180618/3 Minutes of Previous Meeting The minutes of the meeting held on the 22 nd May 2018 was approved by members and signed by the Chairman. Proposed: Cllr Parvin, seconded: Cllr Shepherd.

180618/5 Reports from Ward Councillor(s) Ward Cllr Rudd updated the Parish Council on activities within East Riding of Council: • May 2018 - The Chairman's Awards annual presentation by the council to individuals, companies and organisations within the in recognition of their achievements towards enhancing the area in which they work and live. • Changes to bus routes, as previously outlined to the PC. • New telephone number and point of contact for antisocial behaviour (unwitnessed incidences). All other incidents to be reported to 101 or 999. • Dog Warden Service – 01482 396301. Use this number to report irresponsible dog walkers who fail to clean up, by telling the warden the location, date and time together with a description of the person and dog. Any information provided will be treated in strict confidence. • Urgent Treatment Centres located in , and . If you have an urgent injury or illness that is not serious, life or limb threatening, then the nearest Urgent Treatment Centre to you can provide assessment, advice and/or treatment. 180618/6 Highways/Footpaths a) Action regarding speed reduction measures – members agreed that a reduction on the A1034 before entering the village, as per the restriction through would be beneficial. Contact ERYC to request that the 60mph zone is reduced to 40mph. b) Action with regards to village parking issues: • Cllr Shepherd provided an update with regards to the quotations he had received for creating a car park (15 spaces) on the village field next to the village hall. These quotations varied greatly in cost (£25,000, £54,000 and £80,000). Cllr Shepherd suggested that the PC contact the village hall to discuss whether access could be gained via their plot. Additionally, members hoped that the PCC would be able to contribute to this project. Cllr Liley suggested that Cllr Shepherd contact other local contractors to obtain more quotations. • The presence of a Traffic Warden, periodically, was also mooted. Cllr Cary will provide the Clerk with details of the individual used in . c) Action following the visit by ERYC Streetscene to the village on 15 th June 2018. Members updated the meeting on this recent meeting: • Road flooding near Langdale Cottage was highlighted to Officers. Members were unsure if the cottage was still being affected by localised flooding. • Footpaths in poor condition. ERYC will recommend for slurry sealing. • Access route to the rear of Jackson Terrace needs the weeds cutting back. ERYC are unsure if this is the responsibility of Highways or Housing. • Roadside post maintenance on the hill out of the village towards Market Weighton could be painted using the ‘Community Payback Scheme’, although it may require traffic maintenance due to the proximity to the road. • Verge on Houghton Lane – ERYC will investigate if bollards can be installed to stop cars parking (causing damage in the winter time), however, they are unsure if this is the responsibility of Highways or Housing. • Blocked drain on High Street was highlighted. ERYC advised that all drains are scheduled for annual sucking, however, there will be no interim sucking during the year even if the drains are blocked. d) Notification of any other issues – area next to the Methodist chapel is being poorly maintained. It was agreed that a letter would be written to the land owner. Cllr Liley will endeavour to obtain current address.

180618/7 Police Matters/Crime/Neighbourhood Watch • PCSO Nicky Cliffe has returned to work. The area now has 2 PCSO’s and a PC supervising. As usual, incidences should be reported on 101. • and Market Weighton Crime Prevention Panel have produced a leaflet regarding online fraud. It was agreed to pay a voluntary contribution of £25.00 for 200 copies. Cllr Cary will organise. Proposed: Cllr Shepherd, seconded: Cllr Liley.

180618/9 Planning a) No applications made to East Riding of Yorkshire Council. b) Decisions made by East Riding of Yorkshire Council: 18/01081/PLB & 18/00583/PLF – White House, Low Street, Sancton – Granted. c) No planning applications received after the agenda had been posted.

180618/10 Play Area a) The Councillor weekly inspection reports were noted. b) Action regarding its maintenance – nettles need respraying.

180618/11 Recreation & Environment Working Party (Friends of Sancton) a) Update from Cllr Shepherd – area in cemetery where the hedge has been removed has been weeded, destoned and grass seeded. Yarrow is growing again. Fence posts in the Gravel Pit area have been strimmed. b) Work to be carried out over the next month – strimming seats on Houghton Lane and Beverley Lane, those beyond the remit of ERYC.

180618/12 Grounds Maintenance Contracts/Open Space Management a) Action regarding the village field – due to be cut before the PCC’s summer events. b) Action regarding the cemeteries and closed churchyard including the rabbit population – members agreed to Mr N Turners suggestion of using his colleague to control the rabbit population. c) Action regarding Gravel Pits – no action. d) Action with other open space management issues – it was agreed that the current pond maintenance was insufficient. It was resolved to spend up to £100.00 with MKS Groundcare Ltd to cut the area significantly back. It was also agreed to spend up to £50.00 planting containers in the village. 180618/14 Sancton Hill Windfarm Fund Application 2018 This item is ongoing.

180618/15 Cemetery Regulations and Fees Approval of the policies for 2018/2019 – Clerk is awaiting confirmation from ERYC regarding their charges for the same period. Clerk will also research the implications of the Children’s Funeral Fund for .

180618/16 Parish Plan Cllr Liley advised that it is near completion and should be ready for the next meeting.

180618/17 No Cold-Calling This item was deferred due to Cllr Stokes’ absence.

180618/18 Transport Champion Cllr Liley advised that there will be two meetings a year.

180618/19 WWI Armistice Commemoration Action including the Sancton Village Hall seed hub initiative (Kew Gardens) – suitable areas included the play area and the churchyard/cemetery.

180618/20 Newsletter • Reinstated ‘shopper’ bus service. • PC meeting dates and times.

180618/21 Minor Items a) Correspondence received following publication of the agenda: • Bus service changes. • ERYC - Wildlife Photographer of the Year exhibition in Beverley during the summer of 2018. b) No points from Councillors, questions or items of interest to note.
