MATERIAL FOR ECONOMIC SURVEY 2020-21

I. POLICY DECISIONS/GUIDELINES/TAKEN (ADMINISTRATIVE AND DEVELOPMENTAL) DURING 2020-21.

There were no Budget announcement pertaining to the Department in the Hon’ble Chief Minister Budget Speech for the Financial Year 2020-21. II. MEASURES TAKEN TO IMPLEMENT POLICIES/DECISIONS OF THE GOVERNMENT.

(1) Re-designing and Re-construction of existing Building and additional Construction of new Administrative and Training Block” at Fire Force Head Quarters, Panaji.

The Project for Re-designing and Re-construction of existing Building and additional Construction of new Administrative and Training Block” at Fire Force Head Quarters, Panaji has been entrusted to the Goa State Infrastructure Development Corporation (GSIDC) for execution and the construction is commenced on 18.02.2019 and the work is in progress.

(2) Construction of Modern Fire Station at Bicholim:- The Construction of the Fire Station Building at Bicholim on the land admeasuring 5479 Sq. mtrs already acquired by the Department is entrusted to the Goa State Infrastructure Development Corporation (GSIDC) and the construction commenced on 10.09.2019 and the work is in progress.

(3) Construction of Modern Fire Station building at Valpoi: The Construction of the Fire Station Building at Valpoi on the land admeasuring 2235 Sq.mtrs acquired by the Department at Naguem Village of Taluka is entrusted to the Goa State Infrastructure Development Corporation (GSIDC) and the construction work is commenced on 10.10.2019 and the work is in progress.

(4) Coastal Fire Station integrated with Multipurpose Cyclone Shelter at .

The project for Coastal Fire Station integrated with Multipurpose Cyclone Shelter (MPCS) is being implemented by the National Disaster Management Authority, Ministry of Home Affairs, Government of under the National Cyclone Risk Mitigation Project (NCRMP) with the assistance of World Bank. The Construction of work of Costal Fire Station integrated with Multipurpose Cyclone Shelter at Porvorim in North Goa has commenced on 06.08.2018 and the construction work is in progress and likely to be completed in the year 2021. The Water Resources Department is the Nodal authority for implementing the project. (5) Multipurpose Cyclone Shelter at Pilerne Fire Station. The Department has transferred the Land for setting up of Multi-Purpose Cyclone Shelter at Pilerne Fire Station under the National Cyclone Risk Mitigation Project (NCRMP). The Construction of the Multi-purpose Cyclone Shelter at Pilerne Fire Station is likely to be commenced in the next Financial year. (6) Demolition of existing Fire Station building and Reconstruction of new Fire Station Building at Vasco :

The Public Works Department is in process of preparing Architectural Plans for the Fire Station Building at Vasco, which was demolished for rebuilding the new Fire Station, as the existing building was declared unsafe for occupants.

III. MAJOR ACHIEVEMENTS OF DIFFERENT SCHEMES DURING 2020- 21. a) The Regional Training Center, Goa have imparted training to 28 candidates of 45th Sub Officers Course sponsored by the National Fire Service College, Ministry of Home Affairs, Nagpur from January 2020 to July 2020. The course included the trainees from New Delhi, Maharashtra, Kerala, Uttar Pradesh, Andhra Pradesh, Haryana, Gujrat, Uttarakhand, Chhattisgarh, West Bengal and also from Nepal.

Thirty-Five (35) Coastal Security Police Personnel, were trained in Basic Fire Safety Awareness Training Programme. Apart from these the Department have trained 154 Police Personnel at Goa Reserve Police Headquarters and 40 employees at Dry Waste Treatment facility of the Corporation of the City of Panaji in the Basic Fire Safety Awareness Training Programme with the help of Fire Safety Educational Van. b) On 30th May 2020, Ninety-Nine (99) numbers of Fire Personnel of various ranks were awarded Commendation Certificates for Good Discipline and General Behavior, Exemplary Performance in the field of Fire Fighting and Rescue Operation, Best Fire Fighter and Outstanding Performance at the hands of Hon’ble Chief Minister, . Seven Fire Fighters were granted Cash reward for their commendable work in Fire Fighting & Rescue Operation in the Financial year 2020-21. c) During the Year 2020-21 period from April 2020 till 31st December 2020, the Fire & Emergency Services have collectively attended 4699 Fire and Emergency Calls (1307 Fire and 3392 Emergency calls), during which 71 human lives and 455 animal lives were saved. Property worth Rs. 14.25 Crores have been saved/salvaged due to timely action of the Fire Personnel.

d) Revenue Receipts: The department has collected a total Revenue of Rs. 64.93 Lakhs which includes Training fees amounted to Rs. 80,000/-, Licensing and other fees Rs.59.20 Lakhs and miscellaneous receipts Rs. 4.93 Lakhs.

MATERIAL FOR ECONOMIC SURVEY 2019-20

(7) POLICY DECISIONS/GUIDELINES/TAKEN (ADMINISTRATIVE AND DEVELOPMENTAL) DURING 2019-20.

The Hon. Chief Minister in his Budget Speech 2019-20 has made announcement of following policy decisions:-

(1) Upgradation of the existing Fire Station in Panaji.

(2) Construction of New Administration and Training Block for Fire Station Panaji.

(3) Construction of Modern Fire Station at Valpoi and Bicholim.

(8) STEPS TAKEN AND FOLLOW UP ACTION, ON THE PROPOSALS, SCHEMES AND ANNOUNCEMENTS MADE IN THE BUDGET SPEECH 2019-20.

(9) Upgradation of the existing Fire Station in Panaji, Construction of New Administration and Training Block for Fire Station Panaji.

The Project of “Re-designing and Reconstruction of existing Building and additional Construction of new Administrative and Training Block” at Fire Force HQ, Panaji has been entrusted to the Goa State Infrastructure Development Corporation (GSIDC) for execution. The foundation stone for construction of new Building has been laid on 21.09.2018 and the construction is in progress.

(10) Construction of Modern Fire Station at Valpoi and Bicholim

(a) Construction of Modern Fire Station building at Bicholim: The Goa State Infrastructure Development Corporation (GSIDC) has been assigned the work of Construction of the Fire Station Building on the

land admeasuring 5479 Sq.mtrs already acquired by the Department. The Laying of the Foundation Stone was carried out on 16.01.2018 and the construction work is in progress.

Cont…2/- --2-- (b) Construction of Modern Fire Station building at Valpoi: The Project for Construction of Modern Fire Station Building on the land admeasuring 2235 Sq.mtrs already acquired at Valpoi has been entrusted to Goa State Infrastructure Development Corporation (GSIDC) for execution. The Laying of the Foundation Stone has been done on 22.01.2018 and the preliminary work of construction is in progress.

(11) MEASURES TAKEN TO IMPLEMENT POLICIES/DECISIONS OF THE GOVERNMENT.

(i) INFRASTRUCTURE PROJECTS : (a) Costal Fire Station integrated with Multipurpose Cyclone Shelter at Porvorim. The project for Coastal Fire Station integrated with Multipurpose Cyclone Shelter (MPCS) is being implemented by the National Disaster Management Authority, Ministry of Home Affairs, Government of India under the National Cyclone Risk Mitigation Project (NCRMP) with the assistance of World Bank. The Construction of work of Costal Fire Station integrated with Multipurpose Cyclone Shelter at Porvorim in North Goa has commenced on 21.09.2018 and the construction work is in progress. (b) Multipurpose Cyclone Shelter at Pilerne Fire Station. The Department has transferred the Land for setting up of Multi-Purpose Cyclone Shelter at Pilerne Fire Station. The Construction of the Multi- purpose Cyclone Shelter at Pilerne Fire Station is in progress under the National Cyclone Risk Mitigation Project (NCRMP).

(c) Demolition of existing Fire Station building and Reconstruction of new Fire Station Building at Vasco :

The Fire Station Building at Vasco has been demolished in order to rebuild new Fire Station as it was structurally unsafe for continued use. The Public Works Department is the executing agency for this work. The

Tender has been invited on 11.12.2019 by the Public Works Department for undertaking the work of Construction work of Fire Station Building.

(d) Safe Goa 24x7 Emergency Monitoring System The Government vide Letter No.3/16/2014-HD (G)/541, dated; 07.02.2019 had conveyed approval to take suitable decision on either appointing a consultant to prepare EOI/RFP or by appointing PMU. The Department in order to revive the Project “Safe Goa 24x7 Emergency Monitoring System” initiated the meeting with the Department of Information Technology on 04.11.2019. In the meeting, the Director of Department of Information Technology requested the Department to send a formal letter for drawing up the EOI/RFP. Accordingly, the Department has forwarded a draft Request for Proposals (RFP)/Expression of Interest (EOI) to the Department of Information Technology to examine it from the technical point of view and the reply is awaited.

(12) ANY NEW INITIATIVES PROPOSED BY THE DEPARTMENT TO IMPROVE THE SERVICES TO THE PEOPLE:-

To bring excellence in Public Service delivery in a meaningful manner by providing effective IT solutions to the Citizens of the State, the Government of Goa had entrusted the Goa Electronics Limited to develop online services under the e-District Mission Mode Project. As a part of this, the Goa Electronic Limited has developed four online services namely; (1) Application for Initial NOC (2) Application for Final NOC (3) Application for Renewal of NOC and (4) Application for Fire/Incident Report. This platform to apply for the Online Services will help the Citizens to expedite the process of obtaining the various services. The online e-Services was made live at the hands of Hon. Chief Minister Shri on 15th Novermber’2019.

(13) MAJOR ACHIEVEMENTS OF DIFFERENT SCHEMES DURING 2019-20.

(i) Training Initiatives :

(a) As part of the strategy of the Department to involve the Community in Fire Safety Awareness and Response, the Department has been undertaking “Training of Trainers” Programme for Educational Institutions. Cont…4/- --4-- In the case of Secondary School, the Department has been able to train 4022 Secondary School teachers since 2010 in “Basic Fire Safety and Evacuation Drill”. During the year 2019-20(till November’2019), 133 Secondary School Teachers were imparted training in “Basic Fire Safety and Evacuation Drill”. (b) 467 Primary School Teachers of Class I to IV Std. has been trained in “Basic Fire Safety Education” since 2015, who in turn have trained 26,879 Primary School Students. During the year 2019-20 (till 29th December’2019) 94 Primary School Teachers and 405 Primary School Students have been imparted training in “Basic Fire Safety Education”. The department is expanding the Training Programme to more areas and cover the whole state in a phased manner. (c) Taking the initiative to involve the community in Disaster Preparedness the department has been conducting “Village Panchayat level Disaster Preparedness Training” since 2014. So far 106 Panchayats have been covered and over 16245 citizens have been trained.

(d) 359 candidates sponsored by Government/Private agencies from different parts of the State have also been imparted training in different Courses namely; Basic Fire Safety, General Fire Prevention, Evacuation Drill and Disaster Management & Fire Fighting Training for the Year 2019-20 (till 31st December’2019). The Department received revenue of Rs. 69,000/- during the year 2019-20 (till 31st December’2019) for imparting training.

VI. FIRE & EMERGENCY STATISTICS : (a) During the Financial Year 2019-20 period from April’ 2019 till 31st December’2019, the Department has attended 8848 Fire and Emergency Incidents (3134 Fire and 5714 Emergency calls), saving 326 human lives and 594 animal lives. Property worth Rs. 55.39 Crores have been saved/salvaged due to timely action of the Fire Personnel.

(b) During the period from 06.08.2019 to 09.08.2019 due to heavy rainfall in the State, areas of Khandepar & Usgao in , Amona & Saal in BIcholim Taluka and Dhargal, Mopa & Casarwarne in were flooded with rainwater. The Department rescued/evacuated 183 people from flood affected areas. Cont….5/-

(14) PROCUREMENT OF FIRE FIGHTING VEHICLES: (a) 5 Nos. of Quick Response Fire Tenders with Fire Fighting Equipments have been procured in the month of May’2019 under the MPLAD Scheme () South Goa, which are deployed at Fire Station Canacona, , Verna, Vasco and Ponda. (b) 1 No. of Advanced Multi Purpose Fire Tender is also procured under the MPLAD Scheme () in the month of July’2019. (c) 2 Fire Fighting Appliances (Water Bowser) will be added to the existing fleet of Fire Fighting Vehicles which are under Fabrication and is expected to be delivered by January’2020.

(15) ANY OTHER IMPORTANT INFORMATION OF THE DEPARTMENT MAY LIKE TO HIGHLIGHT:-

(a) Raising of State Disaster Response Force : In the State of Goa the State Disaster Response Force (SDRF) is expected to comprise of 3 components consisting of 75 personnel each from the Directorate of Fire and Emergency Services, Police & Home guard respectively which amounts to a total of 225 personnel. Proposal for creation of posts is under examination of Government. Currently the Directorate of Fire and Emergency Services has already trained 38 Fire Fighting Personnel in Urban Search and Rescue, Medical First Responder, Swift Water Flood Rescue and Basic Chemical, Biological, Radiological and Nuclear Course. Further batches will be trained once the posts earmarked for State Disaster Response Force are sanctioned and filled.

(b) Revenue Receipts : The department has collected a total Revenue of Rs. 76.00 Lakhs which includes Training fees amounted to Rs. 69,000/-, Licensing and other fees Rs. 66.20 Lakhs and miscellaneous receipts Rs.9.27 Lakhs.
