Reason #1 - With the current City Councilors that are not running it has left a great void on the Council, “The Time is Right” for me to “Step Up and Serve.” So, instead of working in the background with my community service, like I have been, now is the time for me to be more involved and active. I will do this as your City Council Member in Seat #4. Reason #2 – I’m currently working full time as an IT Systems and Support Administrator for the Doug Andrus trucking company. Heber and Jason Andrus, along with our company President Clay Murdoch, are supportive of me serving in the community again, and I thank them for this. Reason #3 - My wonderful daughters, that we chased around the State with their cheerleading and dance events, have grown up, moved from home and are establishing their own lives.     legislative priorities legislative 2016 priorities • Implement Medicaid expansion or an Idaho alternative to provide necessary health insurance coverage for approximately 77,000 Idahoans who are currently ineligible for both coverage under Medicaid and incentives to purchase coverage through the Idaho Health Insurance Exchange. • Implement and align pre-kindergarten through post- secondary education, with an emphasis on STEM, and expand capacity of Idaho’s professional/career technical educational programs (PTE/CTE), leading to high demand, high wage jobs. • Lower the supermajority to 60% from the current 66 2/3% to assist tax supported governmental entities, including school districts, to pass the bonds necessary for investment in schools and infrastructure. • Preserve urban renewal and tax increment financing, and make other forms of development financing more accessible to increase economic development within the state of Idaho. • Support the Idaho National Laboratory’s research and development mission, including advanced nuclear technology research and development, and importing research quantities of commercial nuclear fuel. Engage the legislature in support of the Governor’s recommendation for an INL/BSU collaboration in cybersecurity that includes the participation of ISU and UI through the IRON network. Work to ensure state, regional, and local support for the Department of Energy’s new GAIN initiative which is led by INL and aimed at advancing the deployment of advanced nuclear reactors. The economic impact of these missions is crucial for Idaho’s economy, now and into the future. • Support legislation which reduces barriers and encourages additional and more substantive electrical generation and transmission capacity across the state. Increased capacity is critical to the testing and operating of commercial small modular reactors in Eastern Idaho.

    2015 Legislative Summary This legislative scorecard is meant to be a resource for the Greater Idaho Falls business community. It is a reflection of the Chamber’s priorities and how they were addressed during the 2015 Idaho Legislative Session. The scorecard does not reflect the complexity of every issue that is addressed. The Chamber was pleased with the 7.4% increase in education funding, which is 2/3 of the way back to 2015 Legislative Scorecard 2009 levels. Advocate ● Educate ● Network The Legislators support for Professional Technical Education programs and education in general was tre- mendous this session. The Chamber was disappointed in the lack of legislation for local option taxing authority and Medicaid reform. The Chamber also felt that the Legislature missed an opportunity to explore the benefits that the creation of a State Gaming Commission could have provided, but pleased that a bill was introduced. The Chamber is concerned with the state’s non-compliance with the federally mandated REAL ID ACT and the potential impact on business. The Chamber is relieved that the State was granted an extension to comply with the act. The Chamber would have liked to have seen increased funding for the Idaho Commission on Aging. The continued support for the Behavioral Health Crisis Center was applauded. While steps were taken to provide increased funding for transportation infrastructure maintenance, the Chamber would have liked to have seen a more significant investment made to close the $260M funding gap.     Cheers & Jeers: Moyle's shell game Marty Trillhaase/Lewiston Tribune DJEERS... to Idaho House Majority Leader Mike Moyle, R-Star. He's hiding the pea under each of these shells: For more than two decades, Idaho's cities and counties have operated under a property tax ceiling that often falls below the rate of inflation. You see the results in the inadequate budgets for indigent criminal legal defense, aging and overcrowded jails, crumbling roads and stagnant employee pay. In that same time, Idaho lawmakers have sliced more than $700 million in the yearly share of the state's personal income devoted to public schools. The U.S. Census Bureau rates Idaho dead last in the amount of money it raises for each pupil. Education Week gives the state an F for school finance. It's been almost 20 years since Idaho raised its fuel taxes. Every year, the state falls $262 million short of maintaining its highways and bridges. By siphoning half the property tax dollars local taxing districts pick up for new construction, Moyle would take about $9 million from Idaho's underfunded local governments and hand it over to Idaho's underfunded schools. That's on top of a series of bills that would drain sales tax dollars from the general fund - half of which goes to public schools - and spend it on highways. Moyle's blowing smoke. Rather than addressing the real needs of local government, schools and transportation he's robbing Peter to pay Paul, then to pay Peter, then Paul, then Peter again, and so on.
