SUMMARY

The Office of Oil and Gas Global Security and Supply, Division of Natural Gas Regulatory Activities prepares quarterly reports on natural gas import and export activities. Companies are required, as a condition of their authorizations, to file monthly reports. This Natural Gas Import and Export Report is for the second quarter of 2014 (April through June).

Sections 1 and 2 contain quarterly summary charts and tables. Section 3 contains the detailed transactions of all imports and exports. The data in Section 3 is organized by activity: long-term imports, long-term exports, short-term imports, and short-term exports. Section 4 lists revisions made to data published previously. There is a table of contents for your convenience.

Please note that beginning with the fourth quarter of 2013, there were a few additional changes made to the tables in section 1 and some tables were re-numbered as a result – the previous table that covered trucked LNG imports was expanded into two tables (Table 1i and Table 1j); data previously covered in four tables is now covered in two, through the combination of pipeline import data for Mexico and Canada (Table 1e and Table 1f); and data on pipeline exports was broken out to show short-term and long-term totals (Table 1g and Table 1h).

In addition, please note that this quarter we have inaugurated an occasional segment analyzing topics of special interest related to natural gas imports and exports. Named “InFocus,” it appears directory after this summary. The second quarter 2014 InFocus examines the recent rise in U.S. pipeline exports to Mexico.

Second Quarter 2014 Highlights

Imports totaled 631.9 Bcf and exports totaled 356.2 Bcf, resulting in net imports of 275.8 Bcf. As usual, most of the imports came from Canada, comprising 97.5 percent of the total. LNG imports made up nearly all the remainder, 2.5 percent of total imports. Imports from Mexico totaled 0.4 Bcf for the quarter, a negligible fraction of imports. As with imports, the majority of exports went to Canada, making up 47.7 percent of the total. Exports to Mexico comprised nearly all of the remainder. Domestic LNG exports by vessel totaled 1.9 Bcf. There were no LNG re-exports in the quarter.

LNG exports by truck continued in the second quarter - totaling 0.1 Bcf to Canada, with a very small amount (38,319 Mcf) going to Mexico.

Second Quarter 2014 vs. First Quarter 2014 - Highlights

As illustrated in the following tables, total imports decreased by 20.5 percent compared to last quarter. This decrease in imports was due to a 21.0 percent decrease in Canadian pipeline imports and a 7.2 percent decrease in Mexican pipeline imports. Furthermore, the average price of imports decreased by 40.4 percent. This was due, in large part, to the average price of Canadian pipeline imports, which fell by 42.3 percent.

Total exports were down by 15.8 percent from the first quarter. This decrease was mostly due to the 34.1 percent drop in Canadian pipeline exports and despite a 13.6 percent increase in Mexican pipeline. The second quarter also saw exports of domestically produced LNG exports for the first time since October 2012, totaling 1.9 Bcf. There were no LNG re-exports this quarter – compared to 2.7 Bcf last quarter. Export prices generally decreased, with Canadian pipeline export prices decreasing by 48.0 percent compared to last quarter, pipeline export prices to Mexico declining by 8.0 percent, and total trucked exports prices (for LNG and CNG) dropping 47.9 percent.

Second Quarter 2014 vs. Second Quarter 2013 – Highlights

Total imports were down 10.8 percent from the second quarter of 2013. There was a relatively large rise in Mexican pipeline imports, which increased by 501.1 percent (though only 0.3 Bcf in absolute terms). Pipeline imports from Canada were down 10.7 percent and imports of LNG by vessel were down by 17.1 percent. The average pipeline import price increased by 17.7 percent and LNG import prices rose by 73.7 percent. Page - 2

Total exports decreased from the second quarter of 2013, by 11.3 percent. Pipeline exports to Canada decreased by 25.6 percent and Mexican pipeline exports increased by 6.4 percent. Total trucked exports increased by 43.6 percent, though by less than 0.05 Bcf in total. There was a rise in pipeline export and trucked export prices of 12.1 percent and 3.5 percent, respectively, compared to the second quarter of 2013.

Imports and Exports of LNG by Vessel

Imports of LNG by vessel increased 3.9 percent compared to last quarter and decreased by 17.1 percent compared to the second quarter of 2013. Six cargos of LNG were imported by vessel this quarter, compared to eight cargos last quarter and seven cargos in the second quarter of 2013. Prices of LNG imported by vessel were up 33.1 percent from last quarter and up by 73.7 percent from the second quarter of 2013.

For the first time since October 2012, there was an export of domestically produced LNG. The U.S. exported one cargo of LNG (1.9 Bcf) to Japan in the second quarter.

Trends in Natural Gas Pipeline Imports and Exports

North American natural gas market activity routinely includes cross-border transactions. Newly developed resources have influenced the natural gas market and import/export trends. A high level of domestic supply, including unconventional resources located near international borders, such as the Marcellus and Eagle Ford shale formations, has made exports economically attractive to market participants. Even though imports from Canada continue to dominate cross-border trade, exports to both Canada and Mexico have increased. During the second quarter of 2014, exports to Mexico exceeded exports to Canada in a calendar month for the first time in several years. This milestone illustrates a distinct upward trend in exports to Mexico.

Natural gas consumption in Mexico is increasing, and U.S. exports to Mexico are rising to help meet new demand. The growth trend is already visible in international trade, and is further apparent in specific plans to export more U.S. gas to Mexico. Pipeline exports to Mexico have reached a record level – near 2.2 Billion cubic feet per day (Bcf/d) in June 2014, and exports to Mexico have surpassed those to Canada for the first time since September Page - 4

2008. Projects like Net Midstream’s NET Mexico pipeline, which will connect the Agua Dulce Hub in Texas to a new pipeline in Mexico and increase U.S. export capacity by 2.1 Bcf/d, are underway.

As illustrated in the chart, exports to Canada and Mexico were relatively even from 1995 until the fall of 2008, barring some spikes in winter months. The following period saw pipeline exports to Canada increase at a faster rate and widen the Canada-Mexico export gap. However, in recent years, exports to Mexico steadily increased and finally surpassed Canada in May 2014 - owing to both a recent, seasonal drop in exports to Canada and a record volume of exports to Mexico. Preliminary third quarter data show an extension of this trend.

Future levels of exports to Canada and Mexico will depend on a number of factors, including U.S. gas market developments, economic activity and infrastructure development, and the countries’ success in developing their own natural gas resources. Quarterly Summary

• More than 50% of U.S. exports of domestically-produced natural gas during the second quarter were sent to Mexico while 47.7% was sent to Canada.

• For the first time since December 2012, the U.S. exported domestically- produced natural gas by vessel. This gas was sent to Japan and contributed 0.5% of total U.S. natural gas exports during the second quarter.

• Prices of exports to Japan were substantially higher at $15.65 per MMBtu. Mexico prices were slightly higher than the exports to Canada, with the average price of exports to Mexico at $4.82 per MMBtu and the average price to Canada at $4.80 per MMBtu. Page - 34

• Imports from Canada were lower in the second quarter than both other quarters, while imports from Mexico remained at a very low level. • Volumes of natural gas imported under short-term authorizations continued to eclipse volumes imported under long-term authorizations at all-entry points with the exception of Calais, Maine.

• Port of Eastport, Idaho experienced the highest volume of imports from Canada, followed closely by Sherwood, North Dakota; each with more than 20% of the total. Port of Morgan, Montana had the third largest import volume, with 16.3% of total Imports from Canada.
