EXECUTIVE SUMMARY

I. Introduction to the Proposed Project

This preliminary Environmental Impact Assessment (EIA) study is carried out for the Proposed Mixed Housing and Commercial Development on Lot 39, Mukim Beranang, District of Hulu Langat, Selangor Darul Ehsan . The proposed Project will be developed on 1,010.50 acres (408.94 ha) of land and the proposed Project is to be developed by Setia Ecohill 2 Sdn. Bhd. formerly known as Bukit Indah (Selangor) Sdn. Bhd. The locality of the Project Site falls under the jurisdiction of Majlis Perbandaran (MPKj). A Site Suitability Assessment (Penilaian Awalan Tapak) has been submitted to the Department of Environment (DOE) Selangor and the department has requested an EIA prior to the proposed development via its letter dated 7 th March 2013.

The Project Site is situated within the District of Hulu Langat, Selangor Darul Ehsan. The proposed Project Site is surrounded by several mixed developments i.e., residential, commercial and industrial. The proposed Project Site is located approximately 43km from Kuala Lumpur City, 8km south from the town, 16km north from Kajang town and approximately 25km north from . The geographical location of the proposed Project Site is at a latitude of 2°54’4.71”N to 2°52’50.62”N and a longitude of 101°50’13.79”E to 101°50’33.82”E. General location of project site is shown in Figure A . The proposed development is accessible via internal road within Kampung Sesapan Kelubi at the east which is connected to a double-lane carriageway of Jalan Semenyih (i.e., Federal Road 1) at the eastern region of the Project Site which is also the main access into the Project Site. Jalan Semenyih also connects to Kajang – Seremban Highway (LEKAS), which is the main highway that connects the Project Site with Seremban, Kajang and Semenyih.

At present, the Project Site mainly consists of an oil palm plantation mixed with some rubber. The oil palm trees observed at the Project Site are mainly mature to old planting, which are ranged above 10 years planting. There are earthen routes within the site which are used to facilitate the present rubber and oil palm cultivation activities. Besides that, there are also remnants of demolished buildings at the eastern part of the site. The current site condition of the Project Site is as shown in Figure B . The proposed Project Site is mainly surrounded by secondary vegetation, industrial and residential settlements. The landuse adjacent to the Project Site are as stated below:

The proposed Project which is a housing development and a construction of a new township falls under the ambit of item 7 and 9 (e) under the Schedule of the Environmental Quality (Prescribed Activities) (Environmental Impact Assessment) Order, 1987 made under Section 34A of the Environmental Quality Act 1974.

Based on ‘Rancangan Tempatan Majlis Perbandaran Kajang 2020’, the proposed Project Site lies within Blok Perancangan 4 – Beranang under Blok Perancangan Kecil (BPK) 4.4 –Connemara Estate that is designated for housing development.

II. The Existing Environment

Physical Environment a. Topography • From the topography survey plan, the proposed Project Site is generally characterised as undulating terrains with average elevations ranging from RL30m to RL80m above mean sea level. • The highest ground (approximately RL 113.89m) lies at the peak of the hill lock in the northern portion of the Project Site while the lowest ground (approximately RL 25.30m) is within the valley of the tributary of Sg. Beranang which is situated at the southwestern boundary of the Project Site. b. Hydrology • The Project Site lies within the Sg. Semenyih river catchment area. Altogether there are eight (8) water intake points within the Sg. Langat river catchments. Among these water intake points, the nearest water intake points of Sg. Semenyih Water Supply Scheme and Bukit Tampoi Water Treatment Plants are located 14km and 26km downstream from the Project Site respectively. • Majority of the Project Site (middle and southern portions) is drained by the tributary of Sg. Beranang. Tributary of Sg. Kabul drains the eastern portion of the Project Site, the tributary of Sg. Rinching drains the northeastern portion of the Project Site while the tributary of Sg. Kembong drains the western portion of the Project Site. c. Geology and Soil • The Project Site is situated on the metasediments of schists rock type namely Jelebu Schist Formation which consists of mainly phyllite, slate with minor quartz-mica schist and is believed to be probably aged Middle Ordovician to Early Siluran except the southeastern portion of the Project Site consists essentially of granite (Main Range Granite Bodies) which is light grey, coarse grained and exhibit phaneritic-phorphyritic texture and probably aged middle Jurassic to upper Triassic. • Advanced Consulting Engineers Sdn. Bhd. has been appointed by Messer Bukit Indah (Selangor) Sdn. Bhd. (currently known as Setia Ecohill 2 Sdn. Bhd.) to carry out the geological terrain mapping on Lot 39, Mukim Beranang, Daerah Hulu Langat, Selangor Darul Ehsan. The Geological Terrain Mapping Report has been submitted to JMGS/WP and the approval has been obtained on the 5 th May 2013 with the reference no. :- JMG.SWP(GS)001/12/3Jld5(76). • Generally, the proposed development site is classified into two (2) classes; class I and class II.

• Based on the soil investigation (S.I.) conducted by Gagasan Teguh Sdn. Bhd. from 6 th March 2013 to 12 th April 2013 under the supervision of the consulting engineer, Hacent Consultant, with a total of fourteen (14) deep boreholes were drilled within the site. • Based on the borehole results, the thickness of the soil (overburden) shall be within approximately 6.00m to 24.00m of soil layers consists of mainly sandy SILT and sandy Clay before encountering the hard layer (SPT-N >50 blows). • Rock formation encountered (only at BH33 and BH 40) is classified as poor, slightly weathered fractured GRANITE. • Groundwater table ranges from 4.60m to 17.20m below ground level. • Based on the Reconnaissance Soil Map ( pindaan 2002), published by the Ministry of Agriculture, , the Project Site is situated on sedentary soils namely the Munchong-Seremban Association which is developed on parent materials which are predominantly metamorphosed sedimentary rocks except the southeastern portion of the Project Site is situated on sedentary soils namely the Rengam Series which is developed on parent materials which are predominantly granitic rocks. • The soil in the Project Site is permeable to water, thus the topsoil with no vegetation cover is easily erodable when exposed to rainfall. • According to the Hydrogeological Map of Selangor and Kuala Lumpur Federal Territory (2008) published by Jabatan Mineral and Geosains (JMG) Malaysia, The Project Site is located on high potential aquifer regime of this region except the southeastern portion of the Project Site is located on low potential aquifer regime. • The nearby tube wells are located at Bangi which is approximately 7 km west from the proposed Project Site, could be correlated to the high potential aquifer regime’s groundwater volume and tube well in Beranang which is approximately 3 km east from the proposed Project Site, could be correlated to the low potential aquifer regime’s groundwater volume. d. Landuse • Agricultural land areas are the prevalent landuse, with a total area of 15,298.14 acres (49.77% of the impact area). • The main cultivated crops in the vicinity of the Project Site are the oil palm and rubber. Most of the rubber and oil palm plantations are represented by Rinching Estate, Glengowrie Estate, Balau Estate, Tembahru Estate, Bangi Estate, Barefield Estate, Saringgit Estate, Connemara Estate, Pajam Estate, Estate and Dunedin Estate. • Settlements & associated non-agricultural areas are the second predominant of the impact area i.e., 11,974.28 acres or 38.96%. The urban environment namely Taman Bahagia, Taman Desa Anggerik, Bandar Rinching Seksyen 1, 2, 5 & 6 Taman Pelangi Semenyih, Kg.Rinching Tengah, Bandar Tasik Kesuma, Bandar , Taman Melor, Taman Mulia, Taman Dahlia, Taman Jaya, Bayu Lake Homes, Taman Anggerik, Perdana College Height as well as industrial area of Nilai Industrial Park, Beranang Industrial Area, and Mahkota Industrial Area which are among the nearest receptors to the Project Site, occupies approximately 9,708.65 acres or 31.59% of the total impact area.

• Other cultivations are found within the impact area are, mixed horticulture which makes up approximately 4.20 % of land is cultivated with local fruits and vegetables and can be found within the settlement/villages areas such as within Kg. Sg. Kembong Hulu, Kg. Sg. Kembong Hilir, Kg. Jalan Bangi, Kg. Sg. Rinching, Kg. Sesapan Batu, Kg. Sesapan Kelubi, Kg.Kuala Pajam, Kg.Sg.Purun, Kg.S.Machang, Kg.Jalan Enam Kaki and Kg.Danching, while orchards (0.25%), other crops (0.31%) as well as sugarcane (0.15%), banana (0.3%) and grass nursery (0.44%). • Forested land i.e., Idle Grassland covers of approximately 954.48 acres (3.11 % of the total impact area) while scrubs occupies 1,136.73 acres (3.7% of the total impact area) • Other landuse that can be found is the newly cleared land (3.07%), river (i.e. Sg. Semenyih, Sg. Rinching, Sg. Kembong and Sg. Beranang) covers of 0.7% of total impact area and water body covers of approximately 0.17% of the impact area. • The Project Site which covers approximately 3.39% of the total impact area mainly comprises of oil palm trees, rubber trees and shrubs. • Immediate receptors to the Proposed Project will be:- • Immediate receptors to the Proposed Project will be Mutiara Apartment and scattered houses of Kg. Sesapan Kelubi and Kg. Bukit Batu which located approximately 350m, 90m and 200m from the nearest existing house to the boundary of the Project Site. • Beranang Industrial Area and Mahkota Industrial Area located along the eastern region next to the Project Site.

Water Quality • The baseline water sampling session was conducted on the 27 th February 2013 at ten (10) sampling points representing two monitoring sessions i.e., morning and evening. The sampling and analysis was conducted by a DSM-accredited laboratory, i.e Permulab Sdn. Bhd. • The water quality is summarized in terms of Water Quality Index (WQI) as shown in Table B. The computed results showed that all sampling points fall under Class I, II and III of the National Water Quality Standards for Malaysia.

f. Air Quality • Air quality assessment was carried out from the 27 th to 28 th of February 2013 at three (3) sampling points as depicted in Table C. • All the six (6) parameters indicated levels within the Malaysian Recommended Environmental. Therefore good air quality is indicated at the Project Site and its surrounding areas.

g. Sound Level • Noise levels at the designated sampling sites N1, N2 and N3 (same location with the air quality assessment) were determined from from 7:00 a.m. to 10:00 p.m. for day-time and 10:00 p.m. to 7:00 a.m. for night- time. • The result analysis shows that existing noise level at N1, N2 and N3 were within the permissible limits for daytime but slightly higher during nighttime at N2. • High noise level is most probably attributed to the noise from the human activities at Kg. Sesapan Kelubi (i.e., N1) and Kg. Sg. Kembong Hulu (i.e. N2), industrial activities (i.e., N3) and vehicular movement (i.e. N1, N2 and N3).

Biological Environment • Hence, the predominant vegetation in this area is oil palm ( Elaeis guineensis ) covering almost half of the Project Site followed by secondary shrubs, rubber and banana. The oil palm trees observed at the Project Site are mainly mature to old planting, which are ranged above 10 years planting. • For rubber, it is planted at the eastern portion of the Project Site and rubber tapping activity is observed during the site survey. • Banana is planted in the southern portion whilst secondary shrubs and grasses dominate the northern portion of the Project Site. • Thick undergrowths are dominated by cover crop, grass, shrubs and ferns which are believed to be the dominant species in the particular area.

• The observations made during the field survey have revealed that these species are common and possess no conservation value. • Fauna composition at the Project Site seems to be very much adversely affected due to estate activities within the site and surrounding development activities nearby (i.e., housing and industries) which does not provide a suitable habitat for wildlife. • The removal of natural vegetation followed by intensive cultivation of oil palm ( Elaeis guineensis ), rubber (Hevea brasiliensis ) and banana ( Musa sp .) has affected the fauna species in terms of its composition and population density. • These few species that do not manage to adapt often become “pests” as having lost of their normal food supply, they begin to make a meal of the young palm plants and palm fruits, and causing harm to the plantation. • During the day of survey, large numbers of stray buffalos grazing weeds, grass and small woody plants in the northern portion of the Project Site.

Socio-economic Environment • Based on the last census in 2010, the total population of Mukim Beranang was recorded at 49,772 people. • The projected additional population when the Project is operational would be in the region of 90,000 people. The proposed development will see an increment of 50% towards the population of Mukim Beranang when the Project is fully operational. • Site observation shows that the workers quarters which used to accommodate the estate workers at site have been demolished. The Project proponent will endeavor to dispose the debris of the demolition wastes to Landfill for disposal. There is only one abandoned standing structure observed within the Project Site.

III. Proposed Project Description

• Based on the proposed project development, only approximately 90% of the total area with built up unit and infrastructure while the remaining of 10% will remain as open areas and buffer. • Residential component make up 27.90% of total areal coverage, i.e., approximately 282.10 acres out of the total development area for a total of 8045 units. There are five (5) types of houses that are proposed to be constructed at the Project Site i.e., bungalow, semi detached house, cluster link house, terrace house and apartment. • The commercial sector, which takes up 12% (i.e. 121.35 acres) of the total development, shall consist of 1- storey of low cost shop, 3-storey of shop office, commercial plot, petrol stations and institution. • Public amenities that will be provided within this development include a primary and secondary schools, kindergarten, mosque, surau, clinic, police station as well as community center. • The developer has allocated 5.1% of land for primary, secondary and religious schools with variety of

educational facilities to be provided for local and surrounding community. • Infrastructure and utilities that are proposed in this development are detention pond, drain reserve, TNB substation and TNB distribution station, sewage treatment plant, cemetery reserve, water tank and roads. • The detention ponds covering a total of 63.35 acres land will also be upgraded to recreational area and landscaped. • There is allocation for open areas, buffer zone and town park, with total area coverage of 108.15 acres (i.e. 10.7% of the Project Site) planned for the holistic growth of the proposed development. • Based on the overall planning for the proposed development, the tarred roads occupy approximately 287.85 acres of land which is also including the car park area. • The provision of buffer: i. Sewage treatment plant – 30m buffer provided ii. Mahkota Industrial area and Beranang Industrial area – approximately 250m of primary buffer for medium industries (as per DOE’s Guidelines for siting and zoning of industries) from the nearest factory has been allocated. • With the total population equivalent estimated to be 86,228 ; the quantitative demand in basic infrastructural facilities and the amount of waste generated is summarized in Table D.

The development at the proposed Project site will be divided into seven (7) main development phase i.e., Precinct 1, 2, 3, 5, 6, 7 and Precinct 8. Based on the implementation schedule , it is estimated that the proposed development will be carried out for duration of approximately 11 years i.e., from early of 2014 (site clearing) to mid of 2025 (completion of building works).

The earthworks activities will be separated into 6 phases i.e., Phase 1, Phase 2, Phase 3, Phase 4, Phase 5 and Phase 6 which it is anticipated that it would be completed in 3 years. Site clearing and earthworks is expected to be carried in March 2014 and expected to be completed in December of 2016. The earthworks at each phase will commence once the site clearing at particular area of the Project Site has completed. The building works such as temporary sales office and show houses as well as main infrastructure works will be carried out concurrently with the earthworks activities. The construction of main building shall be started in January 2015 and is expected to be fully completed in mid of 2025. The development schedule may vary due to sales launching stages and actual construction works are subjected to the authorities approval.

IV. Significant Environmental Impacts & The Proposed Mitigation Measures

The key environmental issues are those related to activities during the site clearing, construction phase and operational phase. All the impacts that are likely to be generated by the proposed Project together with the proposed mitigation measures are summarized in Table E.

V. Environmental Management Plan (EMP)

Apart from the recommendation of mitigating measures, this report also emphasizes on the formulation and implementation of an environmental management plan (EMP). This plan involves the participation of the Project developer, local authorities, consultants as well as the contractors. The outline of the EMP relies on a collective effort from all the various group involved regardless of their level of involvement in the hierarchy. The management schemes and monitoring program proposed for the proposed Project at construction and operational levels are:

• Supervision, field training and maintenance program for pollution control structures; • On-site implementation of mitigation measures; • Planning of a progress of works on site; • Provision of safety measure along with an emergency response plan; • Implementation of a properly documented traffic management scheme to ensure safety within the site; • Water, air and noise quality monitoring to evaluate the effectiveness of the proposed mitigation measures implemented on-site; • Water, air and noise quality need to be analyzed by a laboratory accredited by Jabatan Piawaian (Standard) Malaysia.

VI. Conclusion

The Proposed development will be developed on Lot 39, Mukim Beranang, District of Hulu Langat, Selangor Darul Ehsan. The proposed Project will be developed on 1,010.50 acres (408.94 ha) and the proposed Project is to be developed by Setia Ecohill 2 Sdn. Bhd. The Project Site is under the jurisdiction of Majlis Perbandaran Kajang.

In reviewing the proposed Project and its’ anticipated integration with the existing environment of the Project Site, the main concerns is the effect of soil erosion and contamination (i.e. water, air and noise pollution) on the physical environment and upon human himself during the earthworks and construction phase. Part of the biological environment will be lost during site clearing and construction activities. However, this can be mitigated via the various practical and cost effective remedial measures recommended in this report to minimize adverse environmental impacts. Success of the development in integrating with the surrounding developing areas will contribute towards the social acceptability of the proposed Project. By incorporating the concept of conservation in an environmentally led design layout plan, a sustainable development can be achieved to offset its adverse impacts.
