Attached is a report on the present status of restrictions on trade in textiles maintained by Colombia. This report was submitted in reply to the TSB's request for information in pursuance of Article 11 of the Arrangement, and in particular paragraphs 11, 12 and 2 thereof. The report gives details of changes made in 1981 and 1982 as between Colombia's liberalized import system (L.I.) and the system of prior licensing (L.P.), agreed by the Consejo Directiro de Comercio Exterior (CDCE).

NOTES

1. The heading* of this Chapter are to be taken not to apply to coated or Impregnated fabrics, elastic fabrics or elastic trimmings, machinery belting; or other goods falling within heading Chapter 59. However, embroidery on any textile base falls within heading No. S3.10.

2. In headings Nos. $8.01 and SI.02, the words "carpets" and "rugs" are to be taken to extend to similar articles having the characteristics of floor coverings but intended for use for other purposes. These headings are to be taken not to apply to felt carpets, which fall within Chapter SI.

3. For the purposes of heeding No. SI.OS, the expression "narrow woven fabrics" means: s) Woven fabrics of a width not exceeding 30 cm, whether woven ss such or cut from wider pieces, provided with selvedges (woven, gummed or made otherwise) on both edges; b) Tubular woven fabrics of a flattened width not exceeding 30 cm; and c) Biaa binding with folded edges, of a width when unfolded not exceeding 30 cm. Narrow woven fabrics In the form of fringes sre to be treated as falling within heeding No. SI.07.

4. Heeding No. SI.01 is to be taken not to spply to nets or netting in the piece msde of twine, cordage or rope, which are to be taken as falling within heading No. SI.OS.

5. In heeding No. 58.10, the expression "embroidery" means, inter alia, embroidery with metal or glass thread on a visible ground of textile fabric, and sewn appliqué work of sequins, besds or ornamental motifs of textile or other materials. The heading is to be taken not to apply to needlework tapestry (heeding No. SI.03).
