INTRODUCTORY

The territory of has been experiencing floods mainly from river and passing through in Delhi. Whenever there is a heavy rainfall or floods, local drainage system has often been found to be inadequate to drain out the heavy discharge. Several flood mitigating measures like raising & strengthening of marginal embankments of river Yamuna, remodelling of Najafgarh Drain, and construction of Supplementary Drain have been taken up over the years to avoid recurrence of floods like the ones experienced in Najafgarh drainage system in 1977,1978 and in Yamuna river in 1978, 1988, 2010, 2011, 2013 and in 2019. However, constant vigil will have to be maintained on river embankments during heavy rainfall, floods when river Yamuna may attack its embankments, and appropriate measures need to be taken for checking any abnormal erosion due to meandering of the river. The regulators constructed at mouths of MCD drains outfalling into river Yamuna in the city reach will have to be operated from time to time to suitably pump out the city drainage in case the river is in high flood and heavy local rainfall occurs to prevent backflow from high river stages.

A close liaison is to be maintained with U.P. Irrigation Department for timely opening of gates of Chilla regulator, if heavy discharge enters Delhi through Shahdara drainage system, either due to heavy local rainfall or rainfall in upstream Loni-Saharanpur U.P.areas. Boats and emergency portable pump sets will have to be kept ready to meet any exigency arising out of the flood situation.

District Magistrate (East) will make necessery arrangement for any emergency shifting of cultivators and their cattle from the embankments and any evacuation from flood plain and low lying areas. During flood season, in case boats or any other flood fighting material/assistance is required by other department/agency, the requisition for the same shall be be forwarded through DM (East) Revenue Deptt.

Secretary (Rev.)-Cum-Divisional Commissioner, who is incharge of flood control and relief measures, will function as Convenor Secretary of the Committee and shall be assisted by D.M. (East) in discharging these functions. The Apex Committee will normally meet by the last week of June, and subsequently at such times as may be necessitated by exigency of flood situation as assessed by the Central Flood Control Room (vested with the responsibility) and clarified subsequently. Central Flood Control Room A Central Flood Control Room will be established, to assist the Apex Committee which would function round the clock at L.M. Bund, Shastri Nagar, Delhi-110031. w.e.f. 15th June 2021 to 15th Oct. 2021 or till monsoon withdraws, whichever is later. The S.D.M. Preet Vihar will be the Officer-in-charge of the Central Flood Control Room. The name of Liaison Officers along with details like Telephone Numbers and official/residential addresses shall be communicated to the Officer-in-Charge of control room before 15th June 2021 and the liaison officers shall be present in the Flood Control Room after receipt of the first warning signal, as explained under the “Scheme of Operation”.

Liaison officers from Army/Air Force shall also be posted to the Central Flood Control Room when the Army/Air Force help is requisitioned by the Government of NCT of Delhi. Functions of Central Flood Control Room Following are the functions of Central Flood Control Room: (i) To receive flood warnings and other related information; (ii) To submit Flood situation reports to the Hon'ble LG, the Chief Minister, Chief Secretary, Divisional Commissioner and Secretary (I&FC) every evening, or as and when the Circumstances may require; (iii) To convey Flood situation reports and orders relating to flood control measures to the Sector Officers/Sector Control Rooms and concerned Organisations/ Departments of the Administration (through their Liaison Officers); (iv) To issue necessary Flood warnings and directions for evacuation; (v) To arrange necessary food articles and relief supplies; (vi) To maintain Liaison with Upper Yamuna Division of C.W.C., R.K. Puram, and Army/Air Force, when required; vii) To maintain a fleet of vehicles needed for mobility of staff and the relief measures.

The Control Room shall maintain a log-book of messages received and despatched by it. The directions received from senior officers and transmitted shall also be recorded in the log-book under the initials of the Officer incharge.

The Control Room will be set up at L.M. Bund Office Complex, Shastri Nagar, Delhi-31 near the office of the Chief Engineer (I & F), Govt. of Delhi, which will function from 15th June, 2021 to 15th Oct. 2021 or till withdrawal of the monsoon, whichever is later. This Control Room will remain in constant touch with wireless stations, at Katwaria Sarai-Central Water Commission; in the Office of the D.M. (East), L.M. Bund, Shastri Nagar, Delhi, and will coordinate activities of the Flood Control Deptt.

In addition to the above, a number of regional posts of Flood Control Deptt. will be set up at the following important locations along river Yamuna, Najafgarh Drain, Supplementary Drain, Jahangir Puri Drain and Chilla Regulator on Shahdara Outfall Drain to monitor the flood situation or drainage congestion & handle any eventuality, effectively:

The above Flood Control Posts will be connected with the Central Flood Control Room at L.M. Bund Office Complex, Shastri Nagar, Delhi - 110031 through a network of wireless sets, to transmit/receive messages.

On the above analogy, MCD, NDMC and DDA will also set up control rooms to receive complaints and take appropriate remedial action in case of drainage congestion on account of heavy rains. These control rooms will remain in constant touch with Central Flood Control Room at LM Bund Office Complex, Shastri Nagar Delhi.

Sector Committees

NCT of Delhi has been divided into eleven districts. There shall be a Sector Committee for each district, which will come into existence from 15th June 2021, under the supervision of a Sector Officer of D. M. rank. The work of each sector shall be seen by a Cabinet Minister of Delhi Govt. The Sector Officer will act as a link between the respective departments. Representatives from the following Departments shall be nominated to these Sector Committees by the concerned Heads of Departments :

Delhi Development Authority Functions of the Sector Committee Immediately after its constitution, the Sector Committees shall meet and with reference to its areas of jurisdiction, plan the steps needed for dealing with the problems arising out of floods or drainage congestion. It shall draw an action plan on the following points:

(i) Setting-up of the Sector Control Rooms. (ii) Preparation of roster of duties, initiate action for installation of telephones and other communication facilities. (iii) Earmarking of stores and relief materials. (iv) Preparation and maintenance of list of vulnerable areas - in the sectors and the arrangements needed for meeting any eventuality. (v) Obtaining data regarding the status of flood control works. (vi) Obtaining data regarding status of roads particularly in vulnerable areas, alternate routes available including pucca and katcha roads. (vii) Obtaining the names and addresses of Pradhans and other important leaders of the area. (viii) Drawing an action plan for taking precautionary measures on health, sanitation, drinking water, essential supplies, etc. during any eventuality.

(ix) Obtaining data regarding location of boats and pumps available in the sector.

(x) Identification of sites for relief camps in case of need.

For ensuring effective control, the Sector Officers may sub-divide their areas into sub-sectors (Sub Divisions) and appoint officers of suitable rank to be incharges of the sub- sectors. The Sector Officer shall place requisition for staff and vehicles with the Central Flood Control Room. They will also constitute relief parties in case of need consisting of a doctor and paramedical staff, a Patwari/Kanungo, representative from the veterinary departments, representative from M.C.D. and social workers. In the event of evacuation, the relief camps would be set up under the supervision of the concerned Sector Officer at an appropriate place, identified in advance. Day-to-day affairs at the relief camp will be managed by an officer of the level of Sub-Divisional Magistrate. When the Sector Officer proposes to put up a relief camp at an open site he will arrange tents at the camp through the Officer- Incharge Central Flood Control Room, Distt. Magistrate (East).In case boats or any other flood fighting material, is required by other department/agency, the requisition for the same shall be furnished through Distt. Magistrate (East) Revenue Deptt. In case, it is considered absolutely necessary to have a relief camp in a school building, the Sector Officer shall get a government school building in the vicinity by liaisoning with the representative of the Education Department available with him.

SCHEME OF OPERATION

(a) Danger Levels For purpose of studying the flood situation in river Yamuna, reference to water level at Old Railway Bridge is taken as the basis. The provisionally revised warning level on the basis of minutes of meeting dated 10.05.2019 of CWC (copy annexed at annexure-L) for river Yamuna at Old Railway Bridge is 204.50 Mtr. (670.93 ft) and the danger level is 205.33 Mtrs. (673.65 ft). As against these levels, the highest flood level recorded was 207.49 Mtrs. (680.57 ft) in 1978 and 207.11 mtrs. (679.32ft.) in 2010 and 207.32mtrs (680.01ft) in 2013.

No specific warning / danger level is in existence for flows in Najafgarh drain (urban portion). However it is normally seen that back water effect of flood water in Yamuna is reflected in the Najafgarh Drain corresponding to a level of 206.04 Mtr. at Old Railway Bridge, the flow in Najafgarh Drain is substantially affected.

(b) Flashing of Warnings

Central Flood Forecasting Division of Central Water Commission, R.K. Puram, New Delhi monitors the flood discharges in River Yamuna, right from the upper catchment and issues flood forecasting bulletins for various stage of floods. The forecasts based on the discharge from the Barrage (3 km. u/s of Tajewala) are relevant to Delhi, as the travel time required for the flood water from to Delhi varies between 36 to 72 hours depending upon the prevailing flow conditions in the river. Similarly, data regarding rainfall in the catchment of Sahibi River, Najafgarh Drain is also computed by Central Flood Forecasting Division of CWC and messages are sent regarding discharge at Barrage.

(i) First Warning

In respect of river Yamuna, the first warning shall be issued by Central Flood Control Room as soon as the discharge from Hathni Kund Barrage exceeds one lakh cusecs whereupon the relevant Sector Control Rooms shall start functioning and keep a vigil in their respective areas. The first warning in respect of Najafgarh Drain will be issued when Discharge at Masani exceeds 35000 cusecs. After issue of this warning, the concerned Sector Officers shall arrange to advise the villagers in Jheel areas of Najafgarh Block to remain alert. The boats will be requisitioned and placed at vulnerable points.

(ii) Second Warning

Second Warning in respect of river Yamuna shall be issued when the discharge from Hathni Kund Barrage exceeds 3 lakh cusecs. People residing within the river embankments shall be warned and arrangement made to shift them to safer places. The Police and the staff of the Flood Control Deptt. would undertake patrolling along Right & Left marginal embankments and keep vigil on the vulnerable points. In respect of Najafgarh Drain, the second warning shall be issued when the discharge at exceeds 70000 cusecs. People in Jheel area shall be asked to move to higher places.

(iii) Third Warning

In respect of river Yamuna, this warning will be given when the flow at Hathni Kund Barrage exceeds 5 lakhs cusecs while for Sahibi, this warning shall be issued when the discharge at Masani Barrage exceeds one Lakh cusecs. People residing in dangerously exposed areas will be advised to remain alert and move to places of higher altitude, in case of need.

(c) Assistance from the Army

In case of need, the Divisional Commissioner may seek assistance from Army in controlling floods, evacuation of the marooned people, distribution of food supplies and other related matters. The present assessment indicates that Delhi may need about 15 army boats for relief measures. G.O.C., Delhi Area will also circulate a Flood Relief Scheme and issue a set of instructions for the guidance of the Army Officers deployed on such emergent works.

(d) Vulnerable Points

The present assessment reveals that inspite of several Flood mitigation measures, locations as per table given below have been identified as Critical/Vulnerable points, which will require special attention and constant vigil during floods of high magnitude in river Yamuna or during heavy rainfall.

(f) Operation of Barrages At present, the operation of barrages across river Yamuna in DelhiTerritory is under the control of following authorities: (i) Delhi Jal Board (ii) I.T.O. Barrage Irrigation Department (iii) U.P. Irrigation Department

In the event of medium or high floods in river Yamuna, the following divisions of Irrigation & Flood Control Department will associate themselves with the operation of these barrages to ensure unobstructed passage to the flood discharges. Divisional Commissioner Delhi will issue suitable instructions to the authorities who are in- charge of these barrages. Wazirabad Barrage CD VI (I & F Deptt.) I.T.O. Barrage CD III (I&F Deptt.) Okhla Barrage CD V (I & F Deptt.)

(g) Rural Drainage

Rural drains in Delhi territory have been planned to drain out low lying rural areas (agricultural). These area are being served by important drains like Mungeshpur drain, Nangloi Drain, Drain No. 6 , Burari Creek, Karari Suleman Nagar Drain, portion of supplementary drain below G.T. Road, Bankner Drain, Sanoth Link Drain, Shahdara drainage system and other small drains. Improvements in these drains by clearance of silt where ever required, cleaning of opening in pipe culvert/bridges etc. shall be ensured before the flood season by I&FC Deptt.'However link drains from village ponds to these trunk drains are under the control of respective MCD and the responsibility of ensuring proper functioning of storm water drainage of entire rural area of Delhi has been vested with the M.C.D(s). The Zonal Officers of M.C.D. should acquaint themselves with the drainage congestion problems in their respective areas and take suitable remedial measures well in advance to avoid any drainage congestion.

[email protected] Flood Control Order, 2021 Page 18 of 128 Drainage of unauthorised Colonies Proper drainage system within some unauthorised colonies has not been developed so far, resulting in stagnation of storm water in pools and low lying plots. For drainage of these ponds, batteries of pumps have to be installed to link the colony water to nearby drains. These pumps shall be deployed by MCD in all the unauthorised colonies outside the development area of DDA and in the unauthorised colonies within the development area of DDA, they i.e. DDA will deploy pumps as per decision taken by the hon'ble Chief Minister during the meeting held on 6- 4-95. As per cabinet decision no- 1966 dated 10.12.2012, it has been decided for unauthorized colonies that in all colonies scavenging and cleaning of said drains is to be done by the respective Munucipal Corporations. Street lights are to be maintained by the DISCOMS and its aurmentation shall also be done by the respective DISCOMS for which provision could be done in initial estimates of the work. Furthermore, development works has been assigned to DSIIDC as sole agency for execution of all works in all unauthorized colonies in future, as circulated vide letter No. F.1-33/UC/UD/Policy/07/partlife/CD-021297485/350-361 dated 10.03.2016. Municipal Corporations to carry out desilting work of drains in unauthorized colonies which are less than 4ft. irrespective of the agencies which are carrying out the development work in that area, it is as decided during meeting on dated 19.05.2014 at 12 Noon, under the chairmanship of Hon'ble L.G. of Delhi. (a) Urban Drainage - (Operation Mission) For monitoring the activities of desilting of Storm Water drains, connecting drainage/ Sewerage and other problem, an Operation Mission was constituted by Urban D e v e l o p m e n t d e p a r t m e n t , G o v t . o f D e l h i v i d e l e t t e r N o . F-16(2)/95/UD/PS/194/5811/25 dated 9-5-1995. The Operation Mission will continue to monitor the following activities: i) Desilting of storm water drains. ii) Desilting of sewers. iii) Tackling the problems of drainage congestion where-ever required. iv) Where-ever possible to delink the sewer system from storm water drains. b) Certification of proper maintenance of Flood embankments, regulators/Sluice gates, Storm water & Sewage Pumping Stations, Mobile Pump Sets, D.G. Sets and desilting of Sewers and storm water drains.

For I & FC Deptt.

i) Executive Engineers of I & F Department, Incharge of the following structures/places will inspect the works, and ascertain their adequacy to meet the flood situation. This would be verified by the respective SEs and a report would be sent to Chief Engineer (I&F) by 15th June 2021. (a) Dhansa bund and regulators. (b) Kakraula Regulators (c) R.M.E., Jagatpur Bund, Left Forward Bund, Shahdara - Marginal Bund, Left Marginal Bund, Mughal Bund, Yamuna Bazar Wall and R.M.E. downstream of Okhla Barrage. (d) Pumping Station at R.D. 0 m of Left Forward Bund. (e) Regulating arrangements on the outfalls of various drains, outfalling into river Yamuna. For Other Deptt. i) M.C.D(s)., D.D.A., PWD& NDMC shall also ensure by 15th June 2021 that drains under their Jurisdiction have been made fully operational and that adequate pumping capacity to meet the requirement is available. ii) Delhi Jal Board shall ensure by 15th June 2021 that all sewers have been desilted and all sewage pumping stations including Diesel Generating Sets are in perfect working condition. iii) Water Logging for removal of stagnet water Civil authorities like M.C.D(s)., N.D.M.C. Cantonment Board, D.D.A., DSIIDC, PWD and DUSIB will be responsible for draining / pumping out water from their respective areas of jurisdiction. 4. Co-ordination Committee (a) A Coordination committee has been constituted by Hon'ble Lt. Governor Delhi, vide letterNo. F.No. 13(6)/CC/UD/MB/2015/1900-13 dated 12.05.2017. It is in

(b) The above Coordination Committee shall formulate norms in order to ensure implementation of various measures such as (a) better flood management during the monsoon period (b) provision of water stagnation and solving problems concluded therein (c) avoidance of inconvenience to public on account of construction activities digging of roads, laying of roads etc. by prescribing suitable norms, (d) guidelines for placing dustbins at various roads etc. as directed by the Hon'ble Delhi High Court. (c) The Chairman of the Committee is authorized to co-opt members from other Government agencies such as DUSIB, DIAL, DSIIDC, DMRC, Northern Railway etc. for being a part of the Coordination Committee, as and when need arises.

DUTIES OF VARIOUS DEPARTMENTS (a) Provision of Wireless Sets Although adequate Wireless sets are available in Irrigation and Flood Control Deptt., yet in case of emergency Civil Defence Volunteers/Home Guards will be responsible for setting up Wireless stations at the Flood Control Room, L.M. Bund Office of (East) and various sectors as per requirements of the Divisional Commissioner Delhi. All these wireless stations will be manned by the Civil Defence Volunteers.

(b) Home Guards and Civil Defence Volunteers Home Guards will be deployed for patrolling duties on bunds and regulators when required/ called for, to guard against any sabotage and for initiating rescue operations of marooned villages. Civil Defence volunteers will be deployed for camp management, distribution of rations etc. as per requirements of the Divisional Commissioner, Delhi.

(c) Medical Arrangements On receipt of requisition from the Divisional Commissioner, Delhi, Secretary (Health), Govt. of Delhi would make arrangements for setting up first aid posts / mobile dispensaries at relief camps and arrange visits of medical team to the flood affected areas. For such purposes, the Medical Deptt. would plan and make provisions for sufficient stores of essential medicines in advance. In case of need, Secretary (Health) may seek the assistance from the Chief Medical Officer, NDMC/MCD.

(d) Sanitation etc. M.C.D. would provide temporary latrines, urinals and street lighting at camp site. Supply of drinking water would be arranged by D.J.B. in flood affected areas / relief camps.

(e) Support of Animal Husbandry Wing On receipt of the requisition from the Divisional Commissioner Delhi, the Animal Husbandry wing of the Development Deptt, would send a medical team of veterinary staff in the flood affected areas and cattle camps.

(f) Transport Commissioner (Transport), Govt. of Delhi would arrange adequate number of trucks or other category of vehicles as may be needed by Divisional Commissioner, Delhi.

MISCELLANEOUS

Information relating to the drainage system, list of villages falling under various Sectors,(including those which are moderately exposed to floods) along with the list of telephones numbers of the concerned officers who may be contacted in connection with flood control arrangements is annexed, for the purpose of ready reference.
