1.0 Introduction

The Michigan/Grand River Avenue corridor is a heavily traveled corridor in the Lansing region that often experiences severe traffic congestion. The Capital Area Transportation Authority (CATA) provides Route 1 service along this corridor. Average daily ridership on Route 1 alone is approximately 7,000 a day. There is a diverse mixture of trips that occur on Route 1 throughout the day. There are typical home-to-work transit trips, for this corridor includes businesses and retail businesses in locations such as the area, , and downtown Lansing. A large portion of the corridor’s home-to-work trips are associated with state government jobs at government office buildings located in downtown Lansing. Another key market consists of shopping-related travel. The corridor includes the Meridian Mall area that includes the mall, Meijer (south of Grand River Avenue) and Wal-Mart and Target, (located north of Grand River Avenue and east of Marsh Road). There is also substantial university-related travel (student, faculty and staff). Michigan/Grand River Avenue is the northern boundary of Michigan State University (MSU). Lansing Community College is also located in downtown Lansing. With such diverse travel markets, it is no surprise that so many CATA transit trips have origins and destinations along the Michigan/Grand River Avenue corridor.

This Alternatives Analysis (AA) has been undertaken to evaluate potential transit improvements that can better address the travel markets along the Michigan/Grand River Avenue corridor. This Technical Memorandum begins with a description of existing CATA transit services, with particular focus on services located within the Michigan/Grand River Avenue Corridor. The Baseline

Alternative is then presented, followed by the three Build Alternatives that were initially considered in this Alternatives Analysis – a Streetcar Alternative, a Bus Rapid Transit (BRT) Alternative and a Light Rail Transit (LRT) Alternative. All three alternatives have common alignments and end points (Meridian Mall and downtown Lansing), but do vary with regards to station locations. The final recommended Locally Preferred Alternative (LPA) reflects a modified BRT Alternative, which is presented at the end of this Technical Memorandum. Detailed service plans are presented for each modal alternative. All alternatives are being evaluated for the Horizon Year 2035.

2.0 Existing Transit Services

CATA provides a variety of public transportation services in the greater Lansing and outlying areas. All of Ingham County and portions of Eaton County and Clinton County are served by CATA. This section of the Tech Memo presents a general description of CATA services, followed by a more specific description of Michigan/Grand River Avenue transit service. A description of Route 1 characteristics is also presented, based on an on-board survey and trip level analysis that was completed as part of this study.

2.1 CATA Transit Services

Most of CATA’s services are fixed routes in the greater Lansing area. The family of fixed route services includes:

 Lansing area routes;

 Eastside routes (serving East Lansing, Okemos, Haslett and souteast Lansing;

 MSU campus routes (“Spartan Services” that provide supplemental fixed route service during the fall and spring semesters);

 Limited Stop Routes (Mason and Williamston/Webberville);  Shopping Bus (providing scheduled service from senior housing complexes to grocery stores and shopping centers);

 Entertainment Express (providing nighttime trolley bus service); and

 Special community event service (such as the East Lansing Art Festival).

CATA also provides a family of curb-to-curb services. Those include the following.

 Spec-Tran provides curb-to-curb service for individuals who have been pre-certified in compliance with Americans with Disabilities Act requirements. The service operates seven days a week during the same hours as CATA’s fixed route service, and is scheduled through advanced reservations.

 Redi-Ride is an advanced reservation curb-to-curb service which operates Monday through Saturday for Delhi Township, Meridian Township, Mason and Williamston/Webberville.

 CATA Rural Service (CRS) is an advance-reservation, curb-to-curb service for those travelling in the outlying areas of Ingham County.

 Connector Service provides regularly scheduled small bus transportation connecting Mason, Williamston and Webberville to the Lansing fixed route bus system. Slight deviations are made, if scheduled in advance.

 MSU Night Owl provides late night/early morning campus service between any two locations on MSU’s campus during spring and fall semesters at times when other CATA bus services are not running. Rides are restricted to campus only. No advance reservations are accepted, but a small bus arrives within 20 minutes of calling service dispatch.

 MSU Lot Link service provides evening and weekend campus service between MSU student parking Lots 83, 89 or 91 and another campus location. Rides are restricted to campus only and each trip must begin or end at one of the three lots. No advance reservations are accepted, but a small bus arrives within 20 minutes of calling service dispatch.

In 2008, CATA reported the following level of transit service1:

Average weekday ridership when MSU is in-session is about 45,000 passengers per day, Saturday ridership is about 15,000 and Sunday ridership is about 7,500 (October 2009 average ridership).

As previously noted, some of CATA’s bus services are targeted specifically towards serving MSU students, faculty and staff. There are eight routes that operate only when MSU is in-session (30, 31, 32, 33, 34, 35, 36 and 39). There are also three routes (Routes 1, 25 and 26) that provide supplemental bus service when MSU is in-session.

Hours of operating service vary by route. In general the maximum span of service by day of week is as follows:

CATA has a downtown transit center in downtown Lansing, on the west side of Grand Avenue, between Kalamazoo and Lanawee Streets. This facility serves as the primary hub of CATA bus service and provides connections to 17 bus routes. CATA also operates out of a secondary hub on the MSU Campus (on the ground level of the parking ramp between North and South Shaw Lanes,

just east of the MSU Planetarium). In addition to these two facilities, CATA has several other locations where routes come together to accommodate route-to-route transfers at:

 The Lake Lansing/Coolidge Meijer  Pennsylvania/Miller Meijer  Meridian Mall  Frandor Shopping Center

2.2 Michigan/Grand River Avenue Corridor Service

Route 1 is the primary route that serves the Michigan/Grand River Avenue; Route 1 Ltd also serves the entire corridor. There are also several other routes that operate through a portion of the corridor. Following are descriptions of these routes. Corridor routes are also depicted on maps in Figures 1 and 2.

Route 1

Route 1 is the primary route that serves the Michigan/Grand River Avenue Corridor. This route begins at Meridian Mall and ends at the CATA Transportation Center. The span of service on this route is as follows:

Route 1 Ltd.

This is a new route that began in the Fall of 2009. This route provides limited stop service from Meridian Mall to downtown Lansing via the Route 1 alignment, but with limited stops. There are

eight intermediate stops along the alignment. There are 3 a.m. westbound and 3 p.m. eastbound trips that operate on Route 1 Ltd.

Route 4 (Entertainment Express)

This is a route that operates in the evenings from 7:30 p.m. to 2:30 a.m. between downtown Lansing and downtown East Lansing. This route operates on Thursdays, Fridays and Saturdays at 30-minute frequencies.

Route 8

This route operates from the CATA Transportation Center to the Pennsylvania/Miller Meijer. Route 8 crosses Michigan Avenue on Pennsylvania Avenue. This route operates seven days a week. Weekday frequencies are 25 to 30 minutes. Saturday and Sunday frequencies are 40 minutes.

Route 15

This route operates from the CATA Transportation Center to the Lake Lansing/Coolidge Meijer, primarily via Kalamazoo, Harrison, Michigan and Coolidge. This route also serves Frandor Shopping Center where it connects to Route 1. Route 15 operates weekdays only at 60 minute frequencies.

Route 20

This route operates from the MSU Transit Center to the Jolly Road/Highway 127 area, south of the MSU campus. This route primarily follows Harrison and Collins, with a deviation into Spartan Village. This route operates seven days a week. Weekday frequencies are 35 minutes. Saturday and Sunday frequencies are 70 minutes.

Route 22

This route operates from the MSU Transit Center to Meridian Mall, serving the area north of Grand River Avenue (Meridian Township area). This route operates Mondays through Saturdays.

Weekday frequencies are 35 minutes. Saturday frequencies are 70 minutes. Route 22 is interlined with Route 23.

Route 23

This route operates from the MSU Transit Center to Meridian Mall, serving the area south of Grand River Avenue (Meridian Township area). This route operates Mondays through Saturdays.

Weekday frequencies are 35 minutes. Saturday frequencies are 70 minutes. Route 23 is interlined with Route 22.

Route 24

This route operates from the MSU Transit Center to the Lake Lansing/Coolidge Meijer, serving the East Lansing area north of the MSU campus. Service operates seven days a week. Weekday frequencies are 30 minutes. Saturday and Sunday frequencies are 60 minutes.

Route 25

This route operates from the MSU Transit Center to the Lake Lansing/Coolidge Meijer, serving the East Lansing area north of the MSU campus. This route uses Harrison to travel between the Meijer and MSU campus. Service operates seven days a week. Weekday frequencies are 20 minutes when MSU is in-session and 40 minutes when MSU is not in session. Saturday and Sunday frequencies are 40 minutes.

Route 26

This route operates from the MSU Transit Center to the Village at Chandler Crossings and Crossing Place Apartments on Chandler, north of MSU. This route operates seven days a week. Weekday frequencies are 6 to 10 minutes when school is in-session, and 40 minutes when school is not in- session. Late evening service is also provided when school is in-session. Saturday frequencies are 40 minutes, with late evening service when school is in-session. Sunday frequencies are 40 minutes.

Route 48

This route provides limited stop service from the CATA Transportation Center to Williamston and Webberville. Route 48 travels through the corridor on Grand River Avenue. There is one a.m. inbound trip and one p.m. outbound trip, with service on weekdays only.

Meridian Redi-Ride

This is a demand response service available for all customers. An advance reservation is required (at least 4 hours). The service area is the township of Meridian. Connections from the Meridian Redi- Ride to the fixed route system can be made at the Meridian Mall.

Williamston-Webberville Connector Service

This Connector Service offers regularly scheduled service (no reservation necessary) between Williamston, Webberville and the Meridian Mall. Buses travel Grand River Avenue between the Meridian Mall and Webberville (with stops at McCormick Park in Williamston, and Grand River Avenue and Main Street in Webberville). Slight deviations from the route are possible if arranged in advance. Four round trips are made on weekdays and five round trips are made on Saturdays.

In addition to the routes listed above, the following routes have connections to Route 1 Michigan/Grand River Avenue service via transfers at the CATA Transportation Center Routes 2, 3, 5, 7, 9, 10, 11, 12, 13, 14, 16, and 46.

2.3 Route 1 Ridership Characteristics

An on-board transit survey was conducted in October 2009 as part of this AA project. The primary purpose of this on-board survey was for use in the Metropolitan Planning Organization’s (MPO)’s travel demand model. However, results from this survey are also useful in defining project service plans that are tailored to meet the unique travel demands of the Michigan/Grand River Avenue corridor. In general, Route 1 ridership characteristics were very similar to systemwide characteristics with regards to trip purpose, mode of access, and rider demographic characteristics. A closer look at route level findings, however, suggests this is because Route 1 is used by more diverse travel markets than other CATA routes. Only 17 percent of riders on non-MSU routes (Routes 2 through 19 and Routes 46 and 48) indicated they were college students. However, 88 percent of riders on the MSU routes (Routes 20 through 39) indicated they were college students. Route 1 falls in the middle, with 53 percent of riders indicating they were college students. Not surprising, university/college-related travel parallels these findings, as noted below:

 14 percent of respondents on the non-MSU routes indicated their trip was associated with university or college travel.  68 percent of riders on the 20-series routes (Routes 20 through 26) indicated their trip origin and/or destination was related to university/college travel.  77 percent of riders on the 30-series routes (Routes 30 through 39) indicated their trip was related to university/college travel.

 39 percent of riders on Route 1 indicated their trip was related to university/college travel (once again, in the middle of non-MSU and MSU routes).

In addition to the 39 percent of riders using Route 1 for university/college-related travel, another 34 percent use Route 1 for work-related travel, and 10 percent use Route 1 for shopping-related travel.

The variety of trip purposes on Route 1 results in unique ridership peaking characteristics. There are traditional work-related peaking characteristics, combined with MSU student-related peaking characteristics. There is also no pronounced peak direction of travel on Route 1 because of the mix of trip purposes. Route 1 ridership is also heavily influenced by the MSU school calendar (i.e., whether MSU is in- or out-of-session). Figures 3 through 5 present hourly ridership volumes on Route 1. Each graph presents hourly ridership for when school is in-session vs. out-of-session. This data was collected by CATA during the Summer of 2009 and during the Fall Semester 2009. Pertinent findings are as follows:

 Weekday average ridership when school is out-of-session is 63 percent of weekday ridership when school is in-session.  Almost 30 percent of Route 1’s ridership occurs between the hours of 2 and 5 p.m. These three hours are Route 1’s busiest time period when school is in- and out-of-session.  Saturday average ridership when school is out-of-session is 55 percent of Saturday ridership when school is in-session.  There is no significant peak on Saturdays when school is out-of-session.  When school is in-session, Saturdays do exhibit a peak, with ridership peaking between 3 and 4 p.m.  Sunday average ridership when school is out-of-session is 67 percent of Sunday ridership when school is in-session.  Ridership volumes are relatively constant throughout the afternoon on Sundays when school is not in-session.  When school is in-session, Sunday ridership peaks between 3 and 4 p.m.

It is important to note that ridership shown in Figures 3 through 5 represent average hourly ridership over a several month period. It is common to have standing passengers on individual

Route 1 bus trips. Appendix A provides detailed trip-level graphs by day of week and by direction when MSU is in-session and out-of-session.

Stop level data for Route 1 was also reviewed. The stop level information that was provided is a compilation of ridership counts for five days during the FY 09/10 academic year at MSU. Figures 6 and 7 present average boarding and alighting data by stop. Ridership activity is highest at the CATA Transportation Center and consists of 13.3 percent of all route ridership. The highest ridership segment outside of downtown is in East Lansing between Abbot and Hagadorn. Almost 26 percent of all Route 1 ridership activity occurs in this segment. Ridership is also significant at Frandor Shopping Center, Meridian Mall and the Meijer.

3.0 Baseline Alternative

As previously noted in the Introduction to this Technical Memorandum, a Baseline Alternative has been defined for evaluation purposes to the Build Alternatives. The Baseline Alternative reflects a lower cost transit alternative to the Build Alternatives and is intended to serve the same transportation markets as the Build Alternatives. Following is a description of the proposed Baseline Alternative bus service plans including proposed operating hours and frequencies, and proposed changes to the supporting bus network.

3.1 General Description

Route 1 currently operates at 10-minute frequencies. CATA believes more frequent service would be difficult to provide on Route 1, because of existing traffic congestion and passenger loading patterns. Bus “bunching” is likely to occur at more frequent service. CATA also operates Route 1 Ltd. service in the corridor. This route operates with three morning westbound and three afternoon eastbound trips, and with only eight intermediate stops between the CATA Transportation Center and Meridian Mall. The service has not been as effective as hoped, most likely due to the corridor’s traffic congestion, and the inability to provide a travel time that is significantly faster than existing Route 1 travel times. Therefore, the Baseline Alternative includes some physical improvements that are intended to provide CATA with the ability to operate Route 1 with a higher level of service reliability. Route 1 Ltd is also expanded to include peak period service in both directions, with more frequent stops.

3.2 Proposed Capital Improvements

The following capital improvements are proposed in the Baseline Alternative to improve transit operations and passenger conveniences:

1. Construct transit hub facility at Meridian Mall to be served by Routes 1, 1 Ltd., 22, 23, 48, Meridian Redi-Ride, and Williamston/Webberville Connector

2. Provide park-and-ride lot at the Meridian Mall transit hub facility

3. Provide park-and-ride lot in the vicinity of Frandor Shopping Center

4. Provide traffic signal prioritization for buses on Michigan/Grand River Avenues

5. “Next bus” information systems are to be provided at major stops along the corridor

6. Construct curb lane bus loading/unloading area on Grand Avenue, adjacent to the CATA Transportation Center.

3.2 Proposed Transit Service Improvements

Route 1

Peak period and midday period service frequencies remain at 10-minutes. It is proposed that Route 1 operate with articulated buses as a means to expand passenger capacity in the corridor. An expanded span of service is also proposed that is consistent with the proposed Build Alternatives (i.e., service until 2:30 a.m. on Thursdays, Fridays and Saturdays, and Sunday service until 11:00 p.m.).

Route 1 Ltd.

This route currently only operates in the peak direction only (3 trips). Two direction service is proposed in the Baseline Alternative (3 trips in each direction, in each peak period). The number of passenger stops made on Route 1 Ltd. is also proposed for expansion.

3.3 Supporting Background Bus Network Improvements

A supporting bus network will be essential for each of the Build alternatives, and thus is also assumed for the Baseline Alternative. For the Baseline Alternative, those background bus improvements include the following:

 Minor bus service changes that were proposed in the CATA Comprehensive Operations Analysis (2008) are assumed to be implemented.

 Minor alignment changes are proposed in the MSU/East Lansing area, to reduce bus volumes on Grand River Avenue.

 The span of service on major CATA routes is expanded to be consistent with the span of service for Baseline/Streetcar/BRT/LRT.

Detailed operating statistics (weekday, Saturday and Sunday) for all routes in the CATA bus system are presented for the Baseline Alternative in Appendix B.

4.0 Modern Streetcar Alternative

As previously noted in the Introduction to this Technical Memorandum, there are three Build Alternatives that were initially evaluated in this AA. One of the alternatives being considered is Modern Streetcar. Following is a description of the proposed streetcar alignment and stations, proposed operating hours and frequencies, estimated streetcar travel times, the resulting streetcar operating plan and proposed changes to the supporting bus network.

4.1 Alignment and Stations

The proposed eastern alignment for the Modern Streetcar Alternative begins in the median of Grand River Avenue, just west of Marsh Road. The alignment follows Grand River Avenue and Michigan Avenue to downtown Lansing. Once it crosses the Grand River, streetcars will make a one-direction loop through downtown, following Grand Avenue, Ionia Street, Capitol Avenue, Lenawee Street and Grand Avenue, back to Michigan Avenue. Streetcars will operate within a semi- exclusive right-of-way, allowing cross traffic, for the entire alignment. There are a total of 29 stations proposed along the full alignment at the following locations:

Average station spacing between the Larch Street/Pere Marquette Drive and Hagadorn Road stations is 0.26 miles.

The station at the CATA Transportation Center is located along the proposed downtown loop alignment. Thus, most layover time should be allocated at the Meridian Mall end of the alignment. A short layover/recovery time at the CATA Transportation Center is desirable, to minimize wait times for passengers that are traveling through this station. As an example, a several minute layover time at the CATA Transportation Center is not desirable for a passenger that boards at the Ionia Street/Capital Avenue Station and is traveling to East Lansing.

4.2 Operating Hours and Frequencies

The proposed span of service for Streetcars is as follows:

The proposed span of service on Sundays is longer than CATA’s existing bus span of service. As noted later in this report, this alternative includes a longer span of service on select bus routes to complement proposed operating hours for the Streetcar.

Table 9 presents proposed service frequencies for the Streetcar by day-of-week and time-of-day. As noted in this table, a longer p.m. peak period is proposed, 2:00 to 6:00 p.m., (same as the Baseline Alternative). More frequent service is also proposed in the p.m. peak period and Saturday afternoons when MSU is in-session. This is proposed based on Route 1’s high ridership levels during these time periods, as previously described in this Tech Memo. These proposed service frequencies were reassessed after review of initial ridership forecasts to ensure adequate capacity was being provided to meet projected demand.

4.3 Streetcar Travel Time Estimates

The following assumptions were utilized to develop station-to-station Modern Streetcar travel time estimates.

 The maximum operating speed for streetcars is consistent with existing posted speed limits along Michigan and Grand River Avenues. These speed limits range from 25 to 45 miles per hour (mph).

 Within downtown Lansing, maximum assumed operating speeds vary from 20 to 25 mph, depending on segment length.  An average delay of five to 15 seconds was assumed at traffic signals (five seconds for minor street crossings, 10 seconds for downtown intersections and 15 seconds for major street crossings). This assumption is to reflect some level of delay for streetcars at signalized intersections. The level of signal pre-emption or prioritization for streetcars has yet to be determined.  A maximum acceleration rate of 2.5 miles per hour per second (mphps) and a constant deceleration rate of 2.5 mphps is assumed for streetcars.  An average station dwell time of 20 seconds has been assumed at all stations. It is assumed station platforms will have ticket vending machines to allow for quick boardings and alightings.

Resulting station-to-station travel time estimates are presented in Tables 10 and 11. The resulting travel estimates are as follows:

 Meridian Mall to CATA Transportation Center – 38 minutes and 13 seconds  CATA Transportation Center to Meridian Mall – 32 minutes and four seconds  Average One-Way Travel Time = 35 minutes and nine seconds

The average one-way travel time equates to an average speed of 12.7 mph. For comparison purposes, the existing Route 1 average travel time on weekday afternoons is 42.5 minutes (45 minutes westbound and 40 minutes eastbound). It is important to keep in mind that the streetcar alignment is slightly different than the existing Route 1 alignment. Route 1 has a different downtown loop alignment, it deviates into Frandor Shopping Center in both directions, and westbound trips deviate to the Meijer at Marsh Road. However, even with these considerations, streetcar is anticipated to provide a faster travel time than existing Route 1 service.

4.4 Streetcar Operating Plan

The resulting streetcar operating plan with the assumptions described above is presented in Table 12. End-of-line layover time has been assumed to be a minimum of 15 percent of the estimated run time. A total of 14 vehicles are required to operate p.m. peak period service at six-minute service frequencies when MSU is in-session. A 20 percent spare ratio has been assumed, resulting in a fleet requirement of 17 streetcars. Estimated train-hours and car-miles of service are also presented in Table 12. Ridership results from the travel demand model were be reviewed and verify that frequencies and/or train consists did not require modification.

4.5 Supporting Background Bus Network Improvements

The supporting bus network proposed for the Streetcar Alternative is similar to the network assumed in the other alternatives, with the following exceptions:

 The Streetcar Alternative assumes elimination of Route 1 because of the close spacing of streetcar stations (1/4 mile average spacing).

 Route 1 Ltd. remains in place, but with slightly expanded peak period service.

Other bus service changes that are proposed for all four alternatives are as follows:

 Minor bus service changes that were proposed in the CATA Comprehensive Operations Analysis (2008) are assumed to be implemented.

 Minor alignment changes are proposed in the MSU/East Lansing area, to reduce bus volumes on Grand River Avenue.

Following is a description of the proposed BRT alignment and stations, proposed operating hours and frequencies, estimated BRT travel times, the resulting BRT operating plan and proposed changes to the supporting bus network.

5.1 Alignment and Stations

The alignment follows Grand River Avenue and Michigan Avenue to downtown Lansing. Once it crosses the Grand River, BRT vehicles will make a one-direction loop through downtown, following Grand Avenue, Ionia Street, Capitol Avenue, Lenawee Street and Grand Avenue, back to Michigan Avenue. There are six fewer stations for the BRT Alternative than the Streetcar Alternative. Average station spacing between the Cedar Street/Larch Street and Hagadorn Road stations is 0.33 miles (compared to 0.26 miles for the Streetcar Alternative).

BRT operations at the Meridian Mall end-of-line will be slightly different than for Modern Streetcar or LRT. After passenger unloading, BRT buses will turn into the mall for a brief layover. Buses will then return back to the BRT station platform in the median of Grand River Avenue, just west of the Mall entrance drive.

As was noted for the Streetcar Alternative, a majority of the layover time should be provided at the Meridian Mall. A short layover/recovery time at the CATA Transportation Center is desirable to minimize wait times for passengers that are traveling through this station.

5.2 Operating Hours and Frequencies

The proposed span of service for BRT service is the same as described for Modern Streetcar service, and is as follows:

 Meridian Mall to CATA Transportation Center – 36 minutes and 27 seconds  CATA Transportation Center to Meridian Mall – 30 minutes and 12 seconds  Average One-Way Travel Time = 33 minutes and 20 seconds

The average one-way travel time equates to an average speed of 13.2 mph. This travel time estimate is very similar to the Streetcar travel time estimate. The BRT Alternative has fewer stations than the Streetcar Alternative. However, BRT vehicles have a slower acceleration and deceleration rate than streetcar, thus negating travel time savings obtained from the reduced number of stations.

 The BRT Alternative assumes Route 1 remains in place, but at 30-minute frequencies. This route is kept in place because BRT station spacing is further apart (1/3 mile average spacing), thus requiring local route service at locations between BRT stations.

 Route 1 Ltd. is eliminated in the BRT Alternative.

Other bus service changes that are proposed for all four alternatives are as follows:

6.0 Light Rail Transit Alternative

Following is a description of the proposed LRT alignment and stations, proposed operating hours and frequencies, estimated LRT travel times, the resulting LRT operating plan and proposed changes to the supporting bus network.

The proposed eastern alignment for the LRT Alternative begins in the median of Grand River Avenue, just west of Marsh Road (at the same location as the Streetcar Alternative). The alignment follows Grand River Avenue and Michigan Avenue to downtown Lansing. Once it crosses the Grand River, light rail vehicles will make a one-direction loop through downtown, following Grand Avenue, Ionia Street, Capitol Avenue, Lenawee Street and Grand Avenue, back to Michigan Avenue. Light rail vehicles will operate within a semi-exclusive right-of-way, allowing cross traffic, for the entire alignment. There are a total of 16 stations proposed along the full alignment at the following locations:

There are seven fewer stations for the LRT Alternative than the BRT Alternative (13 fewer than the Streetcar Alternative). Average station spacing between the Larch Street/Pere Marquette Drive and Hagadorn Road stations is 0.54 miles (vs. 0.33 miles for BRT and 0.26 miles for Streetcar).

As was noted for the other alternatives, a majority of the layover time should be provided at the Meridian Mall. The LRT station at the CATA Transportation Center is located along the downtown

loop alignment. Thus, a short layover/recovery time at this location is desirable to minimize wait times for passengers that are traveling through this station.

6.2 Operating Hours and Frequencies

The proposed span of service for LRT service is the same as described for Modern Streetcar and BRT service, and is as follows:

Once again, the proposed Sunday span of service is greater than the current CATA bus span of service. As noted later in this report, this alternative includes longer span of weekend service on select bus routes to complement proposed operating hours for LRT.

Table 19 presents proposed service frequencies for LRT by day-of-week and time-of-day. Unlike the Streetcar and BRT Alternatives, the LRT Alternative does not propose more frequent afternoon service when MSU is in-session. As previously noted, Route 1’s highest ridership occurs in the afternoon peaks. Thus, more frequent service had been proposed in the afternoons for BRT and Streetcar. LRT vehicles, however, have a higher passenger capacity than BRT and streetcar vehicles. Therefore, additional afternoon service is not proposed in the LRT Alternative.

6.3 LRT Travel Time Estimates

The following assumptions were utilized to develop station-to-station LRT travel time estimates.

 The maximum operating speed for LRT is consistent with existing posted speed limits along Michigan and Grand River Avenues. These speed limits range from 25 to 45 mph.  Within downtown Lansing, maximum operating speeds vary from 20 to 25 mph, depending on segment length.  An average delay of five to 15 seconds was assumed at traffic signals (five seconds for minor street crossings, 10 seconds for downtown intersections and 15 seconds for major street crossings). This assumption is to reflect some level of delay for LRV’s at signalized intersections. The level of signal pre-emption or prioritization for LRV’s has yet to be determined.  A maximum acceleration rate of 3.0 mphps and a constant deceleration rate of 3.0 mphps has been assumed for LRT.  An average station dwell time of 20 seconds has been assumed at all stations. It is assumed station platforms will have ticket vending machines to allow for quick boardings and alightings.

Resulting station-to-station travel time estimates are presented in Tables 20 and 21. The resulting travel estimates are as follows:

 Meridian Mall to CATA Transportation Center – 30 minutes and 41 seconds  CATA Transportation Center to Meridian Mall – 24 minutes and 36 seconds  Average One-Way Travel Time = 27 minutes and 39 seconds

The average one-way travel time equates to an average speed of 16.1 mph. The LRT Alternative has the fewest number of stations and the fastest acceleration and deceleration rates, thus has a much faster travel time than the Streetcar and BRT Alternatives.

6.4 LRT Operating Plan

The resulting LRT operating plan with the assumptions described above is presented in Table 22. As previously noted, supplemental afternoon service is not proposed when MSU is in-session with the LRT Alternative. Thus, service frequencies are consistent by time period throughout the year. A total of seven vehicles are required to operate at 10-minute service frequencies. A 20 percent spare ratio has been assumed, resulting in a fleet requirement of nine LRT vehicles. Estimated car- hours and car-miles of service are also presented in Table 22. Ridership results from the travel demand model were reviewed to verify that frequencies and/or train consists adequately met forecasted demand.

6.5 Supporting Background Bus Network Improvements

The supporting bus network proposed for the LRT Alternative is similar to the network assumed in the other alternatives, with the following exceptions:

 The LRT Alternative assumes Route 1 remains in place, but at 30-minute frequencies. This route is kept in place because LRT station spacing is further apart (1/2 mile average spacing), thus requiring local route service at locations between LRT stations.

 Route 1 Ltd. is eliminated in the LRT Alternative.

Other bus service changes that are proposed for all four alternatives are as follows:

 Minor bus service changes that were proposed in the CATA Comprehensive Operations Analysis (2008) are assumed to be implemented.

 Minor alignment changes are proposed in the MSU/East Lansing area, to reduce bus volumes on Grand River Avenue.

 The span of service on major CATA routes is expanded to be consistent with the span of service for Baseline/Streetcar/BRT/LRT.

Detailed operating statistics (weekday, Saturday and Sunday) for all routes in the CATA bus system are presented for the LRT Alternative in Appendix D.

7.0 Locally Preferred Alternative

Ridership forecasts for the above alternatives were developed with the regional travel demand model. Various criteria (ridership, costs and specific environmental criteria) were determined for each alternative. Results were presented to the public through this project’s public outreach and Advisory Committee process, and a LPA evolved – the BRT Alternative, modified to include additional stations and operate at the same frequencies as the Streetcar Alternative.

7.1 Alignment and Stations

The LPA is the BRT Alternative, modified to include the same stations as the Streetcar Alternative with the exception of the Park Lake Station. Thus, there are a total of 28 stations proposed along the full alignment at the following locations:

A total of 14 vehicles are required to operate p.m. peak period service at six-minute service frequencies when MSU is in-session. A 20 percent spare ratio has been assumed, resulting in a fleet requirement of 17 BRT vehicles. Estimated bus-hours and bus-miles of service are also presented in Table 26. Ridership results from the travel demand model were reviewed to verify that frequencies did not require modification to meet anticipated ridership demand.
