    Cross Party Group on the UK Changing Union Annual Report and Financial Statement July 2014 Foreword: David Melding AM (Chair) The Cross Party Group on the UK Changing Union aims to facilitate debates in the National Assembly on the different territorial devolution debates taking place in the United Kingdom, and their impact upon Wales. During the year the group looked at the impact of the Scottish referendum on Wales, what is happening in Scotland with the independence referendum, constitutional conventions, and fiscal and welfare devolution in the UK. As Chair of the Cross Party Group I am grateful to all the Assembly Members who have supported our work. We have also benefited from the expertise of several guest speakers who have given their time most generously.     Cross Party Group Women Annual Report October 2020 Overview The Cross-Party Group on Women exits to promote cross party action to achieve equality for women in Wales. Suzy Davies MS and Siân Gwenllian MS are co-Chairs of the group. WEN Wales offers secretarial support. Since the previous annual report in July 2019, the group has convened four times: 17th October 2019; 3rd December 2019; 18th June 2020 and 15th October 2020. All meetings, including planning meetings, were online via Zoom from March 2020 due to Covid-19. The group has used these meetings to focus on a number of issues, including: a joint meeting with the Cross Party Group on violence against women and children on online abuse; the Gender Equality Review Phase 2, Local Government Bill and the launch of the Women’s Budget Group’s final report on A Gender-Equal Economy. The group also worked closely with the Women in Europe (Wales) network, which became part of the Cross Party Group on Women from July 2019. Attendance at the meetings over the year has been made up of political representatives, third sector organisations working to end discrimination against women, individuals interested in gender equality and Members of the Senedd support staff. 1. Introduction Dame Rosemary Butler AM Presiding Officer I am delighted to introduce the 30th issue of Europe Matters, our update on the work of the National Assembly for Wales on European issues. It was a privilege and an honour to participate on 16 August at the inauguration of the Welsh Memorial in Langemark, Flanders, to the Welsh soldiers who lost their lives in Flanders Fields during the First World War. Over 1,000 people from Wales and Flanders attended the ceremony, including the three leaders of the opposition parties in the Assembly, Andrew RT Davies AM, Leanne Wood AM and Kirsty Williams AM, and of course the First Minister Carwyn Jones AM. I and my fellow Commissioners, Sandy Mewies AM and Rhodri Glyn Thomas AM, will attend a special commemoration in Flanders next month, at the invite of the President of the Flemish Parliament Jan Peumans. This is another example of the strong co-operation and warmth between our two nations.

Mark Reckless AM reported on his meeting with Lord Thomas in relation to his role as chair of the Commission on Justice in Wales currently considering issues relating to the increasing divergence between the law in Wales and in England, and the possibility of a separate or distinct legal jurisdiction for Wales, and that Lord Thomas had indicated that he would like 1 to engage with Assembly Members appropriately after the first stage of the Commission’s deliberations. 5. Catriona Reckless reported that she had participated in an earlier meeting with Matthew Richards and Elisabeth Jones, as co-heads of the Assembly’s legal team, and they were in support of the Cross-Party Legal Group being established, and wished at a future date to give a presentation to the Cross-Party Legal Group about the Assembly’s legal function, its established leading expertise in devolved law, and its role in optimally supporting Assembly Members.
