While one might be tempted to assign this to the pressures of our COVID frustration, this conduct was observed in other communities similar to ours. Our Covenants prohibit noxious and offensive conduct, including disturbing the peace, endangering others, and destroying property. Fortunately, such incidents were infrequent and were handled. Frequently, frustration with neighbors would be directed at TLA employees because the individual did not feel TLA was on his or her side. TLA is not the arbiter of disputes between neighbors which do not specifically involve the Covenants. The increase in incivility has led many communities to adopt civility codes. The code is not an attempt to impose a rigid set of rules concerning conduct. The code merely embodies how the vast majority of residents act in day-to- day life and what a community considers appropriate conduct. You can find these articles on our website (www.landings.org) by searching for golf cart, golf cart safety, or community paths. Although I am not an active member of any social media site, I often hear about current, trending chatter online. One such topic I recently heard about was individuals who still do not know the state law or Chatham County’s local ordinance regarding 15-year-old’s operating golf carts with a learner’s permit. Many continue to embrace the commonly misquoted Peachtree City Ordinance as being state law (www.landings.org/news/2020/12/17/ security-update%C2%A0). In July 2019, TLA’s Security Officers increased issued citations by 41% and, by the end of 2019, had realized an 87% increase in citations. These enforcement efforts continued in 2020, where we realized a 95% increase in *Part 1 Crimes – Murder and nonnegligent homicide, rape, robbery, aggravated citations (to include warnings and fines). But just as important as the relationship is between pets and owners, is the relationship between pet owners and neighbors. Keep in mind that to a person who is afraid of dogs, even a friendly dog running up to them can be very distressing, and Chatham County has an enforceable leash law for this reason and more. Following are a few good reasons to keep your dogs on a leash. • Be a good neighbor. A dog on a leash shows you are in control of your pet and that you respect those who wish to keep their distance from your dog. • Whether intentional or not, your dog could bite, knock over, or injure someone. Legal action could arise, as most states have laws pertaining to dog owner liability. Keeping your dog leashed helps you control them and mitigates the circumstances, showing the owner is “exercising reasonable precautions”. • Loose dogs get into more fights with dogs and other animals. • Leashing your dog is a great way to show your affection to your pet, as the touch of it gives your dog definite assurance it is protected, loved, and wanted. • It is a crime prevention device. A dog that is attached to you will ward off anyone seeing you out walking as an easy mark. • It is the law. The Chatham County leash law is enforced at The Landings, and at all times household pets must be under their owner’s control. Noisy pets are a nuisance and are prohibited. Residents encountering problems should call Chatham County Animal Control (912-652-6575) to file a complaint and resolve this issue. Being a responsible neighbor doesn’t end with leashing; there also is the matter of cleaning up after your best friend. Following are a few good reasons to pick up after your pet, as offered by www.petfinder.com/dogs/living-with-your-dog/scoop-dog-poop/. • Storm water carries pet waste and other pollutants directly into waterways. • Animal waste adds nitrogen to the water. Excess nitrogen depletes the oxygen in water necessary for beneficial underwater grasses, wildlife, and fish. • Animal waste may contain harmful organisms such as Giardia, Salmonella, and E. coli that can be transmitted to humans and other animals by ingesting contaminated water. • Roundworms and hookworms deposited by infected animals can live in the soil for long periods of time and can be transmitted to other animals and humans. • It’s the law! Many urban and suburban areas require you to pick up after your pet. Even if there is no restriction, cleaning up after your pet is always the right thing to do. • Joining the growing number of responsible pet owners may encourage hotel managers to accept pets when you are traveling and help keep fees to a minimum. • No one likes to step in pet waste and spread it into homes, cars, and businesses. • It’s easy to clean up by carrying plastic baggies and paper towels in your pocket. The baggies can be secured and thrown away in the garbage. • Your neighbors will appreciate your good manners.

Presenting for Chatham Emergency Management Agency (CEMA) were Director Dennis Jones, Emergency Management Specialist in Community Outreach Chelsea Sawyer, and Volunteers in Service To America (VISTA) members Sakile Johnson and Jada Cossey. Jones opened the meeting by introducing his team and sharing some historical information regarding the hurricanes that have affected our area in the last few years. He reminded residents never to underestimate a storm and to leave immediately when an evacuation order is issued. “What Category Storm was Hurricane Matthew?” Jones asked the crowd. “It was classified as Category 1 on the edge of Tybee. However, in all other parts of our area, it was a tropical storm. Think about that. A tropical storm resulted in 1.6 million cubic feet of debris and $58 million of damage in unincorporated Chatham County.” Jones wrapped up his part of the presentation by reminding residents to respect the seriousness of severe weather and make a plan now. He then turned the presentation over to Johnson to discuss the potential of storm surge during a hurricane and how that would look for our area. Johnson shared that in a hurricane more victims die from water than wind. Because the Continental Shelf in Georgia extends about 120 miles and is very shallow, when a storm surge pushes in, there is nowhere for the water to go. She added that a hurricane’s category has very little bearing on storm surge, as each storm is unique, and sometimes weaker storms can produce more flooding than stronger ones. Sawyer picked up the discussion and reiterated to the crowd that Hurricane Season runs from June 1 to November 30, with peak season being September. She assured the group that CEMA makes a point to monitor every storm that has the potential to impact Chatham County and informs residents accordingly. She added that one thing CEMA noticed during Hurricanes Matthew and Irma is that some people worry needlessly over what is known as the Cone of Uncertainty of hurricanes. Although this cone contains the probable path of the storm center, it does not show the impact or size of the storm, which means hazardous conditions can occur outside of the cone. “Even if your area is not within this cone, I encourage you to ask yourself more clarifying questions, such as is storm surge a possibility, or could a spawn from this hurricane. Whatever you do, don’t make your sole evacuation decision based on the fact you are not in the cone of uncertainty.” Sawyer encouraged the group to pay close attention to all CEMA-issued information during a potential hurricane or severe weather event. She reminded residents that Chatham County’s evacuation zones were updated a few years ago, and that The Landings falls within Zone A, which is the first group that will be evacuated. She explained that a general evacuation means that the decision to evacuate is left to the discretion of individuals (though strongly encouraged),
