Downtown Revitalization Initiative “Resurgent Rensselaer” – Submitted by the City of Rensselaer BASIC INFORMATION Regional Economic Development Council (REDC) Region: Capital District Municipality Name: City of Rensselaer Downtown Name: Rensselaer Transit Village County: Rensselaer Vision for Downtown. Provide a brief statement of the municipality’s vision for downtown revitalization. The City of Rensselaer is in the process of reinventing itself as an active waterfront transit village where residents can “Live, Work and Play.” In order to accomplish this mission, the city plans to completely redevelop its waterfront, redefine Broadway as its Main Street, and improve connectivity from new residential, retail, commercial and recreational uses to the Albany/Rensselaer Train Station. Justification. Provide an overview of the downtown, highlighting the area’s defining characteristics and the reasons for its selection. Explain why the downtown is ready for Downtown Revitalization Initiative (DRI) investment, and how that investment would serve as a catalyst to bring about revitalization. The City of Rensselaer is the prime example of a community which is in the midst of rebirth as a modern-day transit village. The city boasts a wonderful location with easy access to regional rail transportation, waterfront recreation, new mixed-use housing developments and a traditional Main Street thoroughfare along Broadway. Moreover, Broadway directly connects the waterfront to a number of historic resources within the city, offering an opportunity to rebrand the city as a modern transit village and historic maritime port of call along the Hudson. A historic impediment to redevelopment along Broadway and the waterfront has been the existence of perceived and potential brownfield sites, as highlighted in the City’s New York State Brownfield Opportunity Areas Program Nomination Study. -

CORNING PRESERVE MASTER PLAN |PROGRAM DEVELOPMENT INTRODUCTION__ Corning Preserve Park is an essential piece of Albany’s urban fabric that extends to the far eastern edge of the City. Bordered by I-787 to the west, Livingston Ave Bridge to the north, the Hudson River to the east and pump stations to the south, the 11-acre park is the City’s most direct outlet to the waterfront. Located only ¼ mile downhill from City Hall and downtown Albany, public access is primarily limited to a single pedestrian bridge over I-787 and a circuitous route from the warehouse district for those travelling by car. Connectivity to Corning Preserve Park is highly disrupted by an overwhelming 12 lanes of moving traffic, some elevated, LIVINGSTON that comprise Interstate 787 and its frontage roads, and AVE BRIDGE a freight rail line nestled within the highway corridor. Through the Corning Preserve Master Plan, Capitalize Albany and the City of Albany have endeavored to help stakeholders visualize the park’s role within the community and add value to the future development of the Corning Preserve and Downtown Albany. COMMUNITY INPUT__ The consultant team moderated a public input process to gain perspectives from current and prospective park users and community stakeholders. They presented precedent images that helped community participants visualize the riverfront park’s exciting potential. This valuable exchange allowed the planning and design team to identify park users and take an inventory of park elements, infrastructure and experiences that were I-787 important to them. The dialogue offered a rationale behind prioritizing a park improvement development HUDSON RIVER program outlined below. -

The City of Rensselaer is reinventing itself as a bustling waterfront and multi-modal, smart and sustainable “Transit Village Downtown” at the geographic and historic heart of the Capital Region with an even mix of market rate and affordable units, diverse and proud neighborhoods, expansive recreational facilities, walking access to the multi-purpose Hudson Riverfront, minimal commutes to growing employers in Rensselaer, East Greenbush, and Albany, easy links to the nation’s 9th busiest Train Station to reach points in all directions, and a mixed-use Broadway Corridor with retail, cultural, and historic attractions and unique residential opportunities. Justification. Provide an overview of the downtown, highlighting the area’s defining characteristics and the reasons for its selection. Explain why the downtown is ready for Downtown Revitalization Initiative (DRI) investment, and how that investment would serve as a catalyst to bring about revitalization. The proposed DRI Target Area is at the core of our community resurgence and built off of our recently completed and well vetted Brownfield Opportunity Area (BOA) Nomination Study. This area, a stone’s throw from the State Capital complex, Regeneron Pharmaceuticals, SUNY East, AMRI and RPI Tech Park offers employers and employees a diverse, safe downtown area ripe for investment and vibrant quality of life amenities. We are at the heart of an employment triangle that encompasses thousands of workers who could enjoy a commute of mere minutes on bike or bus. -
