Response:

Teaching, Learning and Evaluation

The academic calendar and exam schedule is provided every year by the CCS University in the month of June for the next academic session. Faculty members are informed well-in-advance about the courses allotted to them along with their departmental timetables by the departmental heads. The main teaching- learning method adopted by the faculty members are lectures, experimental exercises and interactive sessions. At post-graduate level, seminars, projects, quiz and excursions are also part of the teaching and learning process. In several departments faculty members use computer-assisted learning devices such as LCD projectors and interactive boards in post-graduate classes. Thus the use of ICT tools is regularly being done by faculty members. However, more smart classrooms are needed in order to reach all our UG students.

The schedule for internal assessment is finalized at the College level, and is communicated to all students, faculty members and administrative staff. The academic calendar of the college is prepared in accordance with the University admissions, external examinations and evaluation schedule.

Internal evaluation of answer books is done by the college faculty and the CCS University arranges central evaluation of all answer books at the University Campus to expedite declaration of exam results.

The main objective of this exercise is to look for completion of various courses being taught in the semester system. The students are free to fill these proforma either by writing their names or anonymously. The results of this are discussed internally in IQAC and the outcomes are discussed with the Principal.

A detailed exercise of filling Career Advancement Scheme (CAS) Performance appraisal forms of faculty members was screened by IQAC for API etc. in order to approve the same for respective grades. Some details of the faculty members thus benefitted are given here.

Presently the college does not have an established mechanism for evaluating the Non-Teaching Staff by written appraisals but in near future the College has a plan to incorporate their performance evaluation more objectivity and include them under SWOC analysis.

6.4.3 Institutional strategies for mobilisation of funds and the optimal utilisation of resources

Response:

The institution receives very nominal amount of fees from UG and PG students. As a result as per directions of earlier NAAC Peer team the College had started some Self-finance programmes in UG and PG. The College also receives grants from UGC through BSR, CPE and Developmental Plan Grants. The resource mobilisation of funds is ensured in order to update Teaching-learning resources and infrastructure development.

Page 64/82 13-02-2018 12:38:55 Self Study Report of Meerut college, Meerut

In order to utilize the funds judiciously College Development Committee, Building Committee, and Executive Committee discusses the same and every proposal is first discussed with Principal to execute the utilisation processes.

6.5 Internal Quality Assurance System 6.5.1 Internal Quality Assurance Cell (IQAC) has contributed significantly for institutionalizing the quality assurance strategies and processes

Response:

The IQAC of Meerut College, Meerut was established in 2006. Since then it has come up a long way in catering to the academic and administrative needs of the Institution.

Some of the salient features of IQAC functioning at Meerut College, Meerut include:

Establishment and uses of quality benchmarks in academic activities.

Dissemination of information on latest guidelines of NAAC/UGC/UPHEC etc.

The IQAC has promoted the culture of organizing seminar, symposia, workshops and FDPs.

The IQAC at our college has successfully documented the data required for two earlier cycles of NAAC and presented the same to NAAC Peer team.

It has now applied to NAAC for Cycle Three accreditation. The IIQA of the institution has already been accepted by NAAC.

The IQAC takes interest in preparing and submitting its Annual Quality Assuarance Report (AQAR) to NAAC.

The IQAC at Meerut College, Meerut has been instrumental in assessing the API scores of 76 faculty members for Career Advancement Scheme (CAS).All these faculty members were assessed based on API scores as per the guidelines of UPHEC and had attended their screening/selection committees to get their CAS approved by the govt.

The IQAC also does regular monitoring of student feedbacks received from PG students and the outcomes are discussed with the Principal. The students are encouraged to give feedbacks about teaching-learning practices. The IQAC also displays all facilities available to students at strategic loations with the names of the contact persons of respective committees.

6.5.2 The institution reviews its teaching learning process, structures & methodologies of operations and learning outcomes at periodic intervals through IQAC set up as per norms

Page 65/82 13-02-2018 12:38:55 Self Study Report of Meerut college, Meerut

Response:

Review of teaching learning process

Initially before conducting NAAC Cycle first in 2006 we were using basic pedagogical tools for teaching- learning processes that included the lectures, chalk and duster methods etc. However, with the advancement in technology and teaching-learning aids we are striving forward towards imparting ICT based education. The faculty members at the college are now using Power Point presentations, various models, animations and videos in theory as well as practical classes. Still, in view of our intake of students, we have not been able to make all of our classrooms ICT enabled. Sincere attempts are on to mobilize resources to increase the use of modern technology to cover a greater number of students.

Methodologies of operation

At the initial level various curricular aspects are discussed at the Department level, after which they are discussed in the IQAC. And all relevant suggestions are given to the Department concerned.

Learning outcomes at IQAC

The IQAC ensures filling up of the student appraisal at regular intervals by announcing prior dates (either by student’s name or anonymously) in order to evaluate the various courses taught in the College. The IQAC internally monitors all such appraisals and the subsequent actions are taken by the Principal. All these exercises have proved to be useful in establishing a sound methodology of functioning and in enhancing quality education.

This has not enabled the college administration in maintaining our teaching-learning standards but has also earned a good name for the institution.

The issue of gender sensitivity is being addressed by the College authorities very sincerely. Although we are a Co-educational institution, we have separate arrangement for admission of girls. This is reflected in the number of girl students in the College, every year. Meerut College, Meerut is the first choice of the Colleges among the girls seeking admission in College. Approximately 47% of our students are represented by girls.

Women Cell addresses various issues related to the female students regularly. Its meetings are held in the Girls’ common room in Swarn Jayanti Bhawan. Problems related to the female students are also resolved through counseling available through Psychology Department. To make awareness among the students, a talk on gender sensitivity is organized every year by the Women Cell and NSS separately. The students are addressed by the Principal and Senior faculty members to sensitize them regarding gender issues. The College also organizes Poster and debate Competitions on the Topic ‘Save the Girl Child’ and ‘Women empowerment’.

7.1.5 Waste Management steps including: • Solid waste management • Liquid waste management • E-waste management

Response:

Meerut College, Meerut undertakes the responsibility towards upkeeping the campus neat and clean beside minimal damage to the environment and hence checking the carbon footprint. Though, our institution is primarily non-residendial in nature in terms of students while offering housing facility to teaching and non- teaching staff partially. This in turn eliminates the need of waste management on large scale. The required waste management of institution is mainly related to 1) Main campus - academic block and 2) Residential area.

1) Main campus: a) Solid waste: This is primarily due to plants and tree foilage, which is geathered and dumped in designated pits for decomposing and reutilized as mannure. Other types of waste is collected in bins kept at various points near higher footfall areas and regularly dumped in to muncipal bins outside campus. b) Liquid waste: There is little need of liquid waste management except for toilets and urinals, which is dealt with attached waste pits in most cases. c) e-waste: There is hardly any e-waste generation at the institution hence rare need of its management. However, any electronic equipment not usable or dead is properly disposed via auction to scrap dealers.

2) Residential a) Solid waste: Via munciple corporation waste management system. b) Liquid waste: in most case there are soak pits otherwise munciple sewear system.

7.1.6 Rain water harvesting structures and utilization in the campus

Response:

The entire campus has been surveyed by groundwater recharge experts to tackle waterlogging. After a careful survey of the main campus the college administration had taken up this issue. In order to avoid waterlogging, borewells have been contructed for Rainwater harvesting. In our main campus over a span of last eight years 11 such borewells have been technically constructed. They are also checked for functionality every alternate year and contributing to the recharge of the precious ground water.

7.1.7 Green Practices • Students, staff using a) Bicycles b) Public Transport c) Pedestrian friendly roads

Page 71/82 13-02-2018 12:38:56 Self Study Report of Meerut college, Meerut

• Plastic-free campus • Paperless office • Green landscaping with trees and plants

Response:

Meerut College, Meerut boasts its huge campus of 102 acres, which is endowed with a large number of ever green trees, fruit plants, ornamentals and seasonal flowering plants of various species. The main college campus has five landscaped lawns and most of the trees and plants in the campus have been labeled with Botanical names and common names. The department of Botany is maintaining an Arboretum where medicinal plants are grown and available to the public free of cost. The lush green campus facilitates environmental conservation as a large number of birds and animals find shelter and food on these trees. We are also proud to mention that the number of national bird “Peacock” is also increasing in eco-friendly environment. One of our celebrity Banyan tree is almost 75 years old, it was planted to commemorate Mahatma Gandhi’s historic fast of 21 days which ended on March 03, 1943.

To ensure pollution free environment and discourage the use of vehicles within the campus, parking has been made near the entry of the College. This large campus has pedestrian friendly connectivity which promotes the healthy habit of walking. The College discourages the use of polythene carry bag. The campus is free from smoke and pollutants due to large number of oxygen emitting plants and natural environment.

Architectural design of the college is such that the majority of the buildings are cross ventilated and light efficient therefore the electricity consumption is reduced to minimum. College has also installed receptors of solar radiation with total capacity of generating 26KVA of electricity. Moreover, 15% of lighting requirement of the College is met by LEDs. Efforts are also being made to shifts towards a paperless office.

7.2 Best Practices 7.2.1 Describe at least two institutional best practices (as per NAAC Format)

Response:

Two Institutional Best Practices:

I> Title: Transparent Admission Policy

a. Objective: The Meerut College, Meerut admits all its regular & self-finance students based on transparent merit lists prepared by the CCS University. The objective behind this exercise is to admit students based on merit of Intermediate Classes as also on their college choices as far as possible. Thus all UG and PG applications are invited by CCS university online, along with the submission of transcripts, and other required papers based on reservation category, etc. Finally, University releases a number of Merit lists against the seats sanctioned in various courses. All the rules regarding reservation are followed in preparing the merit.

b. The Context

In College Context, this exercise enables the Admission Committee readymade merit lists that are also displayed on the College website as well as on admission notice boards. Various Sub-Admission Committees are constituted comprising of faculty members and non-teaching staff etc. that after checking original marksheets and certificates validate the admission.

c.The Practice

Page 76/82 13-02-2018 12:38:57 Self Study Report of Meerut college, Meerut

The admissions in Meerut College, Meerut are done based on transparent merit Lists displayed at the College Website. All sub-admission committees are present at the admission venue and the merit lists are also displayed there. The students procure their application forms and the College Prospectus from the main office. They are required to submit this application form along with self-attested copies of all certificate. Once their name is displayed on a merit list, they become eligible to be considered for admission till the seats are vacant in a particular category.

The income certificate, reservation certificate and domicile etc. also need to be verified online by taking out an e print of their online verification. All Physically handicapped students require a medical certificate from CMO. The 10+2 marksheets of students are also checked online for cross examination from approved Sr. Secondary Boards of the Country. The Prospectus as well as University website publishes name of fake boards whose students are not considered for admission at the College.

All students are required to submit a DD of the fees to be paid at the time of admission. The fee structure for boys and girls are separate; and girls get some discount in tuition fees as per govt guidelines. The amount to be paid is nominal for all UG & PG students. It is mentioned in the prospectus. Keeping in view the digital initiative by MHRD; the College is planning to start collecting all fees by online transactions soon.

As a requirement of admission into any HEI; the college ensures filling of an affidavit duly signed by the student and their parents ensuring that their ward will not take part in any form of ragging as per the guidelines of Hon’ble Supreme Court. They are also asked to comply with the Student Code of Conduct available in the Prospectus and also on college website.

The girl students’ venue for admission is different where all female faculty members look after their admission procedure. This allows them to take admission in a friendly environment.

All the admitted students get a College ID that is unique to them and their course in which they are admitted. They also get their I Card duly signed by the admission authorities for which they need to be personally present at the time of admission. The same is then signed by the Proctors after checking the fees/dues to be paid. d. Evidence of Success

The success of the above procedure can be imbibed from the fact that about eight thousand admissions are done each year by observing this. This procedure has resulted in minimum errors. The merit lists thus released are available in public domain, on college website as also on CCS University website. This results in students calculating their admission formula; based on reservation rules etc., and calculating their position in the merit.

The admissions in the PG departments are supervised by the HODs and the admissions are done following the same procedure against the number of seats available in different categories.

This procedure has reduced the time of admission and has introduced a transparency into the functioning of the University and the College. e. Problems Encountered and Resources required

Page 77/82 13-02-2018 12:38:57 Self Study Report of Meerut college, Meerut

In certain cases, where either the data input was inadvertently wrong or in cases of malafied intentions the original merit gets altered. These cases are only caught when they come to take admission by bringing their marksheets. All such marksheets are checked online from respective Sr Secondary Board websites and decisions taken.

At times certain combination of subjects that are not allowed to be admitted come to notice. All such students are referred to College Prospectus to rectify mistakes.

Certain students don’t follow the fee guidelines and bring DDs in categories meant for girls/ boys & vice- versa.

Admissions are usually not granted in absentia unless some medical condition hinders a student from personal appearance. Some students also wish to be considered without personally being present; but usually they are not considered. In order to admit a large number of students; entire faculty and non- teaching staff need to exert quite long.

II> Decentralized Administrative Set-Up. a. Objective:

A decentralized administrative set-up and representation of all faculty members in several administrative and academic committees such as: IQAC, Proctorial Board, UGC Committee, Research Advisory Committee, Women Cell, Anti-Ragging Committee, Grievance Cell, Career Counselling Committee, Hostel Committee, Sports Council, Library Committee, Medical Committee, Cultural Society and Magazine Committee etc. has enabled Meerut College, Meerut to function as a unique institution of higher education. The objective behind this kind of functioning is to incorporate independent decision making in different teams in the interest of the College. It has inculcated a culture of responsibility and sense of duty. b. The Context

In order to undertake various activities of the College, it becomes inevitable to organize all such activities without decentralization of power. Our college has a long standing tradition of appointing various committees incorporating various faculty members to execute various academic and administrative tasks. c. The Practice

Various academic committees: i.e. IQAC, UGC Committee, Research Advisory Committee, Career Counselling Committee, Library Committee, Magazine Committee etc. take their respective responsibilities. The IQAC especially takes care of Teaching-learning practices and ensures quality education being imparted to our students as per our academic standards.

The decentralization of power in terms of various academic and administrative committees has proved to be very successful for smooth functioning of the college. All they need to do is to fit in their activities as per academic sessional calendar. IQAC especially ensures quality Teaching-learning and timely filling of student appraisals. IQAC also ensures collection of data pertaining to various parameters and timely submission of AQAR. IQAC also ensures fulfilling the academic and infrastructure requirements. The annual report of various committees and academic report of departmental committees are also published in College magazine: “Abhivyakti”. The magazine also publishes activities and achievements of Sports council, Cultural Committee and Career counselling committee. Their individual inputs have kept these bodies lively and the cohesive teams keep working to achieve annual targets. A separate sports council is a must in a College like ours where we conduct Inter-Collegiate tournaments by inviting several colleges. Under its guidance the college sports scenario has changed over the years.

It has enabled the college to do all its co-curricular activities on time involving all faculty members. The

representation of students in various committees have made them transparent and a larger number of student participation is ensured through student representative.

e. Problems Encountered and Resources required

All faculty members have to devote extra hours besides completing their syllabi. All working committees find out their means and ways of functioning after getting directions from the Principal. Usually the meetings are either convened by the Principal or their Coordinators to execute the planned activity. The college decides the resources to be made available to various committees to keep them functional. But for conducting all co-curricular activities it is a must to incorporate students. In order to do activities, it is a must to ensure the participation of all students and non-teaching staff. At times it is a challenge to incorporate students besides academics.

Coordination amongst various committees with regard to dates of activities, ensuring student participation, and the funds and resources thus required are amongst some challenges that the administration tackles. Fortunately, the role of management is very positive; in view of funds and paraphernalia required by various committees.
