1 Project Profile 1.1 Introduction

Asia Development Bank (ADB) financed Chongqing Urban-Rural Infrastructure Development

Demonstration II Project (Project) aims to attain socially inclusive and economically balanced growth by integrating urban and rural development in Chongqing. Given its imbalanced urban and rural growth which resulted in socioeconomic development gaps, the project will selectively enhance development potentials of small- and medium-sized cities and villages through:

(i) economically and environmentally sustainable water sector reform;

(ii) urban flood risk management for various river sizes; and

(iii) improving local road connections between poverty stricken remote areas and their

nearest urban centers.

1.2 Project Scope and Location

The Project includes eight subprojects originally. Youyang subproject quits the ADB loan and two new subprojects (Tongnan road and Fengjie road) are added after mid-term adjustment, so there are nine subprojects totally so far. In addition, Wulong dike road package is added in Wulong subproject and

Rongchang Yudai river flood management package is added in Rongchang subproject.

(i) Chengkou urban-rural road network improvement;

(ii) Shizhu urban-rural road network improvement;

(iii) Fuling urban-rural road network improvement;

(iv) Wanzhou Yangliu water supply plant;

(v) Wulong Wujiang River flood management and Wulong levee crown highway

construction;

(vi) Rongchang Rongfeng River flood management and Rongchang Yudai River flood

management;

(vii) Fengjie urban-rural road network improvement;

(viii) Tongnan urban-rural road network improvement; and

3 The projects are located in 8 districts /counties, including Rongchang, Wulong, Chengkou, Fuling, Shizhu,

Wanzhou, Fengjie and Tongnan. Among them, Shizhu County is a minority autonomous county, and both

Taihe Township and Yunwu Township of is Tujia Townships.

1.3 Overall Implementation Progress

By the end of June 2020, Wanzhou, Chengkou and Shizhu construction has been completed; C01, C02,

C03, and C04 of Rongchang have been completed; after the medium-term adjustment, the completion percentage of new subprojects C05 and C06 both are 30%, and the completion percentage of C07 is 68%,

The completion percentage of Fengjie subproject and Tongnan subproject are 65% and 30% of respectively. C01, C02, and C03 of Wulong have basically completed with 98% of completion percentage, and C04 is about to be commencing for the construction. C02 of Fuling has completed 65% of the construction. From January to March 2020, due to the COVID-19, there was a restriction on transportation, which impacted the progress of the project. The overall completion percentage is around

74.37%. The project implementation progress for each component is summarized in Table 1-1 below. 1.4 Scopes and Methodologies for Midterm Social Monitoring

(1) Survey procedures for monitoring evaluation

The field survey on external monitoring and evaluation of this project is conducted based on the following steps:

(i) Design of sampling plan. According to the ADB requirements, sampling questionnaires are

designed family size and economic status, income and expenditure, and resettlement willingness,

etc.;

(ii) Survey. A survey has been conducted in terms of general situations of economy in all districts

involved in the project and the project areas;

(iii) Establishing information system. According to the investigation, the corresponding data are

collected for comparative analysis purpose with basal data and those relevant data during previous

monitoring;

(iv) Preparing monitoring and evaluation report. Based on the relevant data and information

from the survey, the midterm social assessment and project performance monitoring report has been

prepared according to the ADB’s requirements.

(2) Main indicators and content of monitoring and evaluation

(i) Basic situation of the beneficiaries , including family structure, education, property, land

ownership, income and expenditure and current status of the affected people’s participation;

(ii) Poverty reduction: including the number of poverty-stricken people hired during project

implementation;

(iii) The number of local farmers hired by the contractor during project implementation,

including the proportion of women and poverty-stricken people, and their income level, etc.;

(iv) Frequency, time, place and women's proportion of public participation in the meeting

during the project implementation;

(v) Prevention training of disease and sexual knowledge for constructors in project areas;

(vi) Environmental health and sanitation awareness training;

5 (vii) The construction ability of implementing agency, including the number of people trained

and training content;

(viii) Status of women’s participation during the project implementation including publicity,

employment and training, etc.;

(ix) Monitoring of performance indicators.

This is the 10th progress monitoring and evaluation report. The status of the indicators above will be

surveyed in the investigation and made comparative analysis with the basic data references.

(3) Monitoring evaluation schedule

The Project involves 8 districts and counties with very different progress timings for design, report and approval in different stages of the project as well as the local adjustment of the plan, the period of the monitoring evaluation cannot reach synchronism. The current monitoring duration has lasted 3 months, starting from June 2020 to early of August 2020. Surveys have been made successively in 5 districts and counties, in some places even multiple investigations being conducted during this period (The LA of

Wanzhou, Chengkou, Shizhu and Rongchang Rongfeng River Subproject is completed. So, there is no site survey in those districts and counties this time). Due to heavy rainfall in many parts of Chongqing in

July and frequent rockfall on mountain roads, the site visit to Fengjie was postponed to 6th and 7th .of

August.

(4) Monitoring and evaluation methodologies

The following methods have been adopted in the monitoring and evaluation.

(i) Desk study. Referring to all kinds of Project reports reviewed and approved by the ADB as

well as the implementation and schedule of the project, funds utilization, statistical statement,

social and economic statistical yearbook of the project area, etc.;

(ii) Sampling investigation. Making a sampling plan and carefully designed questionnaires. By

using purposive sampling methods, the monitoring and evaluation team went to the families in

the project areas, conducting the questionnaire survey to different groups (gender, income, EMs,

etc.). The main content of the investigation is the basic population and family structure, income

and expenditure, etc.;

(iii) Focus Group Discussions. Respectively having a community interview with the affected

township, the village committee and villager representatives to understand the impact of the

projects, the needs and willingness of villagers on the project, change of the livelihood, and

public participation status;

(iv) Key Informants interviews. For example, the interviews to the project management office,

7 civil affairs bureau, director or secretary of the village and villagers (women, the elderly, the poverty family) in each district and county have been made, mainly to understand the situation of the implementation of the project, publicity, training and employment opportunities offered by the government departments at all levels, village ethnic composition, production and living conditions, the status of women participation;

(v) In-depth interviews. Some in-depth interviews have been conducted for affected villagers with different ethnicity, gender, and economic status to understand their awareness of the project, participation, sustainable arrangement of livelihoods measures.

8 2 Project Performance Indicator Monitoring

According to the latest statistic book, the main social and economic developments of various districts and counties in 2019 are:

(i) Compared with 2018, the population growth of each district and county is slow in 2019,

with the overall increase between 0.00% and 2.01%;

(ii) GDP in 2019 in all areas increased at rate between 0.58% and 13.76% , with Tongnan

being highest at 13.76;

(iii) The overall poverty rate in Chongqing decreased by 0.48% and the poverty rate in all

districts and counties decreased by 0.07% to 3.08%;

(iv) The per capita disposable income of urban residents in the city was 37939 yuan, with an

increase of 8.74% over the previous year; the per capita disposable income of rural residents was

15133 yuan, with an increase of 9.81% over the previous year.

The main poverty alleviation situation in all districts and counties in 2019 is as follows:

(i) There are 3 poverty counties in the project area. According to the latest List of National

Key Poverty Alleviation Counties, , Shizhu County and Fengjie County are

nationally designated poverty counties.

(ii) The overall poverty rate in Chongqing decreased by 0.48%, and the poverty rate in all

districts and counties decreased 0.07 to 3.08 percentage points;

(iii) The top ten measures of targeted poverty alleviation are the main poverty alleviation

measures including: cadres staying at villages, VET, micro-credit, relocation of ex-situ pro-poor,

E- business training, tourism training, poverty alleviation in PV, tree planting, entrepreneurship

training hold by leaders for becoming rich; and leading enterprises;

(iv) As planned by the government, poverty alleviation will be completed by the end of 2020.

The details are shown in Table 2-1 below.

(v) Poverty Reduction Measures in the Project Districts/ Counties

According to the interviews with Civil Affairs Bureau, Poverty Alleviation Office and related streets committee in the counties and districts in the project areas, the major reasons for the poverty of county residents in the project area include mainly sickness, male labor disability, female headed households, and so-called “three without”people (the ones without identification cards, without normal residence permit and without source of income). In addition to the minimum living allowance and social assistance system, some municipal level poverty reduction measures are also taken to reduce poverty. For example: "Spring breezing plan", "Rain plan" and micro credit for women as well as Ten Targeted Poverty Alleviation

11 Projects like providing help in the village, land circulation, equity return from planting, online retail and

vocational education and training. At the same time, each project county has also established some

poverty reduction measures according to the features and customs in the poverty-stricken areas; the

specific measures are summarized in Table 2-2:

13 Implementation of activities in each project district/county:

As EMDP, GAP, SAP’ s requirments, activities are divided into these categories: information disclosure and publicity, public consultation and

participation, resettlement meetings, employment training and entrepreneurship training, project absorption of labor, AIDS prevention training and

3 Monitoring on Implementation of Enthnic Minority Development Plan

3.1 Summary of the Ethnic Minority Development Plan (EMDP)

EMDP mainly aims to mitigate the adverse impact on the ethnic minority during project implementation and enhance their opportunities to share the benefits from the project. The EMDP of this project primarily involves the following aspects:

a) project information disclosure and propaganda;

b) public consultation and participation;

c) land acquisition and resettlement related affairs;

d) employment training and start-up training;

e) Traffic safety awareness and HIV/AIDS Prevention.

16 The detailed actions in EMDP include:

a) information on the project construction, asking for the suggestions about the roadway

design and traffic safety design from the minority villagers;

b) technical training and micro credit application training arrangement;

c) publicize the laborer rights and interests;

d) introduce the compensation policy and standard regarding the land acquisition and

resettlement;

e) give the affected minorities enough chance to express the opinions by publicity and

public meeting, answer all possible legislation issues;

f) let the resettled minorities participate in the selection and assignment of homestead;

g) Organize minority villagers to train and learn housekeeping, nursing, car beauty,

driving, civil construction, travelling, economic planting like coptis and chili, etc.

During project implementation, the government conducts the construction labor training and requests the contractors to hire the local minorities as much as possible. The hiring rate of ethnic minority reached more than 80%. The HIV/AIDS prevention and control training was also organized timely. Detailed implementation statuses please refer to the Appendix 1.

In this project, the EMs are mainly concentrated in Shizhu County and Fengjie County. There are 324,758

EMs in Shizhu, accounting for 78.25% of the total population of the county. Tujia accounts for 99.6% of the total minority population of the county. Fengjie County is a multi-ethnic and scattered county with a total population of 1.07 million. Among them, there are more than 15,000 EMs including Tujia, Hui,

Tibetan, Miao, Manchu, Shui, Buyi and Yi, accounting for 1.7% of the county's total population. The county has four Tujia townships, namely Yunwu, Longqiao, Chang'an and Taihe. This project involves

Yunwu and Taihe townships.

In RP, it mentioned that Fengjie is not necessary to set up a separate ethnic minority development plan, so

EMDP only covers Shizhu County.

17 3.2 Custom and Social Activities of the Minorities in the Project Area

The religion and folk faith present a diversified and complicated existence. They have not only the native traditional folk faiths, but also worship some deities in Buddhism and Taoism. The ethnic minority worship more naturalpower and other things with spirits as people thought. But generally, the folk faiths are becoming increasingly marginal in their daily life and the influence is dwindling nowadays.

Tujia and Miao EMs have some native customs and languages but these were being weakened and even the Tujia and Miao languages are less spoken. Their languages and customs are deeply influenced by

Chinese Han nationality. Even for them it was hard to identify the difference with Chinese Han nationality.

The minority has been integrated into Han nationality in the society and economy. Their livelihood mode, policy-making power, employment and financial resources are almost same with the Han nationality. The

Tujia and Miao minority can speak Chongqing dialect and they became the mainstream in the local society and economy together with the Han nationality. Local residents firmly believe that the minority have no difference with the Han nationality in the society and economy.

There’re no differences between the minority and Han nationality in Shizhu. The livelihood mode, policy-making power, employment and financial resources of the minority are almost same with the Han nationality. They all speak Chongqing dialect and they became the mainstream in the local society and economy.

3.3 Implementation Status of the EMDP

In the implementing the EMDP, we surveyed the two villages in Shizhu (Jinhua Village in Huangshui

Town and Xincheng Village in Yuelai Town).

From Jan 2020 to Jun 2020, the implementation of the EMDP is as follows:

(1) Information Disclosure and Public Consultation, and Participation

During this monitoring period, for the informing of training, introducing loan, and introducing new economic activities, have been held for 2 times in two towns, with a total of 307 participants including

281 EMs (92%), which reached the requirement that at least 2 meetings have been held, each town should

18 have at least hold 1 meeting. Although the number of holdings has decreased by 1 times compared with the second half of 2019, but the number of ethnic minority participants still exceeds 80%;

(2) Resettlement: No resettlement meeting has been hold;

(3) Capacity Building and Poverty Alleviation: The skill training (housekeeping, cooking, etc.). It has been held for 3 times in two towns, with a total of 326 participants including 310 EMs (95%).

Shizhu still provide employment training and activities for EMs. The basic alleviation measures are the same as those in the previous reports, and there is no significant change.

The implementation of poverty alleviation plan brought a qualitative change to the living conditions of villagers of project related areas. There are 38 households with more than 346 people who have not been out of poverty. Except for some extremely poor households, other poor households will all be lifted out of poverty by the end of 2020.

(4) Implementation and Work Force: As the project has been completed in October, there is no employed worker in Shizhu subproject;

HIV AIDS prevention training: 2 trainings have been held in two towns, with a total of 280 participants and 269 EMs (96%). To cope with the COVID-19 virus impacts, the local government have taken highly cautious control measures, such as restriction on transportation, wearing masks in public places, measuring body temperature when entering buildings where people gather, nucleic acid testing and remain in quarantine for 14 days for outsiders; to effectively prevent transmission and outbreak and to efficiently safeguard their staff’s health and safety.

(5) In this EM period, the unfinished EMDP activities were: The participation of local villagers in the design and implementation of road safety plans. The road construction has been completed, but there’s no plan for setting up bus, so bus stop discussuion and other activities have not been held in the village

(expected to be held in October 2020). EMT has asked the IA and local village committees to organize relevant public consultation activities as soon as possible, with special emphasis on the participation of women and EMs.

For specific data, please refer to Table 2-3, Appendix 1 and Appendix 5.

19 3.4 Findings, Challenges, and Recommendations

From 2015 to Jun 2020, in the information disclosure and publicity, public consultation and participation, and AIDS prevention training held in Shizhu, the percent of EMs in the total participants was around 90%; but the percentage of EM employees have not reached 80%, as follows:

(1) Information disclosure, public consultation and participation: During the implementation,

the local government or employers could inform the EMs on the construction condition and

progress timely, and ask for advices from ethnic minority villagers on the road design and traffic

safety design. Every village / community has set up the propaganda column. The local government

encouraged APs to take part in small loan training meetings. So far, from 2015 to Jun 2020, 45

meetings of Information disclosure have been carried out. Meetings attracted 3642 people from 5

villages, including 3434 EMs (94.29%).

(2) Resettlement Meeting: In order to introduce the compensation policies and compensation

standards for land requisition and housing demolition to villagers, 17 resettlement meeting have

been carried out in Shizhu County since 2015. The total number of participants was 1091 of whom

960 were EMs (88%).

(3) Capacity building: from 2015 to Jun 2020, 28 meetings of skill training have been carried out

so far, such as housekeeping, nursing, auto beauty, driving, civil construction, pepper, turmeric

planting and so on. 3288 people participated in the training, of which 2973 were EMs (90.42 %).

(4)Project-driven employment: contractors hired local residents as much as possible during the

construction, especially for APs. From 2015 to Jun 2020, 31 employment trainings had been carried

out in Shizhu County. The project has employed 1021 people in the construction, including 702

EMs (68.76%).

(5) HIV/AIDS prevention training: From 2015 to Jun 2020, 36 trainnings for AIDS prevention

had been carried out with 2933 participants, including 2811 EMs (95.84 %).

.

20 The activities of the EMDP were progressed well with a completion rate of 76%. There are still some outstanding activities of the EMDP. EMT has urged PIUs and EAs to implement the outstanding activities as soon as possible.

Recommendations:

(1) As the road construction of Shizhu has been completed in Oct 2019, reducing employment, the employment of EM is correspondingly reduced; and the proportion of EM employees from 2015 to the present is 68.77%, has not reached 80%. It is recommended that Shizhu should employ more EM workers in road maintenance in the future to ensure the participation 80% of EMs.

(2) Urging the implementation of public consultation of bus stop setting, and to hire and train local minority villagers to carry out simple maintenance work on the new road near the village.

(3) The local village committees should closely follow the government's requirements and continue to implement the prevention and control of COVID-19.

21 4 Monitoring of the Gender Action Plan

4.1 Summary of the Gender Action Plan

Gender action plan is made based on the result of female group consultation. Some basic training requirements are:

a) health (with a focus on the women's health issues);

b) disease prevention (especially aquatic infection);

c) hygienic and environmental consciousness;

d) small business skills and basic calculating ability;

It is essential to the successful implementation of Gender action plan that the participation of female group and meeting their reasonable demands, Gender action plan focuses on environment and hygienic awareness program, which will directly address the needs of women, promote women's performance in the decision-making process and strengthen the knowledge of public hygiene and health, including the awareness and prevention of HIV/AIDS and STDS.

During the external monitoring, no discrimination against women was found through the interviews to the

Women's Federation, Poverty Allevation Office and Public Security Department. In the survey, the survey team asked affected families about their ideas of raising kids and most of them responded that they didn’t mind the gender of babies and there exists no sex selection during pregnancy.

4.2 Summary of Implementation of Gender Action Plan

Except for Wanzhou, Rongchang Rongfeng River subproject and Chengkou, we conducted survey in the remaining districts and counties. From Jan 2020 to Jun 2020, the implementation of the GAP is as follows:

(1) Women’s Participation in the Project Construction

The female have equal rights in the workplace and when hiring female labor force, employers must comply with all the provisions of the China labor law like “equal pay for equal work” and no employment

22 of child labor or labor trafficking. Proper lavatories for women have been provided on all the construction

sites of each contractor with separate washrooms for women.

Compared with male counterparts, females’ physical conditions decide that they could not take that much

hard-physical labor. They usually spend more time taking care of the family, and this decides to some

extent that female group does not have much time to work on the construction site.

According to the employment statistics in the first half year of 2020, the total number of employed

workers is 884. The employment rate for female labor is 31.9%. This has met the requirement of 30%.

Compared with the second half of 2019, the total number of employed workers has increased by 73.67%,

and the number of female employees has increased by 97.2%. All projects have increased the

employment of female labor.

Up to June 2020, only Chengkou has employed workers in landscaping and simple road maintenance with

a total of 65 people, including 34 women (52.3%), which has met the requirement of 50%.

(2) Women`s Participation on AIDS/Disease Prevention

From Jan 2020 to Jun 2020, there were 19 acticities; with total 1556 participants, including 887 female

(57%); From Aug 2019 to Dec 2019, there were 17 acticities; with total 2523 participants, including 1590 female (63%).

Compared with the second half of 2019, the total number of participants has decreased by 38.33%, and the number of female participants has decreased by 44.21%.

To cope with the COVID-19 virus impacts, the local governments have taken highly cautious control measures, such as restriction on transportation, wearing masks in public places, measuring body temperature when entering buildings where people gather, nucleic acid testing and remain in quarantine for 14 days for outsiders; to effectively prevent transmission and outbreak and to efficiently safeguard their staff’s health and safety.

For specific data, please refer to Table 2-3, Appendix 2 and Appendix 5.

24 (3) Females’ Participation in the Activities of Road Components a. Ensure women participate in community consultation meetings and decision-making processes regarding the road design features.

All the road components have completed this activity (refer to Appendix 2). b. Road safety campaigns and trainings.

Except for Fengjie, Other road components have completed this activity (refer to Appendix 2). c. The community consultation meeting that women should participate regarding the bus stop setting, service frequency and schdule has not been held. Although the construction of Shizhu has been completed, the local government has not planned to set up bus, so the activity has not yet been implemented. It is expected to be carried out in October 2020; In Chengkou, the bus has been operated

(but only one kilometer road in Yinghong Village of this project has been covered by the bus line), by only conducted household survey, not a public consultation meeting; Because the construction in Fengjie and Tongnan have not yet completed. This activity will generally be held near the end of construction.

(4) Females’ Participation in the Activities of Flood Management Components

ADB requires all Flood Management Components to conduct early flood warning and evacuation awareness training; planning and implementation of advocacy campaigns for protecting rivers and environment.

The activity have already carried out in all flood management components, without provide activity materials (refer to Appendix 2).

(5) Females’ Participation in the Activities of Water Supply Components

The water plant has started to operation since July 2019. Since the water tariff in Wanzhou has not changed yet, the water tariff public consultation meeting has not been held; the community water conservation training and demonstration activities have not been carried out.

(6) Females’ Participation in the Capacity Development and Institutional Strengthening

Due to coronavirus, there is no elevant activity has been carried out.

Please refer to Appendix 2 and Appendix 5 for the completion of specified activities.

4.3 Findings, Challenges, and Recommendations

From the beginning of the project to Jun 2020, the proportion of female employees hasn’t reach 30%; but the proportion of female participants in the activities reached to 40% or more, as follows:

(1) Participation in the Public Consultation: Up to Jun 2020, the participants of public

consultations conducted in project areas has reached 20985 persons, of whom, female participants

were 9688 and accounted for 46.17% of the total.

(2) Participation in the Skill Training: Based on the monitoring indexes, the training for females

mainly focuses on the following two aspects: Up to Jun 2020, the construction skill training, the

career and micro credit training. 5207 people have participated in the construction skill training, of

whom, female participants were 1333 and accounted for 25.6% of the total. 7930 people have

participated in the career and micro credit training, among which, female participants were 4094 and

accounted for 51.63% of the total.

(3) Participation in the Project Construction: According to the Project Agreement approved by

ADB, there will be 1865 job positions provided to the local labors during the project construction (30%

are for women). Up to Jun 2020, the total number of laborers employed in the project was 7703, with

local laborers accounted for 83.10% of the total workers, of whom, 1961 were women (25.46%).

Female participants in the construction are mainly involved in the lighter goods carrying, cleaning,

and logistics etc.

(4) Participation in HIV/AIDS/Disease Prevention: During the project implementation, all project

areas have carried out the publicity activities of HIV/AIDS prevention. According to the statistics, up

to Jun 2020, 13899 people participated in the activities, of whom, 6815 were women (49.03%). It

hasn’t reached the goal of 50%.

The completion rate of activities for the Gender Action Plan is 50%. Wanzhou, Shizhu, Chengkou,

Fengjie and Fuling still have unfinished GAP activities. During EMT site survey, the relevant departments have been urged to implement the activities as soon as possible.

Recommendations:

(1) Up to Jun 2020, the employment statistics show that the local female labor force accounts for 30.06% of total local labor, accounts for 25.23% of total labor and does not meet the requirements of 30%.

Because women have to spend more time on looking after family and are not willing to participate in some heavy physical work. Female participants in the construction are mainly involved in the lighter goods carrying, cleaning, and logistics etc. In this case, it is difficult to achieve a ratio of 30%. It is recommended that the contractors, especially the contractors of the Fuling, Fengjie and Tongnan, special attention should be paid to recruiting female labor to meet the requirement by providing more flexible and suitable work for women, to increase the proportion of female employees.

In the operational phase, only Chengkou has employed relevant workers, and has reached the requirement that female labor force accounts for 50% of the total labor force. EMT has reminded IAs, special attention should be paid to recruiting female labor to meet the 50% requirement in landscaping maintenance and road maintenance work.

(2) Up to Jun 2020, the cumulative proportion of women participating in AIDS training has not reached

50% because less female employees in the construction It is recommended to increase the women participates in community/village trainings in the future.

(3) Urge all IAs to complete various activities of GAP: tariff public consultation, public bus service consultation, etc. EMT also urged Fengjie and Tongnan to complete relevant GAP activities timely. Refer to Table 8-1 for suggestions.

(4) The local village committees, IAs and Contractors should closely follow the government's requirements and continue to implement the prevention and control of COVID-19. Provid prevention training for labors, including temporary workers, to avoid the spread of COVID-19.

5 Monitoring on Implementation of Social Action Plan

5.1 Summary on Social Action Plan

Based on the thorough communications with relevant authorities and project affected residents, it is necessary to develop measures that can bring benefits to the affected residents and minimize potential risks to the project. To realize this target, a Social Action Plan is made based on the communications with relevant parties, extensive survey and in-depth analysis. Please see Appendix 3 for SAP details.

Project involved areas are places where economic conditions and infrastructure are relatively less developed. Travel was difficult for local residents; drinking water is unsafe and flood disaster occurs frequently. The project aims to improve the conditions of the traffic, drinking and flooding control to promote the regional economic growth. At the preparation stage, the social action plan was made in order to put forward measures to mitigate social negative influence, control potential social risks, and maximize project benefits. In addition, training plans to improve the consciousness of health and hygiene of the poor and vulnerable people, STD and HIV/AIDS prevention is carried out; and relevant strengthening of IAs’ executive capabilities is implemented.

5.2 Summary of the Implementation of SAP

Except for Wanzhou Subproject, Rongchang Rongfeng River Subproject and Chengkou, the EMT has conducted survey in other project areas. From January 2020 to June 2020, the implementation of the SAP is as follows:

(1) Participation of the Construction Works

According to the Project Agreement approved by ADB, there shall be 1865 job positions provided to the local labors during the project construction (30% are for women). Among the launched projects, majority of the non-skilled workers in each county are local residents, the wage is range from 3000 yuan to 7000 yuan/month, which helped to promote the local economic development and employment.

The contractors have taken the following measures while employing local residents in the project construction:

28 (1) Pre-job safety education and simple skill training;

(2) Temporary work agreements were signed with local labor force in accordance with project

timeline;

(3) There is no sex discrimination on wage for the same work type;

Generally, local employees may obtain income of 2950 yuan to 6000 yuan per month, paid daily

or monthly.

From January 2020 to June 2020, a total of 884 laborers were recruited (including laborers in landscaping and simple road maintenance work in Chengkou), with 849 local laborers (96.04%), 282 women (31.9%) and 137 poor people (15.5%); In the second half of 2019, a total of 509 laborers were recruited, including

382 local laborers (75.05%), 143 women (28.09%) and 105 poor and poor people (20.63%).

Compared with the second half of 2019, the number of total employment, local labor and women in the first half of 2020 has increased; and the proportion of women has reached to 30%.

(2) Disease Prevention & Treatment and Public Health Training

During this report period, all the component areas except Fengjie and Tongnan have carried out the publicity activities of HIV/AIDS prevention. According to the statistics, 1556 people participated in this activity, that means all the employees have participated in the HIV/AIDS trainings, and it reached the requirement of 100%. 887 of them were female participants, accounting for 57% of total participants.

Compared with the second half year of 2019, the total number of participants has decreased by 38.33%, and the number of female participants has decreased by 44.21%.

To cope with the COVID-19 virus impacts, the local governments have taken highly cautious control measures, such as restriction on transportation, wearing masks in public places, measuring body temperature when entering buildings where people gather, nucleic acid testing and remain in quarantine for 14 days for outsiders; to effectively prevent transmission and outbreak and to efficiently safeguard their staff’s health and safety.

Specific data for 2020 can be found in Table 2-3, Appendix 3 and Appendix 5.

(3) The Performance of Activities of Road Components

29 The unfinished activities of the Road Components were public consultation related to bus services, cooperation with the education department to organize road safety advocacy campaign, innovative advocacy campaign on road safety (also targeting drivers of through traffic), and trainings in income generating activities in villages along these roads as part of local government training programs. Because the construction of each road subproject is not yet completed, the above activities are generally carried out when the road is completed.

Public consultation related to bus services: Although the construction of Shizhu has been completed, the local government has not planned to set up bus, so the activity has not yet been implemented. It is expected to be carried out in October 2020; In Chengkou, the bus has been operated (only one kilometer road in Yinghong Village of this project has been covered by the bus line), by only conducted household survey, not public consultation meeting; because the construction in Fengjie and Tongnan has not yet completed. This activity will generally be held near the end of construction (Refer to Appendix 3).

(4) The Performance of Activities of Flood Management Components

In addition to the Rongchang Rongfeng River Subproject, which has completed all relevant activities, there are still unfinished activities in Rongchang Yudai River Subproject and Wulong. Solid waste disposition campaigns, guidelines for the the disposal of garbage along the riverbank and related supervision work have not yet been implemented.

(5) The Performance of Activities of Water Supply Components

Since the water tariff in Wanzhou has not changed yet, the water tariff public consultation meeting and workshop for effective participation have not been held.

(6) Capacity Building

Due to the coronavirus, there’s no relevant training was been held in the first half year of 2020.

Up to June 2020, 11 project trainings and 7 financial trainings have been held. The project trainings cover the project management, ADB procurement guidance, the technique standards establishment, the financial management, the social security training and the contract management training, etc. The participants also had the chance to study five times in the other provinces where the ADB projects were conducted. 450

30 people have participated in the training (see detailed data in Table 5-1). The training significantly boosts the relevant personnel’s working efficiency. However, the external monitoring found that the relevant personnel paid more attention to the land acquisition and the resettlement process, but not to the SAP,

EMDP and GAP, which made it difficult to get sufficient data through external monitoring. It is suggested that CPMO continues to carry out relevant trainings.

5.3 Findings, Challenges, and Recommendations

Up to June 2020, the participation in engineering construction, labor force participates in skills training, disease prevention and environmental health training completed well, the details are as follows:

(1) Participation of the construction works: According to the Project Agreement approved by ADB,

there will be 1865 job positions provided to the local labors during the project construction. Up to

June 2020, the total number of laborers employed in the project was 7703, with local laborers at

6401, which accounted for 83.10% of the total workers and 1679 workers (21.80%) are from poor

households. All projects have already launched and started to employ local labor force,which

contributed to the promotion of local employment and increase of their income.

(2) Job skills training for local laborers: Up to June 2020, there were a total of 10749 people

participating in job trainings including fowl breeding, cultivation, mechanic, catering, cleaning,

repairing and other technical trainings. The villagers in local counties have promoted their work

skills by job skills training provided.

(3) Disease Prevention & Treatment and Public Health Training: According to the statistics, up to

June 2020, 13899 people participated in these activities; the employee participants in AIDs

prevention trainings have met the requirement of 100%.

The completion rate of activities for the Social Action Plan is 56%. Except for Rongchang Rongfenghe

Subproject, all subprojects still have unfinished SAP activities. During the ADB mission in 2019 and

EMT site survey, the relevant departments have been urged to implement the activities as soon as possible.

Recommendations:

(1) The proportion of poor and female employees is less than 30%. Due to poverty alleviation, the number of poor people is decreasing, and the poverty alleviation will be completed by the end of 2020, it cannot meet the indicator that at least 30% of workers are from poor households. Contractors are advised to provide more priority work women.

(2) Urge all districts and counties to complete various activities in SAP: solid waste disposal training, bus service consultation, etc. EMT also urged the all the subprojects to complete the relevant SAP activities timely.

(3) The local village committees, IAs and Contractors should closely follow the government's requirements and continue to implement the prevention and control of COVID-19. Provid prevention training for labors, including temporary workers, to avoid the spread of COVID-19.

6 Sampling Survey of Households

6.1Scope of the Survey

The living conditions of the APs have no big changes in every half year, it is recommended to conduct a sampling survey of households once a year. The sampling survey in this period, we have invested

Rongchang, Wulong, Fuling, Fengjie, and Tongnan, which covers 379 persons of 77 households. The number of affected households accounted for 81.82% of the total sample. Refer to table 6-1 for the details.

(1)Gender status:In the surveyed families, there are 239 men, accounting for 63.06%; 140 women, accounting for 36.94%.

(2)Aging structure:People in 0-6 are 14, accounting for 3.69%, 58 in 7-15, accounting for 15.30%, 231 in16-60, accounting for 60.95%, and 76 above 60, accounting for 20.05%.

(3)There are 333 laborers involved in sample survey(including the laborer who has reached the statutory retirement age and is still engaged in labor),accounting for 87.86% of the total amount. 235 laborers are in the local workspace, accounting for 75.38% of the total amount; 82 laborers are migrant workers, accounting for 24.26% of the total amount; 46 people without working ability, including 75 students at school and 32 elderly above 70 years old.

6.3 Annual household income

According to the survey of 77 households, the estimated total annual income in the first half year of 2020 amounted to 3329475 yuan, with 43230 yuan on average and the agricultural earning per household is

43230yuan, accounting for 10.11% of total annual family income. The average annual non-agricultural income per family is RMB 38869, accounting for 89.89% of the total amount. The income of migrant workers per capita is 35280 yuan, accounting for 81.59% of the total income. The monitoring group finds that the agricultural income in rural families is mainly achieved by the elderly over 50 years old, while the young adults are mostly on part-time jobs, working in township enterprises nearby or going out to work; thus most of their income doesn’t depend on farmland, and it almost won’t be influenced by the land acquisition involved in this project.

6.4 Annual household expenditure

The estimated per capta annual expenditure of 77 households surveyed in 2020 is:

6.5 Ethnicity distribution

The southeast of Chongqing is a concentrated area for EMs, an ethnic minority area involved in Asia

Development Bank (ADB) financed Chongqing Urban-Rural Infrastructure Development Demonstration

II Project is Shizhu and Fengjie. And all of the 22 Tujia people involved in this survey are from Shizhu and Fengjie County.

35 6.7 Religious belief and linguistic culture

Since about 97% of ethnic minority APs are Tujia in the project area, the below description only focuses on Tujia minority. In terms of religious belief, all of the 77 households in this survey have no religious belief.

6.8 In-depth Interview with Vulnerable Groups

At early stage of the external monitoring, the survey team has selected a few typical affected households to conduct the in-depth interviews with 11 households and will follow up during the entire implementation period. EMT parcipated in villagers’ meeting and interviewed the affected farmers in field.

(1) TANG Youhong, the affected person of the urban & rural road network improvement component in Chengkou County

36 This Affected Person (AP) is a poor villager in group 4, Yinghong Village, Yanhe Town in Chengkou

County. There are 4 people in his family, 4 mu dry land, 10 mu forest land, and 4 mu other land; among which, 1.3 mu dry land, 1 mu forest land and 3 mu other land have been acquired. Before the land acquisition, the annual income was RMB 8500 Yuan, including agricultural income 4500 Yuan, other income 4000 Yuan. Tang got silicosis when he was a minner, so he can’t do heavy work any more.

Tang’s son is a migrant worker.

According to the survey in Jan 2019, the main source of income is his parttime job, his son’s earnings, and raising poultry. The total annual income of 2018 is about RMB 58,000, which is higher than last surney. Compared with 2017, his son’s earning has increased 20000 Yuan.

According to the survey in July 2019, due to the new road has been opened to traffic, Tang Hongyou's new house is next to the new road, Traveling and going out to work are much convenient than before.

This year, his daughter-in-law also went out to work. It is estimated that the family's income is around

80,000 yuan in 2019, compared to 2018, increase by more than 20,000 yuan. He is happy with the new house and new road.

According to the telephone interview in July 2020, there is no significant change on his income sources and living situation.

(2) ZHAO Bingkui, the affected person of the urban & rural road network improvement componnt in Chengkou County

This AP is a poor villager in group 6, Yinghong Village, Yanhe Town in Chengkou County. There are 4 persons in his family, 9 mu dry land, 20 mu forest land, and 3 mu other land; among which, 1.7 mu dry land, 2 mu forest land and 1 mu other land has been acquired. Before the land acquisition, his annual income was 4000 Yuan, mainly coming from some temporary works and subsidies from his sons and daughters.

According to the survey in Jan 2019, Zhao’s living standard has been improved a lot. The source of income is raising poultry and son’s earnings. His breeding skill has been improved because he participated in poultry breeding training. The annual income of 2018 is about 60,000 yuan.

He is happy with the road opening, and expectes that the family income can be increased after the road is opened for traffic.

(3) WANG Zhongying, the affected person of the urban & rural road network improvement component in Shizhu County (Tujia minority family)

This affected person is from Dachuan group of Jinhua village, Huangshui Town in Shizhu County. There are four persons in WANG Zhongying’s household, WANG Zhongying (54 years old), her husband XU

Zhengwen (52 years old) and 2 grandsons.

According to the survey in Dec 2018, Wang is an urban resident now due to this project. She can receive pension insurance every month because she had reached the age to get pension. Now, the source of income is planting berberine and leeks, raising poultry, and family members’ parttime work. The annual family income of 2018 is about 66,400 yuan, and the living standard has been greatly improved.

According to the survey in July 2019, as Yuehuang Road has been opened to traffic in Oct, Jinhua village will be developed into a scenic area. The requirements for environmental protection are very strict, and no more poultry farming can be allowed. Therefore, Wang Zhongying cannot raise poultry this year and her family’s annual income has decreased. It is estimated that the income is about 60,000 yuan in 2019, but it will not have much impact on their life. After the completion of the scenic spot development, tourism will bring income growth to the villagers.

According to the telephone interview in July 2020, there is no significant change on her income sources and living situation.

(4) PENG Mingxiang, the affected person of the urban & rural road network improvement component in Shizhu County (Tujia minority family)

This affected person is from Dachuan group of Huangshui village, Huangshui Town in Shizhu

County.There are three persons in PENG Mingxiang’s household census registration, namely, PENG

38 Mingxiang (58 years old), her husband named RAN Mengqun (58 years old), and her second son RAN

Junwei.

According to the survey in Dec 2018, the source of income mainly comes from crops planting; pension insurance (700 yuan per month) and husband's retirement wage (4,000 yuan per month). The annual income is about 56,400 yuan, and the living standard is greatly improved.

According to the survey in July 2019, the income of the Peng’s family has no remarkable change comparing with that in 2018.

According to the telephone interview in July 2020, there is no significant change on her income sources and living situation.

(5) Ma Peihong, the affected person of the urban & rural road network improvement component in

Shizhu County

In the fourth survey, we found that Ma Peihong of 47 years old is a villager in Xincheng Village of Yuelai

Town in Shizhu. There are five people in Ma’s family. Ma has a son, a daughter and a grandson. Ma’s son married, but devoiced now but devoiced now and works part-time job at the town, not to mention that his daughter is still on high school. Ma Peihong is the only one in the family could apply for transferring from agricultural to non- agricultural. Ma`s arm is injured seriously in a traffic accident and cannot take heavy work. His wife is engaged in farming at home. In this ADB project, 0.8 mu of land has been acquired and 2400yuan land compensation has been received (15000*0.8*0.2=2400). Considering his special case, the government has provided him with 10,000yuan poverty subsidy for each member of this family to build a new house. What’s more, the government provides a small loan to Ma and trains him with breeding pig. He deliveries cargo by driving car to increase income so his family living standard is largely increased. By cultivating agricultural products and working outside, the annual income of Ma

Peihong is over 30,000yuan. The main expenses are daily living expenses and traffic expenses. As we knew, his family is very supportive to the ADB project which is beneficial to the people.

39 According to the survey in Dec 2018, the life standard of Ma has improved. The source of income is trucking service and his son’s earnings. The family also breeds pigs. The estimated annual income is at least 40,000 yuan.

According to the survey in July 2019, the life of the Ma Peihong family has not changed. The annual income is at least 40,000 yuan. After the road is opened, the transportation is convenient and saves time now. It is more convenient for him to pull out the goods, and it can also save the cost of the car.

According to the telephone interview in July 2020, after the road is opened, the transportation is much more convenient, but due to the impact of COVID-19 in the first half of 2020, there is not much business going out to transport goods. So there is no significant change on her income sources and living situation.

(6) AO Zhiyou, the affected person of the flood control component of Rongfeng River in Rongchang

County

This affected person, 50 years old, in Fenggao Village of Rongchang County, is a villager in the second community of Donghu. The reason to survey this villager is that there are two people in the family including his 12-year-old son and himself. Ao originally owned 4 mu dry land and 0.1 mu dry land was acquired.

According to the survey in Dec 2018, he is working as a security guarderman now, so he has a steady income. The estimated annual income is about 25,000yuan. The major expenditures are for daily life and son`s education.

According to the survey in July 2019, The life condition of Ao`s family has no significant change.

According to the survey in June 2020, Ao's daughter and son-in-law have returned to Rongchang to live with him and work in the local area (3000 yuan / month / person). Therefore, the annual family income is expected to increase to about 97000 yuan, and the living standard has been greatly improved.

(7) Shi Xianyu, the affected person of the flood control component of Rongfeng River in Rongchang

County

Shi Xinyu from Group 9 of Hailuo Village lives a hard life and needs major support. Shi Xinyu of 85 years old, suffering from glaucoma, has transferred from agricultural to non-agricultural when highway

40 was built. She has an only Child Yang Xiujun of 41 years old. Yang Xiujun is an ex-soldier who is unable to do heavy work due to his serious illness on the waist. He works at part-time at Rongchang for now. Shi

Xianyu’s daughter-in-law is 30 years old with worse vision and she basically has no work ability. Besides,

Shi Xianyu has a granddaughter of 5 years old.

According to the survey in Dec 2018, her family's live standard has greatly improved. The main source of family income is from her son's work (3,000 yuan/per month), her social security (1,500 yuan/per month) and daughter-in-law's minimum living allowance (900 yuan/per month). The annual income is about

64,800 yuan.

According to the survey in July 2019, it can be found that the life condition of Shi`s family has no significant change.

According to the survey in June 2020, since her daughter-in-law has joined Shi Xianyu's household registration, she can't meet the standard of receiving minimum living allowance. Therefore, Shi Xianyu’s family annual income is expected to decrease to 54000 yuan.

(8) Du Fuqi, This affected person is from the 4th group of Bajiao village, Tianjia Town in Tongnan

District.

According to the survey in January 2020, there are three people in Du Fuqi’ s family (including his wife, a child, and himself). Part of his land has been occupied by this project, and his house will be demolished.

The demolition compensation will be enough for his family to purchase a commercial house in Tongnan

District. The relevant compensation is expected to be paid in February 2020. Due to the poor health of his family (he has hearing impairments and his wife cannot do heavy work), his family is the household enjoying the minimum living guarantee in Bajiao village. At present, the source of income is mainly from part-time jobs (RMB 6000 / year) and getting minimum living allowances (RMB 375 * 3 persons * 12 months / year). The annual income of his family in 2019 is 19,500 yuan.

According to the survey in June 2020, the source of income is mainly from part-time jobs (RMB 10000 / year) and getting minimum living allowances (RMB 375 * 3 persons * 12 months / year). The estimated annual income of his family in 2020 is 23500 yuan.

41 (9) Tang Liangyong, this affected person is from the 1st group of Xiaoqiao village, Tianjia Town in

Tongnan District.

According to the survey in January 2020, there are four people in Tang’ s family (including his wife, two children, and himself). His family has not been affected by LA or HD. He and his wife are both 40 years old. Because he has nasal cancer, he can't do heavy work; The wife farms at home and raises the younger daughter; his eldest son is unemployed. His family is the household enjoying the minimum living guarantee in Xiaoqiao village. At present, the source of income is mainly from farming (RMB 3000 / year) and getting minimum living allowances (RMB 375 * 3 persons * 12 months / year). The annual income of his family in 2019 is 16,500 yuan. They are very supportive of the construction of our project. After the road construction is completed, it will become easier for family members to go out to work and seek medical treatment.

According to the survey in June 2020, the source of income is mainly from wife's logistical work at school (RMB 12000 / year) and getting minimum living allowances (RMB 375 * 3 persons * 12 months / year). The estimated annual income of his family in 2020 is 25500 yuan.

(10) Xu Gang: This affected person is from the 5th group of Pingfeng village, Yunwu Town in

Fengjie County.

According to the survey in January 2020, there are five people in Xu Gang's family (including his wife, two children, mother-in-law, and himself). 19.89 mu of forest land in Xu’ s family has been acquired for this project, and the related compensation (99,450 yuan) has been paid in January 2020. Due to the poor health of his family (his mother-in-law suffered from cirrhosis, and his wife suffered the cerebral infarction, Xu Gang himself also suffered from gastric bleeding and was unable to do heavy work), at present, the source of living mainly depends on planting medicinal materials (RMB 3000 / year), raising pigs (RMB 20,000 / year), and getting minimum living allowances (RMB 250 * 5 people * 12 months / year). In 2019, he also received 10,000 yuan in poverty alleviation for planting. And participated in the skills training (auto repairing) organized by the government, and the annual income of 2019 is 48,000 yuan. As compensation for land acquisition has been received, life is expected to be improved in 2020.

42 According to the survey in June 2020, since they have received LA compensation, family's living standards have improved, with an estimated annual income of 147,450 yuan.

(11) Yu Yixi: This affected person is from the 5th group of Pingfeng village, Yunwu Town in

Fengjie County.

According to the survey in January 2020, there are six people in Yu’s family (including his wife, three children, father-in-law and himself). His family is the poor household in the village. A total of 16.43 mu lands (3.9 mu of cultivated land and 12.53 mu of forest land) have been occupied by this project. The related compensation (129,210 yuan) has been paid in January 2020. Because he and his wife are less educated, they can only stay in the village to engage in agricultural work and provide financial support to the elderly and children at home, so the living standards can never be improved. The source of living mainly depends on raising pigs and bees (25,000 yuan / year) and relatives' assistance (100,000 yuan in borrowing). The annual income of 2019 is about 25,000 yuan. Since the compensation for land acquisition has been received, life is expected to be improved in 2020.

According to the survey in June 2020, since they have received LA compensation, family's living standards have improved, with an estimated annual income of 154,210 yuan.

7 Complaints and Grievances

7.1 Mechanism of Complaints and Grievances

The complaint channel, coordination and arbitration modes for each component are almost the same: To those affected residents who are unsatisfied with the implementation of EMDP or the resettlement plan, they can start reporting to the village committees or the resident administrative offices. The relevant staffs shall be responsible to help the reporters sort out the problems with communications with the employers or authorities. If the problem could not be resolved, affected people can appeal to the specified immigration implementing agencies, such as resolving problems by holding coordination meetings, hearings and so on. If the problems still cannot be coordinated or resolved, the affected people can lodge complaint to the people`s courts through legal channel. In such cases, the affected people enjoy the rights to appeal to the courts directly.

The detailed grievance procedures as shown below:

 Stage 1: If there is any argument on the resettlement plan and EMDP for land acquisition

compensation and EMDP implementation, the affected person or group will submit a written or oral

complaint to the township/town government. As for oral complaint, the government will deal with it

and give written record. Whenever possible, the town government will resolve the issue directly with

the affected person. The town government shall give a clear reply within one week.

 Stage2: if not satisfied with solution in stage 1, the affected person or group can lodge a

complaint to county land and resources bureau of each component according to relevant laws and

regulations in China, and the Land and Resources Bureau of all counties should make solutions

within ten days.

 Stage 3: if not satisfied with solution in stage 2, the affected person or group can lodge a

complaint to district/county PMOs after receiving the written decision, the district/county PMOs

should take actions within one week.

 Stage 4: if still not satisfied with solution in stage 3, as for any problem concerning the

resettlement, the affected person or group can lodge a complaint to governmental departments

44 including county legal department like courts, county discipline inspection department and petition

department.

7.2 Complaint Records and Responses

From January 2020 to June 2020, Fuling has received 1 complaint, which has been solved. At present, the complaint mechanism of the project is operating smoothly in the project areas, and the complaints from affected people and the solution by authorities are shown in Table 7-1 for reference. Up to June 2020, most of the action plans have been completed. The completion rate of SAP is 56%; the completion rate of GAP is 50%; and the completion rate of EMDP is 76%.

Except for the new projects Tongnan, Fengjie and the Fuling project, the construction for Shizhu and

Chengkou have been completed. Some outstanding activities such as solid waste treatment training, road safety plans and public consultation on bus services should be carried out as soon as possible.

The unfinished activities and suggestions are summaried in Table 8-1. EMT has reminded the IAs to implement those activities as soon as possible in the previous report, but there is still no new progress in the first half year of 2020. It is recommended that CPMO once again urge relevant IAs to conduct within the time recommended in Table 8-1.

(2) The Unreached Targets

As the country's poverty alleviation efforts strengthened, the number of poor people decreased significantly, and also the proportion of poor employees has decreased. It cannot meet the indicator that at least 30% of workers are from poor households.

In addition, the proportion of EM employees and the proportion of female employees have not met the requirements. In the implementation of new projects, construction units should be urged to maximize the proportion of minority employees and female employees;

The cumulative proportion of EM employees has not reached to 80%. The main reason is that local young people in Shizhu go to work outside. The main residents in the villages are elderly and women, local villagers have limited participation in construction. It is recommended that Shizhu should employ more

EM workers in road maintenance in the future to ensure the participation 80% of EMs.

The cumulative proportion of female employees has not reached the requirement of 30%. The main reason is that local women spend more time to look after their families and are unwilling to engage in heavy physical construction. The contractors of Wulong, Fuling, Fengjie, Tongnan and Rongchang should try their best to increase the proportion of female employees.

(3) Suggestion for Operational Phase

The proportion of women and EM empolyees in road maintenance and landscaping is currently unmonitored. Only Chengkou has employed workers laborers in landscaping and simple road

52 maintenance, and has met the requirement of 50%. EMT has reminded that IAs should increase women and EM employees to participate in road maintenance and landscaping in the future.
