1 Purpose of report

1.1 To ask Committee to note the publication of the Council’s fourth hotel schedule and advise on progress towards meeting visitor accommodation targets.

2 Summary

2.1 The first Edinburgh Hotel Schedule was published three years ago in response to the growing demand for hotel space and the consequent increase in planning applications and developments.

2.2 The schedule monitors progress against the targets for additional hotel rooms recommended in the Edinburgh & Lothians Tourism Accommodation Audit 2006 and the West Edinburgh Visitor Accommodation Analysis 2007.

2.3 The schedule shows that over 179% of the additional 4,000 hotel rooms required by 2015 have been developed, are being developed or have planning consent. In addition, 797 rooms are awaiting determination.

2.4 The schedule is prepared on an annual basis.

3 Main report

3.1 The Edinburgh & Lothians Tourism Accommodation Audit 2006 identified a requirement for an additional 4,000 hotel rooms within Edinburgh by 2015. The need for new hotel development is also identified in the Edinburgh City Local Plan.

3.2 The West Edinburgh Visitor Accommodation Analysis 2007 identified a requirement for 1,000 of these additional hotel rooms to be located near Edinburgh Airport.

3.3 The Edinburgh Hotel Schedule (see Appendix 1) has been prepared to assist in monitoring progress against the targets in these two studies. The schedule

details completions, properties under construction, planning consents, applications awaiting determination and closures.

3.4 The key points arising from the Hotel Schedule are:

a) 1,118 hotel rooms have been completed since 2007; b) 223 hotel rooms were completed in 2010; c) 467 were under construction at the end of 2010; d) 5,573 had been granted consent, but not started, at the end of 2010; e) a total of 7,158 rooms had either been completed in 2010, were under development, or had planning consent; f) 5,634 of the total in e) were located in the Edinburgh City Local Plan area and 629 were located in the Rural West Edinburgh Local Plan Area; g) the total in e) is 179% of the 4,000 additional rooms required by 2015; and h) there were applications for 797 rooms awaiting determination at the end of 2010.

3.5 Although the ‘pipeline’ figure of 7,158 rooms, noted in e) above, represents 179% of the additional rooms required, it should be noted that 5,573 of these are unimplemented consents. It is likely that, as a result of the economic downturn, some consents will not be developed.

3.6 A more representative figure is the 1,118 completions, noted in a) above, comprising 28% of the target of 4,000 by 2015.

3.7 It should be noted that since the Audit date (31 December 2010) the Committee has determined it is minded to grant consent to a further 564 rooms, the majority of these comprising two developments on Princes Street and one at Morrison Street, Haymarket. These would take the total rooms to 6,827, substantially exceeding the 2015 target.

3.8 Major schemes awaiting determination include Ingliston Road (new hotel) and Newhaven Place (extension to existing hotel).

3.9 The Edinburgh Hotel Schedule will continue to be prepared on an annual basis. In future years, the Schedule will be communicated to Committee members as a Planning Information Bulletin. This will allow its key messages to be delivered to members quicker.

4.1 There are no financial implications arising from this report.

7 Conclusions

7.1 The preparation of an annual hotel schedule assists in quantifying and monitoring the level and progress of hotel development in Edinburgh.

7.2 The Planning Service has delivered a range of consents to enable hotel development, and notable progress has been made towards the target of 4,000 additional hotel rooms within Edinburgh by 2015. The extent of future progress will depend on developer confidence in the market.

8 Recommendations

8.1 It is recommended that the Committee:

a) notes the publication of the Edinburgh Hotel Schedule 2010 and progress towards meeting visitor accommodation targets; and

b) refers this report to the Economic Development Committee for its interest.

This is the fourth hotel schedule to be produced by the City of Edinburgh’s total stock of serviced accommodation at the end of Edinburgh Council. 1-5* VisitScotland grading where known Guest House A Guest House is usually a commercial business and will normally have a minimum of four letting bedrooms, of which some will have en suite or private facilities. Breakfast will be available and evening meals may be provided.

Hotel A Hotel will normally have a minimum of twenty letting bedrooms, of which the majority will have en suite or private facilities. A Hotel will normally have a drinks licence (may be a restricted licence) and will serve breakfast, dinner and normally lunch.

Hostel Backpackers style accommodation provided by a private operator or nonprofit making membership organisation. Normally let on a Self-Catering nightly basis where accommodation will often, but not exclusively, be in shared rooms. Larger Hostels may also provide full catering or other extended services and facilities.
