Introduction The Department manages a global real property portfolio consisting of more than 539,000 facilities (buildings, structures, and linear structures) located on nearly 5,000 sites covering over 28 million acres. The Base Structure Report (BSR) – FY 2010 Baseline represents a consolidated summary of the DoD’s real property inventory (RPI) as reflected in Military Departments’ and Washington Headquarters Services’ (WHS) native real property databases as of September 30, 2009. The annual reporting of real property assets (facilities and land) to the Secretary of Defense is in accordance with title 10, U.S. Code, section 2721, “Real Property Records.” As established by Executive Order 13327, each year the Department of Defense (DoD) submits real property data at the constructed asset level to the General Services Administration (GSA) for the Federal Real Property Profile (FRPP). The Executive Order states “The policy of the United States is to promote efficient and economical use of America's real property assets and to assure management accountability for implementing federal real property management reforms.” A major initiative within DoD is the implementation of the Base Realignment and Closure (BRAC) 2005 recommendations which are due to be completed by September of 2011. In meeting the BRAC implementation requirements, we are reorganizing our real property infrastructure to more efficiently and effectively support our military forces, increase operational readiness, and facilitate new business processes. The BSR – FY 2010 provides a comprehensive listing of all sites owned or managed by DoD (inclusion criteria provided in Section III of this report). A site is defined in DoD as a specific geographic location where the DoD owns or manages land, buildings, structures, or linear structures. Sites are assigned to military installations. An installation is commonly referred to as a base, camp, post, station, yard, center, homeport facility for any ship or other activity under the jurisdiction, custody, or control of DoD. A Portfolio Summary of DoD and State Army National Guard real property sites and real property assets (buildings, structures, linear structures, and land) is provided in Section IV of this report. DoD - 2 Department of Defense Base Structure Report FY 2010 Baseline II. Content and Organization This report is organized as follows: • Section IV – Provides a portfolio summary of DoD assets and Army State National Guard assets • Section VII – Provides a summary of the sizes of sites in the DoD portfolio • Section VIII – Provides summary statistics for sites in the DoD inventory. • Section IX – Provides summary statistics for sites for each Military Department and WHS • Section X – Provides summary statistics for sites in the Army National Guard portfolio that are managed by the States and Territories. The summary statistics in Sections VIII thru Section X provides information on sites to include the site name, the component (Active, Guard, or Reserve), BRAC identification code, the name of the nearest city, the number of buildings by legal interest, number of acres, the Plant Replacement Value (PRV) in $ millions, and the authorized personnel counts (military, civilian, and other where the information was available). Other personnel include non-appropriated employees, government contractors, or foreign nationals. Based on information supplied by the Army, the Army National Guard sites and assets are divided between the DoD portfolio (Section VIII - DoD Inventory and Section IX - Army Inventory) and the State portfolio (Section X - State / Territories Army National Guard Inventory) sections of the report. Section IV includes an overall summary of the State Army National Guard assets. The sites and assets for the Army, Navy, Air Force, Marine Corps, and WHS are included in the DoD portfolio and in the corresponding component portfolio. As compared to the BSR – FY 2009 Baseline, the total number of DoD sites decreased by 580 sites. This change is mainly due to the method used to distinguish DoD and State Army National Guard sites. Plant Replacement Value (PRV) represents the cost to design and replace an existing facility using current construction standards and codes. The total PRV for DoD facilities changes from year to year as a result of a combination of factors. The majority of changes this year are due to economic factors, not to changes in the DoD inventory of facilities. For example, over 90 percent of the PRV changes between the previous BSR Baseline of 2009 and this BSR baseline can be attributed to an increase in construction costs, represented in the PRV formula as replacement unit cost. Those industry-driven costs increased an average of 6 percent for the types of facilities DoD owns
