) Declaration of Council for the Expression of Interest for the Asset Management funding opportunity.

the information and analysis described in “Building Together: Guide for Municipal Asset Management Plans” is a priority. CARRIED

11.2 Public Works, Water and Sewer & Recreation Committee

a) Application for funding from the Great Lakes Guardian Community Fund

THAT WHEREAS, the Council of the Town of Deseronto desires to proceed with Centennial Park rehabilitation initiatives to ensure the safe enjoyment of trails, waterfront, recreation and pedestrian/visitor amenities and natural areas while protecting and enhancing the integrity of the shoreline and natural environment; and

WHEREAS, park restoration activities will result in economic growth resulting from tourism, commercial and residential development; and

WHEREAS, the Town of Deseronto considers it in the best public interest to complete the development project described in the application;

NOW THEREFORE, THE TOWN COUNCIL OF THE TOWN OF DESERONTO, HEREBY RESOLVES AS FOLLOWS:

1. That the proper town officials on behalf of the Town of Deseronto make formal application to the Great Lakes Guardian Community Fund for funding assistance and shall enter into and agree to the understandings and assurances contained in said application; 2. That any funding assistance received be used for project as stated in the application while adhering to all funding terms;

3. That the Town of Deseronto hereby certifies that its share of project funding is committed in the amount of $80,000;

4. That the Town of Deseronto hereby certifies that it has applied to the Community Infrastructure Improvement Fund (CIIF) to request funding assistance for additional park rehabilitation activities in the amount of $80,000;

5. That the project will commence upon approval, and be completed by February 1, 2014;

6. That the proper town officials on behalf of the Town of Deseronto execute all documents necessary for the carrying out of said application, and are authorized to provide such additional information as may be required to accomplish the obtaining of such grant;

7. That this resolution shall become part of a formal application to the Great Lakes Guardian Community Fund. CARRIED

b) Status of Ice resurfacing machine at the Deseronto Community Centre

Deputy Mayor Zieman requested support from Council to proceed with the analysis/review of purchasing a new or used Olympia and present back to the next Council meeting.

THAT Council refer the purchase of a replacement Olympia to the Recreation Committee and request a staff report to Council for the November 2012 meeting. CARRIED 11.3 Economic Development and Emergency Services

The Mayor updated Council that he recently attended the Mutual Aid Fire meeting and encouraged Council to attend a future meeting if they ever get the opportunity.

a) Recommendation for Deseronto Marina Feasibility Study and preparation for Environmental Assessment terms of reference

THAT Deseronto Town Council approve and adopt the Marina/Waterfront Development Feasibility Study prepared by RFA Planning Consultant Inc., Shoreplan Engineering Limited and Touristics dated June 2012, upon completion of approved revisions; and

FURTHER THAT as per the previously approved funding agreement with TRENVAL EODP for 50% ($25,000), Deseronto Council proceeds with issuing a Request for Proposals for the preparation of the Marina Environmental Assessment Terms of Reference (EA TOR); adhering to the required project completion deadline of Feb 28th, 2013. CARRIED

b) Inquiry from to determine whether Council has any interest in attracting a new physician to the community

Council suggested that the County Administration be notified of the Town’s interest at the earliest convenience.

THAT Council instruct the Mayor to inform Hastings County CAO, Jim Pine, that the Town of Deseronto is willing and hopeful in obtaining a new family physician for the Municipality. CARRIED

11.4 Cultural and Social Services

a) Ratification of approval for a proposed work plan from Heartland Environmental Design for a shoreline naturalization project in Centennial Park

THAT Council authorize the Shoreline Naturalization Project for Centennial Park (west end) as presented by Heartland Environmental Design.

FURTHER THAT Council request to have the excavation work be quoted separately by the project team to allow for discussion as to whether the Town can complete the project;

FURTHER THAT Council request to have municipal representation in the selection of the plantings that will be chosen for the location. CARRIED

b) Library public notice

The Deputy Mayor expressed his displeasure with the sign that is posted on the Library door regarding budget cuts by Council.

The Mayor has informed Council he will be attending the Library and request that the notice be removed from the library door.

Community Development Officer, Dana Valentyne, reviewed the list of Municipal properties and her recommendations for the properties.

THAT Council accept the recommendations of the Community Development Officer to declare the attached properties as surplus.

FURTHER THAT Council instruct the Community Development Officer to provide a project plan for the November Council meeting recommending the preferred method of disposing of the Town properties. CARRIED
