ADDITIONAL INFORMATION TO THE LAND USE PERMIT APPLICATION FOR OPERATION AND MAINTENANCEACTIVITIES
General
This appendix provides additional information to the above noted application dated August 6, 1999. The item numbers and headings correspond to the numbering on the application form.
In order to provide a comprehensive understanding of pipeline operations, the description of operations provided in this appendix outlines activities that are both on and off the right-of-way and at pipeline facilities. However, the land use permit will be for off right-of-way lands only.
To accompany this information, detailed as-built drawings of the pipeline from Norman Wells to the Blackwater River are also attached. These drawings clearly indicate:
• lands proposed to be used and an estimate of the area, • existing right of way, • pump station and remote maintenance buildings, • camp sites, • quarries/borrow sites, and; • all streams and rivers which transverses the pipeline.
The 20 m right-of-way, described in Survey Plan #69975, and attached drawings Sheets I to 55 is held by Enbridge (NW) under the terms of an agreement with Indian and Northern Affairs Canada (INAC), and with the Commissioner of the Northwest Territories for his lands at Norman Wells and Fort Simpson. The Norman Wells, Wrigley and Mackenzie Highway Pump stations are under title to her majesty and leased to Enbridge (NW). The facility sites along the right-of- way are under lease from INAC.
Details of operations and maintenance activities over the past four years have been previously been provided in annual reports “Monitoring of Construction & Operation Norman Wells - Zama Pipeline”. These reports have been filed with INAC.
As a result of the recent Sahtu Land Claim Agreements, and the coming into force of the Mackenzie Valley Resource Management Act (MVRMA), land use permits for the land located north of the Black Water River are issued to the Sahtu Land &Water Board.

Item #3 - Other Personnel
Enbridge Pipelines (NW) Inc. has staff headquartered at Norman Wells and Fort Simpson and all are directly involved in operations and maintenance work on the pipeline. Enbridge (NW) staff includes 3 administrative personnel, and 17 maintenance staff. The Manager of the Norman Wells pipeline is located in Edmonton and commutes to Norman Wells, Fort Simpson, Wrigley, and Yellowknife on a regular basis.
Attachment 3 2 Blackwater River to NWT/Alberta Border [ During the day shift, the pipeline is operated from the control room located at Norman Wells. At night, the pipeline is operated from the Control Center in Edmonton, Alberta.
Depending on the scope of the maintenance activities on the pipeline, contractors may be hired as required. Names and information regarding any contractors willbe provided if maintenance work involves permitted activities.
Item #5 a - Summary of Operations V
Enbridge Pipelines (NW) Inc. owns and operates the Norman Wells liquid petroleum pipeline. This pipeline extends from Norman Wells, NWT (adjacent to the Esso Resources Central Process Facility) and proceeds in a southerly direction on the east side of the Mackenzie River to Tulita, a distance of approximately 79 km. This section of pipeline route varies between 1.5 to 10 km east of the river. From Tulita to Wrigley the pipeline proceeds on the east side of the river to the highway for about 125 km. South of Wrigley, the pipeline proceeds southeasterly along the shore of the river to a point south of Fort Simpson where it crosses the Mackenzie River. From there, the pipeline proceeds in a southerly direction across the NWT/Alberta border to Zama Alberta.
Key attributes of the pipeline system include:
• A 323.9 mm outer diameter (O.D.) pipeline contained within a 20 m right of way from Norman Wells to Zama, Alberta with a slack chainage length of approximately 752 km within the NWT.
• A pump station, control center and administration office at Norman Wells.
• Pump stations and maintenance bases at kilometer posts (KP) 336 - Wrigley, KP 585 - Mackenzie Highway.
• Maintenance bases at KP 160 - Little Smith Creek, near KP 447 - Camsell Bend and KP 731 - Kakisa River.
• A maintenance office and shop at Fort Simpson
• 41 manually and remotely controlled valves
• 13 emergency response equipment depots.
• Computerized control center located at Norman Wells, NWT and Edmonton, AB.

The following activities are performed as part of normal operation and maintenance procedures for the pipeline system.
Aerial Patrols L
Visual inspections of the pipeline right-of-way are conducted weekly using helicopter aircraft. Aerial inspections are used to observe any abnormal conditions along the right of way which could require further ground inspection. These conditions may include such items as visible crude oil, crude oil vapours, withering vegetation, excavation work on or approaching the right of way by others, erosion, thaw settlement and slope instability. Inspections and Maintenance
Mainline valves are inspected every 6 months or less to ensure the hydraulic systems are functioning properly. All remote operating valve facilities, including thermal electric generator units, hydraulic valve actuators and mainline gate valves are inspected and maintained on a regular basis. Propane tanks, used to provide power for the operation of remote valves are resupplied with fuel as [ required.
Cathodic protection rectifiers are located in pump stations and at valve sites and are used to protect structures from corrosion. Rectifiers are read once a month and inspected once a year. C’ Each pump station and maintenance building is resupplied with diesel fuel, aircraft fuel and other material as required.
Item #5 b - Camp Sites
Depending on the type and scope of the maintenance activity that is to be undertaken, temporary campsites may be required. The campsite locations indicated on the attached maps are included in this land use permit application and were used during pipeline construction. No facilities are currently present at these sites. If a campsite is required to carry out maintenance activities, Enbridge (NW) will inform the Sahtu Land & Water Board and will obtain all necessary federal and territorial permits. Item #6 - Summary of Potential Environmental and Resource Impacts [ The majority of maintenance work associated with the pipeline will occur on existing right-of-way and station property. However off right-of-way roads, campsites and quarries may be required to perform this work. To assist operations personnel in minimizing adverse effects on the environment during the course of the maintenance activities Enbridge has established comprehensive environmental protection procedures. These are documented in C Attachment 3 4 L Blackwater River to A’WT/AlberiaBorder [ several manuals including “Environmental Guidelines for Pipeline and Facility Construction”, “Waste Management Plan” and “Enbridge (NW) Emergency Response Plan”.
Potential adverse environmental concerns from pipeline maintenance and operation include potential disturbance to nesting raptors, degradation of permafrost and sedimentation of watercourses as well as the handling and disposal of waste. Table 1, Summary of Environmental Effects, Issues and Mitigation Measures identifies other potential environmental issues, including accidents and malfunctions, which could occur on or off the right-of-way during routine operation and maintenance activities.

Item #7 - Proposed Restoration Plans
Specific mitigation and restoration procedures are identified in Table 1, Summary of Environmental Effects/Issues and Mitigation Measures. In addition, the following standard mitigation measures willbe implemented:
• Allwaste generated from the operation and maintenance of the Norman Wells C pipeline will be managed in accordance with Enbridge’s Waste Management Plan. • In the event of a spill of fuel, oil or other non-hazardous or hazardous material, the Enbridge (NW) Emergency Response Plan willbe implemented.
Enbridge (NW) will minimize any potential negative environmental impacts [ arising from the operation and maintenance activities by implementing standard practices and procedures outlined in the Environmental Standard and Guidelines for Pipeline and Facility Construction. Item #8 b - Roads [ The majority of the operations and maintenance works are being carried out on the right-of- way. Access to specific work sites must be available for people, vehicles and equipment located at the various maintenance bases. Table 2 lists [ typical access methods related to the winter and summer season.

* Neither the Rolligon or Hagglund require a land use permit due to the small vehicle ground pressure that is displaced. The Rolligon displaces 2 lbs/in2 and evenly distributes its weight across eight rubber tires. The Hagglund-Bear Cat vehicle has rubberized track and is very compact and lightweight. Item #12 - Containment Fuel Spill Contingency Plans
At present, fuel is not stored at any location off of the right-of-way. Enbridge (NW) will not store fuel in areas off the right-of-way unless it is absolutely L necessary. Iffuel storage is required, Enbridge (NW) will notify the Sahtu Land & Water Board and will obtain all necessary federal and territorial permits as require.
Procedures to ensure the safe handling and disposal of potentially hazardous material used during operations and maintenance are outline in Enbridge’s r Waste Management Plan. In the event of a release of hazardous or non- hazardous material, procedures outlined in Enbridge (NW)’s Emergency Response Plan will be implemented. [ Item #13 - Methods of Fuel Transfer [ Transfer of fuel between containers and equipment will be by hand or electric pumps or by gravity methods. All vehicles (including contractor vehicles) are equipped with oil spill containment and recovery equipment. Fuel will not be [ transferred within 100 m of a water body.
