On February 4, 1983, the Joint Conference Committee ofthe Arizona State Board of

Regents and the Arizona State Board of Directors for CommunityColleges establisried

the Academic Program Articulation Steering Committee (APASC).The APASC was

charged with planning and convening meetings ofrepresentatives from specific

academic disciplines at the public universities and communitycolleges to discuss

articulation of degree programs, curriculum, transfer ofstudents, and other related

topics (see pages 22-25 for APASC Members,Goals, and Organizational

Relationships).

This ha.idbook is designed to provide basic informationan how ig. implement statewide postsecondary articulation.In addition, the chairperson's and members'

responsibilities before, during, and after the ArticulationTask Force meetings are outlined.

1 7 WHAT IS ARTICULATION?

Articulation is "the process of developing ongoing communication and agreements between and among Arizona two- and four-year public postsecondary institutions." The articulation process is intended to ensure problem-free transfer fromone institution to another.

Why_is Articulation Important?

Articulation is important so that students who transfer among these Arizona institutions do not experience problems such as loss of credits within theirprograms of study. In addition, articulation assists faculty and administratorsamong institutions to establish and to maintain communications and better working relationships which benefit students.

What Is the Goal Of Articulation?

The goal of articulation is to serve students who transferamong Arizona two- and four-year public postsecondary institutions by:

o ResoMng transfer problems o Keeping communication channels open among faculty and administrators o Providing accurate information on a timely basis to assist students in planning for transfer

2 s WHAT IS AN ARTICULATION TASK FORCE (ATF)?

An Articulation Task Force (ATF) consists offaculty members who represent Li,eir institution and their discipline.The ATF provides community colleges and public universities with a forum to cooperatively exchangearticulation information on a timely basis. The issues discussed and the decisions andrecommendations made by the ATF will directly influence student transfer.

How Is an ATF Established?

1. The Academic Program Articulation SteeringCommittee (APASC) establishes an ATF or it delegates articulation responsibilities to an existinggroup.

2. The chlef academic officer of each communitycollege and university may appoint at least one ATF member. Whenan institution has only one member for an ATF, that person automatically becomes thelead member.If more than one member is appointed from a community college districtor a university, the chief academic officer will identifyone person as the lead member.

3. The chief academic officer also submitsa list of course prefixes and bachelor's degrees related to the ATF.

4. The APASC schedules the first meeting fora new ATF and coordinates the inclusion of articulation issues into meetings ofexisting groups.

5. The APASC selects an APASC facilitator whocoordinates activities and works with the ATFs.

How Does an ATF Work?

1. The APASC facilitator identifiesa chairperson for a new ATE. Once an ATF is established, members determine the chairperson.Responsibilities are outlined on pages 14 and 15.

2. The APASC facilitator identifiesa host for the initial ATF meeting.Thereafter, e members determine who will host.Responsibilities are outlined on page 16.

3. The APASC recommends articulation items forthe ag3nda. ATF members determine other agenda itemsas well as the format, time, and location of sub- sequent meetings. ATFs may meet bi-annually, annually,or semi-annually.

4. The host Course Equivalency Guide (CEG) coordinatorserves as a resource person for the ATF. Specific responsibilities of CEG coordinatorsare listed on pages 17-19.

5. The responsibilities of the CEG Editorare outlined on page 20.

5 11 WHAT ARE THE OFFICIAL ACTIVITIES OF THE ATF?

The dissemination of the ATF summary is the responsibilityof the ATF chairperson. The distribution of recommended CEG changes isthe responsibility of the host CEG coordinator.

However, as a representative ofyour institution, you are responsible for making sure that your colleagues and other community college personnel concerned with articulation have the most current information.Examples include:

Before the Meeting

1.Review the caluile Equivalency Guide at least 11days Jj.Q.th e ATF, meeting. Look at your institution'scourse prefixes assigned to the ATF (see Appendix G).

a.Get a copy of the current printout of the Course EquivalencyGuide (CEG) for course prefixes assigned to the ATF (seepage 34 for a sample printout). The printout, which is updated throughoutthe year, can be obtained from your CEG coordinator (seepage 33 for his/her name).

b.Review the universities' evaluations of thecourses listed on the CEG printout by doing the following:

1. Get a copy of your institution's catalog, togetherwith any course updates made since it was printed, and the threestate universities' 1985-87 utalogs. Contact each university leadATF member. Request a copy of the section from the pruposed1987-89 university catalog that contains the universityprefixes assigned to your ATF (see Appendix G). See your department chairpersonor chief academic officer for additional information.

2. Compare each course description to the universities'1987-89 course descriptions (refer to page 35 for abbreviations used in the CEG).

3. Write the recommended changes forcourse equivalencies next to the present evaluation. CHANGES MUST 3ELEGIBLE.

E.g., A university has evaluateda community college course as DEC (prefix), E., or N. T. However, based on the comparison of course descriptions,a university course appears to be equivalent. You would write the course prefix, number, and credits of the equivalentcourse on the CEG printout as a recommended change.

C. Send the following to each university ATF lead member andATF members in your District 30 daya prior, to the meeting:

1. a cover letter (see page 37 for a sample),

2. the CEG printout (with recommended changes, ifany), and

3. a copy of the current course descriptionsfor the community college courses listed on the CEG printout.

NOTE:Whether or not you recommend changes, send theprintout and course descriptions to the university ATF lead member. He/she then can use the most currentcourse information to review the evaluations of community collegecourses.

During the Meeting

1.Before the end of the meeting, each ATF lead memberfor a district shall:

a.Sign and date the CEG printout only if changesare recommended.

h.Obtain the signature and date of the university ATFmember.

c.Give a copy of the signed printout to the host CEGcoordinator.

After the Meeting

1. Follow up with your community college CEG coordinatorto ensure that CEG changes recommended for each universityare made.

This should be donell days prior,/(2, the. meeting, If current Check Sheetsare not available, send information on programmatic changes that have been madeor are in the process of being changed since the last ATF meeting. Programmaticchanges for 1987-89 are most informative.

2.Review the Course Equivalency Guide (CEG)printouts, cover letter, and course descriptions sent by the 11 community college districts by doingthe following with the person at your institution who isauthorized to make CEG changes (see page 39 for a list of the colleges):

a.Get a copy of the section from the proposed1987-89 university catalog that contains the university prefixes assignedto your ATF (see Appendix G).

b.Check that course equivalencies in each communitycollege printout reflect the courses listed in the proposed 1987-89catalog. Do this by comparing university and community collegecourse descriptions. You may encopnter situations such as the following:

e.g.,A community college has madea recommendation to change a university course equivalency basedon the description in the 1985-87 university catalog. However, the universityhas changed the course in the 1987-89 catalog.

Before the Meeting

1.If you are hosting the ATF meeting,arrange for meeting location, map, refreshments, host or no-host meals, parking,etc. Otherwise, contact the ATF host 45 days prior to the meetingto make the arrangements (see page 16 and the last page of Appendix G).

2.Collect and develop agenda items. Then,send the ATF agenda, including the date, time, and location, to the following:

a. ATF members (see Appendix G), b.host CEG coordinator, and c.chief academic officers (seepages 31 and 32).

During the Meeting

1.Ensure that notes regarding recommendations,decisions, and unresolved issues are recorded.

2.Conduct the businesson the agenda (see pages 27-29 fora sample agenda).

3.Ensure that University Curriculum CheckSheets fo..E Majors have been reviewed and changes, if any, discussed.

4.Facilitate the discussion related to communitycollege course and program changes, additions, or deletions since the last ATFmeeting.

5.Facilitate discussion related to articulation issues.

6.Ensure that the host CEG coordinator hascollected the community college CEG printouts with recommendedchanges.

1.Prepare a summary of the ATF recommendations,decisions and unresolved issues (see page 30 fora sample.)

2.Send a copy of the ATF summary to the following:

3.Represent the ATF in any further discussionsor meetings related to articulation.

1.If you are not the chairperson, work with him/herin making the meeting arrangements.

2.Confirm the date and time for the ATF meeting.

3.Schedule a room for the ATF meeting, preferablyone with tables.

4. Make arrangements for ATF members to park.

5.Provide maps indicating meetingroom and parking locations.

6.Refreshments and/or lunch are optional. Makenecessary arrangements.

7. Make arrangements for a secretary to takenotes for the ATF meeting.

NOTE, Community college ATF hosts shouldcontact their chief academic officer (see pages 31 and 32) if secretarial servicesare not avail- able in their department.

8. Be sure to inform the CEG coordinator foryour ATF about the meeting.

9.Provide name tags for ATF members at the meeting.

What Are the Responsibilities?

The host CEG coordinator is selected by the APASCfacilitator in consultation with the CEG Steering Committee chair and has the responsibilitieslisted below:

Before the Meeting

1. Communicate with ATF chair.

2. Community college CEG coordinators shouldcontact the CEG Editor three weeks before the ATF meeting. Requesta copy of the most current CEG printout for all 11 community college districts for theprefixes assigned to the ATF (university CEG coordinators have current printouts).

3. Take printouts to the ATF meeting.

1.Distribute printouts to lead community college ATFmembers.

2. As needed, provide informationon the Course Equivalency Guide (CEG) process.

3.Collect from the community college lead ATFmembers the community college CEG printouts with recommended changes.The members involved with any recommended changes must sign anddate the printouts. SIGNATURES AND DATES MUST BE LEGIBLE.

4.Label the printouts:

"Tentative: Pending University Approval."

5.Write the ATF meeting date on the printouts.

After the Meeting

Following every ATF meeting, the host CEGcoordinator will send to you community college CEG printouts with recommended changes(see page 36 for a sample memorandum).

University CEG Coordinator

Within 60 days following the meeting (date notedon printouts), the university CEG coordinator will do the following:

1.Obtain the approval or disapproval ofrecommended changes, signa- ture and date from the universityperson authorized to approve CEG changes.This person may or may not be thesame as the university ATF member.SIGNATURES AND DATES MUST BELEGIBLE.

2.Crc uut "Tentative: Pending University Approval."

3.Send copies of the CEG printoutsto the CEG Editor and the CEG coordinators for the community colleges affected bythe changes.

Community College CEG Coordinator

Within 45 days following the ATF meeting, thecommunity college CEG coordinators will do the following:

1.Notify the appropriate university CEGcoordinator if you have not received approval or disapproval of recommended CEGchanges.

If no changes are recommended,you will receive a memorandum without printouts.

What Are the Responsibilities?

Before the Meeting

1.Respond to the request of community college host CEGcoordinators to provide a copy of the most current CEG printout forall 11 community college districts. Requests will be sent three weeksbefore the ATF meeting.

After the Meeting

The host CEG coordinator will send community collegeprintouts with recommended changes (see page 36 for a sample memorandum).

1. When you receive approval of the recommendedchanges from the university, make the changes in the CEG.

2.If you have not received approvalor disapproval from the university CEG coordinator within 60 days after the meeting (date notedon printouts), notify the appropriate university CEG coordinator that therecommended changes need to be acted upon.

LONG-RANGE GOALS OF ACADEMIC PROGRAM ARTICULATION STEERINGCOMMITTEE

The Academic Program Articulation SteeringCommittee (APASC) was established by the Joint Conference of the Arizona Board of Regentsand the Arizona State Board of Directors for Community Colleges to promotearticulation among Arizona's community colleges and state universities for thepurpose of improving the student transfer process.

The goals of APASC include the following:

1.Establish Articulation Task Forces which will accomplishthe following:

a. Exchange current information regarding requirements for academicdegree program majors and course transferability and determinemethods for conveying this information to students and faculty.

b. Plan for the exchange of informationregarding proposed programmatic changes under consideration.

c. Encourage complete catalog descriptions for all academic degreeprogram majors and courses.

d. Consider the possibility ofcommon course content, prefixes, numbers, and titles.

e. Discuss, recommend, and, where appropriate, implement additionalactivities designed to promote articulation and cooperation.

f.Review and provide information to update theCourse Equivalency Guide. g. Provide a summary of meetings to the APASC and other appropriate community colleges and university administrators.

2.Develop methods of communicating the state universityadmission requirements to community college students and address issues thatmay arise as a result of the new requirements.

3. Encourage studies andprograms which attempt to identify factors which contribute to and those which impede the successfultransfer of community college students to state universities.

6.Encourage the development of two-plus-two or similarprograms between the universities and community colleges.

7.Review the credit by examination policies of the community collegesand universities to determine their effecton the transfer process.

8.Encourage the use of common assessment instruments for introductorycourses in mathematics and Englishamong and between institutions whore large numbers of community college students transfer to thestate universities.

9.Develop mechanisms for community colleges and universitiesto define their respective roles in the areas of basic skills.
