He was the son of a gardener, Richard Thomas, and Emily Barman from Tenterden, an area of Kent where many people of the Barman name still live. Charles had two brothers, Richard and George, and a younger sister, Elsie. As a boy, he attended the local primary school at Canterbury and attended services at the Cathedral. -

Drawing on five months of archival research at the University of Hong Kong and the Hong Kong Public Records Office (PRO) in 2016 as well as 17 months of fieldwork conducted between 2012, 2013 and 2016, this article provides a much- needed overview of why sustainable waste management has always been such a challenge for Hong Kong. -

We have 32 new initiatives and 82 on-going initiatives mainly under the Chapters of “Reinforcing Our Strengths, Enhancing Governance”, “Diversified Economy, Better Jobs”, “Professional-led Quality Education”, “Home Ownership, Liveable City” and “Building a Caring, Inclusive Society, Improving People’s Livelihood”. Reinforcing Our Strengths, Enhancing Governance On-going Initiative y Fully support and accommodate the resource requirements of the Judiciary. The Government continues to work with the Judiciary on the planned construction of a new High Court at the new Central harbourfront, as well as a new District Court at Caroline Hill Road to house the District Court, the Family Court and the Lands Tribunal. This aims to address the long-term accommodation needs in respect of courts and offices at the High Court and District Court levels. Diversified Economy, Better Jobs New Initiatives y Enhance the project governance capability and implement strategic policy initiatives through expanding the establishment and functions of the Project Cost Management Office. y Establish the Centre of Excellence for Major Project Leaders to equip major project leaders with strategic and innovative minds and world-class leadership skills in the delivery of public works projects. y Collaborate with international organisations through exchanging expertise and experience and making reference to practices suitable for application in Hong Kong to enhance project governance. y Promote and lead the adoption of “Hong Kong Construction 2.0” advocating “innovation”, “professionalisation” and “revitalisation” in the construction industry to uplift the capacity and sustainability of the industry, thereby improving productivity, quality, safety and environmental performance. -

CB(1)452/15-16(06) For discussion on 26 January 2016 LEGISLATIVE COUNCIL PANEL ON DEVELOPMENT Planning and Engineering Study for Housing Sites in Yuen Long South – Investigation Draft Recommended Outline Development Plan and Stage 3 Community Engagement INTRODUCTION This paper seeks Members’ views on the draft Recommended Outline Development Plan (RODP) formulated for the Yuen Long South (YLS) development, as part of Stage 3 Community Engagement (CE3) under the “Planning and Engineering Study for Housing Sites in Yuen Long South – Investigation” (the Study). BACKGROUND 2. The Planning Department (PlanD) and the Civil Engineering and Development Department (CEDD) jointly commissioned the Study to examine and optimise the development potential of the degraded brownfield land in YLS for housing and other uses with supporting infrastructure and community facilities, as well as to improve the existing environment. 3. The Study comprises a three-stage community engagement programme. We conducted Stage 1 Community Engagement (CE1) in April to June 2013 and Stage 2 Community Engagement (CE2) between May and July 2014. During CE2, with focus on the Preliminary Outline Development Plan (PODP), a series of community engagement activities including a community forum, briefing sessions, focus group meetings and roving exhibitions were conducted. Various statutory and advisory bodies were consulted. Relevant stakeholder groups including local residents, local open-storage/rural industrial operators, local farmers, professional institutes and green groups/concern - 2 - groups were also consulted. About 1,300 written submissions were received. 4. We briefed the Legislative Council Panel on Development on 7 July 2014 (Paper No. CB(1)1456/13-14(08)) for Members’ views on the PODP. -

For information PWSCI(2011-12)8 NOTE FOR PUBLIC WORKS SUBCOMMITTEE OF FINANCE COMMITTEE Forecast of submissions for the 2011-12 Legislative Council session This note gives an overview of the potential capital works items to be submitted to the Public Works Subcommittee in the 2011-12 Legislative Council session. 2. The pool of items that may be ready for submission to the Public Works Subcommittee before the 2012 summer recess totals 65 as listed in ——— Enclosure 1. To enable Members to have a better understanding of the items, we ——— have provided supplementary information on each item at Enclosure 2 following the same order presented in Enclosure 1. 3. The Administration will try to adhere to the targets as much as possible. However, programme changes arising during the design, statutory gazettal and objections, and consultation stages, etc. are expected. We will account for deviations from the current forecast in a year-end report for Members’ reference. 4. Members are also invited to note that funding under 161DR “Restoration of Shuen Wan Landfill―post-completion environmental monitoring work” for the environmental monitoring work at the Shuen Wan Landfill, which is currently funded under the Capital Works Reserve Fund (CWRF), will lapse in December 2011. With more operational experience gained in landfill management, it has become clearer to the Administration that the post-completion environmental monitoring work involves mainly on-going monitoring of landfill gas and leachate pollution of closed landfills through existing landfill gas and leachate management systems. We therefore consider that the expenditure of the monitoring work is more akin to a recurrent commitment rather than a works project in nature. -

This paper provides additional information to confirm the ecological status of the habitat of Lung Mei Beach as concluded in the EIA report, addresses the conditions in the endorsement and other concerns of the ACE. ADVICE SOUGHT 2. Members are invited to note and comment on the information provided in this paper. BACKGROUND 3. The views and recommendations of the ACE on the EIA report discussed at the meeting on 14 January 2008 were set out at Annex A. METHODOLOGY OF ECOLOGICAL SURVEYS AND IMPACT ASSESSMENT UNDER THE EIA REPORT ENDORSED BY ACE WITH CONDITIONS ON 14 JANUARY 2008 4. The purpose of the ecological survey focused on collecting representative ecological data to fill information gaps concerning the following: (i) to identify the dominant and typical flora and fauna species present in the Study Area (included 500 m from the Project Site Boundary); (ii) to establish the general ecological profile, physical and ecological characteristics of the site; and (iii) to determine the presence of key factors described in Notes 1 to 3 attached to Appendix A of Annex 16 of Technical Memorandum on Environmental Impact Assessment Process (TM), including recognized sites of conservation importance, important habitats where an ecological assessment will be necessary and species of conservation importance. -
Legislative Council Brief -- Unusual Ground Settlement in Tseung Kwan O
Ref. L/M(3) in WB(CR) 38/01/15(00) LEGISLATIVE COUNCIL BRIEF UNUSUAL GROUND SETTLEMENT IN TSEUNG KWAN O INTRODUCTION At the meeting of the Executive Council on 21 November 2000, the Council noted the investigation findings on the unusual ground settlement in Tseung Kwan O (TKO). BACKGROUND 2. Unusual ground settlement in the TKO reclamation was first reported in early 1999. A detailed investigation of the causes of the unusual settlement and its effect on existing buildings and other facilities has now been completed. 3. The extent of area affected by the unusual settlement, comprising mainly Tiu Keng Leng, TKO town centre, TKO Area 86 and the TKO Industrial Estate (TKOIE), is shown in Figure 1 at Annex A. The locations of existing residential buildings (in three zones) at the affected town centre are shown in Figure 2 at Annex B. MAGNITUDE OF SETTLEMENT AND LATEST STATUS 4. The magnitude of settlement varies in different areas. At Tiu Keng Leng and the part of town centre to the north of Tong Ming Street, the settlement was very small being in the range of only 70 to 80 mm measured since early 1999. Further south of the town centre between Tong Ming Street and Tong Tak Street, this settlement measured since early 1999 ranged from 150 to 270 mm. In other areas of TKO reclamation, including Area 86 and TKOIE, the settlement ranged from 50 to about 800 mm. 1 5. In almost all the areas, the highest rate of settlement (approximately 40 mm per month at the town centre and up to 160 mm per month for part of other areas) was recorded in the first six to nine months of 1999. -

Waste Disposal Plan for Hong Kong Executive Summary
WASTE DISPOSAL PLAN FOR HONG KONG EXECUTIVE SUMMARY Waste Arisings Hong Kong's waste arisings currently amount to nearly 22,500 tonnes per day (t.p.d.) not including the 49,000 rrr of excavated and dredged materials which are dumped at sea. The main components of these arisings are household waste (approximately 4600 t.p.d.), industrial and commercial wastes (approximately l800 t.p.d.), construction waste (approximately 6500 t.p.d.), livestock waste (approximately 2000 t.p.d.), water works sludges (approximately 4000 t.p.d.) and pulverised fuel ash (approximately 2600 t.p.d.). Waste Collection Wastes are collected and delivered to disposal sites "by the statutory collection authorities (the Urban Council, the Regional Council and the Director of Environmental Protection), by numerous private waste collection contractors and, in the case of some industrial waste, by "in house" labour. The collection authorities collect and deliver for disposal most household, some commercial and most street wastes, some clinical waste and most excremental waste. The remainder is handled by the private sector. Environmental problems, which are generated by both the public and private sector waste collection systems, include odour, leachate spillage, dust, noise and littering. Existing controls over the operations of private sector waste collectors and transporters are fragmented and ineffective. Waste Disposal Most wastes are currently either incinerated at one of three government-operated incineration plants or disposed of at one of five government-operated landfills. The old composting plant at Chai Wan now functions as a temporary bulk transfer facility for the transport of publicly-collected waste to landfill.
