RECOMMENDATION: that County Council approves the budget for Phase II Forcemain Extension from Castle Island to South-Sunset Point area.

SUMMARY/BACKGROUND:

Phase I of the Gunn Regional Forcemain Project was completed in late 2018. The project was under budget.

Approved Project Cost $6,462,53300 Spent in Phase I $5,539,698.00 Remaining $922,835.00

Phase II projected cost is:

Construction $230,580.00 Eng./Survey/PM $ 34,500.00 Contingency(+15%) $ 34,500.00 $299,500.00

RECOMMENDATION: that Council receive the response from Alberta Agriculture and Forestry regarding the County's concerns with the cancellation of Ropin' the Web website, as information.

SUMMARY/BACKGROUND:

Attached is correspondence sent to Alberta Agriculture and Forestry regarding concerns of the Ropin' the Web website cancellation. For reference, this site was a valuable resource for producers and they expressed challenges with acquiring the information that was once readily available, but is no longer.

Minister Dreeshen provided a response to the concerns - also attached.

OPTIONS: that Council receive the response from Alberta Agriculture and Forestry regarding the County's concerns with the cancellation of Ropin' the Web website, as information.

RE: Ropin' the Web Concerns

Lac Ste. Anne County Council would like to express our support of a recent letter sent to you by Clearwater County on behalf of Agricultural Producers who have lost access to Ropin' the Web.

Ropin' the Web was an excellent site for Agricultural Producers that included tools and resources to help address the unique challenges that they face. Without Ropin' the Web, tools such as the general store, custom rate surveys and the hay and pasture directory are no longer available as they do not exist elsewhere on the web.

Known as a "one stop shop", Ropin' the Web brought together these tools in an easy to use format, an important factor when using rural internet where connection speeds are slow and navigating multiple pages can take an excessive amount of time.

Lac Ste. Anne County Council fully supports the reinstatement of Ropin' the Web as it provides a valuable service to our Agricultural Producers.

Thank you for your recent letter regarding Ropin’ the Web and Agriculture and Forestry's hay and livestock listings. I appreciate the opportunity to respond.

Alberta Agricu|ture’s former website was migrated to Alberta.ca to ensure a consistent approach across Government of Alberta ministries. As part of this work, the decision was made to exclude directories and the General Store. However, during the Farm Freedom and Safety Act engagement sessions I attended this summer, Alberta farmers were clear about how vital these resources are to their day-to-day business. As such, I am committed to making the hay and livestock listings available again. I have directed the department to explore options for how to improve the accessibility of the information and expect this service to resume in the coming months.

RECOMMENDATION: that County Council confirm a date (or dates) to visit local libraries ( Municipal Library, Darwell Public Library, Mayerthorpe Public Library, Onoway Public Library, Rich Valley Public Library and Sangudo Public Library) further to the invitation presented to Council August 1, 2018.

SUMMARY/BACKGROUND:

At the June 7th, 2018 Lac Ste. Anne County Library Board meeting, a motion was carried to invite Lac Ste. Anne County Council to visit local libraries (Alberta Beach Municipal Library, Darwell Public Library, Mayerthorpe Public Library, Onoway Public Library, Rich Valley Public Library and Sangudo Public Library) to see what services

It is felt by the Library Board that this would be an excellent way to share what a valuable resource our local libraries are in the communities they serve, as well as provide Council the opportunity to see how the funding Lac Ste. Anne County provides to these facilities is benefiting local citizens.

This invitation was shared with County Council at their August 1, 2018 meeting:

Motion #465-18 MOVED by Councillor Gelych that County Council accept as information the invitation from the Lac Ste. Anne County Library Board inviting them to visit local libraries (Alberta Beach Municipal Library, Darwell Public Library, Mayerthorpe Public Library, Onoway Public Library, Rich Valley Public Library and Sangudo Public Library) to see what services they are providing in their communities, and further that Administration create a list of hours of operation of the libraries to be presented at the next County Council Meeting. Carried.

Administration provided the hours of operation for all local libraries at the August 16, 2018 meeting:

Motion #491-18 Moved by Councillor Vaughan that County Council receive the current listing of library hours for the Alberta Beach Municipal Library, Darwell Public Library, Mayerthorpe Public Library, Onoway Public Library, Rich Valley Public Library and Sangudo Public Library, as information. Carried.

At their September 17, 2019 meeting, the Lac Ste. Anne County Library Board moved to bring this item back to County Council in the hopes that dates can be set for visits to the local libraries. The Library Board is eager for these visits and proud to show Council what these facilities are offering.

Attached is a document outlining the hours of operation at all six local libraries.

SUMMARY/BACKGROUND:

ECD-focused coalitions have been working in communities across Alberta since the Early Child Development Mapping Project. Between 2009-2014, over 100 coalitions were formed to plan and promote community based supports for young children and families. Recognizing the value of this work, the ministries of Health, Education and Community and Social Services committed resources for the continued support of the coalitions. Starting in 2015, working along with the tri-ministries, Family and

Page 21 of 45 Community Support Services Association of Alberta (FCSSAA) provide provincial coordination and support to all Early Childhood Coalitions of Alberta (ECCA).

Highway 43 Come Play with Me Early Childhood Coalition holds approximately 8 meetings annually. The meetings are held centrally, at the Lac Ste. Anne County Administration Building, as we have members attending from Blue Ridge, Mayerthorpe, Rich Valley, Onoway and Alberta Beach areas.

Community Services provides Administrative support (including as fiscal agent) for this Coalition. Councillor Giebelhaus is the appointed Council Representative to this Coalition.

There is no financial implication to the County's budget for this Coalition.

2019-2020 Application The 2019-2020 Application Part A was already submitted by Ms. Kerr. It was the consensus of all in attendance to add the Coalition Assistant Job Description to the CCAP.

19-2019 Ms. Parker moved to approve the Coalition Assistant Job Description as presented. Job Description (Coalition Assistant) Carried.

Page 23 of 45 Action Plan – Coalition Discussion took place on where the Coalition Assistant would be working out of. It was the consensus Assistant that they could have a mobile office, working out of Mayerthorpe, Onoway and Sangudo.

It was consensus of those in attendance that the Coalition Assistant will disburse the gifts cards previously purchased to the playschools, parent & tots groups, and libraries on behalf of the Coalition.

The Lac Ste. Anne County Library Board is established through Bylaw #5-98 (attached). Further, in accordance with The Libraries Act, Section 4(1) (also attached), Council must appoint members.

BYLAW NO. 5-98 OF LAC STE. ANNE COUNTY, IN THE PROVINCE OF ALBERTA, TO PROVIDE FOR THE ESTABLISHMENT OF A MUNICIPAL LIBRARY BOARD.

WHEREAS‘ Lac Ste. Anne County Council deems it expedient to propose the establishment of a municipal library board.

NOW THEREFOREwith the authority and under the provisions of Part 2 of “The Libraries Act". being Chapter L-12.1, 1983, the Council of Lac Ste. Anne duly assembled, enacts as follows:

SUMMARY/BACKGROUND:

Due to safety concerns for patrons and our campground caretakers, as well as potential damage to both patrons' assets and County infrastructure, the Lac Ste. Anne County Campground Committee moved to recommend to County Council that fireworks be banned from all County owned/operated campgrounds.

During the summer of 2019 there were a few instances brought forth by our campground caretakers where fireworks was discharged without the proper approval or permissions and one such incident caused extensive damage to a seasonal patron's vehicles and recreational vehicle (those repair costs were not the responsibility of the County). Thankfully no patrons nor our caretakers were injured during these incidents but that is a potential concern going forward. Factors may include the inexperience of the patron to discharge the fireworks, perhaps intoxication of the patron discharging the fireworks, large groups of spectators perhaps not a safe distance away from the discharge site, noise/disruption to other patrons, etc.

OPTIONS:

1. That County Council approve the recommendation of the Lac Ste. Anne County Campground Committee at their August 14, 2019 meeting that fireworks be banned from all County owned/operated campgrounds.

SUMMARY/BACKGROUND:

Lac Ste. Anne County Emergency Management imposed a voluntary evacuation of the Paddle River Dam Campground for a six night period during the July 2019 Paddle

Page 39 of 45 River Dam Flooding Event. Statistical data was collected daily as to the number of units and the number of patrons remaining on site. Some seasonal patrons opted to remove their trailers completely from the campground while others moved their trailers to "higher ground". Although we do not have specifics on which patrons adhered to the voluntary evacuation or which patrons stayed on site, we do know that the majority adhered to the evacuation and that all patrons were inconvenienced by the event. Those that remained on site did not have access to services during the July 10 - 16, 2019 period.

Further to the Campground Committee's recommendation, refunding all seventeen (17) 2019 seasonal patrons of the Paddle River Dam Campground that were affected by this six night event would total $1,477.98 in reimbursements, based on a nightly fee calculated based on the 2019 seasonal rate.

Reimbursements to the 2019 seasonal patrons will be included in the Disaster Recovery Plan (DRP) submission for this event with the hope that those costs can be recovered by the County through the DRP process.

OPTIONS:

1) That County Council approve the recommendation of the Lac Ste. The staff is committed to social awareness initiatives such as supporting various cancer initiatives by buying daffodils in April, wearing pink shirts in October, supporting men by wearing Plaid for Dad in June, and Family Violence Prevention month upcoming in November. More locally we will be supporting local food banks with a food drive and toy drives to aid people in more difficult times during the upcoming holiday season. Our jean Friday that is accumulated throughout the year is donated to the local food banks also.
