USA Project EA: Wuhan Municipal Project Management Office (WPMO) Period of Monitoring: Mar. 1 to Dec. 31, 2010 1 Background of Project Wuhan Municipal Government has obtained the loan from ADB for implementation of the Wastewater and Stormwater Management Project (WSMP) for achieving the objective of sustainable wastewater and stormwater management, as well as the water resource protection. The Project consists of five wastewater subprojects and four stormwater subprojects. See table 1 below in detail. By the end of Dec 2010, all the above subprojects had been commenced and are being constructed including subprojects of Erlangmiao WWTP_II, Dongxihu Three Gates Connection, Nantaizi Lake WWTP_II, Caidian WWTP, Dongxihu Wastewater Collection System, Yangsigang Pumping Station and Drainage, Changqing Pumping Station Expansion, Huangpulu WWTP Upgrade and Luojia Road Pumping Station Expansion and Drainage. All the subprojects under the Project have been commenced construction. (1) Erlongmiao WWTP subproject is located in east of Xudong Road in , nearby Wuqing No. 4 Trunk Road. The construction period of the subproject is from third quarter of 2007 to the end of 2009. The construction activities include structures/building construction, demolishment and laying down of underground pipelines, replant trees and landscaping, etc. the treatment capacity of the WWTP will expand from 180,000 m3/day to 240,000 m3/day; and the treatment process will be updated from primary to secondary. The employer of the subproject is Wuhan Municipal Drainage Development Company. (2) Dongxihu Three Gates Connection subproject is located by the Jinyin Lake with the catchment area of 56.7km2. The construction scope includes 3.91 km of culvert, 4.34 km of channel, and renovation of 4.48 km of existing channel. After completion of the subproject, the sewer will drain to Hanxi WWTP and the stormwater will discharge into the Fuhe River. The construction has been completed by December 2009, and employer of the subproject is Wuhan Jianxing Urban Infrastructure Construction Company. (3) Nantaizi Lake WWTP Expansion subproject (phase II) is located at the site of 1000m of north of the Third Bridge of the Yangdze River. The area of the construction site is about 150mu (10ha); the capacity of the WWTP will reach to 100,000m3/d after completion of the subproject; the subproject will be completed by end of 2010. (4) Caidian WWTP is sited on east of Beijing-Zhuhai Expressway, north of Caihe Street and south of the . The service areas of the proposed subproject include Caidian downtown area and Caidian Eastern Development Zone. The short term capacity is 50,000m3/d, and will expand to 100,000m3/d according to the planning. The treatment capacity of the WWTP will be updated to 100,000 m3/d. The subproject has been completed by end of 2009.

(5) Dongxihu Wastewater Collection System is sited at Jinshan Road and Jinyinhu area. A wastewater collection system of 25.35 km will be built. The subproject has been completed by December 2009. IA of this subproject is Caidian Branch of Wuhan Urban Drainage Development Company. (6) The service area of Huangpulu WWTP is 7.48 km2, and the service population is about 311,900. The current capacity of the WWTP is 100,000 m3/d with primary treatment. The primarily treated water was discharged to River. The proposed subproject will upgrade the treatment progress to second treatment. The fully treated water then will be discharged to Yangtze River. IA of this subproject is Wuhan Urban Drainage Development Company. (7) The service area of Yangsigang Stormwater Pumping Station is 3.67 km2 and the service population is about 53,000. The area is suffering waterlogging. The Wastewater and stormwater is now discharged to Moshui Lake and Yangtze River. The proposed subproject includes 1.34 km pipeline and 1.90 km Box culvert and a new built pumping station with the capacity of 20 m3/s. After the completion, the wastewater will flow into Nantaizihu WWTP for treatment and the stormwater will be pumped into Yangtze River. (8) The service area of Changqing Pumping Station is 54.5 km2 and the service population by 2020 will be 756,000. The area is suffering waterlogging and the wastewater and stormwater is now discharged to Jinyin Lake and River. The object of the proposed subproject is to increase the capacity by 135 m3/s. after the completion, the stormwater will flow into Hanxi WWTP for treatment and the stormwater will be pumped into Fu River. Tri-Gates Connection subproject is the counterpart works of Changqing pumping Station. There will build a new open channel to introduce the stormwater to Changqing Pumping Station. IA of the subproject is Wuhan Urban Construction Foundation. (9) The service area of Luojialu Drainage Works is 154 km2 and the service popular by 2020 will be 646,000. The area is suffering waterlogging and the wastewater. There will build 0.39 km box culvert and 8.81 km open channel under the proposed subproject to increase the current capacity of the pumping station by 55 m3/s. After the completion, the stormwater will be pumped to Yangtze River. IA of the subproject is Wuhan Urban Construction Foundation. Firm Channel (III) 2 Objective of Monitoring Based on the requirements in the EIA of the Project, the objectives of the monitoring are: • to assess if the statuses of constructions satisfy the project performance indicators, as well as both ADB’s and China’s environmental policies and standards; • to evaluate extent and severity of environmental impacts compared with the predicted impacts; • to inspect contractors’ performance of the environmental impacts mitigation measures or compliance with related rules and regulations; • to answer and solve public complains; • to evaluate trends of impacts and overall effectiveness of the project’s Environmental Management Plan (EMP). Wuhan Hongshan District Environmental Monitoring Station (HDEMS) conducted the monitoring and the environmental inspections for the above mentioned nine subprojects during the period. • 17 May 2010 (Dongxihu Wastewater Collection System); • 17 May 2010 (Changqing Pumping Station Phase II); • 22 October 2010 (Yangsigang Pumping Station and Drainage); •

3 Environmental Protection during Construction 3.1 Implementation Status for Environmental Mitigation Measures The Consultant, H&J, Inc. USA distributed standard firms for inner environmental monitoring to each of the contractors early in 2008 including weekly and monthly standard forms, which will be submitted to the consultant every month with the signatures of contractors and construction supervision engineers. The six (6) contractors of the sixteen (16) constructions set up and submitted the environmental management plans and their weekly and monthly environmental monitoring reports on schedule. Refer to the app. The emergency response action plans for environmental pollutions during construction are worked out by each of the contractors. And the environmental supervision organizations of the contractors were also established. 3.1.1 Erlangmiao WWTP_II Subproject The contractors of Erlangmiao WWTP_II Subproject have completed the following jobs: • Set up regulations for environmental protection issues during construction by each of the contractors • Set up the site environmental management plan, properly treatment and disposal of construction wastes;

• The ecology restoration measures were conducted including ecological compensation and re-vegetation. The mitigation measures are listed in Table 4 according to the submitted forms. Table 4

The contractors conduct noise-protection measures and use low-noise equipment during the construction for mitigation of noise impact; and for air pollution control, the contractor arrange 10 full-time workers for daily cleaning, water spraying and maintaining the construction site and nearby roads. 3.1.2 Dongxihu Three Gates Connection Subproject The contractor of the Subproject had worked out the regulations for environmental impacts mitigation during construction. The self environmental monitoring monthly report, as well as the weekly checks was conducted by the contractor. The mitigation measures are being taken are as follows: • Water spraying of transportation routes and materials handling sites where dust is being generated; • Al hazardous, or harmful construction materials including petroleum products were stored on an impermeable surface and managing these materials in such a way as to prevent spillage or leakage, which could spread and affect surface water or groundwater systems; • Protect trees nearby earth pits, and minimizing impact to nature vegetations; After pipe-laying construction, the trenches will be properly compacted and re-vegetated; • Take measures to protect surface soil from corrosion, to ensure the land can be agriculturally used after completion of the construction • Properly disposal residue earth and mud. • Noise Control:

i. Installed the noised machineries at proper location where far from residential areas;

ii. Arranged proper construction time, report the local EPB and got permission for night construction;

iii. Keep the equipment in good operation condition by strengthening maintenances;

iv. Covered and enclosed the noised equipment during construction • Air Pollution Control:

i. Stopped using Environmental non-compliance equipment;

ii. Arranged specific workers for cleaning and water spaying construction site and routs 3.1.3 Caidian WWTP Subproject The contractor of the Subproject had submitted the monthly environmental monitoring report on schedule. According to the site inspection, the mitigation measures are being taken are as follows: • Set up regulations for environmental protection issues during construction by each of the contractors • Drew up the site environmental management plan, properly treatment and disposal of construction wastes; • The ecology restoration measures were issued including ecological compensation and re-vegetation. • For Noise Control, the contractor’s staff of the specifically appointed for monitoring noise along the borders of the site, and took quick measures for controlling the noise; • Took measures, such as covered the material and transport vehicles, spaying water on site, cleaning construction wastes timely, etc. for reducing the dust generation. 3.1.4 Nantaizihu WWTP Expansion

The contractors conduct the following measures for mitigating the environmental impacts: z Constructed temporary gateway and enclosure for isolation of the construction site; z Publicized environment protection surrounding the construction site; z Established a civilized construction team for maintaining clean construction sites; z Built a facility for vehicle washing, and wash the vehicles and construction machineries before out of the construction site; z Protect trees nearby earth pits, and minimizing impact to nature vegetations; After pipe-laying construction, the trenches will be properly compacted and re-vegetated; z To ensure the land can be agriculturally used after completion of the construction z Take measures to protect surface soil from corrosion; Properly disposal residue earth and mud.

z Noise Control:

i) Arranged proper construction time;

ii) Installed the noised machineries at proper location where far from residential areas;

iii) Keep the equipment in good operation condition by strengthening maintenances;

iv) Covered and enclosed the noised equipment during construction z Air Pollution Control:

i) Conducted the construction section by section for reducing dust

ii) Properly stored the construction materials and disposed the construction wastes; z Arranged specific workers for cleaning and water spaying construction site and routs 3.1.5 Changqing Pumping Station Expansion

The contractors conduct the following measures for mitigating the environmental impacts: z Publicized environment protection surrounding the construction site; z All machines were equipped with dust-proof device or dust cover; z Protected trees nearby earth pits, and minimizing impact to nature vegetations; After pipe-laying construction, the trenches will be properly compacted and re-vegetated; z Constructed temporary office, canteen, toilets to keep to site tidy and beautiful. z Established a civilized construction team for maintaining clean construction sites; z Noise Control:

i) Arranged proper construction time;

ii) Installed the noised machineries at proper location where far from residential areas;

The contractors conduct the following measures for mitigating the environmental impacts: z Water spraying of transportation routes and materials handling sites where dust is being generated; z Al hazardous, or harmful construction materials including petroleum products were stored on an impermeable surface and managing these materials in such a way as to prevent spillage or leakage, which could spread and affect surface water or groundwater systems; z Protected trees nearby earth pits, and minimizing impact to nature vegetations; After pipe-laying construction, the trenches will be properly compacted and re-vegetated; z To ensure the land can be agriculturally used after completion of the construction; z Take measures to protect surface soil from corrosion; Properly disposal residue earth and mud. z Noise Control:

i) Arranged proper construction time;

ii) Installed the noised machineries at proper location where far from residential areas;

iii) Keep the equipment in good operation condition by strengthening maintenances;

All the contractors of the above subprojects have submitted their environmental management regulation and the implementation results to the local EPB and Wuhan Municipal Drainage Company. 3.2 Environmental Monitoring Training H&J, Inc. held three environmental monitoring trainings during January 2010 to December 2010 according to the implementation status. The trainings contents include:

z Objectives and requirements of EMP during construction;

z Contractors’ regulations and personnel for environmental protection during construction;

z Relevant environmental laws, regulations and standards;

z Major environmental impacts and corresponding mitigation measures;

z Detailed monitoring parameters and site environmental inspection;

z Requirements and explanation for filling-in the environmental daily and monthly reports After the training, the training materials and the standard tables were distributed to all the contractors. H&J required the contractors to commit all the mitigation measures, and incorporated all the environmental regulations into their QA/QC systems. 3.3 Routine Supervision and Inspection All the contractors submitted the tables/forms on schedule based on the Consultant’s requirements. During the period from January to December 2010, twenty-five (25) forms had been received. Wuhan Hongshan District Environmental Monitoring Station, entrusted by the Consultant, conducted the monitoring for air, water and noise, as well as the sites

15 Environmental Monitoring Report_No.4 ADB WWSMP inspections for contractors’ environmental management and implementation of the mitigation measures during the period from January to December 2010. 3.4 Environment Management of Construction Sites All the contractors has assigned full time staff for environment management, and the environmental mitigation measures were listed as an issue of construction implementation plan; the notice boards were erected on all construction sites, on which the construction schedules, the contractors, the construction supervision companies, telephone numbers for environmental complaints, etc. were publicized. Before constructions, training were held to workers of the contractors for learning environmental knowledge, laws and regulations, as well as the EMP and the mitigation measures. 4 Environment Protection Targets The environment protection areas for the two subprojects are listed in Table 5 and Table 6 below according to the Environmental Management Plan. 5 Monitoring during Construction HDEMS conducted the environmental monitoring and inspections for the four subprojects based on the EIA and actual construction processes. 5.1 Monitoring Period Covered completed construction process, emphasize environmental sensitive areas and key points nearby the construction sites. 5.2 Monitoring Parameters

In addition to the points indicated in the EIAs, monitoring points at some construction sites, pumping stations and pipeline routes were also selected. Due to construction process, some points indicated in the EIAs were not included, which will be included in next monitoring. 5.5 The monitoring and inspections were conducted During January 1, 2010 to December 31, 2010 by HDEMS. The monitoring parameters include TSP,

PM10.and Noise. Please refer to the appendix for detailed environmental monitoring report.Monitoring of Ambient Air Quality

5.1.1 Monitoring parameter: TSP、PM10, detect wind direction, wind speeds, air pressure and temperature while sampling; 5.1.2 Monitoring points are listed in Table 7 and Fig. 1 and Fig.2; 5.1.3 Monitoring Frequency: 3 times/day for TSP and PM10, 45minuts/time, for a day.

5.7 Wastewater Monitoring The Contractor Purchase commercial ready-mixed concrete without using water at the sites, therefore, there is no wastewater discharge. 5.8 Monitoring Methods and Evaluation Standard Based on the National Specifications, the standard methods of monitoring are listed in Table 9, and the evaluation standards of the monitoring for the proposed construction sites are shown in table 10 according to the environmental functional layout of Wuhan Municipality and the EIAs of the subprojects.

During the air quality monitoring, due to dust impact generated by passing vehicles, TSP and PM10 at some points exceeds the Grade II of national standard of GB3095-1996. The monitoring data of noise are as Table 12 below.

Based on the monitoring results in Table 12, the noise at the points exceeded the national standard during day time due to traffic noise. 6 Conclusion and Recommendation The main reason for TSP and PM10 exceeded the standards is the dust caused by material and construction wastes transport vehicles, which also caused the noise. The mitigation measures for environment protection have been generally implemented by the contractors. The monitoring results indicated that the environmental impacts due to the constructions are acceptable. The PMO and the construction supervision companies should stake measures to strength the supervision to contractors’ environmental management, and enforce the contractors taking the following measures: 1) Go on with implement the environmental management plan, reasonably lay out the construction equipment and schedule for mitigating the environmental impacts; 2) Using low-noise equipment, ban construction vehicles from sounding their

horns to reduce noise impact; 3) Increase water spraying of transportation routes and materials handling sites where dust is being generated; Particular attention will be paid to dust suppression adjacent to sensitive receptors such as schools or residential areas; 4) All wastes (hazardous and non-hazardous) will be removed from sites to approved waste disposal sites with the proper credentials following the appropriate standards for mitigating impacts.
