The demise of the Coalition and the Nationals governing alone, 1981–1983 In 1980, backroom plans had been already entertained for a stand-alone National Party government supplemented by a few Liberal ‘ministerialists’— opportunists who would cross over and side with whatever the next ministry turned out to be in order to remain part of the next government. Historically, ‘ministerialists’ were typically senior parliamentarians who, forgoing party loyalties, decided to collaborate as individuals in the formulation of a new government. After the 1980 election, however, any such musing was put on hold as the two conservative parties lapsed back into coalition. This time, the Nationals clearly imposed their dominance, taking the prime portfolios and consigning the ‘leftovers’ to the Liberals. Labor began to refer to the junior partners as ‘Dr Edwards and his shattered Liberal team’—the losers who were ‘now completely the captive of the National Party’ (QPD 1981:vol. 283, p. 7). Despite his vitriolic attacks against the Premier and the National-led government, Llew Edwards retained his position as Deputy Premier and Treasurer—positions he would keep until he was deposed by Terry White on the eve of the Coalition collapse in August 1983, although there was an unsuccessful attempt by dissident Liberals to remove Edwards in November 1981. When the Premier learned about the dissident Liberal plan to topple Edwards, with Angus Innes taking the lead, he declared Innes an ‘anti-coalitionist’ and someone with whom he would not work. Instead, Bjelke-Petersen began hatching plans to form a minority government with whomsoever among the Liberals who would give him support; and then to govern alone until mid-1982. -

Downloaded from http://hdl.handle.net/10072/366904 Griffith Research Online https://research-repository.griffith.edu.au Arthur Fadden: a political silhouette Tracey M Arklay BComm (Hons) (Griffith University) Department of Politics and Public Policy, Griffith Business School Griffith University Submitted in fulfilment of the requirements of the Degree of Doctor of Philosophy October 2010 3 Abstract This thesis examines the political legacy of Sir Arthur Fadden, leader of the federal Country Party (1940–58), prime minister (1941) and, until his record was surpassed by Peter Costello, Australia’s longest serving treasurer (1940–41 and 1949–58). It traces his life story from ordinary beginnings in north Queensland, through his foray into business as an accountant and his long career in politics – local, state and federal. The thesis argues that Fadden was integral to the establishment of the enduring coalition arrangement between the Liberal Party and the Country (later National) Party that remains in place to this day. This thesis employs the methodology of political biography, building a portrait of Fadden by looking at the influences that shaped him as a person and a politician. Yet it is not a standard ‘life’ biography but rather a political inquiry into a political figure, focusing particularly on his contribution to the coalition and his role as party leader. As such the thesis contextualises Fadden very much as a man belonging to a particular time and place in Australian history. -

Rockhampton Regional Council Local Recovery Plan The recovery objectives of the flood event resulting from Ex-Severe Tropical Cyclone Debbie are: to identify appropriate recovery measures; allocate responsibility for actions and tasks to Council and key agencies; and establish timeframes for actions. The floods in central Queensland caused a large number of direct economic impacts, including lost coal production, lost agricultural production, damaged infrastructure and the emergency response and avoidance costs. However, the floods also caused a variety of indirect costs, as those impacts and the interruption to business activities rippled through the local and state economy. -

9h Australian Small Bridges Conference 2019 Subsea Scour Protection Ray Crampton, Operations Director, Commercial Marine Group Nick Ayres, Engineering Project Manager, Commercial Marine Group Chris Alsop, Fabrication Manager, Commercial Marine Group ABSTRACT Bridge scour is the removal of seabed or riverbed sand from around bridge and wharf abutments and piers. Scour is caused by fast moving water, thus compromising the integrity of a structure. Commercial Marine Group has designed and installed custom scour mattresses for a range of Clients and will discuss the challenges presented by the Client and the solutions provided. Recent projects that will be presented to delegates is the installation of the Callaghan Park Boat Ramp in the Fitzory River, Rockhampton, 80CBM of concrete in-situ installed into custom designed grout bags and the Kingsford Smith Drive Project in Brisbane, where the team assisted with the installation of 330 scour matts, weighing between 30 and 80 tonne each. Secondly, you will be presented with the sewerage outflow solution on the Kingsford Smith Drive Upgrade Project, Brisbane. Both projects presented unique challenges and learn how and why the final solutions were developed and installed in a subsea environment using commercial divers and specialized floating plant. 1 INTRODUCTION CMG has been appointed as a subcontractor to several tier one projects that relate to provision of engineering design, fabrication and install of subsea scour protection, seabed stabilization and subsea structural solutions to support other structures. The two projects that will be presented here are Kingsford Smith Drive (KSD) in Brisbane, Queensland and Callaghan Park Boat Ramp in Rockhampton, Queensland. KSD Brisbane presented with a number of key challenges relating to structures (road and utilities) being installed in an environment with varying riverbed material, from rock to mud to hard clay, depth ranging from tidal to -10m, currents of up to 3 knots and challenging for divers with zero visibility. -

Queensland Government STATE RECOVERY PLAN 2017-2019 Operation Queensland Recovery Working to recover, reconnect and rebuild more resilient Queensland communities following the effects of Severe Tropical Cyclone Debbie UPDATED – MAY 2019 – Medical and Emergency Services staff unload supplies from a CH-47 Chinook helicopter from the 5th Aviation Regiment to support residents in Proserpine affected by STC Debbie. 2 State Recovery Plan 2017-2019 Operation Queensland Recovery Message from the Premier and Minister for the Arts Queensland is certainly no stranger to natural disasters and Mother Nature has once again put us to the test with Severe Tropical Cyclone Debbie causing heartache to thousands and more than a billion dollars in damage to industry and infrastructure across the state. From the beautiful Whitsundays to the Tweed border, almost half of the state felt the fury of the Category 4 system and associated torrential rainfall and flooding. It is no surprise that in the aftermath, we have seen neighbours helping neighbours and complete strangers lending a hand to those affected to get them back on their feet. It is instinctive in the hearts of Queenslanders to help each other and just as we have always done, we will continue to work together to rebuild and recover. Through many years of consecutive disasters, we have learned a number of hard-fought lessons about preparedness, responsiveness and resilience. We’ve proven the value in building back better and helping communities and individuals take a lead in their own recovery. But for all we have learned, every disaster event is different and we can never be completely prepared for the unpredictability of natural disasters.
