II. SITUATION OVERVIEW

EFFECTS:

A. INCIDENTS MONITORED

• Two (2) flashflood incidents in Region I

o On or about 1:00 AM, 20 A ugust 2012, a flashflood incident which affected 267 families/ 1,150 persons occurred in Brgys. Paraoir and Almeida in Balaoan, . Some victims were rescued and evacuated at Paraoir Brgy. Hall, DMMSU Building and Almeida Brgy. Hall, but already returned home at 6:00 AM, 20 August 2012.

o On or about 7:45 PM, 19 August 2012, a flashflood incident involving a total of 29 families/ 163 per sons occurred in Brgys. Dailipaoen, Natividad and Cabatiran, Naguilian, La Union. The victims were rescued and evacuated at a Mormons Chapel.

B. AFFECTED POPULATION

• As of 6:00 PM, 20 A ugust 2012, the total population affected in Region I is 353 families/1,476 persons in ten (10) barangays in five (5) municipalities of La Union namely Naguilian, , Burgos, Balaoan and San Juan due to flashflood. All evacuees have returned to their respective houses ( as of 6:00 AM, 20 August 2012) C. CASUALTY

• On or about 8:00 AM, 19 August 2012, a boy, named Michael DC Estacio, was carried by the strong current of water. Victim was rushed to LUMDC, , La Union but was declared DOA by the attending physician.

• One (1) road is still damaged in Region I caused by the previous typhoons and southwest monsoon.

III. ACTIONS TAKEN

EMERGENCY PREPAREDNESS AND RESPONSE:

NDRRMC

• NDRRMC–OPCEN is on “Red Alert” status in view of the Typhoon “IGME” • Disseminated NDRRMC Advisories on Weather Advisory to all regions affected through SMS and facsimile, uploaded the same at the NDRRMC Website, Facebook, and Twitter accounts for further dissemination to their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial down to the municipal levels • Directed RDRRMCs concerned through the OCD Regional Centers to undertake precautionary measures in their respective areas of responsibility (AOR) and subsequently advised local DRRMCs to initiate pre-emptive evacuation of families in low- lying and mountainous areas if situation warrants

MEMBER AGENCIES

• PCG implemented the "NO SAIL POLICY" within the AOR due to unfavorable sea condition. o Cancelled/banned all trips of sea vessels and advised fishing boats/bancas not to venture out into the sea at the western coast of Cagayan including Camiguin and Calayan Group of Islands. • PIA assisted in the dissemination of warning advisories to the general public to stay at home or in safer areas during this weather. • DPWH prepositioned heavy equipment and maintenance crew, to report every 6 hours on the road status in the AOR. o DPWH I on continuous monitoring of major roads and br idges in the AOR, installed warning signs and bar ricades along -Baguio City road, Km. 277+150 due to collapsed slope protection. o Ongoing removal of slides along Agoo-Baguio City road ( Km. 247+700 to Km. 247+800) due to earthslide. • DOH alerted all HEMS officers and hos pitals. Assisted in the dissemination of weather and warning advisories to local HEMS. Prepositioned medicines and ot her health concerned logistics. Status on standby. • DILG assisted in the dissemination of weather and warning advisories. Reactivation of DRRMC at all levels. • PAF TOG 1, PMA-DRTG, 503rd, 501st & 502nd BDEs are on alert status. • PRC Pangasinan Chapter is on continuous monitoring with P/C/MDRRMCs for a more coordinated and efficient response. • PNP assisted in the monitoring of road condition and landslide prone areas and incidents within AOR. Assisted in the dissemination of weather and warning advisories. All PPOs are activated. o PNP Naguilian, La Union conducted rescue and evacuation operations.

REGIONAL PREPAREDNESS AND RESPONSE:

• RDRRMC I o OCD Region I Operations Center has been activated.

3 o Disseminated weather bulletin, gale warning, and flood advisory to all concerned local DRRMCs, RDRRMC member agencies, the tri-media and t o several fishermen associations through facsimile and SMS. o Attended to tri-media interview regarding situation in the AOR. o Coordinated with PNP PRO1/PDRRMC La uni on on the status of evacuees affected by flooding and flashflood in five (5) municipalities of La Union, namely: Naguilian, Bacnota, Balaoan, San Juan and Burgos.

• RDRRMC II disseminated Weather Advisories to RDRRMC member-agencies, P/C/LDRRMC, and Local Media (radio stations) through SMS and facsimile. o OCDRC2 Operations Center is continuously monitoring the regional situation. o Coordinated with Local DRRMCs regarding situation in their AOR and preparedness activities to be undertaken. o Alerted Local DRRMCs for possible occurrences of any emergency. o Alerted the residents living in low lying areas and mountainous slopes against possible flashfloods and landslides.

• RDRRMC IV-B o OCD IV-B disseminated Weather Bulletins and G ale warning to PDRRMCs, CDRRMCs, LGUs and l ine member agencies through SMS and f acsimile and uploaded the same to OCD-RDRRMC IV-B facebook and skype accounts to ensure widest dissemination of these advisories. o Placed Regional Operation Center on al ert status for possible effects of TS "IGME" and al erted LDRRMOs OpCen on the possible effects of TS "IGME". Also, continuously monitoring the weather situation in the AOR.

• RDRRMC V disseminated the latest PAGASA weather forecast, gale warning to RDRRMC members/support agencies, LDRRMC and m edia through facsimile/ OCD5 info board/SMS and uploaded same to OCD-RDRRMC facebook to ensure public safety and achieved zero casualty. o Coordinated with LDRRMCs re weather situation in AORs and advised to closely monitor situation especially in low lying areas and to report any incident related to the latest weather disturbance. o OCD5 OPCEN is on heightened alert status.

• RDRRMC CAR o OCD CAR CRDRRMC is on "Blue Alert" status.

All LDRRMC are advised to be on "Blue Alert" status and monitor their AOR. ______
