STORM SURGE SAN ANTONIO, ZAMBALES • On 03 October 2012, between 8 - 11:00 PM, a storm surge caused by the Tropical Storm "Marce" was reported along the coastal areas of Brgy. San Miguel, San Antonio, Zambales affecting eight (8) families / thirty two (32) persons. Twenty three (23) houses were partially damaged due to the incident CALINTAAN, OCCIDENTAL MINDORO • Early morning of 05 October 2012, a storm surge struck at Brgy. Poblacion, Calintaan, Occidental Mindoro affecting 53 families/265 persons. There were twenty eight (28) damaged houses (23 – partially damaged and 5 – totally damaged) 3. COLLAPSED DIKE IN SAN JOSE, OCCIDENTAL MINDORO • Five (5) families were evacuated at Yaw-Yawi Elementary School at Brgy. Murtha, San Jose, Occidental Mindoro due to partially collapsed dike that cause scouring of the river side 4. MARITIME INCIDENT IN NASUGBU, BATANGAS • On or about 9:00 AM, 03 October 2012, a maritime incident occurred at the vicinity waters of Brgy. Wawa, Nasugbu, Batangas involving two (2) motorbancas with three (3) fishermen onboar d namely: Gerardo Melgar, 39, Ariel Cosare, 33, and Dante Sarasa, 59, all residents of Brgy. Wawa, Nasugbu, Batangas. Based on the investigation, the fishermen were on their way back home when the motorbancas was capsized due to big waves and strong winds brought by Tropical Storm "Marce" • One (1), identified as DANTE SARASA, was found dead along t he shore of the said barangay on 04 October 2012 B. Mobilization Kalinga Gimma Section of private backhoe and DPWH pay loader for immediate clearing of site III. ACTIONS TAKEN A. EMERGENCY PREPAREDNESS AND RESPONSE: 1. NDRRMC • NDRRMC Operations Center was raised from Blue Alert Status to Red Alert Status on 03 October 2012 and has been continuously monitoring and disseminating Weather Bulletins, Gale Warnings, General Flood Advisories, and 24-Hour Public Weather Forecasts to all RDRRMCs/OCDRCs through SMS, facsimile and websites for further dissemination to their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial down to the municipal levels; and directed RDRRMCs concerned through the OCD Regional Centers to undertake precautionary measures in their respective areas of responsibility (AOR) • Member agencies (PIA, PNP, DPWH, DILG, DOH, DSWD, PAF TOG 1, PMA-DRT, 503rd, 502nd BDE and 501st EBDE, VOLUNTEER GROUPS CVOs AND NGOs) also disseminated warning advisories and are pre-prepositioned their response assets for the possible effects of Tropical Storm "MARCE" MMDA • MMDA Chairman Francis N. Tolentino called an emergency meeting of the MMDRRMC at the MMDA Building in Guadalupe, Makati City DPWH • Clearing operations due to the occurrence of landslides and mudflows along Maharlika Road, Brgy Putlan, Carranglan, Nueva Ecija. • Heavy equipment for clearing operations is positioned strategically for faster mobilization 2. REGIONAL RESPONSE MEASURES • OCDRCs/RDRRMCs NCR, I, II, III, IV-A, IV-B and CAR heightened their alert levels and are continuously and redundantly disseminating the latest Weather Bulletins, Flood Bulletins and Gale Warnings to all concerned local DRRMCs, RDRRMC member agencies, the tri-media and to several fishermen associations thru facsimile, landline/mobile phones and SMS; continuously coordinating with their local DRRMCs and other partners • All PDRRMCs and PDRRMC member-agencies are on alert status and on standby for possible rescue, relief and other response operations relative to present weather disturbances OCDRC III • Continuous monitoring clearing operation of DPWH re occurrence of landslides and mudflows along Maharlika Road, Brgy Putlan, Carranglan, Nueva Ecija • PDRRMO provided five (5) sacks of rice for the affected families • Continuous monitoring of water releases from Ipo and Bustos Dams in the province of Bulacan on 3 October 2012 and the roads and bridges going to Aurora province and Cagayan Valley Region PDRRMC BULACAN is continuously monitoring the water level of Angat and Ipo dams, advised the communities living in low-lying areas to take precautionary measures and be alert for possible increase in water level along Angat Dam river PDRRMC AURORA Emergency Operations Center (EOC) is continuously monitoring coastal areas for possible occurrence of storm surge in the eastern seaboard of Aurora PDRRMC ZAMBALES EOC is on BLUE ALERT status since 3 October 2012 and advised fishing boats and small sea crafts not to venture out into the West Philippine Sea while larger sea vessels are alerted against big waves OCDRC IV-B • MDRRMO San Jose Occidental Mindoro and Brgy. Officials conducted pre emptive evacuation to the families living near the river due to partially collapsed protection dike of river side. MSWDO and MDRRMO provided relief goods to the evacuees • LGU of Calintaan, Occidental Mindoro provided food assistance to the families affected by the storm surge _______________________________________________________________________ .
