Bylaws of Oak Spirit Sanctuary Bylaws of Oak Spirit Sanctuary a Missouri Nonprofit Corporation Revised September 12, 2013 Article I: Terms and Definitions A. The following terms and definitions shall be referenced in the present and all future codifications of this document. 1. ARTICLES: the Articles of Incorporation of the Missouri nonprofit corporation Oak Spirit Sanctuary 2. BOARD: the currently elected Board of Directors of the Missouri nonprofit corporation. 3. BYLAWS: this document. 4. CHAIRPERSON: the Chairperson of the Board of Directors of the Missouri nonprofit corporation. 5. CHURCH: the Missouri nonprofit corporation, whose registered address is 26213 Cumberland Church Road, Boonville, MO 65233. 6. OAK SPIRIT: a special status earned and conferred by the Board of Directors of the Missouri nonprofit corporation . 7. PRESIDENT: the President of the Missouri nonprofit corporation. 8. RETREAT: an activity of the Missouri nonprofit corporation, sanctioned by its Board of Directors, whose purpose is worship and religious education. 9. SECRETARY: the Secretary of the Missouri nonprofit corporation. 10. SIMPLE MAJORITY: greater than one half (½). 11. SUPER MAJORITY: two thirds (2/3) or greater. 12. TREASURER: the Treasurer of the Missouri nonprofit corporation. 13. FULL LUNAR SERVICE: an activity of the Missouri nonprofit corporation sanctioned by its Board of Directors, for the purpose of group worship. Article II: Authority A. Laws of the Land: The BOARD shall conduct the operations of the CHURCH in accordance with all applicable federal, state, and local laws. A. Articles of Incorporation: The BYLAWS shall be governed by the ARTICLES. 1. Amendment: The ARTICLES may be amended by a SUPER MAJORITY of the BOARD. Article III: Board of Director A. Composition: The BOARD shall consist of no less than three (3) persons and may consist of as many as thirteen [13] persons B. Meetings: All meetings of the BOARD shall be conducted by the majority vote method of problem resolution unless otherwise specified in the BYLAWS. 1. Frequency: The BOARD shall meet at least four times during the calendar year; at least once a quarter. 2. Quorum: A quorum of the BOARD to conduct business shall be a SIMPLE MAJORITY. 3. Medium: The BOARD is empowered to meet personally, by teleconference, or by any other means, whether physical or electronic, that is mutually acceptable to officers of the BOARD, and is otherwise in accord with the BYLAWS. C. Removal: The approval of a SUPER MAJORITY of the BOARD is required to remove an officer of the BOARD from the BOARD. D. Replacement: The BOARD, in advisement with the OAK SPIRITS, is empowered to replace absent officers and members of the BOARD, to enlarge the BOARD, or to reelect officers of the BOARD. Prospective members of the BOARD must be an OAK SPIRIT. E. Annual Meeting: The annual meeting of the BOARD shall be as close to Labor Day weekend as is mutually convenient for members of the BOARD, not to exceed two (2) weeks before or after. F. Officers: Members of the BOARD shall fill the following offices: Offices may be combined as allowed by state law. 1. President: The duties of the PRESIDENT are to file required reports and papers with the Secretary of the State of Missouri and to ensure the day-to-day operations of the CHURCH. 2. Treasurer: The duties of the TREASURER are to maintain the financial records of the CHURCH. 3. Secretary: The duties of the SECRETARY are to maintain the correspondence files, both paper and electronic, of the CHURCH. 3. Chairperson: The duties of the CHAIRPERSON are to facilitate meetings of the BOARD. G. Terms of Office. The members of the BOARD shall serve for a three (3) years term and may be re- elected. No member of the Board, shall serve more than two (2) consecutive terms, but may be reelected after a sabbatical of one (1) year. Article IV: Oak Spirit Sanctuary Kindred Spirits A. Induction: The BOARD, in advisement with the OAK SPIRITS, is solely empowered to induct new OAK SPIRITS. B. Minimum qualifications for induction of OAK SPIRITS are: 1. Visits: A prospective OAK SPIRIT must make at least thirteen (13) visits to the CHURCH during worship services, RETREATS or other CHURCH Activities. 2. Spanning the Seasons: A prospective OAK SPIRIT must have visited the CHURCH during each of the four seasons (Spring, Summer, Fall and Winter). 3. Vision: A prospective OAK SPIRIT must, in the sole opinion of the BOARD, embrace the purposes of the CHURCH. 4. Acceptance. A prospective OAK SPIRIT must be willing to accept the status of OAK SPIRIT. C. Exemption: The BOARD is empowered to exempt the minimum qualifications for induction of OAK SPIRITS if the BOARD feels such exemption is in the best interest of the CHURCH. D. Benefits of Oak Spirit: Oak Spirits may participate in classes, all worship services. OAK SPIRITS enjoy the following benefits: 1. Certificate: OAK SPIRITS will receive a certificate suitable for framing. 2. OAK SPIRITS may request clergy training. Oak Spirit status is required for Clergy Training. OAK SPIRITS will have first opportunity to lead religious education classes during RETREATS. 3. OAK SPIRITS will be considered first for the village project and other programs that allow residence on the lands of Oak Spirit Sanctuary E. Sanctions: The BOARD may establish policies for the sanction of Oak Spirits or individuals violating the Natural Laws of Oak Spirit Sanctuary. Article V: Gatherings and Retreats A. Land Use: The BOARD shall ensure all worship services, gatherings, RETREATS, and other activities sponsored by the CHURCH use the following guidelines: 1. Natural Laws and Easements: All participants shall comply with the natural laws and easements that govern the land maintained by the CHURCH. 2. Stewardship: The BOARD shall ensure proper use and preservation of the land and other assets of Oak Spirit Sanctuary for the entire community. B. Retreats: The BOARD shall, excepting extenuating circumstances, sponsor RETREATS for the common Wiccan holidays. C. Worship Services: The BOARD shall, excepting extenuating circumstances, sponsor worship services on the Saturday nearest the full moon. D. Land Rental: The BOARD may rent use of the land maintained by the CHURCH to individuals or organizations whose purposes for renting the land are similar to those of the CHURCH. Article VI: Amendments A. Amendments: Amendments to the BYLAWS require a SIMPLE MAJORITY of the BOARD. .

Ø Prohibits use of local funds for collaboration agreements with federal agents The bylaw prohibits collaboration agreements between the U.S. Department of Homeland Security (DHS) and local law enforcement that deputize local officers as immigration agents, like those in place in Bristol and Plymouth Counties. The bylaw will ensure that our tax dollars are spent on making our community safe, not on expanding the deportation machine. Ø Protects our town from potential lawsuits The bylaw clearly states that the Town of Amherst will not comply with ICE detainer requests or holds. These requests are not warrants and are not reviewed by a court or judicial officer.

She hurts openly for children without mothers. The lives of children fill Marla in an almost sacred way. Grace is the second of three young sisters who visit Sanctuary with their parents. Her older sister can carry on a conversation and her baby sister was recently born. So Grace (as many middle children find) has a tougher time holding the attention of an adult right now. She works at it every week for a while. And finally finds her body fading towards sleep. Marla and Grace found each other in that moment. One so full of love for children. The other in need of loving caring arms. And the gift that they gave each other was peace - shalom - that feeling that it might be alright in the world after all.     The Fish Sanctuary of Surabaya River Objective Promotion for Fisheries sanctuary area to protect our last river The main purpose of this project is to establish Indonesia’s first fish protected in a river section – the Fish Sanctuary of Surabaya River. The sanctuary will preserve an lower section of Surabaya River, one of Indonesia’s larger rivers and home to a diverse fish population. The project activities aim to protect fish habitat along the river bank and preserve riverbank functions as wildlife habitat, ground water recharge area, maintain hydrological cycle, absorb pollutants, prevent sedimentation, reduce floods, and maintain the climate. In addition, the sanctuary will serve as a unique community learning and will provide on-going education programs and campaigns to reduce control fishing activities and end illegal fishing practices, such as using toxic chemicals or electricity. Fish is an important food source for local community and serve as excellent indicators of river degradation. In 2009, ECOTON conducted a survey on fish diversity of Brantas River and found 35 species of edible fish, include endangered fish species Notopterus notopterus. In 2011 ECOTON found only 30 species, so we didn’t find 5 fish species compare to 2009 survey. To prevent further decline in fish populations, ECOTON will establish the Wringinanom Fish Sanctuary. The sanctuary will provide important fish habitat and create a venue for environmental education activities. ECOTON also anticipates other direct benefits from the sanctuary and riparian habitat restoration, including: reduction of illegal fishing, restored watershed and riverbank functions, prevention of sedimentation, and flood prevention.
