I believe there's a problem multiple users are facing upgrading to 1709 from 1607 (and maybe other versions as well). I have spent months (I kid you not) trying to upgrade. Initially, I thought maybe it was a problem with my Dell 7559 laptop. But when I was complaining about Windows upgrade to my aunt last month (I complain to whoever will listen) - she told me "It's useless" - I asked her "What do you mean?" and essentially she was facing the exact same problem on her Toshiba laptop in the UK. 1) Windows Update starts downloading what must be 3-4GB of update files. (only way to kill Windows Update is via ) 2) Windows Update applies some update and restarts. 3) Windows Update reaches 30% in the upgrade process. 4) Windows Update fails due to some unknown reason. 5) Windows Update restores the previous version of Windows. 6) Goto Step 1. There is no error code. I have been stuck in this eternal loop. Days have been wasted downloading updates and trying to apply them. At least a 150GB+ of bandwidth must have been wasted so far. 1) SFC /scannow 'ed and it has found no problems. 2) Disabled all startup services. 3) Uninstalled my antivirus / malwareblock / firewall. I have never had to do any such thing previously. I have seen solutions which have involved creating a new user, exporting a part of a registry, and reimporting it back in the new user. This the most stable method to upgrade to the new version (which you need anyway) and will bring you fully up to date with reinstalled Windows that often will solve any other problems you have. You can use the same tool to download the ISO or create bootable media so you only need to do it once, and have the bootable media for repairs or possible Clean Install. If there are any hurdles during the Upgrade see these steps to optimize the install as this is evidence it's corrupted: http://answers.microsoft.com/en- us/windows/wiki. I believe I had tried the Media Creation Tool process as well in the past (yes I've been trying forever) and that had failed as well. But I'll try it again now. However, since SFC finds no evidence of corruption, how can the system be corrupt? A clean install would involve re-downloading, re-installing all my software, re-installing all my plugins - and in some cases contacting software developers to tell them whether I can activate my plugin again - as they allow a set amount of activations. If this was a machine I just did some word processing on, a reinstall wouldn't be a problem - but as my video editing work machine + gaming machine - I would almost never do a reinstall.
