1.0 COAT OF ARMS

The coat of arms comprises of: The Shield - is divided into three parts and each part symbolizes the industries that led to the growth of Lautoka City from a small commercial center to a city of commerce, industries and service industry. i. Top Part - comprises of Lautoka Sugar Mill with its original one chimney, a steam locomotive which was used until late 1960s pulling cane laden trucks and some sugar cane plant. ii. Bottom Right - comprises of cruise ship and an off shore island depicting that the city has a port for imports and exports and also for cruise ship for tourists. iii. Bottom Left -comprises of pine trees, logs and sawn timber which is becoming a major industry.

The Supports - two bullocks yoked together seen ploughing through young cane field.

The Crest-resting on top of the shield is a helmet. On top of the helmet is a wreath of twisted cloth which holds the mantling with jagged edges. Upon the wreath rest two Fijian war clubs.

3.1 HISTORY Legend has it that within the bounds of today’s Lautoka city, there lived two tribes each with a chief. As a result of an argument one day, a fight broke out between the two chiefs at a spot which is now known as “Farquhar’s point”. As one chief speared the other screamed “LAU-TOKA” meaning “spear –hit” or “hit to win.” And so, Lautoka acquired a name. The development of Lautoka perhaps began in 1899 when sugar milling company, Colonial Sugar Refining Company Limited made an application to the government to build a wharf at Lautoka in order to export sugar from western . In that year it had decided to build a sugar mill in Lautoka which was completed in 1903.

3.2 ESTABLISHMENT Lautoka was proclaimed a township on February 2, 1929 under Municipal Institutions Ordinance. It was proclaimed a town on January 1, 1944 under towns’ ordinance having an area of 107ha (265ac). In 1952 area was increased to 607ha (1500ac). The first election was held on March 28, 1952. The area was further increased to 1000ha (2500ac). On November 4, 1972 with the enactment of Local Government Act, 1972, municipal elections were held on common roll basis with four wards each having three councillors. Lautoka was declared a city on February 25, 1977 when 1976 census report stated that it had more than 25,000 residents. The city area was further increased to 1607ha (4000ac) in 1991. There are sixteen councillors and four wards in the city. Replacing the councillors, the government of the day had appointed a Special Administrator on February 16 2009 till September 2014.

3.3 POPULATION It has about 8,164 ratepayers, 13,415 school children attended primary & secondary school within the city vicinity and a total of 43,473 residents were recorded from the December 2008 Census. Lautoka is an ideal city where people from various ethnic backgrounds have settled and have lived harmoniously and have prospered with their hard work and dedication.

3.4 LOCATION The city is situated in the western side of Viti Levu, the largest island of Fiji. It is only 25km away (towards north) from International Airport. The city is surrounded with the blue Pacific Ocean on the western side together with sugar cane and pine trees on the other sides.

3.5 INDUSTRIES Lautoka is the sugar city as many people describe. Sugarcane has been the major industry of Fiji and Lautoka is the base. Here, one finds the industries, headquarters, the largest sugar mill, central sugar bulk storage, modern loading facilities and a large wharf. Apart from this, there are a number of other industries such as timber, pine chips,

garment, distillery, brewery, jewelers, blending, steel, fishing, hatchery, domestic items, paints, building, flour mill, soap factory, oil/ghee refinery factory, aerated water and juice factories, concrete industries, engineering and steelwork workshop, hardware, pipe factory, tube makers and roofing iron factory and many more. All government departments in the western division are controlled through their respective Lautoka Offices. The city is also the headquarters for the following government entities such as:- The Fiji Pine Commission, Limited, Sugar Cane Growers Council, Fiji Sugar Commission and The Agricultural Tribunal Office.

3.6 WEATHER Lautoka is renowned for its fantastic weather with beautiful sunny days and clear blue skies all the year round. The two seasons annually May to September is cool and dry and October to April the hot and wet. Humidity is usually low even though the temperature is high. The average warm temperature is 30ºc.

3.7 SPECIAL ADMINISTRATOR – Lautoka City Council In the absence of an elected Council, the Minister of Local Government with the Amended Local Government Act 125, section 9A, (1) & (2) appointed: 1) Mr. Praveen Kumar Bala, former Town Mayor, to be Special Administrator from August 01, 2010 until to date.

Page | 8 LAUTOKA CITY COUNCIL – 2012 ANNUAL REPORT 6.0 HIGHLIGHTS OF 2012 6.1 STATE OF DISASTER – AFTERMATH OF TWO (2) TROPICAL DEPRESSIONS The impact of the two (2) tropical depressions that hit the western division at the end of January and March, 2012 were heavily felt respectively by our neighbouring municipalities and Lautoka was no exceptional. Lower parts of Lautoka was flooded especially those residing besides the three main creeks namely Namoli, Musuniwai and lower Saru creek at Natabua flats and Navutu Industrial Area. Part of the Queens Road at Natabua/Navutu flats was submerged whilst the spillover of drains and channels causing the flooding of roads within part of CBD area. During the two state of disaster, council offered assistance in kind to Nadi and Ba Town Council for their quick restorations and also participated and assisted the Divisional Emergency Operation Center (DivEOC) Western under the leadership of the Commissioner Western. In partnership with the business communities and interested individuals, the council raised $57,000.00 for the Prime Minister Flood Assistance Fund which was personal hand over to the Prime Minister during a civic reception at the council chamber.

6.2 VODAFONE FARMERS CARNIVAL - 2012 The Vodafone sponsored 2012 Farmers Carnival was held from the 1st to 7th of July, 2012 at Carnival ground. The carnival objective is to raise fund for the underprivileged children’s education in Lautoka. The council hosted the 16 contestant for a luncheon and tour within the city as part of its contributions to the organizing committee.

6.3 GENERAL MACHINERY SUGAR FESTIVAL The Sugar Festival was sponsored by General Machinery Hire Limited with a theme ‘together we can make a difference’ was held at the Carnival ground from 21st to 28th July, 2012. The carnival aimed at having 'fun in the sun' was a success as usual, brightening the sugar city even more, thou the public turnout was not that favorable.

6.4 CREST FIJI 2012 AGRICULTURE SHOW For the first time ever, the national event of Agriculture Show was brought down to Lautoka so that farmers affected in the two floods benefited from the event which brought together government agricultural experts to interact and share their knowledge. The event was held from the 6th to 11th August, 2013 at Carnival with displays whilst the Prime Minister Farmer of the Year Award was held at the main Churchill Park on the closing night. The impact of the event was very encouraging in terms of economic activities in the cities and nos. of people, especially school children who coming in for the show

6.5 ARISE FJI FOR JESUS – 2012 The International Evangelistic Convention known as Arise Fiji for Jesus – 2012 was held on the 09th to 16th September, 2013 at the enclosed Churchill Park whilst an organized mini-carnival in partnership with the Lautoka Chamber of Commerce was held at the Carnival with intent to promote Fiji Made products. Christian groups from Australia, New Zealand, Solomon Island, PNG, Vanuatu and around Fiji were also present in the week-long festival of singing and praise. Guest speakers for the event include the well-known celebrity Mr. Johnny Lever and former Australian (Wallabies) Rugby 1991 World Cup captain, Mr. Nick-Farr Jones and many successful Christian people.

Page | 9 LAUTOKA CITY COUNCIL – 2012 ANNUAL REPORT 6.6 DIGICEL ADI SALUSALU FESTIVAL The Ba Provincial Council holds their week-long fundraising festival at the Carnival ground under the sponsorship of Digicel Fiji. The event was official opened by the Prime Minister of Fiji – Commodore Voreqe Bainimarama on 28th October, 2012. The main purpose of the festival is to fundraise for the educations (scholarship) assistance of the children of .

6.7 BSP LIFE SUKUNA BOWL CHALLENGE For the first time ever, the famous Ratu Sukuna Bowl Challenge between the Fiji Police Force and Republic of Fiji Military Force was brought down to Lautoka. The annual event brought a lot of people from around Fiji and the challenge was won by the Fiji Police Force after a good rugby game against the Republic of Fiji Military Force.

8.11 DOG TRAPPING EXERCISE The dog trapping exercises are carried out in areas upon the request by ratepayers. The trapping exercise was conducted using council’s Multipurpose Truck [MPT] and two [2] employees from Vunato Dump Site.

Total of 289 dogs were trapped and the total cost incurred by council was $9,907.82. Page | 18 LAUTOKA CITY COUNCIL – 2012 ANNUAL REPORT 8.12 WASTE DISPOSAL AND MUNICIPAL GARBAGE DUMP The garbage collection and removal services were carried out by contractors and all wastes disposed at the council’s dump including refuse from market. All other refuse arising from the cleaning of streets, gutters, drains, grass cutting, mowing of road verges and parks by the council and contractors together with all residential garden refuse and other such matters arising from private, commercial, industrial premises including condemned foods and dead animals were disposed at the council’s dump. Total of 1,338 loads of refuse was collected by refuse contractor on a user pay concept and disposed at VDS.

The garbage from Nadi Town Council and other Industrial/Commercial premises in Lautoka/Nadi Rural including Island resorts and villages were also disposed in the dump. The private contractors also disposed industrial/commercial waste from Nadi at the rubbish dump.

Total number of loads of refuse disposed at the council’s dump was 9,916 loads during the year amounting to 26,606 tonnes. [2011: 10,610 loads/24,796.60 tonnes] The waste disposal site is at Vunato. There are 1 full-time dump attendant, 3 3R Project workers, 2 heavy machine operators and 5 securities at the dump deployed for general supervision of all garbage disposals and the collection of dumping fees and providing security for 24 hours. The area is low-lying mangrove swamp and the method of disposal is by open aerobic evaporation method of disposal. The total area of the dump site is 16 hectares. The dump has been regularly sprayed against flies by council employees.

8.13 SUPERVISION OF CONTRATUAL WORKS The Health Department supervised garbage collection and disposal, market cleaning, garden refuse collection and fourteen [14] public convenience cleaning contracts.

The council generated total revenue of $137,386.89 from the user pay concept from public conveniences.

8.14 MOSQUITO CONTROL WORKS:

Survey Works: Larval During the year as part of mosquito control works, monthly larval survey works were carried out in order to monitor the density of mosquito population in the city. Specimen of larva was collected and identification was carried out by Health Department inspectorate to ascertain the presence of vectors responsible for the spread of dengue fever and Ross River fever. Copies of reports were sent to Ministry of Health.

Mosquito Spraying: Anti-mosquito spraying was carried out in the city area from May 7, 2012 to May 23, 2012. For the spraying works, Ministry of Health had provided thirty [30] litres of chemicals and LECO motorized sprayer. The council’s health inspectors conducted the mosquito spraying works. All necessary support and logistics were provided by Engineering Department especially in release of vehicle EE982 for the spraying works. The whole city area was covered during the period. It took 13 days [depending on the weather] to complete the whole city. The department will continue with routine vector surveillance and monitoring works and may take legal against those who fail to keep their premises free from mosquitoes. Page | 19 LAUTOKA CITY COUNCIL – 2012 ANNUAL REPORT The ratepayers have acknowledged and appreciated the spraying works carried out by the council.

Spraying in Private Premises: The spraying of private residential premises and industrial premises was also carried out for the destruction of mosquitoes on user pay concept.

Other Control Measures: Routine house-to-house visits by the inspectorate staff to check likely mosquito breeding grounds on the premises were carried out throughout the year. The residents were advised on source reduction by destruction of mosquito’s breeding grounds. Also emphasis was placed on the clearing of vacant lots and compounds with overgrown grass.

8.15 FLY CONTROL AT MARKET: The market and bus terminal areas were sprayed against house flies and blow flies by using suitable knockdown insecticides.

8.16 ANTI-LITTER WORK: The Litter Promulgation 2008 was enforced by the council’s Litter Prevention Officers. Verbal warnings were given and on the spot fines were also imposed as provided in the Decree. 8.17 LEGAL PROCEEDINGS: Contravention of Lautoka (Animals) By - Laws Cap. 111 Legal proceedings were instituted against one (1) person for keeping animals.

8.18 FOOD SAFETY ACT 2003: One (1) case was referred for legal action for contravention of Food Safety Act 2003.

FOOD SAFETY WORKS Routine food safety works including inspection of food premises, food and water sampling, investigating food complaints, conducting awareness and health licensing works were conducted during the year.

Total of 174 health licenses were processed on behalf of Central Board of Health. Total of $54,800 in health license fees was collected and forwarded to CBH. Total of 81 abatement notices and 1 order of closure were also issued in pursuant to section 51 of the Food Safety Act 2003.

8.19 COMPLETION OF JICA 3Rs PROJECT - TENTH (10th) JOINTCORDINATING COMMITTEE MEETING (JCC) FEBRUARY 27 – 28, 2012 – CITY COUNCIL CHAMBER The tenth (10th) JCC was held from February 27-28, 2012 at Lautoka City Council Chambers. The council was represented by the Special Administrator, Chief Executive Officer, Acting Director Health Services, Co - Project Manager of the 3R Project and Health Department Staffs’

Page | 20 LAUTOKA CITY COUNCIL – 2012 ANNUAL REPORT The meeting was attended by Director of Local Government, Director of Environment, Assistant Resident JICA representative, members of Japanese Expert Team and J- PRISM, staffs of Department of Environment, JICA, CBH, NTC and also included media personnel’s. The meeting was officially opened by the Special Administrator of Lautoka City Council.

The JCC meeting discussed the outline and achievement of project and sustainability measures by NTC/LCC/DOE. The stakeholders present at the meeting acknowledged the council for the commitment and continuous support which resulted in successful implementation of the project.

The effort and contribution of counterpart staffs of both the LCC/NTC was also acknowledged by the members of JCC. It was also noted that staffs of LCC/NTC had greatly developed their capacity for 3R promotion.

The outline of J-PRISM was also explained by the expert member of J-PRISM. JICA and DOE indicated their interest in utilizing the staffs of the LCC/NTC in expanding the 3Rs concept to other municipalities in Fiji and the region and requested for the usual support from both LCC/NTC on the matter.

The 10th JCC meeting concluded with the unveiling of the monument at Vunato Disposal Site by LCC, DOE, JICA and Ministry of Local Government. The monument was installed in recognition of the significance and contribution of 3R Project towards establishing sound waste management practices in LCC.

The 10th JCC members arranged a meeting with the Minister of Local Government, Urban Development, Housing and Environment on March 1, 2012 at Ministry of Local Government Office in . The purpose of the meeting was to inform the Minister about the outline and achievement of the 3R Project and highlight update about the J- PRISM project.

8.20 MEETING WITH THE MINISTER OF LOCAL GOVERNMENT, URBAN DEVELOPMENT, HOUSING AND ENVIRONMENT The meeting with the Minister was attended by Chief Representative Officer of JICA Fiji Office, Permanent Secretary of Local Government, Urban Development, Housing and Environment, the Special Administrators of LCC/NTC and Rakiraki Town Council, Director of local Government, Director of Environment, members of Japanese Expert Team of 3R Project and J-PRISM, staffs of Department of Environment, JICA, LCC, NTC and also included media personnel.

The outline and achievement of the 3R project was presented by the Chief Advisor of 3R Project, Mr Anai and outline of J-PRISM was presented by the expert member, Ms Kani. JICA Chief Representative Officer whilst delivering the speech reiterated that the 3R project was one of the most special and successful project in comparison to many projects which it has been involved in the past.

He thanked all stakeholders concerned and stated that JICA looked forward to the cooperation from LCC/NTC/DOE and Ministry of Local government in ensuring the successful implementation of the J-PRISM. The Minister also acknowledged JICA for the technical cooperation and ensured all stakeholders that the Ministry will ensure that the achievements of the 3R project are replicated to other municipalities.

Training for Counter Part Staffs from Papua New Guinea on Weighbridge System of Vunato Disposal Site (VDS), May 20, 2012 and May 28 - 29, 2012. 4. Consultative Workshop on “General Provisions of Food Safety Act 2003 and Good Hygiene Practices” for Food Establishments (manufacturers, suppliers, importers, exporters, distributors and supermarkets) on June 20, 2012 in the council chambers. 5. Consultative Workshop on “General Provisions of Food Safety Act 2003 and Good Hygiene Practices” for Food Vendors on July 4, 2012 at the Lautoka Market. 6. Training for 2 Tuvalu Counter Part Staffs on Garbage Collection Services of Lautoka City Council was facilitated from August 8 – August 14, 2012 7. DHS Gyneshwar and MHS Rouhit conducted 3Rs awareness at Ba Special School. Also donated a composter with chips. 8. Facilitated a visit by ILO Mission/JPRSM Team on follow-up of the implementation of WARM Manual and OHS Issues on July 2, 2012. 9. Setup 3R Display booth at Adi Salusalu Festival from October 27, 2012 which ended on Nov 3, 2012. 10. 300 students of Lautoka Andhra Sangam School visited VDS for awareness. 11. LCC facilitated visit by participants of JPRISM/Shibushi Project Regional workshop November, 2011. 12. 60 students of Naboro Primary School visited VDS for awareness. 13. 65 USP students visited VDS for awareness.

8.24 AWARDS FUNCTION OF LAUTOKA CLEAN SCHOOLS COMPETITION- 2012 Lautoka City Council in partnership with Ministry of Education, Department of Environment, JICA Alumni and J-PRISM Project organized the Lautoka Clean Schools Competition 2012 with the following aims:- 1) To give the opportunity for schools to start proper waste management 2) To target children in creating awareness on the concept of waste minimization to homes and communities since they are regarded as effective agents of change and influence. The competition was organized in three division’s namely recycling, awareness raising and composting. The council staffs distributed circulars from Ministry of Education for the participation of schools and also conducted monitoring of the schools initiatives. The judging for the 25 schools participating under the program commenced on Monday October 22, 2012 for five days. The staffs of Ministry of Education, Ministry of Environment, Nadi Town Council JICA Volunteer and health department staffs were part of the judging team.

Page | 22 LAUTOKA CITY COUNCIL – 2012 ANNUAL REPORT The competition was organized following the success of 2011 program which was organized with the financial assistance of Ministry of Environment whereby trophies were donated and awarded to the winning schools during award ceremony. The council received sponsorship of $2000.00 from the JICA Alumni following the approval of the action plan submitted by the Alumni members based at Lautoka City Council. This budget was utilized for the prizes and awards function which was held in November 23, 2012. The chief Guest at the function was the Divisional Education Officer West, Mr. Lorima Voravora. 8.25 DISPOSAL OF REFUSE AT DUMP – FLOOD DEBRIS/CONDEMNED FOOD During January and March floods a lot of waste had been generated in terms of condemned food, flood debris including mud silt, damaged household items, green waste, damaged business waste etc. The record of disposal of waste is as follows:

(b). Nadi Town Council – Flood Damaged Items/Debris The council had allowed Nadi Town Council free disposal of items such as debris, silt and other business wastes at Vunato disposal site that was generated during the January/March floods.

In January, a total of fifteen [15] loads of wastes were catered that amounted to 59.81 tonnes at a value of $2,392.00 in disposal fees. For the March floods the total number of loads disposed was 151 that amounted to 1184.27 tonnes and a value of $47,370.80.

The total number of loads a flood waste disposed for January and March floods was 166 loads that amounted to 1244.08 tonnes at a the value of $49,762.80.

The above assistance provided during these natural disasters ensured that Nadi Town Council saved a total of $49,762.80 in disposal fees.
