CONSTITUENT ASSEMBLY DEBATES (PROCEEDINGS)- VOLUME VIII Tuesday, the 24th May, 1949 ---------- The Constituent Assembly of India met in the Constitution Hall, New Delhi, at Ten minutes past Eight of the Clock, Mr. President (The Honourable Dr. Rajendra Prasad) in the Chair. ---------- The Honourable Shri Ghanshyam Singh Gupta (C.P. & Berar : General): Sir, could we not do something to be punctual? It pains me very much to see that we commence our business eleven minutes late. This is very bad for us and it ought to be a matter worthy of your consideration that we should be punctual. Mr. Tajamul Husain (Bihar: Muslim): For that we are to blame. The fault is ours. We do not come here in time. The Honourable Shri Ghanshyam Singh Gupta: What I once did in the C.P. Assembly was that I entered punctually and when I found that there was no quorum, I told honourable Members that I would retire for five minutes to see whether there was quorum. This was the solitary instance and I have found that I have not to wait even for five seconds. It is a matter of very great concern that this august House should commence its work eleven minutes after time. Mr. President: I am glad that the honourable Member has drawn attention to this. I myself have been waiting for the past twenty minutes in the chamber. I hope the point that he has raised will receive due consideration at the hands of honourable Members and it will not be necessary for me to take the step which he took in the C.P. -

DISTRICT PROFILE - 2017 CHENNAI DISTRICT ORIGIN OF CHENNAI Chennai, originally known as Madras Patnam, was located in the province of Tondaimandalam, an area lying between Pennar river of Nellore and the Pennar river of Cuddalore. The capital of the province was Kancheepuram.Tondaimandalam was ruled in the 2nd century A.D. by Tondaiman Ilam Tiraiyan, who was a representative of the Chola family at Kanchipuram. It is believed that Ilam Tiraiyan must have subdued Kurumbas, the original inhabitants of the region and established his rule over Tondaimandalam Chennai also known as Madras is the capital city of the Indian state of Tamil Nadu. Located on the Coromandel Coast off the Bay of Bengal, it is a major commercial, cultural, economic and educational center in South India. It is also known as the "Cultural Capital of South India" The area around Chennai had been part of successive South Indian kingdoms through centuries. The recorded history of the city began in the colonial times, specifically with the arrival of British East India Company and the establishment of Fort St. George in 1644. On Chennai's way to become a major naval port and presidency city by late eighteenth century. Following the independence of India, Chennai became the capital of Tamil Nadu and an important centre of regional politics that tended to bank on the Dravidian identity of the populace. According to the provisional results of 2011 census, the city had 4.68 million residents making it the sixth most populous city in India; the urban agglomeration, which comprises the city and its suburbs, was home to approximately 8.9 million, making it the fourth most populous metropolitan area in the country and 31st largest urban area in the world. -

D. in Law, Amity University Uttar Pradesh, India Abstract Man is a social being. The society is characterized by the interdependence of men. This interdependence serves various purposes and needs. But it also gives rise to a conflict of individual interest with social interest. To settle this conflict certain norms and rules are made by the society. These rules are enforced by some kind of sanctions which settle the conflict under the wider wings of equity, justice and good conscience which are and have been gradually recognized by the state. The intervention of the state through its organs is necessary for fair play. It is at this stage that the quest for justice becomes significant The nations which do not ensure to its people justice without delay are destined to doom and loose their identity sooner or later. In our country, the Justice Delivery System has reached on the verge of collapse. To make a critical analysis of present Indian judicial system and the impact on the society give suggestion like A.D.R. The topic of the present research is an attempt to study the present state of affairs of the Justice Delivery System, its problems like the biggest problem of delay, expensiveness being the reason of docket exclusion, uncertainty and lack of infrastructure etc., the identification of causes and concrete suggestions so as to ensure the true spirit of the Preamble of the Constitution of India. -
