The meeting was held in the County Board Room, Government Center, Little Falls MN, and was called to order at 9:00a.m. by Chairman Wilson.

Members present: Commissioners Randy Winscher, Mike Wilson, Jeffrey Jelinski, and Greg Blaine.

APPROVAL OF COUNTY BOARD MINUTES A motion was made by Commissioner Winscher, seconded by Commissioner Jelinski and carried unanimously with Commissioner LeMieur absent, to approve the Morrison County Board Meeting Minutes from September 22nd, 2020.

AGENDA CHANGES A motion was made by Commissioner Blaine, seconded by Commissioner Winscher and carried unanimously with Commissioner LeMieur absent, to approve the agenda as presented.

DOMESTIC VIOLENCE AWARENESS PROCLAMATION A motion was made by Commissioner Jelinski, seconded by Commissioner Blaine and carried unanimously with Commissioner LeMieur absent, to proclaim the month of October 2020 as Domestic Violence Awareness Month in Morrison County.

CYBER SECURITY AWARENESS PROCLAMATION A motion was made by Commissioner Blaine, seconded by Commissioner Winscher and carried unanimously with Commissioner LeMieur absent, to proclaim October 2020 as National Cyber Security Awareness Month in Morrison County.

A motion was made by Commissioner Jelinski, seconded by Commissioner Blaine to approve Unitrends new Backup Software Solution for a cost of $97,382 including data storage, a one-time install fee and 3 years of support. Motion carried on a roll call vote 4-0, with Commissioner LeMieur absent.

SOIL AND WATER CONSERVATION DISTRICT Shannon Wettstein, District Manager, and Leanne Nouis, Administrative Assistant presented the 2019 annual report and plan of work for 2020.

A motion was made by Commissioner Blaine, seconded by Commissioner Winscher and carried unanimously with Commissioner LeMieur absent, to approve the Memorandum of Agreement for Long Prairie River Watershed Partnership starting December 2020 through December 2021.

A motion was made by Commissioner Blaine, seconded by Commissioner Jelinski and carried unanimously with Commissioner LeMieur absent, to appoint Mike LeMieur as a policy member to the policy board for the Long Prairie River Watershed Partnership.

SHERIFF A motion was made by Commissioner Jelinski, seconded by Commissioner Winscher and carried unanimously with Commissioner LeMieur absent, to approve the purchase of a dive barge for boat and water patrol and rescue purposes. Trading in of old boat to purchase this. Final cost of $30,131.

PUBLIC HEALTH/SOCIAL SERVICES Brad Vold, Director, introduced new staff to the County Board: Kim Dezurik - Child Protection Social Worker in Social Services Sofya Semanduev - Regional Dental Coordinator in Public Health

Sarah Pratt, Human Services Supervisor, and Cindy Nienaber, Public Health Nursing Supervisor, provided information on Special Needs Basic Care now that we have two new health plans with the product.

SOCIAL SERVICES A motion was made by Commissioner Blaine, seconded by Commissioner Jelinski and carried unanimously with Commissioner LeMieur absent, to approve Social Services Director signing off on the Grant Contract between the Minnesota Department of Human Services and Morrison County to create and ensure a unified, accountable, and comprehensive adult mental health system with services administered under Adult Mental Health Initiative and/or Community Support Program funding. Contract is for 2021 and 2022 calendar year for the amount of $659,494.

PUBLIC HEALTH A motion was made by Commissioner Winscher, seconded by Commissioner Jelinski and carried unanimously with Commissioner LeMieur absent, to approve 2020 New Establishment Owner License: Dist. 2 New Start Housing, Little Falls $111.00 Owner New Start Holdings, Kelley Martin - President

LAND SERVICES A motion was made by Commissioner Jelinski, seconded by Commissioner Blaine and carried unanimously with Commissioner LeMieur absent, to approve the attached Abstract of Abatements dated October 13, 2020.

AUDITOR/TREASURER A motion was made by Commissioner Winscher, seconded by Commissioner Blaine and carried unanimously with Commissioner LeMieur absent, to approve Resolution#2020-088 requesting approval for the Big Lake Sportsmen's Club, Inc. to hold a raffle at Stone Hill Bar & Grill on November 28th, 2020.

Chelsey Robinson, Auditor/Treasurer, presented the September 30, 2020 Cash Report with the 3rd Quarter Cash, Investments & Interest Reports.

WARRANTS A motion was made by Commissioner Blaine, seconded by Commissioner Winscher, to approve the following Resolution:

WHEREAS, the Morrison County Board of Commissioners have reviewed the list of County Board Warrants, with Manual and Auditor Warrants;

NOW THEREFORE, BE IT RESOLVED, that the list of County Board Warrants on file in the Auditor/Treasurer's Office for October 13th, 2020 be approved for payment:

PUBLIC WORKS A motion was made by Commissioner Wilson, seconded by Commissioner Jelinski to authorize Resolutions #2020-081, #2020-082, #2020-083, #2020-84 for Certificate for Final Payments on Contract #292 to Marvin Tretter Inc. for project numbers CP 049-283-015, SAP 049-621-019, SAP 049-621-020 and SAP 049-621-022. Motion carried on a roll call vote 4-0, with Commissioner LeMieur absent.

A motion was made by Commissioner Winscher, seconded by Commissioner Blaine to authorize the Resolution#2020-085 of Certificate for Final Payment on Contract #295 to Houle Excavating LLC for project number SAP 049-599-073. Motion carried on a roll call vote 4-0, with Commissioner LeMieur absent.

A motion was made by Commissioner Blaine, seconded by Commissioner Winscher to approve the 2021 Transportation Improvement Plan and direct the Department of Public Works to move to bidding when appropriate. Motion carried on a roll call vote 4-0, with Commissioner LeMieur absent.

ADMINISTRATION A motion was made by Commissioner Jelinski, seconded by Commissioner Blaine and carried unanimously with Commissioner LeMieur absent, to approve the Central Minnesota Emergency Medical Services Region Joint Powers Agreement.

A motion was made by Commissioner Winscher, seconded by Commissioner Jelinski to approve Resolution#2020-086 authorizing County Administrator, Deb Gruber, to distribute a total of $539,208.92 in scheduled amounts to School Districts in Morrison County. Motion carried on a roll call vote 4-0, with Commissioner LeMieur absent.

COUNTY BOARD REPORTS AND SCHEDULE Members of the County Board reported on various meetings they have attended and on their upcoming schedule of meetings with various organizations.

ADMINISTRATION A motion was made by Commissioner Blaine, seconded by Commissioner Jelinski and carried unanimously with Commissioner LeMieur absent, to approve a Closed Session Resolution#2020-087 to close the meeting in order to discuss the status of Pending Litigation, receive a report on the status and discuss litigation strategy.

The meeting was closed at 11:09am. The meeting reconvened at 12:20pm.

CLOSED EXECUTIVE SESSION PENDING LITIGATION

WHEREAS, Morrison County is involved in litigation in the following case OAH FILE NO. 65-6226-36786; and

WHEREAS, the Morrison County Attorney and outside legal counsel has requested the opportunity to discuss litigation strategy with the Morrison County Board of Commissioners and has advised that the public discussion of such strategy would benefit the Defendants and their counsel to the detriment of the Board in the litigation; and

WHEREAS, the Morrison County Board of Commissioners desires to invoke the attorney/client privilege and discuss the litigation confidentially with the County Attorney and outside legal counsel; and

WHEREAS, pursuant to Minn. Stat. Sec. 13D.05, Subd. 3(b) the Board by resolution may close a meeting as permitted by the attorney/client privilege;

NOW THEREFORE, be it resolved:

The Morrison County Board of Commissioners hereby closes the County Board meeting on October 27, 2020 in order to discuss the status of Pending Litigation, receive a report on the status and discuss litigation strategy.

RESOLUTION #2020-

RESOLUTION TO AMEND THE LAKE SHAMINEAU AND CROOKNECK LAKE FLOOD PROTECTION ORDINANCE

WHEREAS, the Morrison County Board of Commissioners adopted the Lake Shamineau and Crookneck Lake Flood Protection Ordinance on December 11, 2018 after proper notice and public hearing, and

WHEREAS, the Ordinance has a sunset date of December 10, 2018, and WHEREAS, high water conditions still exist on Lake Shamineau and Crookneck Lake that have prevented property owners to undertake flood protection projects that the Ordinance allows, and

WHEREAS, Morrison County wishes to keep the Ordinance effective to allow affected property owners to undertake flood protection projects once floodwaters recede, and

BE IT ORDAINED, the sunset date of December 10, 2018 within the Lake Shamineau and Crookneck Lake Flood Protection Ordinance be amended to December 31, 2021.

COUNTY REPORT – SEPTEMBER 2020 U of M Extension, Morrison County

EXTENSION EDUCATOR, 4-H YOUTH DEVELOPMENT – MORRISON COUNTY: BECKY MOE State Showcase Judging-I judged a few classes of photography for the State 4-H Showcase. It was a wonderful opportunity to visit with 4-H members on their projects and passion for photography.

NE YD Connect- Our NE region of Extension Educators and supervisors continues to meet weekly for updates.

Check-in with staff- I met via zoom with my supervisor and the other four Extension Educators she supervises for an update.

Livestreaming 4-H events webinar-I watched a webinar on ideas and suggestions when livestreaming 4-H events. The discussion revolved around awards programs.

Photography Work group- I met to go over the end-of-program wrap up and submitting lesson plans to a group folder for others to utilize.

State Showcase virtual livestock judging-For a week, each day there were different species judged virtually. Morrison County had the Champion Unrecorded Grade Senior Doe, Reserve Champion Unrecorded Senior Doe, Reserve Champion Dairy market wether, Reserve Champion Other Breeds yearling ewe, Reserve Champion Nubian senior doe and three Award of Excellences in Showmanship. There were 16 entries in beef, sheep, meat goat, dairy goat and rabbit.

Volunteer Training- The first in a series of four different volunteer training opportunities this fall was called, “Connect your group to kick off the 4-H year”. This 1-hour gathering gave 4-H volunteers tips for connecting with youth in fun, interactive ways whether meeting virtually or in-person. We also discussed options for selecting a youth leadership/club officer team. I hosted an in-person option as well as the State’s virtual option to participate.

4honline webinar-The 4-H Program has switched their online enrollment program to 4honline 2.0. This webinar went over some issues and things to remember as we utilize a new system. Hints for helping families were also shared.

MC Record interview-I was interviewed by the Morrison County Record for a National 4-H Week article that the paper does.

Federation meeting-There was a hybrid Federation meeting held, with some in person and others connecting via zoom. We held officer elections, decided to postpone the fall awards program and looked at other events for the fall and winter.

SNAP-ED EDUCATOR: SAMANTHA BARRON

 During the month of September, I continued to work from home and do my best to stay connected to my partners using distance technology. I continue to work with other educators to adapt and offer our education programs in an online platform. Working on adapting our lessons online will give us the opportunity to extend our reach in our communities.

 I reached out to my partnering schools in the Little Falls area to inquire if they were interested in offering nutrition education during this school year. This year due to COVID my partnership and education with schools will look differently than it has in previous years. The teachers in the Little Falls area have asked for recorded lessons for nutrition education. Those lessons are currently being worked on and I am hoping to start sharing them with my partnering classrooms at the end of October/early November.

 I am setting some adult distance learning education courses that will be starting this fall. The first is a new Walk with Ease program. This program focuses on strategies to maintain an active lifestyle and we will work in strategies to do that during COVID. The other is a child care provider training called Start Strong. I offered this program in person last year to local child care providers and they really enjoyed it. Due to COVID, we have had to adapt this program to an online/distance learning platform. Now that that is done, I am promoting it to providers and plan to begin this program in early November.

 One thing that SNAP-Ed is working on is creating State wide teams to focus on specific issues throughout our state. I have joined several state teams including one that will focus on food access, one that is going to work on setting up a referral system with healthcare, and another focusing on developing a curriculum that focuses on health/nutrition information to those living with a chronic disease. These teams were formed early in the summer. I am excited for the work that will be coming out of these project teams, these projects will help us to expand upon/build on our existing work with healthcare providers.

 I truly enjoy my work in Morrison County and could not be successful in my job without the great partnerships that I have formed and continue to make. During this stressful and uncertain time, it is these partnerships that I have formed that have truly helped me to continue our great work in Morrison County.

MISCELLANEOUS: GLORIA AUSTIN, ADMINISTRATIVE SPECIALIST Contacts in September centered on 4-H (specifically the State Showcases), insect identification, horticulture (tree issues and weed identification) and food safety and preservation.

I also view webinars as necessary, including webinars on the two 4-H programs, 4honline and FairEntry. There have been multiple 4-H staff webinars as well. Webinars are also viewed as needed in my capacity as Master Gardener Coordinator. Extension in general has been having many opportunities to stay in contact with our cohorts through zoom meetings.

30 RESOLUTION 2020______WHEREAS, the Coronavirus Disease (COVID-19) is a respiratory disease that was declared a global pandemic by the World Health Organization on March 11, 2020; WHEREAS, the Federal CARES Act was signed into law on March 27, 2020, and was in part available to qualifying local, state, and federal agencies to cover expenses related to unbudgeted expenditures incurred between March 1, 2020 and December 30, 2020, due to the public health emergency caused by the Coronavirus Disease 2019 (COVID–19); WHEREAS, Governor Tim Walz on June 26, 2020 formally allocated funding for counties, cities, and townships in the State of Minnesota, WHEREAS, Morrison County applied for, was awarded $4,083,740, and received the respective funding in July 2020 to directly apply to a broad range of necessary expenditures incurred as a result of COVID- 19; WHEREAS, according to guidance issued by the Department of Treasury and the Minnesota Office of Management and Budget, CARES dollars can be awarded to non-profit organizations to cover costs associated with providing service during the pandemic or other costs associated with meeting CDC guidelines; WHEREAS, Morrison County developed and deployed a Non-Profit Assistance Program for agencies located in Morrison County and asked what needs they have as a result of business interruption, increased needs, or other expenses associated with meeting CDC guidelines in response to COVID-19; WHEREAS, Non-profit organizations within Morrison County responded with a list of needs and uses for CARES dollars awarded from the County that was evaluated, considered and based on the response, recommended to be funded at a maximum of $15,000 per agency; NOW, THEREFORE, BE IT RESOLVED by the Morrison County Board of Commissioners that, County Administrator Deb Gruber, is hereby authorized to distribute a total of $296, 262.96 in the attached scheduled amounts to the respective Non-Profit Agencies.
