1.0 Background and Commentary Figure 1: Population Age sex Distribution for Central Serowe/ Palapye Sub District 2001 and 2011 The Population and Housing Census is the most representative form of enumeration since it covers as many 2001 2011 people and topics as possible. It is the total enumerationof households and throughout the country. The census is carried out after every ten years in Botswana. This report covers indicators and counts of the 2011 Population 95+ 95+ and Housing Census (PHC) and makes comparisons, in some instances, with the previous census of 2001. 3.3 Labour Force

Labour Force refers to population aged between15 and 64 years. The District had an economically active population (15 – 64 years) which is below the national average. While this group constituted 64.9 percent of the national population, it constituted 59.2 percent of the Serowe/ Palapye Sub-District population. The highest percentage of the economically active population was found in Moeng at 91.5 percent followed by Palapye and Serowe at 67.2 and 61.3 percent respectively. It should, however, be noted that most of the persons within this age in Moeng are students hence not economically engaged. The lowest proportions of persons within the economically active population were found in Malatswai and Matlhakola at 39.8 and 44.74 percent respectively. The scarcity of job opportunities in these localities may have contributed to migration of persons within this group to other areas in search of better employment opportunities.

Disability is thus not just a health problem. Use of electricity as a source of cooking was low in the district. Only 16.1 percent of the district households used electricity for cooking. Moeng had the highest proportion of households using electricity for cooking at 27.9 percent followed by Palapye and Serowe at 24.7 and 20.9 percent respectively. The villages of Moremi, Gamabuo, Mogome and Malaka, which do not have electric supply, relied on paraffin 50 for lighting. In addition to the two sources of energy (electricity and paraffin), a notable proportion of the district 40 households used firewood for lighting. This was mainly in the rural and small villages. Botswana describes an orphan as someone who is aged 16 years and has lost one or both parents. Overall, 3.2 Majority (70.1 percent) of the district population belonged to the Christian denomination. Under the Marriage Act which was amended in 2001, the legal age of marriage is 18 for both sexes, conditional on parental consent. Without parental consent, the legal age is 21. This age limit, however, does not apply to marriages contracted under customary or religious law. Mother Deceased, 8.1

Provision of safe portable water remains a priority for the country. 10.1 Access to Safe Drinking Water However, in the 2011Population and Housing Census, it was realized that some cultures contentiously allowed marriage at the ages of 12 years, despite the provision of the statutory instrument. More than half (55.6 percent) of Ninety five (95.8) percent of the Sub District households had access to piped water. So the terminology of a Piped outdoors Neighbour’s tap Bowser/Tanker ‘single orphan’ – the loss of one parent – and a ‘double orphan’ – the loss of both parents – was born to convey this growing crisis.

10.1 Access to Improved Sanitation

Overall, 80.6 percent of households in the sub-district had access to improved methods of waste disposal, which included toilet, both flush and pit latrines. Moeng had the highest percent of households with access to sanitation at 95.8 percent followed by Gootau with 95.6 percent. On the other hand, the villages of Malatswai and Majwanaadipitse had the lowest proportion of households with access to sanitation at 25.3 and 32.7 percent respectively.

Figure 10 shows that the most common sanitation facility was the pit latrine which was used by than a third (38 percent) of the sub district households. Majority of those who used pit latrines owned such facilities. The second common facility was owned flush toilets which were used by 18.9 percent of the Sub District households. ANNEXES

11.0 Projected Population

Between 2001 and 2011, the population of Serowe / Palapye Sub District increased by 19.2 percent, which is an increase of 29,142 inhabitants. The population grew by 1.8 percent annually between the years.

It is projected that by year 2026, the population of the Sub District will reach 225872 inhabitants which is addition of 45,372 or 25 percent increase. This is denoted in figure 11 below.
