The first record of Masons in the Northern Virginia area can be found in William Mosley Brown’s history of Fredericksburg Lodge No. 4 of Fredericksburg, Virginia, which records two members of that Lodge as living in Prince William County on the north side of the Rappahannock River near the mountains in 1769. The first in Prince William County was chartered as Dumfries Lodge No. 50 in Dumfries, VA in 1797. The Lodge at Dumfries is important to Hay Market and the 58th Masonic District as most of the Masons who were instrumental in constituting the first Lodge in our area were members of that Lodge. In his report to the Grand Lodge of 1925, Most Worshipful Charles H. Callahan noted that the 15 Lodges of the 1st and 54th Masonic Districts were too spread out for efficient administration. He recommended that they be realigned in three Districts. With the approval of the Grand Lodge, the 59th Masonic District was established with Rt. Wor. G. Walker Merchant of Manasseh as the first District Deputy Grand Master. The Lodges in the District were: Manasseh Lodge #182 (1875), Acacia Lodge #16 (1877), Herndon Lodge #264 (1897) and Drinkard Lodge #313 (1911). Herndon Lodge was in the 54th Masonic District while the other three Lodges were all originally part of the 1st Masonic District. The Grand Lodge of 1934 reorganized the District structure, eliminating the former 58th District, and renumbering the 59th as the 58th District. The Grand Lodge of 1936 transferred Henry Lodge No.57 (1869) from the 54th to the 58th Masonic District. In 1962, Drinkard Lodge voted to change its name to Hay Market Lodge #313. A bit of Masonic trivia: Hay Market Lodge took its name from the spelling of the Town name at that time, while the Town later changed its named to one word: “Haymarket.” In 1995, District 58 was again restructured into District 4 composed of the following six Lodges – Acacia #16, Henry #57, Mt Carmel #133, Manasseh #182, Herndon #264 and Hay Market #313. In 2010, The Patriot Lodge was placed Under Dispensation in District 4 and re- ceived its Charter on November 11, 2011. The Patriot Lodge is the first academic Lodge in Virginia, and the first degree-granting Lodge chartered in over 30 years. In 2019 the Grand Lodge reorganized Districts and Cochran Lodge No. 271 joined the 4th Masonic District and Herndon Lodge No. 264 moved to District 2. Grand Lodge of Virginia

174th Grand Master of Masons in Virginia Most Worshipful William Edward Hershey, Jr.

Friendship, Morality, and Brotherly Love Most Worshipful William Edward “Bill” Hershey, Jr., was born on December 3 in Pittsburgh Penn- sylvania. He attended public school and graduated from Peabody High School in 1961. He is a graduate of Campbell University in Buies Creek North Carolina and holds a Bachelor Degree in Business Administration. Most Worshipful Hershey joined the Army in 1962 and in 1966, applied and was accepted for Officer Candidate School. He graduated Officer Candidate School in January 1967 and was commissioned a Second Lieutenant. Upon graduating from Officer Candidate School, Most Worshipful Hershey was deployed to Viet Nam where he served as a platoon leader with the 196th Light Infantry Brigade. Subsequent to his Viet Nam tour of duty he served in a number of both Command and Staff positions. After 23 ½ years of military service, he retired in May 1986 with the rank of Lieutenant Colonel. He received numerous military decorations to include the Bronze Star for his service in Viet Nam, the Legion of Merit, and Meritorious Service Medal to cite only a few of his service related decorations. Upon retirement, he began a second career in fields of Information Technology and Information Assurance. He was a Program Manager with Quest Research Corporation from 1986 until 1998. He joined CACI in 1998 as a Program Manager, where he worked until January 2008 when he re- tired. Most Worshipful Hershey is a Past Master, Honorary Member, Life Member in Perpetuity (LMIP), and Secretary Emeritus of Hay Market Lodge No. 313. In 1991 he served as District Deputy Grand Master for Masonic District 58. In acknowledgement of his service as District Deputy Grand Mas- ter, he was recognized by Most Worshipful William Franklin Perdue with an Outstanding District Deputy Award. He was also active in his District serving as the Masonic Home Ambassador from 1987 till 1989 and again in 1994. In 1999, he served as the Administrative Assistant to Most Wor- shipful George Harry Chapin. He was appointed Grand Lodge Representative to the Grand Lodge of China in 1991 and served in that capacity until 2008. At present he is the Grand Lodge repre- sentative to the . In 1992 he was appointed to membership on the Grand Lodge Committee on Jurisprudence, where he served until his election as Grand Junior Deacon in 2015. In 2008 Most Worshipful Hershey was appointed Chairman of the Grand Lodge Committee on Membership and in 2014 was appointed Chairman of the Grand Lodge Committee on Strategic Planning & Implementation. Last, but by no means the least, in 2008 he was recognized by Most Worshipful Edmund Cohen for his services to and was the recipient of the John Blair, Jr. Medal. Most Worshipful Hershey is also an Honorary Member of Edward H. Cann Daylight Lodge No. 1752 where he served as the Lodge Secretary from 2011 until 2015. In addition, he is also a member of Meridian Lodge No. 284. Most Worshipful Hershey is a member of the Alexandria and Richmond Valleys, and in 2009 was made 32 Knight Commander of the Court of Honor in the Alexandria Valley. His membership includes membership in Grand Chapter Royal Arch Masons in Virginia, Fauquier Chapter No. 25 and Piedmont Commandry No 26, Knights Templar. He is member of the National Sojourners, holding life membership in Walter Reed Chapter #303 and James Monroe Chapter #549. He is also a member of Light Horse Harry Lee Camp, Heroes of 76, He joined the Kena Shrine in 1984 where he served as President and Secretary of the Oriental Band and Chief of the Kena Aide Corp. He served as a Trustee for the from 1999 until 2005. In 2007 he moved from Catlett Virginia to Locust Grove Virginia and as a part of that move, transferred his Shrine membership from Kena Shrine Center to the Acca Shrine Center where he is a member of the Acca Director Staff. Most Worshipful Hershey is married to Margaret Michele (Arlof) Hershey, who goes by Michele. Most Worshipful Hershey and Michele have three daughters, Margaret Louise Petrizza, Michele Rene Robinson and Theresa Lynne Lewis. They also have two grandsons, three granddaughters and two great granddaughters. Most Worshipful Hershey and Michele met in high school and have been married for 56 years. They currently reside in North Chesterfield Virginia. As a true “Masonic Wife” Michele freely con- tributes her time and talent and supports Most Worshipful Hershey’s Masonic activities. 4

Right Worshipful James Edward “Jim” Kraut District Deputy Grand Master

Right Worshipful James Edward “Jim” Kraut, was born on 13 September in Washington, DC. He attended public school in Washington, graduating from Oxon Hill (MD) Senior High School in 1965. He is a graduate of George Mason University and holds a Bachelor Degree in The Administration of Justice.

Right Worshipful Kraut joined the United States Navy Reserve in 1966, graduating from U.S. Naval Submarine School that same year. He served aboard the U.S.S. Albacore (AGSS569) and was discharged from inactive service in 1973.

He joined the Fairfax County Police Department in 1971, worked in patrol, property investiga- tions, vice and narcotics, and electronic surveillance, retiring in 1992. Upon this retirement he worked as a surveillance platform operations manager in a private concern, the Virginia Alcoholic Beverage Control, and finally, for the Navy Federal Credit Union, retiring from both latter organizations.

Right Worshipful Kraut is a Past Master, Honorary Member, Life Member in Perpetuity (LMIP), and current Secretary of Hay Market Lodge No. 313. He is a 48 year Masonic Veter- an of Andrew Jackson Lodge No. 120. He is also Division Provost for Region VI of the Com- mittee on Masonic Education. At present he is the Grand Lodge representative to the Grand Lodge of Connecticut.

Right Worshipful Kraut is a member of the Alexandria Scottish Rite Valleys, and in 1999 was made 32o Knight Commander of the Court of Honor in the Alexandria Valley.

His York Rite membership includes membership in Grand Chapter Royal Arch Masons in Virginia, Warren Chapter No. 5.

He is member of the Guardians Chapter of the Widows Sons Masonic Riders Association.

Right Worshipful Kraut is married to Bonnie Gayle Kraut, a 50 year Veteran of the Order of the Eastern Star, Pentalpha Chapter #38, Germantown, MD. She is also a retired police in- vestigator and they met 46 years ago while working undercover narcotics. They have a son, Jonathan—a member of Hay Market Lodge No.313, and a daughter, Lauren. They also have three grandsons, and one granddaughter. As an understanding family, the entire bunch sup- ports Right Worshipful Kraut’s Masonic activities.

No one can truly be a Master Mason until he has mastered the teachings and principles of the Master Mason’s Degree, and these can best be ap- preciated by a thorough knowledge of the Master Mason’s Catechism.

The Institution of Freemasonry has many usages and customs with which you will become acquainted in your attendance upon Lodges and in your conversation with well-informed Brethren. There are a few I would like to emphasize at this time.

In Lodge you are to conduct yourself with decorum. You are not to move about the Lodge Room, engage in private conversations or otherwise dis- turb or interfere with the dignity and solemnity of the Lodge proceedings.

When you enter an open Lodge, you approach the altar, wait until the door is closed, come under the D.G of the Degree in which the Lodge is open and hold it until you are recognized by the W.M and invited to be seated.

As a member of ______Lodge No. _____ you are entitled to ballot in this and only this Lodge. The ballot box contains white balls and black cubes. You will be called upon to cast your ballot to help decide the future membership of your Lodge, and in so doing you should let no personal feel- ing sway your judgment. If you believe a person will be a credit to our order, cast your ballot – a white ball in favor. If you know of any reason why the petitioner would not be a credit to our fraternity, if he is not morally fit, it is equally your duty to cast a black cube – only one being necessary to keep an unworthy person out of our ranks and help preserve, unsullied, the repu- tation of our fraternity.

The ballot is secret and sacred, and you will never be called upon to divulge how your ballot was cast. It is a breach of Masonic law for anyone to en- quire how another has, or will cast his ballot on a petition.

You should also learn that matters brought up in a Masonic Lodge are nev- er discussed with anyone who is not a member of the Fraternity.

To insure the three Great Lights in Masonry are in full view of the W.M. of a Lodge at all times (which silently admonishes him of his duties) you should never cross between the altar and the East while the Lodge is in session.

Your progress from now onward will depend entirely on your own efforts. May I express the hope that you will become a real student of Masonry for I can assure you that if you will travel in foreign countries of Masonic History, Masonic Symbolism, Masonic Jurisprudence and Masonic Philosophy, you will earn and receive Master’s wages far beyond your best expectation.
