Political News

 Three protest leaders Jatupat Boonpattararaksa, also known as “Pai Dao Din”, Somyos Prueksakasemsuk and Patiwat Saraiyaem or “Mor Lam Bank” told the Criminal Court during an examination of evidence and witnesses in their cases for violation of lese majeste and sedition charges that they will not touch on the monarchy again if they are granted temporary release on bail.

 The 3 were among 22 core protest leaders including Parit “Penguin” Siwarak and Panusaya “Rung” Sithijirawattanakul, who appeared before the court for their connection with the anti-government protest on September 19-20 last year at Thammasat University and Sanam Luang.

 The court has not made a decision yet on whether to grant bail or not and the judges said that they will make a call today (Tuesday)

 Meanwhile Panusaya made a plea to the court to release her on bail. She vowed to go on a hunger strike like Parit if the court denies her bail application again.

 Somyos also told the court that he is happy to face a death sentence to bring a stop to the entire justice process. He does not want protesters to face violent dispersal for demanding his release or Parit to suffer from a hunger strike.

 On protest news, Benja Apan, co-leader of the United Front of Thammasat and Demonstration, plans a gathering at Government House to welcome new cabinet ministers. She called for protesters to join a group photo session of new ministers at 14:00 hrs today at the Government House grounds.

 There are reports that Nang Loeng police have moved cargo containers from Luk Luang road to block the entrance of Phra Ram 5 road near the Chamai Maruechet Bridge--- where protesters of “Mu Ban Thalu Fah (Through the Sky) village” were camped out---to prevent protesters from re-gathering and joining the new cabinet in in a photoshoot following reports that protesters plan to shout for the ouster of Prime Minister Gen Prayut Chan-o-cha today.

 The Criminal Court has ordered wardens to fully protect the rights of Arnon Nampa and other protest leaders currently being held at the Remand Prison. The order was in response to claims by Mr Arnon and fellow protest leaders that they had been harassed by prison officers.

 Mr Arnon, Jatupat "Pai" Boonpattararaksa and Panupong "Mike" Jadnok, the two fellow protest co-leaders, claim they were subjected to mistreatment by prison officers on the evening of March 15 and early the following morning.

 The court ordered the prison officers to be more careful in the execution of their duties and to ensure the detainees' rights are properly protected. Meanwhile, the Human Rights Lawyers Association gave the court the names of 188 lawyers supporting its request for the detained protest leaders to be released.

 There are reports that Progressive Movement co-leader Thanathorn Juangroongruangkit plan to travel to Nang Loeng police station today to acknowledge a royal defamation charge over his comment on his claims of vaccines that he had said was royally produced.

 Police brought a defamatory charge against Thanathorn following his comments on January 18th this year at the Movement’s event titled “Royal Vaccine: Who Benefits and Who Doesn’t?” broadcast on Facebook Live.

 During the discussion, Thanathorn questioned the deal struck for that new company, Siam Bioscience, to produce ’s supply of the AstraZeneca vaccine. Siam Bioscience is owned by the Crown Property Bureau.

 Thailand is set to receive an influx of thousands of refugees who continues to flee the airstrikes from the Myanmar military. Prime Minister Gen Prayut Chan-o-cha himself came out to say that his government is braced for a flood of refugees from Myanmar. He said the government expects thousands more to cross the border.

 Gen Prayut said, “We don’t want to have mass migration into our territory, but we will consider human rights too”. When asked about people who have already fled to Thailand, the Prime Minister said, “We have prepared some places, but we don’t want to talk about the preparation of refugee centres at the moment. We won’t go that far.”

 Meanwhile Deputy Prime Minister Prawit Wongsuwon said that Thailand will remain committed to Asean's non-inference principle. When asked about the crackdown on anti-coup protesters, Gen Prawit said: "I don't get involved. I don't look."

 Earlier Sunday, an estimated 3,000 people crossed the river dividing the 2 countries into Thailand’s Mae Hong Son province following 2 days of aerial attacks.

 On the domestic political front, Prime Minister Gen Prayut Chan-o-cha Prayut came out to deny that rumours of a back-up party to be formed by a government bigwig is a sign that he plans to dissolve parliament.

 Gen Prayut said anyone has a right to set up a political party.

 Jatuporn Promphan, chairman of the United front for Democracy against Dictatorship or the red-shirt movement, vowed to mobilise red shirt supporters to the streets on April 4.

 Speaking in a live broadcast on the Peace Talk programme via Facebook, Jatuporn said he planned a mass rally on the day to call for the ouster of Gen Prayut for his government’s failure to undertake constitutional amendments as a government policy declared before parliament, to tackle social and economic hardships which send the country into limbo in the past 7 years.

 Jatuporn stressed that his intention to mobilise people to join his rally is to topple Gen Prayut, not the monarchy. He told Gen Prayut to stop using the monarchy as a shield.

 The results of the municipal elections that took place around the country on Sunday saw the poor showing by Progressive Movement where they have as of now won only about 15 out of the 2,472 municipalities.

o The results are still unofficial and the group had sent 102 contestants.

. Progressive Movement, that has been rumoured and blamed by the pro- government parties, to be behind a lot of the political upheaval in the country, and expectations were for it to win more seats.

o This was the 2nd failure by the Progressive Movement after the poor showing seen in the Provincial Administrative Organization (PAO) elections in December 2020 when it fielded 42 candidates but won merely 5.

 The Progressive Movement led by Thanathorn Juangroongruangkit is badly battered in municipal elections held. The Movement fielded a total of 102 candidates to run for 2,472 municipalities nationwide in Sunday’s municipal polls. Its candidates won merely 12 municipalities including Lamphun (1), Roi Et (3), Nong Bua Lam Phu (3), Udon Thani (2), Mukdahan (2) and Samut Prakan (1).

 This unofficial result showed that local big names continue to do well. It appears that local voters continue to favour local big names. The municipal outcome this year, however, is a mixed-bag.

 For example, in Nonthaburi Somnuek Thanadechakul, the incumbent mayor of Nakhon Nonthaburi Municipality, managed to secure his mayoral seat for another term. In Nakhon Ratchasima former industry minister Prasert Boonchaisook won a mayoral seat. Prasert had previously run for a parliamentary seat in 2019 with the Chart Pattana Party. Nakhon Ratchasima is known as Chart Pattana’s stronghold. In Phecthaburi, the Pard Group which has defended the mayoral seat in Petchaburi city for the past 50 years, lost an election for the 1st time. Long-time incumbents in other provinces lost seats including those in Samut Sakhon, Songkhla, Chaiyaphum and Tak.

 The Progressive Movement’s Facebook page went to thank every vote given to its candidates in more than 10 municipalities and said the movement will do its utmost ability to work at the local administration level for the next 4 years to create better future for local people.

 The EC expects to receive reports from all provincial election commissions by April 1 and the official results are expected to be announced by April 27.

 The Central Administrative Court ordered former commerce minister Boonsong Teriyaphirom, former deputy commerce minister Poom Saraphol, and 3 former senior commerce officials, to pay the state billions in compensation, for damage caused by fake government-to-government (G2G) rice deals during the administration of former Prime Minister Yingluck Shinawatra.

 The court said the 5 individuals worked together to use their government position for personal gain over 4 rice contracts covering 6.2 million tonnes.

 The court has thrown out the 5 defendants’ petition for it to nullify a state order for them to pay for the damages caused by the bogus rice sales.

Economic News

 The new chairman of the Thai Chamber of Commerce (TCC) unveiled the TCC’s policy under the “Connect the Dots” policy to revive the economy within first 99 days in office.

 Sanan Angubolkul, newly-election TCC chairman, has set an ambitious goal of reviving the Thai economy within his first 99 days at the helm in a bid to restore confidence, solve short-term economic woes including the unemployment and problems facing small-and medium-sized enterprises (SMEs) and laying the foundation for a sustainable economic recovery.

 The new TCC chairman said the key tasks set as his top priority on his 1st day in office include:

 1) Accelerating the pace of vaccinations to the public in preparation for the reopening of the country. He promised to push for the private sector to

collaborate with state agencies to drive the government’s inoculation plan to meet target. The chamber is proposing the “Buy 1, Give 1” vaccine campaign to help the government speed up the vaccination. Under the campaign, every dose of a vaccine a company buys for its employees, the company will give a free dose to individuals. Sanan said he plans to meet the prime minister to discuss the chamber’s ideas.

 2) Reviving Thailand’s economy through digital transformation to enable greater loan access for SMEs and help them to cut costs.

 3) Pushing for amendments to regulations to facilitate the ease of doing business to facilitate operations for SMEs.

 Sanan plans to launch a program on clubhouse at 20:00 hrs on March 30 to take in opinions from business operators, especially new-generation operators.

 The Ministry of Finance is set to revise Thailand’s gross domestic product (GDP) for 2021 in April, from the original forecast of 2.8 per cent thanks to a better economic outlook buoyed by improvements in exports, investment prospect and domestic consumption spurred by government economic stimulus measures, Wuttipong Jittungsakul, Fiscal Policy Office (FPO) advisor and deputy spokesman for the FPO, revealed.

 Finance Minister Arkhom Termpittayapaisith confirmed that the government is confident that GDP growth target for 2021 will reach 4 per cent. Arkhom is upbeat about the country’s economic prospects because of a slew of favourable factors such as development projects for the grassroots economy, the government’s push for Covid relief schemes, economic stimulus measures to spur domestic spending and improving exports.

 The Tourism Council of Thailand (TCT) is pushing for the government to adjust the reopening plan to include Bangkok from October 1.

 TCT vice-president Vichit Prakobgosol said Bangkok should be included in the tourism sandbox scheme for October that allows vaccinated visitors to enter without quarantine or else Thailand will miss its goal of 6.5 million foreign tourists this year, citing that Bangkok is a strategic tourism hub as 90 per cent of tourists who visit Pattaya have to start from the capital.

 Under the tourism sandbox scheme, Phuket is slated to reopen to vaccinated tourists without mandatory quarantine first on July 1. Five destination, namely, Krabi, Phangnga, Koh Samui, Pattaya and , are to follow in October

 TCT predicted the number of tourists visiting those 6 destinations to total 3 million, contributing 156 billion baht, of which 2 million tourists generating 105 billion will come from Phuket.

 The tourism index for the 1st quarter, which polled 730 operators nationwide between February 24 and March 10, stood at 36, down from 62 in the fourth quarter last year. This reading is the 2nd lowest since the pandemic began, trailing only the 2nd quarter last year at 12. A reading below 100 indicates low confidence.

 Meanwhile, Tourism and Sports Minister Phiphat Ratchakitprakarn is set to bring forward the idea of the opening of Phuket Island to vaccinated foreign visitors without quarantine from April 1, 3 months ahead of scheduled.

 Phiphat will forward the proposal at a cabinet meeting for approval, asking the government to waive quarantine requirements for vaccinated foreign visitors arriving on Phuket from next month.

 The Ministry expects around 100,000 foreign arrivals in the 2nd quarter. After Phuket, key tourism destinations including Krabi, Phangnga, Koh Samui Thani, Pattaya and Chiang Mai will follow.

 The Tourism Authority of Thailand (TAT) estimates the 6-day Songkran holiday (April 10-15) will lead to 3.2 million trips generating 12 billion baht.

 Shares of AEON Thana Sinsap (Thailand) Plc (AEONTS) surged 6.64 per cent or 14 baht to close at 225 baht yesterday, the same trend as VGI Plc (VGI) shares rose 7.25 per cent or 0.50 baht to 7.40 baht and Humanica Plc (HUMAN) shares rose 3.81 per cent or 0.40 baht to 10.90 baht.

 The surge was driven by reports that AEONTS, BSS Holdings Company Limited (“BSSH”), a subsidiary of VGI, and HUMAN have entered into a joint venture agreement to incorporate a joint venture company named “Rabbit Cash Company Limited”.

 BSSH will hold 77 per cent, AEONTS will hold 18 per cent and HUMAN will hold 5 per cent. The new joint venture is aimed to provide lending services through digital platforms under the brand of “Rabbit Cash”, according to VGI vice-chairman Marut Arthakaivalvatee.

 The registered capital is 800 million baht, divided into 8,000,000 ordinary shares, with a par value of 100 baht each.

 Three civil engineering contracts for the high-speed rail project between Bangkok and Nong Khai were signed on Monday. The major transport project marks a new stage of cooperation between Thailand and , which will see the nation's railroads form a vital link in the region's train network.

 The contracts were signed by representatives of the State Railway of Thailand and the private firms which had been chosen to carry out the work outlined in the

agreement. The signing, which was presided over by Transport Minister Saksayam Chidchob, took place at the Transport Ministry on Monday.

 After nearly 1-week of blockade, Suez Canal has finally opened up in order to allow ships to go through and for global trade to continue.

General News

 Good news is that the government reported 39 new Covid-19 cases in the past 24 hours; 28 locally transmitted and 11 imported, raising the accumulated total since the start of the pandemic to 28,773.

 No additional deaths were recorded, leaving the toll at 94.

 Bangkok logged 15 new cases, just over half of the daily increment. Nine of them were found at hospitals and 6 others in communities.

 The Bang Khae cluster has led to cases in 11 other provinces beyond Bangkok, including the 1st reported cases of coronavirus in 3 new provinces, according to officials’ report yesterday.

 The 1st case in Kalasin was reported Monday, a 35-year-old woman who had travelled to Bangkok on March 22 to meet a friend who works at a fresh market in Bang Khae.

 Nong Bua Lam Phu and Srisaket have also reported 1st cases this month. Both have been traced back to the cluster that originated in the Bang Khae fresh market complex in the district west of Bangkok, where there are 6 markets in close proximity.

 The Public Health Ministry is to allocate Covid-19 vaccine doses to frontline border security officers working to stem the flow into Thailand of people fleeing Myanmar.

 Department of Disease Control (DDC) director-general Opas Karnkawinpong said the Centre for Covid-19 Situation Administration had agreed to dispatch vaccines to police and military officers guarding northern border areas where an influx of people from Myanmar had been reported. Those officers routinely come into close contact with migrants and those fleeing the unrest in Myanmar. The army has been asked to inform the ministry how many soldiers are involved so an appropriate amount of vaccines could be distributed to them, said the DDC.
