Provincial Papers The Provincial Papers consist of documents collected from the offices of District Commissioners from various provinces around the country. The categories to which these collections are assigned and organized (Buganda, Eastern, Northern, Western) correspond with colonial-era districts. These files were collected from the respective district headquarters by archivists from the Uganda National Archives and transferred to Entebbe. The bulk of the collection originated from the Eastern Province headquarters in Jinja, though there are several files from Mbale as well. The early material (1904 to 1930) from Northern Province originated from the provincial headquarters in Masindi, while the later material (1943-1961) came from Gulu after the office’s relocation. In addition, there are two boxes of files from Western Province, including Kigezi, as well as one box of files from “The Resident, Buganda.” Lastly, there are four boxes of certificates awarded to participants in a Chiefs’ training course in 1973. The material in this collection offers a look into provincial administration and the interface between regional actors and their counterparts in the central administration in Entebbe. The files date back as far as 1904 and continue to 1962 with the exception of a handful that extend past independence. The issues they address reflect the specific concerns of district administration and thus often differ in character from material produced at the Governor’s office. In addition to tour reports by DCs or other district officers, the Provincial Papers contain labor reports, agricultural plans, as well as correspondence on topics ranging from urban administration to police actions and a great deal in between. The files in this collection are organized first by province, under the Category column, then box number and then by reference number. Many of the Provincial Papers followed a cataloging system based on Secretariat Minute Paper (SMP) numbers that roughly correspond with the date at which the files were opened. For Northern Province, it has been possible to maintain this cataloging system, with the early files from Masindi in one box and later files from Gulu in another. Most of the Eastern Province material had multiple cataloging numbers marked on the file covers, while some had no numbers at all. It appears that much of this material had been organized by ‘Z’ and ‘N’ numbers written in pencil on the covers intended to supersede the SMP numbers. Given this extant cataloging work and the presence of some files without original SMP covers, the Z and N designations have largely been used in this catalogue as the primary reference numbers. Only in very rare cases where no consistent reference numbers were present was it necessary to add numbers to aid in locating files. Many files appear to have been rehoused in new folders. Given the age of the files in this collection, many are rather fragile and must be handled with care.
