Situation Overview

 Landslides and flooding occurred in the provinces of , Sorsogon and Catanduanes as a result of moderate to heavy rains since early morning of 29 December 2010 due to tail-end of a cold front  Moderate to heavy rains still prevailing in most part of

II. Effects

 PDRRMC Sorsogon reported 29 families in Castilla affected by flooding, evacuated to relatives and neighbors. Evacuees previously reported have already returned home.

B. Casualties  Two (2) persons were reported dead who were swept away by strong current while going to the evacuation center, they were identified as Lolita Dadap (mother), 80 years old and Antonio Dadap (son), 50 years old.

II. Actions Taken:

 PCG District Bicol deployed 2 rubber boats and 2 response team  AFP deployed assets for rescue and evacuation of affected population (PN – 1 M35 truck, 2 teams with rubber boat; 901 st – 3 M35 trucks, 1 KM450 and 26 personnel)  OCDRC V Director Rafael Alejandro requested one (1) UH1H aircraft to be prepositioned in Bicol region to be used for operational purposes.  Albay PDRRMC: issued Advisory No.3  Suspension of all public and private works except bank and disaster response offices  Continous evacuation to cover all vunerable population to flood in the floodplain areas and mudflow/lahar around Mayon Volcano aside from landslide  All communications facilities of the different Cities and Municipalities of Albay are hereby directed to be in a 24-hour operation effective Dec.30,2010  All Cities and Municipalities are likewise directed to activate their disaster operation center effective immediately and until the TECF dissipates  PHO-Albay:Monitoring of events and conducted site visit of Malilipot, Manito and 3 rd District  Center for Health Development (CHD) Bicol: On Code White - Monitored events in both provinces and reported to HEMS CO and partner agencies including Energy Development Corporation-BACMAN - Coordinated with Local DRRMC in the affected areas - Attended presscon with Gov. Joey Sarte Salceda in Albay - Released medicines and supplies to PHO Albay and will release P 1,000,000.00 to Albay for drugs and meds (requested from DOH-CO-NPPD by the Prov. Of Albay through a proposal) - CPD and Medical Unit of Energy Development Corporation spearheaded evacuation efforts of some 100 persons in Sitio Inang Maharang, Nagotgot in Manito and was evacuated to Nagotgot Elementary School  DPWH maintenance crew and Army team conducted road clearing  PDRRMC Albay prepared food packs for the affected population; monitored landslide and flood prone areas  OCDRC V disseminated weather advisory and gale warnings to RDRRMC Action Officers, local disaster risk and reduction management councils and media; advised response agencies to put on standby DRR units  Concerned agencies and LDRRMCs were continuously monitoring the situation in their respective AORs.
