The kit includes posters, logos, a campaign guide, a factsheet collection, a statement for a global reading, sample letters and press releases, videos and a game. We strive to offer these tools in as many languages as possible. The guide offers practical advice from the centres that have held 26 June events: what kind of events to hold, how to plan and coordinate, how to reach out to the media. European Union Election Expert Mission Kosovo* Early Legislative Elections – 14th February 2021 Final report I. SUMMARY Elections were held for the 120-member unicameral Kosovo Assembly on 14th February 2021. As with the four previous legislative elections since Kosovo’s 2008 declaration of independence, these were early elections provoked by a political crisis. The elections were competitive, and campaign freedoms were generally respected. There was a vibrant campaign, except in the Kosovo Serb areas. Despite a very short timeframe and challenges caused by the COVID-19 pandemic, the Central Election Commission (CEC) administered the elections well and in a transparent manner, although problems with Out of Kosovo voting reduced confidence in that part of the process. Election day was assessed by local observers as orderly, with voters participating in high numbers. However, as with previous elections, the process deteriorated during the vote count and a large number of recounts were ordered due to discrepancies in the results protocols. Such long-standing systemic problems, which have been identified in previous EU EOMs, should be addressed to enable Kosovo to fully meet international standards for democratic elections. These elections were held in an increasingly polarised atmosphere, influenced by the turbulent political developments since the last legislative elections.

A weak judiciary and underdeveloped civil society present further obstacles for media freedom. Defamation and insult remain part of the criminal code, although the penalties do not include imprisonment and journalists are infrequently targeted for prosecution. Freedom of information legislation has not been properly implemented. Broadcast media are regulated by the Independent Media Commission (IMC), whose board had two vacancies beginning in March that went unfilled by the Assembly. In August, the IMC approved 12 new long-term broadcast licenses. The government has begun amending the IMC law, and it remains to be seen whether the independence of the IMC will be preserved during this process. Broadcasters in the Serb-controlled north of the country are not licensed by the commission. Print media self-regulate through the Press Council, which can require newspapers to print the text of judgments against them. According to new rules adopted in January, the Press Council can no longer issue fines. Security remains a serious concern for media workers, and there were several reported incidents of violence in 2010. On two occasions, the editor of Radio Kosovska Mitrovica in Zvečan, Caslav Milisavljevic, reported that explosive devices were thrown outside his home. No one was injured, but several cars, including one belonging to Milisavljevic’s son, were damaged or destroyed.

Policy Biref - October The Privatization Process and asset value of KEK Energy Distribution and Supply Network (KEDS) The Government of the Republic of Kosovo sold the Com- pany for Energy Distribution and Supply (KEDS), regardless of the low offer provided by the pre-qualified companies. The Government of Kosovo decided to sell KEDS for 26.3 million Euros. Though the decision for KEDS privatization has been taken exactly four years ago (October 2nd, 2008), the real asset value and market of KEDS has never been revealed. Despite many official requests submitted to the Ministry of Economic Development, Kosovo Energy Corporation and transaction advisors of International Financial Company, to reveal KEDS asset value, the above mentioned institutions have never re- sponded on which are the assets of KEDS and their market value.
