EXECUTIVE SUMMARY

The General Manager, Prince of Wales Hospital and Sydney/Sydney Eye Hospital (POWH & SSEH) provides experienced senior executive health leadership within the highly complex health system of South East Sydney Local Health District (SESLHD). The District covers nine Local Government Areas, including Sydney CBD and provides healthcare services to a culturally diverse population of over 930,000 people, with a budget of $2b and 10,000FTE.

Reporting to the Chief Executive of SESLHD, you provide capable leadership and management to strategic and business planning, policy development, business and clinical service strategies, diverse stakeholder and relationship management. Preferably, you will be an experienced health services executive, with highly developed strategic and analytical skills, as well as the financial and business acumen, to autonomously manage a complex hospital group, consisting of a budget in excess of $426M and approximately 3090 staff. As a member of the executive leadership team you take a system-wide approach to strategic health service planning and development.

The General Manager will be responsible for leading and managing the POWH, a 440-bed major public teaching hospital based in Randwick, in Sydney’s eastern suburbs, and affiliated with the University of NSW. In addition, the SSEH has a long history, having been located on Macquarie Street in Sydney since 1811, with a legacy of nursing and medical firsts to its credit. The General Manager will be required to provide critical leadership to the development of new and redesigned services and to major redevelopment work underway for the Randwick Campus Redevelopment Hospital, which is due for completion in 2022.

To be a strong contender for this position, you will demonstrate experience with building people capability and knowledge in a major tertiary hospital or health service to improve performance and whole of system improvement, and to enhance workplace culture, as well as extensive executive management experience and proven track record of achievement in leading a large Health Organisation operating in a complex service delivery environment.

Prince of Wales Hospital

The Prince of Wales Hospital is a major teaching hospital and tertiary referral centre, providing excellent healthcare to south eastern Sydney and specialist health and medical services to NSW.

The hospital has 450 inpatient beds and almost 3,000 staff. Each year it cares for more than 58,000 patients in the Emergency Department and around 50,000 patients are admitted to the Hospital. Price of Wales Hospital also has a busy outpatient service and rural outreach service and provides more than 900,000 occasions of non-admitted patient care each year.

The hospital is affiliated with various Universities and premier medical teaching facilities which enables staff to provide excellence in healthcare in conjunction with their commitment to quality clinical teaching and leading medical research.

Sydney and Sydney Eye Hospital

The Sydney and Sydney Eye Hospital is steeped in history, with a legacy of nursing and medical firsts to its credit and has paved the way in many clinical areas - both nationally and internationally.

Sydney Hospital is Australia's first hospital and dates from the arrival of the in 1788, with 2011 marking its milestone of 200 years on Macquarie Street.

The Sydney Eye Hospital started at Millers Point in 1882 and moved to in 1922. In 1996 Sydney Eye Hospital was relocated from Sir John Young Crescent site to Macquarie Street to form The Sydney and Sydney Eye Hospital.

Sydney and Sydney Eye Hospital offers quality health care to city residents, workers, visitors and tourists, and specialist services attract patients from all over NSW. Clinical services provided are a 24hr Emergency Department (for eyes and general) and outpatient departments (eyes, general and hands). Clinical wards include Eyes, Hands, ENT and General Medicine as well as the Peri-Operative Suite.

Sydney and Sydney Eye Hospital is a quaternary referral unit for Eye diseases, providing surgical and medical management of vitreo-retinal, corneal, glaucoma, oculo-plastic, uveitis, and oculo-oncology conditions. Sydney and Sydney Eye Hospital has a dedicated Hand Unit and is a tertiary referral centre for hand trauma, abnormalities and diseases.

POSITION PURPOSE

The General Manager of Prince of Wales Hospital and Sydney/Sydney Eye Hospital (General Manager) is a senior operational manager within the South Eastern Sydney Local Health District (SESLHD). The role is responsible for the effective management of both hospitals to ensure the achievement of NSW Ministry of Health and SESLHD objectives.

As a senior position in the LHD, the General Manager contributes to the executive management team and provides significant input to the development and oversight of strategic and business plans, policy development, business and clinical service strategies and relationship management.

KEY DUTIES AND RESPONSIBILITIES

Key Accountabilities of the General Manager include but are not limited to:

• Lead and manage the Prince of Wales and Sydney/Sydney Eye Hospitals Executive staff to ensure the effective and efficient provision of coordinated and high-quality health services that meet the community healthcare needs, consistent with the Greater Randwick Integrated Health Services Plan. • Provide governance and strategic direction for the development, implementation and evaluation of patient safety and quality improvement programs that promote the best possible experience and health outcomes for patients/clients. Ensure that National Safety and Quality Health Service Standards are met. • Ensure Prince of Wales and Sydney/Sydney Eye Hospitals function within the operating and capital expenditure budgets and business plan, ensuring costs of operation are monitored and prioritized, and activities are completed consistent with all ethical, statutory and other requirements including Act, Regulations, NSW Health and District Policy.

Major opportunities and challenges currently associated with the role include:

• The organisation is currently undergoing large scale change and the role will be responsible for the change process and ensuring that models of care are pushed as far as possible. • Strong relationship management is required to keep the organisation under control. • The organisation has strong operational skills and requires someone who can work in a complex context with numerous stakeholders, along with the precinct and campus rebuild. • Driving change within the service and offering a different perspective on strategy is imperative. • $1.6b has gone into the project, where there is much pressure to deliver on the success of the investment. • There is a lot of Board and University exposure, with a highly involved Board Chair. The university is keen to collaborate but quite disorganised. • There is work required to meet organisation expectations of what the precinct needs to be.

REPORTING & KEY RELATIONSHIPS

Reporting to the Chief Executive, SELHD, the General Manager works as a member of the SESLHD Executive Team and will have significant autonomy in directing and managing the operations of the Prince of Wales and Sydney/Sydney Eye Hospitals within SESLHD. Decisions related to resource deployment outside of the operational budget allocation are referred to the Chief Executive of SESLHD. In consultation with Executive Team members and Chief Executive the General Manager will determine organisation-wide strategic and operational plans and projects.

The General Manager is accountable for approximately 13 direct reports.
